17 1958 Agreement The purpose of the Agreement is to provide procedures for establishing uniform prescriptions regarding new motor vehicles and motor vehicle equipment and for reciprocal acceptance of approvals issued under Regulations annexed to this Agreement. At the moment, reciprocal recognition under the Agreement is only for vehicle systems, parts and equipment, not for the entire vehicle. The Agreement has 122 UN-ECE Regulations Agreement = Technical Requirement + MRA

35 MRA (Mutual Recognition of Approval) - (1) Objective To simplify certification procedure among the contracting countries. Concept Equipment tested in one country (A) and verified to comply with requirement of the other contracting countries (B), (C) - --is allowed to be used in each country without testing and submitting data again for approval.

43 CONFORMITY OF PRODUCTION 1. INITIAL ASSESSMENT The authority of a Contracting Party must verify, before granting type approval, the existence of satisfactory arrangements and procedures for ensuring effective control so that components, systems, or vehicles when in production conform to the approved type. (Appendix2 1.1) The type-approval authority must accept the manufacturer s suitable certification to harmonized standard ISO 9002, or equivalent accreditation standard (Appendix2 1.3)

44 CONFORMITY OF PRODUCTION 2. PRODUCT CONFORMITY ARRANGEMENTS Every component, system or vehicle under Regulation annex to this Agreement must be so manufactured as to conform to the type approved by meeting the requirements of Regulation. (Appendix2 2.1) The authority of a Contracting Party, must verify the existence of adequate arrangements and documented control plans, to be agreed with the manufacturer for each approval, to carry out at specified intervals those tests or associated checks necessary to verify continued conformity with the approved type including specifically, where applicable, tests specified in the Regulation. (Appendix2 2.2)

45 CONFORMITY OF PRODUCTION What is Control Plan?: A documented description of the verifications and checks or associated tests necessary to verify the production s performance, specifications and marking in relation to the type-approval

46 CONFORMITY OF PRODUCTION 3. CONTINUED VERIFICATION ARRANGEMENTS The authority which has granted type-approval may at any time verify the conformity control methods applied in each production facility. (Appendix2 2.4) -The normal arrangements shall be to monitor the continued effectiveness of the procedures established at initial assessment and product conformity (Appendix2 2.4) At every review, records of tests or checks and records of production shall be made available to the inspector (Appendix )

47 CONFORMITY OF PRODUCTION 3. CONTINUED VERIFICATION ARRANGEMENTS -Where the nature of the test is appropriate, the inspector may select samples at random to be tested in the manufacturer s laboratory. The minimum number of samples may be determined according to the results of the manufacturer's own verification. (Appendix ) -The authority of a Contracting Party may carry out any check or test prescribed in applicable Regution annexed to this Agreement. (Appendix )

53 2005 年 7 月 27 日 第 2 回 JASIC アジア専門家会議 報告者 :JASIC 秋葉 萩原 会議名 :1958 協定加盟に関するアシ ア専門家会議 日時 :2005 年 7 月 15 日 ( 金 )9:00~17:00 会場 :Libra Ballroom, Jakarta Hilton International Hotel 主催 : インドネシア自動車工業会 (GAIKINDO) 出席者 :96 名 ( 主な出席者 )Mr. Bambang Trisulo, Chairman, GAIKINDO Mr. Iskandar Abubakar, MSc., Director General DGLC, MOC Mr. Budi Darmadi, Director General for Transportation Equipment and ICT Industry, MOI Mr. Subagyo, Special Assistant to Minister, MOT National Agency for Standardization (BSN), Center for Thermodynamics Machinery and Propoulsion (BMTP), AISI, GIAMM の代表他 JASIC( 事務局 ): 秋葉 萩原 結果概要 アジェンダに沿って基調演説 1958 協定に関するJASICからのプレゼンテーション 及び質疑応答 更にインドネシアの行政および業界関係者によるパネルディスカッションが行われた 初歩的な質問もかなりあったが インドネシアの関係者が一堂に会して 1958 協定そのものについて理解を深めた点は関係者の認識の底上げが出来たといえる また 今後官民で構成するWGを設置するとの方向が打ち出され 協定加盟に向けた国内活動の促進が期待される インドネシア側から GAIKINDO 会長 MOC 本省部長クラスおよび MOI 本省部長クラスから基調演説が行われた 演説内容はそれぞれの立場から基準調和の重要性について触れ 1958 協定への関心を示している一方 技術基盤整備への先進国からの助成を求めたことが注目された JASICからはGAIKINDOから要請のあった 1958 協定の概要と協定加盟後の認証制度について協定規約 WP29 組織等に基づきプレゼンテーションを行った 質疑としてはWP29 の組織 仕組み 3 協定間の相違 右 / 左ハンドルの統一化の動向有無 日本のECE 採用の経緯 EC Directive および ECE Regulation の相違などがあった インドネシアから Mr. Karlo Manik (9 回官民会議のインドネシア側スピーカー DGLC Road Worthiness Testing and Motor Vehicle Certification Center の責任者 ) から協定加盟と国内法規整備 認証制度整備の基本的考え方についてプレゼンテーションがあった インドネシアサイドのみのパネルディスカッションは AISI( インドネシア二輪車工業会 ) の基準調和活動と 1958 協定加盟に先立つ国内認証機関の相互承認のスキームについて議論された ( インドネシア語での議論 )
