1 HEBDEN ROYD TOWN COUNCIL MEETING of the TOWN COUNCIL held WEDNESDAY 15 th MARCH 2017 MINUTES PRESENT Councillors; Fraser (Chair), Bampton Smith, Cammack, Courtney, Crosland, Daber, Dixon, Fenton, Hodgins, Scullion, Stow, Timbers & Young. Clerk Jason Boom, Hebden Royd Town Council. MINUTES 423. PUBLIC QUESTION TIME. No Questions were asked of the council APOLOGIES FOR ABSENCE. Cllrs Boggis, Davenport, Fearon & Trickett MEMBERS INTERESTS RELATING TO AGENDA ITEMS. None were declared at this time HEBDEN BRIDGE TWINNING SOCIETY Jane Jackson and David Parry advised the meeting of the upcoming activities of the Hebden Bridge Twining Society including: Arrangements for the HBTS informal twinning visit to St Pol (25th to 28th May 2017) The program for the HBTS informal visit from Warstein (20th to 22nd October 2017) Plans for a youth exchange with Paratico (Summer 2017). The meeting was also advised that agreement had been reached between Cllr Scott Trickett and Calder High, a letter of confirmation had been received and the Twinning Society provided the funds to be transferred PLANNING APPLICATIONS a) Application 17/00116/FUL at Coach House, Bridge Gate, Hebden Bridge for Amendment to previous approval 16/00961: reduction in amount of first floor extension, minor amendments to window and door locations, additional window, projecting balcony. Cllr Timbers questioned the application and its lack of accessibility for disabled individuals, he felt that given the space available to incorporate structures to aid access and its proposed use as a public building this should have been addressed in the application. Flood mitigation should not be an excuse for not allowing access.

2 Seconded by Cllr Dixon and RESOLVED: NO OBJECTION. 6 voted in favour, 3 against with 1 abstention. b) Application 17/00172/FUL at Unit 2, Greenhill Industrial Estate, Moderna Way, Mytholmroyd, HX7 5QF for Alterations to ground and part first floor area to facilitate the subdivision of the existing single unit (B2) into eight mixed use (B2/B1) units. It was moved by Cllr Dixon Seconded by Cllr Hodgins and RESOLVED: NO OBJECTION. c) Application 17/00182/HSE at 11 Eskdale Mount, Hebden Bridge, HX7 7EB for Alterations to existing doors and windows. Seconded by Cllr Timbers and RESOLVED: NO OBJECTION. Note: Cllr Cammack declared an interest in the next item. d) Application 17/00082/FUL at The Hatcheries, Hall Bank Lane, Mytholmroyd, HX7 5HQ for Increased parking provision. It was moved by Cllr Timbers RESOLVED: NO OBJECTION subject to supportive comments from the Highways Network Manager. It was moved by Cllr Fraser RESOLVED: that the recommendations on the above planning applications are sent to the Environmental Services Department of Calderdale MBC. When the Chair or Deputy Chair cannot attend, Ward members are authorised to represent the view of Hebden Royd Town Council at meetings of the Planning Committee at Calderdale MBC APPLICATIONS FOR PLANNING PERMISSION GRANTED BY CALDERDALE MBC The Clerk reported on Planning Notices received from the Chief Town Planning Officer GRANTING PLANNING PERMISSION to applications previously considered. It was moved by Cllr Hodgins RESOLVED: to note the information.

MINUTES OF THE STRATEGY & REVIEW COMMITTEE held 8 th MARCH 2017 It was moved by Cllr Scullion RESOLVED: to approve the minutes as a correct record and endorse the recommendations therein MINUTES OF THE COMMUNITY FUNDING COMMITTEE held 13th MARCH 2017 It was moved by Cllr Stow Seconded by Cllr Courtney and RESOLVED: to approve the minutes as a correct record and endorse the recommendations therein MINUTES OF THE NEIGHBOURHOOD PLANNING COMMITTEE held 14 th MARCH 2017 Cllr Timbers thanked the Deputy Clerk for the producing the minutes in a timely fashion and suggested amendments It was moved by Cllr Timbers Seconded by Cllr Hodgins and RESOLVED: to approve the amended minutes as a correct record and endorse the recommendations therein REPRESENTATIVES TO OUTSIDE BODIES Reports from representatives: Cllr Dixon - DEFRA & Local Flood Groups Current activities were reported on with advise from Cllr Timbers that Lindsay Smales, working with the Neighbourhood Plan Committee was establishing design standards for flood resilient housing. The agreement for HRTC to manage DEFRA Funds on behalf of the flood groups was discussed. The original agreement and minute was considered. It was moved by Cllr Dixon Seconded by Cllr Timbers and RESOLVED: that the Flood Groups be advised that HRTC will manage residual funds from the DEFRA Flood Programme on behalf of the Flood Groups until they are exhausted. No new funds are to be accepted and the Flood Groups should plan to manage their own financial affairs.
