2 1. INTRODUCTION ML was commissioned by Harvey Property Investments Pty Ltd to prepare a car parking certification report of the approved residential development at 8-9 Harvey Place in Toongabbie. The car park is on basement level with vehicle access and egress via Harvey Place. Reference is made to AS2890.1, AS and Council s Development Control Plan for compliance. 2. DRIVEWAY AND RAMPS The details of the ramp from the ground level to basement level 1 are as follows: The driveway is 5.5 metres wide narrowing down to 3 metres The gradients are as follows along the inner kerb from the inbound perspective for descriptive purposes: o 5 percent for 6.2 metres o Flat for 2 metres o 12.5 percent for 2 metres o 25 percent for 11.4 metres o 12.5 percent for 2 metres o 1 percent for 2 metres 3. CAR SPACES The details of the car parking areas are as follows: The parking aisle is 6 metres wide minimum The general car spaces are 2.4 metres wide and 5.4 metres long o An additional 300mm clearance has been provided for car spaces adjacent to walls The car wash bay is 2.5 metres wide and 6.6 metres long The disabled car spaces are 2.5 metres wide and 5.5 metres long o Shared zones with 2.4 metres width and 4.4 metres length have been provided o Bollards with 730mm setback have been provided in the shared zones Columns setback and length complies Blind aisle extensions have been provided Height clearance is 2.8 metres A N Carpark cert 1b Page 2

COUNCIL S CONDITIONS OF CONSENT The Council has provided additional conditions of consent for the approval of the car parking design and is as follows: 1) Item 33: A long section shall be provided of the basement ramp, indicating gradients and dimensions. The transition at the top and the bottom of the ramp shall be designed to avoid scraping and bottoming out. The details of the ramp dimensions, grades and grade change transitions are compliant with AS Section Scraping analysis was undertaken using a B99 vehicle. The analysis shows that there is adequate ground clearance to avoid scraping of vehicles 2) Item 34: The length and width of parking spaces, the dimensions of the aisle widths, the gradients of parking spaces, including accessible parking spaces, head height clearances, etc. shall be shown on amended plans. The dimensions of the aisle widths and the head height clearances are compliant with AS Sections and ) Item 35: The approved driveway shall have a minimum width of 5.5 metres within the site to allow vehicles travelling in the opposite direction to pass on the ramp/driveway. The driveway is 5.5 metres wide. 4) Item 36: A swept path analysis shall be submitted to Council for approval, prior to the issue of a Construction Certificate, demonstrating that a car can pass another car at all passing areas, particularly at the top and bottom of the ramp. Swept path analysis has been carried out using a B85 vehicle passing a waiting B99 vehicle at the top and at the bottom of the ramp. The analysis shows adequate clearance and manoeuvring between the vehicles. Swept path analysis has also been done for the forward inbound and outbound movements for the car washing bay and car space number 18. The analysis shows adequate manoeuvrability. 5) Item 37: Details of the approved traffic signal system shall be submitted to Council for approval, prior to the issue of a Construction Certificate. Indicative traffic signal locations have been provided. Locations of the induction loops have been approved in addition to the waiting area at the top of the ramp. 6) Item 44: A vehicle wash bay shall be provided for residents of the development. A vehicle washing bay has been provided. A N Carpark cert 1b Page 3
4 7) A convex mirror is to be provided so that drivers can see up the driveway from within the basement. Convex mirror has been provided at the top and bottom of the ramp. 8) Item 111: An intercom device is to be located: i) On the driver s side wall at the top of the driveway to the basement carpark, so that visitors can access the visitor car parking spaces; and ii) Within the basement foyer so that disabled persons can contact any person if the lift is not working An intercom device has been provided on the driver s side wall at the top of the driveway to the basement carpark. An intercom device has been provided within the basement foyer. 9) Item 115: All new driveways shall be located at least 1.5 metres away from the side boundaries with the area between the driveway and the boundary suitable landscaped. The driveway is located at 1.5 metres away from the side boundaries and the area between the driveway and the boundary suitably landscaped. 10) Item 158: At least 20 car parking spaces numbered and lined marked in accordance with the endorsed plan, are to be made available at all times for resident and visitors vehicles only in conjunction with the occupation of the building/premises. Twenty car parking spaces are provided for the resident and visitors. The car spaces are numbered and line marked. 11) Item 159: All vehicles shall enter and leave the site in a forward direction. Swept path analysis shows adequate maneuvers for the vehicles entering and leaving the site in a forward direction. 5. SIGHT DISTANCE The car driver s sight distance requirement to enter the external road is stated in Figure 3.2 of AS The sight distance varies according to the speed of the external road. Harven Place has a speed limit of 50km/hr. The minimum sight distance required is 45 metres. Site measurements showed that the minimum sight distance is met without permanent obstructions. The pedestrian sight triangle (as set out in Figure 3.3) is met as well. A N Carpark cert 1b Page 4
5 6. CONCLUSIONS AND RECOMMENDATIONS The car parking area and driveway is generally compliant with Australian Standards and Council s DCP. A N Carpark cert 1b Page 5
