Executive Summary Council has received representations from a resident of No.39 Bennett Street, Bondi requesting consideration be given to restricting parking at the short section of kerb between the driveway access at that property and a street tree to its south. Council will need to exercise its delegated functions to implement the proposal. 2. Introduction/Background The vehicle shown in figure.1 attached is a Hyundai Getz which is 3.7m long. This vehicle is actually in contact with the street tree and is parked partly across a garden bed. The parked vehicle provides the absolute minimum clearance at the driveway exit of No.39. The make and model of vehicles which are able to park at this short section of kerb and being fully clear of the driveway wing is extremely limited. 3. Technical Analysis The driveway of No.39 Bennett Street is 3.0m wide with a power pole immediately adjacent to the northern edge. It is apparent that this driveway has been constructed to fit between Council s drainage pit and the pole. Should an 85 th percentile vehicle (4.910m in length) occupy this area, it would not be physically possible for another 85 th percentile vehicle to enter/exit the driveway. There are no time limit restrictions applied to this section of Bennett Street. Installs an E1 edgeline on the eastern side of Flood Street between the existing pedestrian crossing and the driveway entrance to Flood Street. 2. Installs an E1 edgeline on the western side of Flood Street between the existing pedestrian crossing and the intersection of Kenilworth Street. 1. Executive Summary Council has received representations from residents and management of the Lifestyle Manor Bondi retirement village located at Flood Street, Bondi regarding vehicles parking illegally between the pedestrian crossing on Flood Street and the shared driveway access to the retirement centre. Council will need to exercise its delegated functions to implement the proposal. 2. Introduction/Background Due to the high demand for parking in the area, the kerb space between the planter boxes at the crossing and the driveway entrance to No Flood Street is frequently occupied by illegally parked vehicles. This is despite the No Stopping signage already in place and attendance by Council s Parking Officers. It is proposed to install edge lines which will mirror the lines which have been provided on the approach side of the crossing. 3. Technical Analysis The technical direction relating to pedestrian crossing (TDT2002/12c) stipulates a minimum 10m of No Stopping on the departure side of the crossings. On the eastern side of Flood Street there is 9.7m between the crossing and the driveway of No which includes a 3.9m planter box. There is 11.6m between the crossing and Kenilworth Street on the western side of Flood Street which includes a 3.9m planter box. It is recommended an edge line be installed at this location. Executive Summary Council has received a request for parking restrictions to be installed in Isabella Lane to allow access for vehicles to turn right (to the north) out of Kingsley Lane into Isabella Lane. Council will be required to exercise its delegated functions to implement the proposal. 2. Introduction/Background Currently residents with vehicular access to Kingsley Lane are unable to exit Kingsley Lane to the right (north) when vehicles are parked in Isabella Lane on the west side opposite Kingsley Lane. The placement of the driveway access of No.44 Bourke Street south of Kingsley Lane allows vehicles to turn left (south). TC/C.03/16.01 Page 10
13 Figure 1. Aerial plan showing proposed restrictions. 3. Technical Analysis Kingsley Lane is a narrow (4.1m) lane which provides a rear vehicle access to 7 properties. As shown in Figure 2, it is possible for an 85 th percentile vehicle to turn right, after a single reverse manoeuvre, whilst a single 5m parking space remains on the western side of Isabella Lane. 15 REPORT TC/C.04/16.01 Subject: TRIM No.: Author: Director: Mirimar Avenue, Bronte Concealed Driveways Sign A03/ Kyle Wells, Traffic Engineer Emily Scott, Acting Director Waverley Renewal COUNCIL OFFICER S PROPOSAL: That Council installs a Caution-Driveways sign on the western side of Mirimar Avenue, Bronte, 24m from the intersection of Hewlett Street on power pole SY Executive Summary Council has received a request from a resident of Mirimar Avenue regarding potential conflicts that can occur between vehicles travelling north on Mirimar Avenue and vehicles entering/exiting from garages also on the western side of Mirimar Avenue. Council will be required to exercise its delegated functions to implement the proposal. 2. Introduction/Background The first driveway/garage on the western side of Mirimar Avenue is recessed into the hill and vehicles exiting this garage are not visible by drivers entering from Hewlett Street. This access point has been in place for several years, but has recently been reconstructed resulting in more frequent use. The resident has been advised to reverse into the driveway and exit in a forward direction to maximise the sight distance and reaction time between entering and approaching vehicles. 