(The Hon'ble Member was also not present.) jkt;iky dk vfhkhkk"k.k ¼lnu dh est ij j[kh xbz çfr½ Mr. Speaker and Hon'ble Members, It is both my privilege and pleasure to address the first session of the Eleventh Haryana Legislative Assembly and extend a heartly welcome to all the Members. On successful election to this august f louse, I congratulate you all. During the elections you had met thousands of voter, had explained how would you shape the future of the people and the State. The people of Haryana have reposed their faith in you in the

4 hope that you would work for fulfillment of their hopes and aspirations, Now is the time when you can settle down to your job and start your work in right earnestness. Hon'ble Members, the outcome of the elections is indicative of people's yearning for having a crime and corruption free social order. The verdict is for establishing the rule of law and upholding our cherished democratic values and ideals. This Government is committed to providing the right ambience for fulfilling the aspirations implict in the people's mandate. My Government has recently taken the charge and shall shortly issue directions regarding the polities and programme according to the election manifesto. The recently held elections to the Eleventh Haryana Vidhan Sabha shall go down in the history of State for several unique features like the heavy turn out of voters including the women and weaker sections of society, orderly and violence free conduct of elections. I salute the sagacity of the people of Haryana and their maturity in giving a clear and decisive mandate. These developments indicate that our democracy has matured and attained vibrancy and dynamism. The clear mandate by the people of Haryana demands winds of change and it is essential that these be explicitly spelt out. Quite obviously society demands a free and fearless status in which Rule of Law prevails, where corruption is not allowed to flourish and the uplift of the common man is brought about in a manner which respects human dignity. My Government is committed to bringing about growth with equity. This is a gigantic task and can only be accomplished with the cooperation of all sections of society,

5 you as opinion makers have a great responsibility on your shoulders. 1, therefore, call upon you and all sections of society to come forward and lend their helping hand in this noble task which is the need of the hour. The State of Haryana is in the grip of a multifaceted crisis encompassing many areas. Since 70% of the population is dependent upon agriculture, let me start with this. The green revolution in Haryana has reached a plateau, every incremental unit of production now costs us dearly both in financial and environmental terms. The constant wheat-paddy rotation followed over the years, demanding the heavy use of chemical fertilizers and water has drained our soils of their natural vilality. The green revolution technology which is now considered conventional technology can no longer be sustained without significant changes. Further whereas we have witnessed a "Green Revolution" in irrigated areas we are yet to see a "Brown Revolution" in rainfed areas where holdings are small, ranging from one to two hectares and the lands are marginal. This crisis in agriculture has to be dealt with imaginatively. How to make small land holdings viable is the most challenging task. My Government pledges to make innovative changes in the agricultural practices. There is need to change the traditional crop pattern by promoting diversification into horticulture, cash crops and the like. This will not only restore the health of the soil but also provide the farmer a more balanced diet. The change in crop pattern in possible only if the marketing and a remunerative minimum support price is

6 assured to the farmers. This cannot be left to the market forces alone which are rarely fanner friendly. Therefore whatever additional infrastructure by way of warehousing, storage facilities, chilling plants and modernization of mandi is needed, will be provided. My Government envisages a meaningful role for the private sector together with the State in developing the necessary infrastructure, whereby the role of the intermediaries has to be reduced to the minimum. The State would try to help the farmers in the marketing of their agricultural produce at prices remunerative to them and acceptable to consumers. Since Haryana happens to be a large exporter of Basmati rice, my Government proposes to set up export zones for the export of basmati and fine varieties of rice as also other agricultural commodities with a view to enable the farmers to raise their incomes. The Government will take all necessary steps to provide information about the rates of different commodities in different parts of the country to every mandi in the State. I hope that a comprehensive policy on all the aspects of agriculture will help in boosting the production and generating more employment opportunities in the State. Agriculture being the backbone of the State economy, my Government will introduce a total crop insurance scheme so that a farmer does not suffer in the event of a crop failure. Revenue records of the land holdings will be computerized and every farmer will be issued a passbook containing the record of his land and other related information. My Government will create a revolving fund to facilitate the farmers and others involved in rural occupations

