3 FY Capital Improvement Program Off Street Facility Maintenance and Repair Project Off Street Facility Maintenance and Repair Project FY 217 FY 218 FY 219 FY 22 FY 221 FY 222 Off-Street Facilities Fund 18,37, 1,, 2,24, 2,74, 2,45, 9,94, 18,37, 1,, 2,24, 2,74, 2,45, 9,94, Holly Street Garage DESCRIPTION: This project provides for the ongoing maintenance and repair of the City s off street parking facilities including nine City-owned garages: Paseo, Los Robles, Marengo, DeLacey, Schoolhouse, Marriott, Del Mar, Plaza Las Fuentes and Holly Street. This project will also address maintenance and repairs at three City-owned parking lots: Union/El Molino, Playhouse and Shopper s Lane. Work will be identified in a facility assessment conducted in FY 218 and will include, but not be limited to, repairs and maintenance of items such as: floors, ceilings, and columns; cracks and joints; waterproofing; post tension systems; mechanical and electrical systems; fire protection; HVAC; elevators; electrical; stairs; painting; and other items as identified. SCHEDULE: Work will begin in FY 218. RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with Public Facilities element of the General Plan by encouraging a high level of maintenance of existing facilities. SPECIAL CONSIDERATION: The future cost of ongoing maintenance and repair of the City s off street parking facilities will be determined in a facility assessment conducted in FY 218. The $18.4 million total estimated project cost is the remaining work identified in the 212 Garage Maintenance and Repair Program analysis. HISTORY: This project was created and initially funded in FY 218 to combine all off street parking facilities into one maintenance and repair capital project. 6.1

SCHEDULE: Work for FY 218 will include but is not limited to: structural concrete repairs, crack and joint repairs, masonry wall repairs, traffic coatings and stucco façade repairs at the DeLacey Garage; and structural concrete repairs, crack and joint repairs, expansion joint repairs, metal pedestrian fencing install and repairs, traffic coatings and stucco façade repairs at the Schoolhouse Garage. No work is scheduled in FY 218 for the Marriot Garage. RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with the Land Use Element of the General Plan by continuing to implement capital improvements which will maintain or rehabilitate infrastructure. It will also improve the parking conditions within the Central District Specific Plan area. SPECIAL CONSIDERTATION: Upon completion, this project will be closed and future work will be performed under the Off Street Facility Maintenance and Repair Project (72159). HISTORY: This project was created and initially funded in FY 27 under project number This project was segmented into a five-year phase starting in FY 215 and fully funded in FY 217. In FY 218, the project was renamed "DeLacey, Schoolhouse, and Marriott Garage Improvements." 6.2

SCHEDULE: Work for FY 218 will include but is not limited to the following: structural concrete repairs, crack and joint repairs, expansion joint repairs and waterproofing, and ADA upgrades including signage and striping at the Paseo Garage; Structural concrete repairs, crack and joint repairs, masonry repairs, metal pedestrian fencing installation and repairs, traffic coatings, roof repairs, and ADA upgrades including signage, striping, truncated domes, stairway handrails, elevator upgrades and bollards at the Marengo Garage; and structural concrete repairs, crack and joint repairs, metal pedestrian fencing install and repairs, and traffic coatings, and ADA upgrades including signage, striping, truncated domes, stairway handrails, elevator upgrades and bollards at the Los Robles Garage. RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with the Land Use Element of the General Plan by continuing to implement capital improvements which will maintain or rehabilitate infrastructure. SCHEDULE: Work for FY 218 will include but is not limited to: structural concrete repairs; crack and joint repairs; traffic coatings; and pavement markings. RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with the Public Facilities Element Objective 5 of the General Plan by providing a high level of maintenance of existing facilities. SPECIAL CONSIDERTATION: Upon completion, this project will be closed and future work will be performed under the Off Street Facility Maintenance and Repair Project (72159). HISTORY: This project was created in FY 215 and fully funded in FY 217. In FY 218, the project was renamed "Plaza Las Fuentes Garage Improvements." 6.6
10 FY Capital Improvement Program Civic Center Employee Lot Civic Center Employee Lot FY 217 FY 218 FY 219 FY 22 FY 221 FY 222 Civic Center Meter Fund 3, 3, 3, 3, Ramona St. and Garfield Ave. DESCRIPTION: This project provides for the construction of an ADA compliant surface parking lot on the southwest corner of Ramona Street and Garfield Avenue that will serve as a parking lot for City employees visiting the Civic Center area, specifically those with ADA placards, City vehicles, and Official City Business placards. JUSTIFICATION: City employees visiting the Civic Center for City business currently park at parking meters in the area immediately surrounding City Hall. This prevents citizens and visitors to City Hall and the Hale Building from finding convenient parking and also denies the City parking meter revenue. The construction of a dedicated City parking lot for City vehicles and City employees vehicles with Official City Business placards would service customers by moving these employee vehicles off the street and opening up parking spaces for the public. The lot would also serve City employees with ADA placards by providing dedicated ADA compliant parking spaces in the vicinity of their workplace. SCHEDULE: Design will begin in FY 218. RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with Mobility Element Program 1.11 (Provide for Public Needs) by operating public parking facilities to ensure the availability of short-term parking at major destinations. 11 FY Capital Improvement Program Access and Revenue Control System (PARCS) 8 Access and Revenue Control System (PARCS) FY 217 FY 218 FY 219 FY 22 FY 221 FY 222 Off-Street Facilities Fund 3,, 5, 5, 1,, 1,, 3,, 5, 5, 1,, 1,, Revenue and Access Control System DESCRIPTION: This project provides for the replacement of the existing Access and Revenue Control System (PARCS) in eight City-owned garages: Paseo, Los Robles, Marengo, DeLacey, Schoolhouse, Marriott, Del Mar and Holly. The PARCS in all of these garages is between 1 and 17 years old and has reached the end of its useful life and needs to be replaced. This project will provide one unified system across eight garages and will provide an improved customer experience, greater City control of the system, and improved auditing functions for both revenue and performance. JUSTIFICATION: Existing PARCS equipment is approaching or at the end of its useful life and needs to be upgraded. This project will provide for one consistent PARCS through most of the City's parking garages. The need for a universal PARCS was identified in a parking garage audit and will improve overall operations and efficiency in the garages. SCHEDULE: Installation will begin when funds are identified. RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with Land Use Element Policy 2.7 (Civic and Community Services) by providing diverse uses and services supporting Pasadena s residents such as facilities for civic governance and administration, public safety (police and fire), seniors and youth, community gatherings, and comparable activities. HISTORY: This project was created in FY 217 and is currently unfunded. 6.8