3. Technical Analysis The left turn from Hewlett Street into Mirimar Avenue is a large radius turn leading to a steep ascent. Observations at this site indicate that vehicles accelerate around the left curve from Hewlett Street and proceed uphill into Mirimar Avenue at speed. Reversing out of driveways located around the curve on the western side is hazardous due to reduded sightlines. It is considered installing an RMS standard Caution- Driveways sign will improve safety. 17 REPORT TC/C.05/16.01 Subject: TRIM No.: Author: Director: Lawson Lane, Bondi Junction - No Parking at Driveways A02/ Sam Samadian, Professional Engineer Emily Scott, Acting Director Waverley Renewal COUNCIL OFFICER S PROPOSAL: That Council extends the existing No Parking zone on the eastern side of Lawson Lane opposite the driveway to 114 Denison Street, Bondi Junction, by 5m to the south as shown in Attachment 1 to this report. 1. Executive Summary Representations have been received from the residents of 114 Denison Street, Bondi Junction requesting consideration be given to installing parking restrictions opposite their garage in Lawson Lane to improve vehicular access. Council will need to exercise its delegated functions to implement the proposal. 2. Introduction/Background Due to increasing demand for similar requests, Council s policy is to apply the following criteria when assessing the technical aspects of motor vehicular access between the road reserve and adjacent land: Development Application If the matter has been raised as part of the Development Application process, Council officers may not support a proposal to remove on-street parking to improve access between the road reserve and adjacent land. Left and/or Right In/Out Only Where there is an opportunity for drivers to access and egress off-street parking, unimpeded, through a left and/or right in/out only manoeuvre, Council officers will not support a proposal to remove on-street parking to improve access between the road reserve and adjacent land. It is acknowledged that drivers may need to travel further to access and egress their properties. B85 Vehicle Council officers will survey the driveway, off-street parking and surrounding road environment, to be drafted. Australian Standard AS : 2004 provides a turning template for 85 per cent of the registered passenger vehicles in Australia (B85 Vehicle) and this is to be used to assess the access between the road reserve and adjacent land. If the access for a B85 Vehicle IS NOT impeded by vehicles legally parked on-street, Council officers will not support a proposal to remove on-street parking to improve access between the road reserve and adjacent land. If the access for a B85 vehicle IS impeded by vehicles legally parked on-street, Council officers will refer the matter to the Waverley Traffic Committee and Council. The application to remove the TC/C.05/16.01 Page 15
18 parking is to be advertised by Council officers, by installing a notice in the vicinity of the on-street parking in question. The matter has been referred to the Waverley Traffic Committee to assess the technical aspects of motor vehicular access between the road reserve and adjacent land. Council will need to assess the wider issue of equity, having regard to the Traffic Committee s advice and Council s obligations under the Roads Act 1993: Waverley Council is the Roads Authority for all of these Roads (Sec 7), a member of the public is entitled, as of right, to pass along a public road (whether on foot, in a vehicle or otherwise) and to drive stock or other animals along the public road (Sec 5(1)), and the owner of land adjoining a public road is entitled, as of right, to access (whether on foot, in a vehicle or otherwise) across the boundary between the land and the public road (Sec 6(1)). The Roads Act 1993 does not provide a right for members of the public to store private property, such as motor vehicles, on the public road. Council has advertised the proposal to the community, using the signage shown below. APPLICATION TO REMOVE PARKING WAVERLEY COUNCIL HAS RECEIVED AN APPLICATION TO REMOVE THIS PARKING. THE ISSUE WILL BE DISCUSSED AT THE NEXT AVAILABLE TRAFFIC COMMITTEE MEETING. PLEASE CONTACT COUNCIL ON FOR FURTHER INFORMATION. 3. Technical Analysis A new driveway has been approved for 114 Denison Street, An on- site inspection has revealed that access for a B85 Vehicle is impeded by vehicles legally parked on-street. Plans showing the swept path of a B85 Vehicle egressing the off-street parking have been illustrated in Attachment 1. It is recommended that existing no parking zone be extended to the edge of 57 Lawson Street driveway. TC/C.05/16.01 Page 16

