Kirvin Doak Communications I. Welcome and Introductions Chair Vander Aa welcomed all to the call, and everyone in person and on the phone introduced themselves. II. Approval of Meeting Minutes from March 7, 2018 The team reviewed minutes from the Motorcycle Safety Task Force meeting held March 7, There were no changes. Final minutes attached. III. Crash Data Update The Monthly State Fatal Crash Report (formerly known as the FARS report) is attached. It was discussed that FARS is the final reported number from NHTSA, where the monthly information reported by the state is considered preliminary. The Monthly State Fatal Crash Report will be released one week after the end of the previous month. NDOT Crash Data App online: ( Traffic Records Coordinating Committee Update: The TRCC is working to develop an annual Problem ID data set for each task force, which is in process now for the Office of Traffic Safety s Highway Safety Plan. 3 Nevada Rider is investigating the use of Enterprise IT Services (EITS) services to house the training database. IV. Other States Best Practices - Texas Strategic Action Plan for Motorcycles Texas conducted a Rider Survey that resulted in data to help create action steps for the state (see data findings and data conclusions). Texas goals/action steps follow the NHTSA focus areas in Guideline #3 (Motorcycle Safety), and there are some great action steps here that we haven t considered. V. Zero Fatalities Program Update Two motorcycle safety campaigns are running through July Look Twice ends early July and Ride Sober goes through the end of July. The campaign is distributed via digital advertising, mobile geo-fencing and targeted convenience stores among other methods. The 2019 campaigns will focus on Impaired Driving, Speed, as well as other behavioral areas. Program Report Nevada Rider instructor training completed in April/May, 5 new instructors both in NNV and SNV. Outreach recently attended Street Vibrations in Reno, and planning outreach at the new Cycle Gear store up north. Upcoming outreach events at Michael s Reno Power Sports, Carson Sheriff s Extreme Motor Challenge, and runs in Laughlin and Winnemucca. o Action: Team to provide outreach opportunities in the Las Vegas area to (pvanderaa@dps.state.nv.us). Legislative Advisory Opinions The NECTS provided feedback to the draft legislative advisory opinions at their May 15 meeting that each advisory opinion will need to include justification for the reduction of fatalities and serious injuries directly related to the proposed advisory opinion. The task force, in support of the legislative advisory opinions, will need to provide justification as well as their expert judgement on the effectiveness of the advisory opinion on reducing fatalities and serious injuries. Pedestrian Program through Clark County District Court Erin Breen joined the call to provide an overview of the Pedestrian Violation Program that is on-going within the Clark County District Court. Violators can have their ticket removed if that person attends a 3-hour training session in person. Data is collected (with Laura Gryder s assistance) via pre- and post-surveys, and the data shows that people think the training is worth their time. The program had support from the District Attorney s Office, which was helpful when presented to the Judge. The course is offered three times per month in English and once in Spanish. Action Items and Output Measures The Motorcycle Safety Task Force held a brainstorming session to develop new strategies and action steps that are actionable and measurable and can be tracked/completed over a 12-month period. Notes: Develop strategy/plan to work with Courts and the DA s Office regarding violations. o Regular speeding citations are taken care of by attorneys and staff o Reckless/Aggressive driving hard to knock down to no points o Action: Vince Lewis to speak with DA to get input on viability of this as an action step Increase Outreach o Clubs: Police come to events, invite MSF to speak at events Provide information about Nevada Rider program and training classes Educate attorneys about Nevada Rider and training classes offered Consider purchasing an outreach trailer for Las Vegas o Corporate safety departments: Always looking for topics to present KDC/Andrew Bennett to source companies presentations for companies PK has contacts in the casinos o Tipsy Tow Nevada Rider to coordinate with Tipsy Tow to provide promotional support Damon S. to assist with promoting Tipsy Tow Consider booth at Safety Summit, promotional materials. Increase Training o Develop Moto 101 Program for Teens Las Vegas HD interested in hosting the program o Training Courses for the Hearing Impaired Training schedule for September o Investigate Fast Track Licensing Test in the parking lot at DMV. If people fail, then given a flier to register for training course. o Consider evaluating training courses with pre- and post-course surveys o Consider using Federal funds to train Club leaders in ASMI motorcycle crash Bystander Assistance course Motorcycle-focused Road Safety Assessments o Identify crash hot spots (NDOT) o Consider more road safety assessments (RSAs) focused on motorcycle crash areas Increase Signing/messages for riders o Temporary mobile signs at hot spots on mountain roads, recreation areas o Fatal messages, know the road, road conditions Seminar for NDOT Maintenance on why motorcycles have issues separate from cars o Task force to develop white paper on dangers of objects in the median IX.
