1 In this Request For Sealed Bid, the "Required" column means that the bidder must comply with the specifications as indicated, or will be considered non-responsive. The specifications in the "Desired" column means these features are desired and will be considered in the evaluation process. If the bidder has not included a "Desired" item cost, the will determine a cost and will use this cost for the evaluation process. 1.0 SCOPE OF WORK: 1.1 Work includes, but is not limited to, providing all labor, materials, equipment, and services required for the design, manufacture, fabrication, assembly, sandblasting, painting, and delivery of a nine thousand (9000) pound capacity forklift truck with large tire changing attachment. 2.0 DESIGN STANDARDS: 2.1 The design of this equipment shall meet or exceed the provisions of the latest applicable codes and standards published by following organizations: ANSI American National Standards Institute AWS American Welding Society EPA Environmental Protection Agency FEM Federation Europeene de-la-manutention JIC Joint Industrial Council for hydraulic equipment OSHA Occupational Safety and Health Act ISO International Organization for Standardization ITA Industrial Truck Association UL Underwriters Laboratory, Inc. 2.2 In addition the forklift shall be furnished in accordance with all federal, state, and local codes, laws, and ordinances, as applicable. 2.3 Specify point of manufacture: 3.0 DESIGN CRITERIA: 3.1 The forklift shall have a minimum lift capacity of nine thousand (9000) pounds at a twenty-four (24) inch load center and a new with the tire changing attachment of one thousand (1000) pounds at a thirty (30) inch load center. Specify Lift Capacity at a 24" load center: Specify Lift Capacity, as outfitted, at a 30" load center: 3.2 The forklift shall be designed to properly interface with tire handling attachment as manufactured by Superior Engineering. 3.3 The forklift shall be designed to be stable under all operating conditions per ISO 1074 and F.E.M. 3.4 Welding shall be in accordance with the requirements of AWS D 1.1, latest edition. 4.0 TECHNICAL REQUIREMENTS: 4.1 General: A The forklift shall be designed for exposure to a marine environment (outdoor salt water). D Mast shall be equipped with leaf type chains rated for maximum forklift lifting capacity. 5 4.10 Electrical: A Provide a 12 or 24 volt (dc) system. Specify where mounted: 4.17 Parking Brakes: Provide parking brakes with hand operated controls Safety Devices: A Provide an all steel constructed overhead guard that meets, or exceeds safety requirements as set forth by OSHA & ITA. B Provide non-cinch seat belt. C Provide a minimum of one (1) 2 1/2# dry chemical fire extinguisher mounted on the inside of the left rear headguard support. D Provide an audible, reverse direction activated back up alarm, self adjusting between db. E Provide a neutral engine start switch. F Provide a keyswitch activated, amber LED strobe light mounted on lower side of overhead guard (rear). G Provide operator presence system H Provide necessary placards on each forklift supplied to warn personnel of potential hazards. 7 4.19 Tire Handler: A Provide Superior Engineering Rightline Tire Handler or approved equal Specify Manufactuer and Model B The tire handler shall have a capacity of 1000 lbs. C The tire handler shall have a rotator capable of rotating the tire 360 degrees in the vertical plane D The tire handler shall be able to clamp and upend the tire 90 degrees from the horizontal to the vertical plane. E The tire handler shall have right side shift of 36". F The tire handler shall have a maximum opening of 57" between the clamps. G The tire handler shall be capable of handling Goodyear and Nokian tires. H The tire handler transverse frame width shall be 68" with 56" of total side shift. 5.0 GENERAL ITEMS: 5.1 Training A Provide a minimum of two (2) one (1) day orientation classes on proper operation and familiarity of the forklift at GPA's site by a certified trainer. 6.0 DOCUMENTATION: Successful bidder shall furnish the following documentation and items after award of the bid and prior to delivery: 6.1 Provide four (4) operator manuals per bid item. 6.2 Provide OEM Certification of counterweight.