Executive Summary Council has received representations from the residents of 727 and 729 Old South Head Road, Vaucluse requesting consideration be given to restricting parking at the short section of kerb between their driveways located at the rear on Diamond Bay Road. Council will need to exercise its delegated functions to implement the proposal. 2. Introduction/Background The residents of unit blocks at 727 and 729 Old South Head Road, Vaucluse have indicated that they often experience difficulty in accessing/egressing their driveways on Diamond Bay Road when vehicles are parked at a short section of kerb between the driveways. Austroads document, Guide to Traffic Management - Part 11: Parking, states that motorcycle parking provision can be achieved by utilising under-size spaces. The Waverley Traffic Committee and Council have supported this principle and have previously been in favour of installing P Motor Bike Only zones in short sections of kerb where other vehicles would obstruct vehicular access. 3. Technical Analysis A site inspection has revealed that the length of kerb in Diamond Bay Road between the driveways to 727 and 729 Old South Head Road is 3m. This length is insufficient to park a B85 vehicle (4.9 m long), without a vehicle overhanging at least one of the driveways. The parking in Diamond Bay Road is unrestricted in the vicinity of 727 and 729 Old South Head Road. Executive Summary Council has received a request from a resident of No.62 The Avenue, Rose Bay requesting consideration be given to restricting parking at the short section of kerb between the driveway access of No.62 and No.64 The Avenue. Council will need to exercise its delegated functions to implement the proposal. 2. Introduction/Background The distance between the driveways at this location is 3.1m. This frequently leads to vehicles over the boundary of one, or both driveways. There are currently driveway delineation lines painted on both edges of this and adjoining driveways. 3. Technical Analysis The distance between the driveways is insufficient to park an 85% vehicle (4.910m long) as such vehicles parking between the driveways impedes access to residential properties. The street also has a narrow carriageway and manoeuvring into and out of properties is difficult with vehicles parked on the opposite (southern side) of the roadway. There are no time limit restrictions applied to this section of The Avenue. Executive Summary Council has received representations from local residents requesting consideration be given to improving the sight distance and manoeuvrability for vehicles at the following intersection: Gilgandra Road at Old South Head Road, North Bondi Council will need to exercise its delegated functions to implement the proposal. 2. Introduction/Background Residents have reported that sight distances and manoeuvrability are restricted by vehicles parked in Gilgandra Road within the statutory 10m setback from the intersection with Old South Head Road. It is considered signs or lines should be installed to reinforce the 10m setback. Council has also resolved to undertake a review of all signs in the Waverley LGA with the aim of minimising the number of signs that are installed. As part of the review process, it is proposed to trial the use of yellow edge linemarking in lieu of NO STOPPING signs at intersections without other parking restrictions. 3. Technical Analysis Currently, parking on the eastern side of Old South Head Road at Gilgandra Road is controlled by the installation of No Stopping signs. There are no signposted parking restrictions in Gilgandra Road. A number of inspections have taken place during the day revealing vehicles are often parked in Gilgandra TC/V.03/16.01 Page 23
26 Road within the 10m statutory setback from the intersection. Vehicles parked illegally at these locations reduce driver sight distances and manoeuvrability due to the narrow carriageway in Gilgandra Road. As compliance is an issue at this location, it is recommended that the legislative requirements be linemarked. Figure 1 Aerial photograph of the intersection of Gilgandra Road and Old South Head Road, North Bondi Legislative Requirements Under the [NSW] Road Rules 2014: A driver must not stop on a road within 10 metres from the nearest point of an intersecting road at an intersection without traffic lights, unless the driver stops at a place on a length of road, or in an area, to which a parking control sign applies and the driver is permitted to stop at that place under these Rules. Therefore, vehicles parked at these locations may be infringed without the installation of additional signage or linemarking. However, the RMS s Technical Direction TDT 2002/12 Stopping and Parking Restrictions at intersections and Crossings addresses the installation of No Stopping and No Parking signs at intersections and states: It is not intended that signs be installed at all locations. Where signs are not installed the legislative restrictions will apply. Generally signposting of restrictions covered by legislative requirements is only required where there is adjoining signposting or compliance is an issue. However, signposting adjacent to children s crossings, pedestrian crossings and marked footcrossings should always occur. The relevant road authority is to determine where NO STOPPING and NO PARKING signs are to be erected. Existing signs, with the exception of NO STANDING