1 226 DEFENCE CAPABILITY PLAN 2011 PUBLIC VERSION PROJECT NUMBER Overlander Protected Mobility Vehicle Light Overlander Medium and Heavy Tactical Training Vehicles LAND 121 Background Overlander is a multi-phased project to provide the ADF with field vehicles and trailers to meet its mobility requirements. The ADF fleet of field vehicles and trailers is the backbone of its war fighting force and sustainment structure. These vehicles are used to transport personnel, combat supplies, materiel, and replacement combat systems and when necessary, evacuate casualties. They also serve as platforms and prime movers for command, control, communications, computer and intelligence (C4I) systems and numerous weapon systems. Field vehicles and trailers are an essential element of combat, combat support and combat service support capabilities of the ADF. Vehicle characteristics must be tailored to suit the units and equipment they support as well as the conditions under which they are required to operate. Around one third of the fleet of vehicles are to be armoured to protect personnel from the effects of mines, bullets and improvised explosive devices. The current phases include: > > Phase 2A (in progress) is enhancing current vehicle capability for heavy recovery and bulk liquid transport. It also addresses excessive cabin noise and personnel/cargo restraint and segregation systems and rollover protection. > > Phase 3 (in progress) is replacing the current fleet of ADF field vehicles and trailers. This phase includes the acquisition of: around 1200 unprotected Mercedes G-Wagon light vehicles, with modules and trailers to enable tactical training; around 2300 medium and heavy trucks (at least 1300 will be protected to enable operational deployment); and around 290 Bushmaster Protected Mobility Vehicles to provide light troop transport functions. > > will provide the core of the ADF operationally deployable light protected vehicle fleet through the acquisition of around 1300 vehicles and trailers. > > will complete the replacement of light vehicles through the acquisition of unprotected vehicles to enable tactical training. > > will complete the replacement of medium and heavy vehicles through the acquisition of unprotected vehicles to enable tactical training. Australian Industry Capability Considerations An AIC Plan is required when the estimated project budget for an acquisition is equal to or greater than $20m or where the project identifies a specific need for local industry to deliver aspects of the capability, such as a Priority Industry Capability. The table below provides an indication of the likely AIC, PIC, SIC and GSC requirements for this project: Phase AIC PIC SIC GSC Yes No Yes Yes Yes No No Yes Yes No No Yes PHASE 4 OVERLANDER PROTECTED MOBILITY VEHICLE LIGHT Scope is to provide around 1300 Protected Mobility Vehicles-Light (PMV-L) with companion trailers for command, liaison and utility roles. This phase will replace around one third of the Land Rover Fleet. The PMV-L will provide an optimum balance of the requirements for survivability, mobility, payload, C4I readiness, usability and sustainability.

IOC will be achieved when sufficient capability has been acquired to equip a battlegroup. FOC will occur when the full scope of the project, including the mission, support and training systems, and facilities, if required, have been delivered and accepted into operational service. LOT for this capability will be determined later in the project development process. Planned Schedule First Pass Approval Completed Year-of-Decision FY to FY Market Solicitation Underway Initial Materiel Release FY to FY Initial Operating Capability FY to FY Australian Industry Opportunities Acquisition In order to acquire the capability sought by, the Government has agreed for Defence to pursue multiple acquisition options: > > Joint Light Tactical Vehicle (JLTV) Program Option: Australia s participation in the Technology Development Phase of the United States Department of Defence JLTV Program, commenced in January The Technology Development Phase is scheduled to be completed in In 2011, the Government will consider if Australia will participate in the Engineering and Manufacturing Development Phase of the JLTV Program. During this phase, the JLTV Program intends to request proposals from industry, by approaching the open market with a revised set of requirements. > > Manufactured and Supported in Australia (MSA) Option: In 2009, the Government agreed to release a RFP package to determine if Australian industry has the capacity to provide a Manufactured and Supported in Australia solution. The RFP responses are currently being verified and validated through Development Contracts with three companies. In 2011, the Government will consider if the MSA option has merit and continue to the next Government decision. > > Market Available Option: Defence may also develop solicitation documentation for a current-generation market available Protected Mobility Vehicle Light. The RFT for this option will only be released to the open market subject to Government s decision on the MSA and JLTV options. The repair and maintenance of PMV-L produced under any option is a Strategic Industry Capability as part of the requirement to achieve self reliance in the Repair, Maintenance and Upgrading of armoured vehicles.

Through-life Support The industry requirements are likely to be based around developing and maintaining sufficient capability within Australian industry to undertake a full range of through-life maintenance and support activities to the maximum extent possible. The contract period for TLS is expected to be 15 years with an option for a further 15 years. It will acquire around 1000 vehicles and a number of modules and trailers. IMR will occur upon the completion and release of the supplies which are required to support the achievement of the IOC. IOC will be defined later in the project development process. FOC will occur when the full scope of the project, including the mission, support and training systems, and facilities, if required, have been delivered and accepted into operational service. A LOT of 15 years with the potential for an extension following a mid-life upgrade is sought. Option 1 seeks to acquire additional quantities of unprotected vehicles, modules and trailers acquired under LAND 121 Phase 3. Option 2 seeks to develop a modified commercial vehicle. Commercial vehicles would be acquired and modified to meet the tactical training threshold. The contract period for TLS is expected to be 15 years with an option for a further 15 years. LOT is expected to be 15 years with the potential for an additional 15 years following a mid-life upgrade.
