Decreasing average speeds on an Estonian highway Tallinn-Tartu- Luhamaa near Ussisoo (km 63-75) Edgar Berman Rivo Bonder
Contents Introduction Context, place of the project Idea, visual concept Plan B, Plan C Partners Difficulties Evaluation Timeline
Introduction Tallinn Univesity of Technology Transport engineering, specified in Road engineering
Context, place of the project Tallinn-Tartu-Luhamaa E263, km One of the main highways in Estonia Length: 12 km Speed limit: 90/100 km/h
Media
% of people who break the speed limit in summer Ussisoo 32 accidents in 4 years 6 were killed 53 were injured Reasons?! 1) Swamp fog, slippery road (black ice in winters) 2) Curvy, opened area takeovers, animals, visibility issues, snowstorm danger 3) Lazyness of the drivers ~70 km from Tallinn, ~110 km from Tartu 4) Takeovers are not allowed before and after the Ussisoo area 5) SPEED!
Idea Our idea is to place a carwreck and an effective billboard message next to it to the both sides of the Ussisoo section. Also we will place reflective road signs 186, combined with 888 and 821 on the both ends of the section, 500m before people see a carwreck. + + Noted by head of local police department Üllar Kütt in national television (Kanal2, Reporter)
Visual concept
Plan B Implement the same idea to another Estonian highway road section, because of difficulties we may face in Ussisoo
Plan C In 2010, referendum were held in Tallinn whether to decrease the speed limit from 50km/h to 40km/h in central city area. 80% answered no, 20% answered yes. We would like to contact specialists, have their full support, and then lobby both authorities and people of neediness to decrease the speeds (maybe even dynamically, for example in rush hours when there are more pedestrians on the streets). After participating in STARS Camp, we are convinced that decreasing the speed limit is ESSENTIAL.
Partners we have already contacted: Partners we will contact in future: + OTHERS..

Evaluation BEFORE implementing a project: 1) Collect statistics and start lobbying people to start talking about it, making some media publishes. 2) Measure average speeds (information from Maanteeamet or measuring speeds by speed cameras). AFTER implementing a project: 1) Collect final data and write an article to media about our project, ask for feedback. 2) Measure average speeds after implementing the project and 2 months later (measuring speeds by speed cameras) => Have the average speeds been decreased?! => Make final report