signs (see Technical Direction No 99/21), are not to be removed or replaced until required under maintenance. Where the post is required to be replaced, the sign should be relocated to the new location as specified in this Technical Direction. Introduction/Background The residents of 61 and 63 Glenayr Avenue have indicated that they often experience difficulty with ingressing and egressing their driveways due to vehicles parking along a short section of kerb between their driveways. Vehicles often overhang at least one of the driveways. Austroads, Guide to Traffic Management - Part 11: Parking, states that motorcycle parking provision can be achieved by utilising under-size spaces. The Waverley Traffic Committee and Council have supported this principle and previously been in favour of installing P Motor Bike Only zones in short sections of kerb where other vehicles would obstruct property access. 3. Technical Analysis A site inspection has revealed that the length of kerb in between the driveways to 61 and 63 Glenayr Avenue is 3m. This length is insufficient to park a B85 vehicle (4.9 m long), without overhanging at least one of the driveways. Parking is unrestricted in the vicinity of 61 and 63 Glenayr Avenue. 31 2. Introduction/Background At the Waverley Traffic Committee meeting, held on 10 November 2005, the issue of installing P Disability Only parking was discussed. Subsequently, at the Council meeting, held on 13 December 2005, it was resolved: That the following guidelines for assessing applications for a mobility parking space on a residential street be adopted: 1. Together with proof of their mobility-parking permit, applicants for a mobility parking space must have a vehicle registered to their address. They do not need to be the driver of the vehicle. 2. Applicants who have access to off-street parking will not be entitled to a mobility parking space. 3. At least three site visits will be carried out of a morning and evening for each application. These site visits will also be carried out annually. The level of parking within 50m either side of the property must be at or above 85% capacity on each separate occasion. 4. Letters will be sent to residents annually to determine if the mobility parking space is still required. Residents will also be requested to again provide proof of current registration and their mobility-parking permit. 3. Technical Analysis Table 1. Executive Summary Tract Consultants has prepared a revised Preliminary Concept Report for the further development of the design to upgrade the bicycle route along Martins Avenue and Edward Street. The report includes two design options for Edward Street. The preliminary design concepts are based on the recommendation for the footpath parking with a minimal footpath on the southern side of the road approach as recommended by the October Traffic Committee. This report is provided for information and opportunity of input into the preferred design option. 2. Introduction/Background Bike Route 1 from the Waverley Bike Plan 2013 from Bondi Junction to Bondi Beach includes a two-way bike route along Martins Ave and Edward St between Penkivil St and Wellington St. Martins Ave is one-way westbound and the existing bicycle route along this road is mixed for bicycles travelling the same direction as the cars. Bikes travelling in the opposite (easterly) direction are directed to use the southern pathway which is designated as a shared path. This existing treatment is not suitable as the shared path along Martins Ave is 1.5 metre wide which does not meet the Austroads guidelines. Properties along this path between Penkivil St and Ocean St have high walls and there are many points of potential conflict between pedestrians and bike riders at resident exit points and also hazardous intersections at lane and road intersection due to poor visibility. Council engaged Tract Consultants to develop a preliminary concept design for this bike route. The objectives of this design were to: Provide a safe and continuous two-way bike route to Austroads guidleines along Martins Ave and Edward St between Penkivil Street and Wellington Street Continue to provide one-way access for motor vehicles along this road; Ensure there is no nett loss in parking along the route Provide a safe pedestrian environment Reinforce differing street character along the extent of works; To create an attractive and usable streetscape. TC/TEAV.01/16.01 Page 31
