4 EU Target and Ambitions EU 2010 target: reduction in the number of road deaths by 50%
5 The EU road safety target 2001 EC Transport White Paper 2001 identified road safety as one of 13 areas of action and set a target to halve the annual number of road deaths from the 2001 number by 2010 This was set by an EU of 15 members who achieved a reduction of 47% It was embraced by the 10 members who joined in 2004 and achieved 38% and the 2 who joined in 2007 and achieved 9% So the whole EU of 27 members achieved 43%

11 Why is Enforcement an important road safety measure? 1. Rapid reduction in deaths and serious injuries. 2. Contribution o to EU Target. 3. Long lasting effect on driver behaviour. 4. Cost effective: applying best practice in enforcement to the whole of the EU exceeds the costs by a factor of 4 (drink driving) to 10 (seat belt use). 5. Road Safety Gap difference in enforcement levels in EU.
12 New CBE Directive 2011/82 Main offences causing death and serious injury in the EU: speeding, drink/drug driving, non use of seat belts and mobile phone use. Will plug an important gap in the enforcement chain.
13 EU Directive 2011/82 The Directive WILL help to save lives in the EU: 350 to 400 road deaths a year and expected spill over effect Share of non-resident drivers in speeding offences is around 15%. Growth of automated safety cameras: offenders not stopped and dealt with on the spot. Non-discrimination and fair treatment enshrined in EU Treaty EU wide approach needed-bi-lateral d l treaties ti has not been enough.
14 ETSC Recommendations to MSs Apply the Directive in full! Raise awareness of EU citizens as regards the road safety traffic rules linked to police enforcement: EC Going Abroad Web-Site, TISPOL Country Guides. Inform the European Commission on any changes on road safety related legislation so that this can be communicated at a reliable EU level. Follow through the enforcement chain and initiate follow up proceedings for sending the information letter for payment under Article 5. In case of non-payment apply the Council Framework Decision 2005/214 and support its recast. Support the preparation of best practice guidelines on road safety enforcement and the review of strengthening sanctions, as foreseen under Article 11. Opt in: The few remaining Member States (UK, Ireland and Denmark) are encouraged to opt-in as soon as possible.
15 Enforcement in the Field of Road Safety EC Recommendation 2004/345 National enforcement plan what is known to be best practice in the enforcement of speed, alcohol and seat belt legislation Follow-up of detected offences should be effective, proportionate and dissuasive. The need to: combine enforcement with information of the public, which h will be given in the form of publicity campaigns aiming at making the public conscious of road safety.
16 ETSC Recommendations to Member States Prepare a National Enforcement Plan (with yearly targets for enforcement and compliance) Adopt a Zero Tolerance to enforcing the priority areas. Ensure convergence to best practice in enforcement of road safety related traffic rules.
17 Follow Up of Offences Effective, proportionate and dissuasive (EC Recommendation 2004) Work towards a low level of appeals for fixed penalties for speeding violations. Set up and implement a demerit system which includes a set of fixed penalties for minor speeding and seat belt offences. Include speeding and seat belt wearing offences in penalty point systems, where they exist. Introduce rehabilitation programmes to address recidivism in case of drink driving and speeding making use of integrating technologies: alcohol interlocks and ISA.
18 Information Publish the results of dedicated enforcement actions on the relevant Police websites. Prepare and implement an annual enforcement and information campaign and calendar with all key actors including actions in all areas (speeding, drink and drug driving, seat belt use). Make use of new social media to inform citizens.
19 The three main killers on EU roads ETSC 4 th PIN Report 2010, Chapter 3 Inappropriate or excessive speed More than 2,200 road deaths could be prevented each year if average speeds dropped by only 1km/h on all roads across the EU. Driving under the influence of alcohol At least 7,500 deaths could have been prevented if accident- involved drivers reported to be driving over the limit had been sober. Failure to wear seat belts Around 12,400 car occupants survived serious crashes in 2009 because they wore a seat belt.
20 Speeding..EC Recommendation Speed controls should use automated equipment. Enforcement should prioritise speed infringement high risk accident sites Enforcement + information campaigns Follow up: with appropriate procedures and sanctions
21 Speeding: ETSC proposes Combine automated and traditional methods Use stationary equipment at high risk sites Channel revenues back into the road safety Collect quarterly speeding rates for all roads Set a concrete target Introduce Owner Liability Incorporate speeding into penalty point systems.
22 Speed: Section Control Section Control -ETSC Fact Sheet 2009 Evaluation studies show mean speeds reduced to the posted speed limit or below, reductions in deaths and serious injuries. Evidence of additional benefits: improvements in traffic flow, reduction in traffic noise and vehicle emissions. High levels of public acceptance: a fairer approach hto speed enforcement.

24 ETSC recommendations to the EU Propose a Directive setting a zero tolerance for drink driving Encourage Member States to prepare national enforcement plans with targets including drink driving Work towards standardised definitions of drinkdriving and alcohol-related collisions Introduce uniform standards for alcohol interlocks in the EU and help all Member States to introduce them Introduce alcohol interlocks firstly for repeat offenders and professional drivers and in due course in nonintrusive form for all vehicles
25 Recommendations to Member States Consider adopting a zero tolerance for drink driving Intensify enforcement of laws by setting minimum targets for alcohol checks of the driving population (e.g. one driver in 5 should be checked each year) Introduce systematic breath-testing in all Police checks related to driving i or collisions i Introduce rehabilitation programmes and higher penalties to address recidivism Organise regular nationwide campaigns raising awareness of drink-driving risk Develop the use of alcohol interlocks in rehabilitation
26 Recommendations - Seat belt To Member States: Increase enforcement of seat belt use in both front and rear seats. Each driver stopped for whatever reason should be checked for seat belt wearing, as well as any passengers. Conduct intensive seat belt actions of 1-4 weeks, at least twice a year. Incorporate non-wearing of seat belt as an offence in penalty point systems.
