1 4.0 SCOPE OF WORK: A. Work includes, but is not limited to, providing all labor, materials, equipment, and services required for the design, manufacture, fabrication, assembly, sandblasting, painting, and delivery of three (3) thirty-six thousand (36,000) pound capacity forklift truck, with chassis rotators (Greenfield HCR4). Page 1 of 6 In this Request For Sealed Bid, the "Required" column means that the bidder must comply with the specifications as indicated, or will be considered non-responsive. The specifications in the "Desired" column means these features are desired and will be considered in the evaluation process. If the bidder has not included a "Desired" item cost, the Georgia Ports Authority will determine a cost and will use this cost for the evaluation process. 4.1 DESIGN STANDARDS: A. The design of this equipment shall meet or exceed the provisions of the latest applicable codes and standards published by following organizations: ANSI American National Standards Institute AWS American Welding Society EPA Environmental Protection Agency FEM Federation Europeene de-la-manutention JIC Joint Industrial Council for hydraulic equipment OSHA Occupational Safety and Health Act ISO International Organization for Standardization ITA Industrial Truck Association UL Underwriters Laboratory, Inc. B. In addition the forklift shall be furnished in accordance with all federal, state, and local codes, laws, and ordinances, as applicable. C. Specify Manufacturer / Model: 4.2 DESIGN CRITERIA: A. The forklift shall have a minimum lift capacity of thirty-six thousand (36,000) pounds at a twenty-four (24) inch load center. Specify Lift Capacity at a 24" load center: Specify Lift Capacity, as outfitted, at a 24" load center: B. The forklift shall be designed to properly interface with a Greenfield Chassis Rotator, model HCR-4. C. The forklift shall be designed to be stable under all operating conditions per ISO 1074 and F.E.M. D. Welding shall be in accordance with the requirements of AWS D 1.1, latest edition. B The forklift shall be designed to provide the forklift operator excellent visibility Forklift Performance Requirements / Data: A Total weight of forklift. (Specify reverse tilt degrees:) Machine Critical Dimensions: A Maximum width of machine shall not exceed 120 inches. (Specify width:) C Height of standard mast raised (fork height - fully extended) shall be a minimum of 180 inches. D Ground clearance, at lowest point, shall be a minimum of 8 inches. (Specify clearance:) E Turning radius shall be a maximum radii of 200 inches. (Specify turning radius:) Carriage Requirements: A Carriage shall be pin type. B Sideshift capable - integral & hydraulic actuated. C Shall have a fork positioner that is hydraulically actuated and positions the forks simultaneously and individually. D Shall have a minimum fork spacing opening of 75 inches apart. (Specify minimum fork spacing:) Forks: A Fork length shall be 72" inches. B Forks shall be furnished for the rated load, but shall not exceed, the following width and height dimensions: Fork Width: Front /4 inches maximum. (Specify fork front width) Rear /8 inches maximum. (Specify fork rear width) Fork Thickness: Rear - 4-1/2 inches maximum. (Specify fork rear thickness) Intermediate - 3-7/8 inches 44 inches from rear. Front - 1 inch. 3 4.3.6 Counterweight: A The counterweight shall be of manufacturer's standard design for the rated capacity. Dealer shall not perform any modification to the counterweight. B Counterweight shall be certified by OEM Operator's Cabin: A Shall be all steel construction. B Provide two (2) doors with easy access means to each door. C Doors shall be provided w/ glass windows, capable of being opened (sash type opening). D Operator cabin shall be designed for full visibility for handling cargo. E Maximum sound level at operator's ear shall not be greater than 85 decibels under any operating conditions. Specify sound level: F Provide heater system suitably sized for operator cab. (Specify mfr., model number and size) G Provide air conditioning system sufficiently sized for Savannah, GA climate utilizing R-134 refrigerant. Specify manufacturer, model number & size: H Provide at least one front window defroster. I Provide sufficient illumination, forward and reverse for safe night time operation. Lighting shall consist, as a minimum, of the following: Four (4) lights forward. * Two (2) mounted on forklift. * Two (2) mounted approx. 18 inches above top of cab on mast. Two (2) lights reverse (mounted on top of cab). J Lighting power source and switch(es) shall be energized only when the ignition switch is in the "On" position. K Provide a minimum of two (2) 8" x 12" rear-view mirrors (fender side mount). L Provide at least one (1) center mounted dome light inside of operator cabin. M Provide standard clear or tinted safety glass (front, rear and top). Note: Any tint must be consistent with automotive standards. N Provide top glass clear with tinted pull shade. Hunter Douglas, brilliance pleated shade. Pattern: Castille, Color: Black or Midnight Sky, No. CS685 or comparable. O Provide power wipers and washers at the following minimum locations: * Front glass * Rear glass P Provide a minimum of two (2) six (6) inch rotating air circulation fans. Q Provide ergonomically designed operator seat to properly support a full range of operators. (sized from small to large operators). R Provide fully adjustable seat with air cushioned suspension. 