34 Tract Consultants produced three design options consisting of Shared zone Southern footpath extension Footway parking scheme These design options were submitted to the October 2015 Traffic Committee for information and opportunity for input. The recommendation from that October Traffic Committee was 1.The Traffic Committee s preferred option is Option 3 - Footpath Parking Scheme as set out in the report subject to the footpath on the south side of Martins Avenue being narrowed from 1200mm to 600mm to allow for the widening of the proposed travel zone. 2. Further concept designs incorporating the narrowing of the footpath referred to in clause 1 above and showing that the Scheme complies with Roads and Maritime Services and Austroads guidelines be presented to the Traffic Committee for its consideration. Tract Consultants engaged Parking and Traffic Consultants to prepare a Road Safety Audit (RSA)for the design option including a footpath parking scheme. That report and Tract response to that report are included as Attachments 2 and 3. The issues identified in that RSA have confirmed the latest preliminary design that Tract have produced for the design for Martins Ave and Edwards Street. Figure 1 shows the scope of the area of this project. Fig.1 Context for Martins Ave and Edward St, Bondi. 3. Technical Analysis The Preliminary Concept Report from Tract Consultants is included as Attachment 1 and provides a description and analysis of the design options for Martins Avenue and Edward Street. The report recommends a reduction in the speed limit from 50kph to 40kph with kerb build outs and gateway treatments to calm traffic entering Martins Avenue or Edward Street. A footpath parking scheme has been proposed for the southern footpath of Martins Avenue which allows cars to mount the kerb and legally park on the footpath while maintaining the 600mm minimum wide footpath offset from the property boundary. The proposed design for Martins Avenue between Penkivil TC/TEAV.01/16.01 Page 32
35 Street and Ocean Street North is shown in Attachment 5 and the design for Martins Avenue between Ocean Street North and Simpson Street is shown on both Attachments 6 and 7. The RSA identified that footway parking could be restricted in front of pedestrian and vehicular access points to the properties along the southern footway, to allow safe access to these locations, with pedestrians utilising the northern footway as the main thoroughfare. Tract Consultants reviewed the parking arrangements adjacent to the property entrance in Martins Avenue and has reduced the quantity of parking available on the southern side by 3 car spaces. The RSA raised the following issue with the section of the cycleway along Edward Street, which is a twoway section of road where people can already ride their bicycles in each way on the road. The RSA noted that the proposal provides insufficient width for two vehicles to pass each other and does not provide any segregation for the cyclists. The RSA raised the possible design solution to remove the on street parking along the northern kerbline, noting that during both the day and night inspection that five of the ten available parking spaces along this section of Edward Street were unoccupied. The RSA also suggested that consideration could also be given to widening the southern footway into Dickson Park. Further discussion with Tract Consultants raised the further option to review the opportunity to make Edward Street between Wellington Street and Simpson one-way in a westerly direction. Reference to the original count data identified that no vehicles were observed using the section of road in the eastwardly direction during the count period and good alternative access between Simpson Street and Wellington Street was also available along Francis Street. Consequently design options were developed using a oneway design model for Edward Street. Two options were developed: Utilising the footpath parking scheme along the southern side of Edward Street adjacent to Dickson Park Excluding the footpath parking scheme along the southern side of Edward Street, but removing the parking on the northern side of the street. The alternative option of removing the parking along Edward Street was identified as it would allow removal of the footpath parking on the southern side where access is required to and from Dickson Park. Design Option A which retains the street parking would create a consistent treatment between Wellington Street and Penkivil Street, retain the on-street parking along the northern footpath and provide the opportunity to create kerb build outs on the corners of Simpson Street and Wellington Street. ON the other hand footway parking encroaches on the footpath adjacent to Dickson Park and one car parking would be lost for future Dickson Park footpath connection. Design Option B which explores the retention of on-street parking on the southern footpath and removal on the on-street parking on the northern side would also provide a wider road corridor providing better segregation between contraflow cyclists and east bound vehicles and enables continuation of parking along southern footpath with no encroachment on the footpath adjacent to Dickson Park. This option though would result in the loss of eight car parking spaces. The various design options proposed include footpath parking, change to one-way street direction and reduction to 40 kph speed restrictions. All these changes will require approval by Roads and Maritime Services. The nature of these changes will also require community consultation. These options are therefore presented to the Traffic Committee for their information and input prior to finalising the preferred design option.
