13 When Unconventional Becomes Conventional Draft a Bill (1) Autocycle means an A three-wheel vehicle that has a steering wheel and seating that does not require the operator to straddle or sit astride it. A person who passes an examination administered by the Department on a 3- wheeled motorcycle motor vehicle shall have a restriction placed on his or her driver license, in addition to the motorcycle endorsement, limiting him or her to the operation of 3- wheeled motorcycles motor vehicles.

14 When Unconventional Becomes Conventional Industry Concern Drivers License Endorsement. Define Autocycle as: autocycle means a three wheeled motorcycle on which the drivers and passengers ride in a completely enclosed, tandem seating area that is equipped with a roll cage, airbag protection, safety belts for each occupant and antilock brakes and that is designed to be controlled with a steering wheel and pedals. Drop Helmet Requirement for Autocycle Passenger Car Drivers License Only No Endorsement.

15 When Unconventional Becomes Conventional Pro: Currently, these types of vehicles require a motorcycle endorsement with a 3-wheel restriction. DMV cannot test these wide autocycles on the motorcycle course. The new autocycle definition, following the AAMVA standard, would allow operators of these vehicles to do so on Delaware roads with a Class D license. Con: Without a NHTSA definition these vehicles are manufactured to only Motorcycle FMVSS. Delaware could not enforce any level of safety equipment over the FMVSS. States without an autocycle definition may require a license endorsement impairing Delaware operators in other states. Manufacturers Certificates of Origin will still state the vehicle type as Motorcycle.