4 4.3.8 Wheels & Tires: A Provide pneumatic tires. B Provide tires as "Lug" style. C Tire size. C Engine exhaust shall be routed or filtered so as not to allow diesel fumes inside of the operators cab. D Engine shall have a shutdown system that, as a minimum, consist of: 1. Low oil pressure 2. High Temperature 3. Low oil level 4. Separate manual emergency engine shutdown located on the outside area of forklift that is easily accessible for use. E Provide a emergency fuel cutoff valve. F Fuel tank. Specify gal/hr under load: Specify standard gallon capacity: G Provide radiator system sufficiently designed for Savannah, Georgia climate. Specify radiator design: Electrical: A Provide a 12 or 24 volt (dc) system. (Specify electrical system voltage:) B Provide circuit protection devices for electrical circuits (I.e. fuses, circuit breakers) C If a 24 volt system is supplied, forklift shall be provided with an auxiliary 12 V, 25A (dc) supply mounted in operator cabin including, as a minimum, a four point terminal strip. D Alternator: Specify standard alternator ampacity: E Provide, as a minimum, the following gauges inside the operators cabin with illumination: 1. Hour meter located in operators cab 2. 5 G All devices wired to the ignition side of ignition switch. H Provide key start with anti-restart ignition Filters: A Provide spin-on type engine filter(s). () B Provide hydraulic spin-on type or canister filter(s). () C Provide spin-on type fuel filter(s). () D Provide a water separator filter, "Racor" or comparable. () E Provide a spin-on type transmission filter(s). () F Provide Turbo 2 precleaner or comparable. () Drive Axle: A Drive Axle data. B Provide single source lubrication to provide positive oil flow to all gears and bearings Steering: A Provide a low effort power steering through the central hydraulic system, not transmission system. B Steering shall have a maximum of seven (7) turns from one direction to the other direction. C Provide tilt column or tilt wheel Hydraulic System: A Hydraulic pump feed. (Specify means of feeding hydraulic pump (i.e. gravity, flooded suction, etc.) B Hydraulic system shall have a gear driven pump. C Provide, as a minimum, a five (5) function control valve. D Hydraulic system shall have a minimum PSI rating of 1,500 and maximum PSI of 2,500 for the fifth function on control valve. Specify PSI rating: E Fifth function on control valve shall have a minimum flow rate of 12 gallons per minute. Specify GPM flow: F Provide method to cut off hydraulic fluid line as close to hydraulic tank as possible. G Provide hydraulic system test central location. H Each test ports shall be labeled for function and pressure setting Transmission: A Provide powershift transmission with torque converter. B Provide flex plate coupler, no fibergear. C Provide fully automatic transmission. D Provide transmission protection system that as a minimum includes low oil and high temp shutdown. Specify manufacturer and model number: E Provide inching cylinder to allow precise operator control. F Transmission directional shifter shall be hand operated Operating Brakes: A Provide wet disc type. Specify type B Brakes shall not be mounted on drive shaft. 6 Page 6 of Safety Devices: A Provide overhead guard that meets, or exceeds safety requirements as set forth by OSHA & ITA. B Provide a minimum of one (1) 2 1/2# fire extinguisher mounted on the inside of the operator cabin. C Provide a minimum of one (1) 5# fire extinguisher mounted on the outside of the operator's cabin. (Normal access side). D Provide a back up alarm. E Provide a neutral engine start switch. F Provide a strobe light mounted on top of operator cabin. G Provide necessary placards on each forklift supplied to warn personnel of potential hazards. ( i.e. Pinch points, etc ) H Provide data plate on each forklift supplied that, as a minimum, includes the following info: Total weight of forklift as outfitted Load Chart (shall be durable and mounted inside of cab.) Serial Number 4.4 MAINTENANCE / GENERAL ITEMS: Maintenance Items: A Provide, as a minimum, one (1) LED light at the engine compartment for checking oil level. B Provide, as a minimum, one (1) LED light at the fueling area for night time fueling. NOTE: LED lights shall consists of one switch for both lights, and be wired direct to a separate outside fused on/off switch. This item is an exception and is not to be wired to the ignition switch. C All lights shall, as a maximum, have 4 lights wired to each circuit breaker. D Provide all wiring as color coded or numbered wire marking. Specify type: E Provide a battery disconnect switch (Cat # or comparable). Specify mfr./model number F Provide a positive latching type access panel door that shall not vibrate open during operation Warranty A Minimum of one year parts & labor. (Unlimited hours) Specify warranty: Spare filters A Provide one (1) complete set of spare filters per machine. (Engine, hydraulic, transmission, fuel and water separator complete with O-rings and gaskets). 4.5 DOCUMENTATION: Successful bidder shall furnish the following documentation and items after award of the bid and prior to delivery: A Provide two (2) complete service and parts manuals per bid item. B Provide three (3) operator manuals per bid item. NOTE: O & M and Parts manuals must be current & shall be complete to reflect "As Built" condition C Provide OEM Certification of counterweight. 7 Page 7 of OPTIONS: A GPA desires to have a safety measure on the seat so that if the seat belt is not engaged, the engine will not start. In addition, what if the seat belt is disengaged while the engine is running... What safety feature is available? Also, the GPA desires to have weight sensors on the seats so that the engine will not start unless someone is in the seat with their seat belt fastened. Specify additional cost per unit $ B Each forklift shall be equipped with an electronic card reader such that it requires an authorized operator to insert his card to operate the lift truck. It is GPA's desire that the machine will not function without a card inserted. In the event that a card is removed, accommodation of safe operation must be assured. Explain the functionality of card reader relative to lift truck function. GPA desires to be able to I.D. the operator of each machine at any time it has been used.