7 to get hassle-free loans at lower rates of interest. Minimum wages will be ensured for agriculture labour. My Government fully realizes the. importance of irrigation for the agriculture and is committed to maintain all existing irrigation channels at their design level. Equitable and justifiable distribution of water to farmers of the State will be ensured and this will benefit the southern Haryana also which remained neglected during the past. Besides enhancing the present irrigation resources, my Government will construct new canals such as Dadupur Nalvi Canal and also explore the fcasiblity of constructing check dams on Ghaggar, Markanda, Tangri and other seasonal rivulets to conserve water for the purpose of irrigation. My Government will make efforts to harness suruhis rain water which flows into Yamuna and various rivulets to raise ground water level and recharge the arid lands of southern Haryana. Hon'ble Members, my Government will do its maximum to protect the legitimate rights of the State. in river water sharing and all out efforts will be made for the early completion of SYL Canal, the lifeline of agriculture in the State. The matter will be vigorously pursued with Government of India and the funds required to make this canal operational will be made available well in time. My Government is fully aware of the shortage of electricity for agriculture, industry and domestic users. No meaningful level of growth can be sustained if the State remains deficit in power. Hence, the State Government will have joint hydro projects with Himachal Pradesh and

8 Uttranchal availability enhance the availabili of quality power at reasonable rates to the consumers. My Government will also strengthen the working of the Power Utilities in the State and also strive to Ioss of electricity during transmission and distribution. Effective steps will be taken to supply assured regular and quality power to all consumers. Redressal of grievances of power consumers is an area that deserves more attention and my Government will develop mechanisms to redress such grievances speedily. The issue of pending power bills and other genuine demands will be looked into to settle them speedily and amicably. Haryana provides ample opportunities for rapid industrialization. The immense potential of the State in the National Capital Region has not been to the desired extent. This vital segment of the economy requires a major thrust so that besides increasing industrial production, jobs and opportunities for self-employment are made available to the youth of the. State. My government shall evolve a comprehensative policy for the growth of industries in the State. Regular supply of power to the industrial units and proper law and order conditions are major pre-requisites for the development of industries in any State: My Government is determined to provide an environment where the industry, instead of taking flight from the State, can flourish. Redtapism is a hindrance in the rapid growth of industry and procedures will necessarily be streamlined to help the entrepreneurs. The Government also aims at attracting major industrial units to the State to bring down dependency on rural employment. Necessary facilities and infrastructure will be made available to attract more and more industries.

9 Government will insure that the entrepreneurs, industrialists and trading community are not harassed in any way at any level. Foreign direct investment encouraged in a big way by creating conducive and hassle free conditions for this purpose in the State. Unemployment in the State is not just an economic problem, it is posing a threat to tear apart its social fabric. In the absence of gainful work, a large number of rural youth are facing a bleak future. Avenues for government jobs are limited. A sizeable number of unemployed youth are taking to crime as a means of survival. The rising crime graph in Haryana is in itself an indicator of a sociological disease which policing alone connot control. it is a multi dimensional problem requiring addressal in its totality and my Government is committed to this very important task. Posterity demands it of us. Rapid growth of industries and the tertiary sector can go long way in tacking the unemployment problem. Similarly Agri-Business can be so conceived as to provide employment to the youth in their villages and check the trend of people from villages to towns and cities. Rural-urban migration brings with it its own set of problems to which the solutions are expensive; therefore it is far better to seek solutions at village level itself. Clearly, not everybody can find employment in onfarm activities. Loans at low interest would be provided to the youth to set up small-scale units. Schemes will be devised to advance loans to artisans and others at reasonable rate of interest to encourage gainful employment. Simultaneously an imaginative strategy for market access for

10 the resulting goods and services will be developed. A holistic approach to the whole problem of unemployment, rather than dealing with it in a fragnented way is the need of the day and my Government will devise both the policy and mechanism for this. Education is in a state of decay in Haryana and it along with health-care, should receive the highest attention of any welfare State. My Government is of the firm opinion that providing education, especially at the school level, should be the responsibility of State and would take effective steps to rejuvenate the education system. Over the years there has been a proliferation of educational institutions and. Universities but the element of excellence in education is sadly missing. My Government proposes to develop the Universities as centres of excellence and quality. An attempt will be made to make Maharishi Dayanand University, Rohtak a central university. Colleges also need to be revamped so that the students in Haryana get a meaningful education to lead a better life and have A prosperous career. This will be possible only when the first level of education i.e. Primary Education System is strengthened because if the fundamentals are wrong nothing can be right thereafter. My Government intends to explore the possibility of setting up of an Education Hub at a suitable place where good quality infrastructure will be made available to attract the best educational managements to set up institutions to provide high quality education in various disciplines comparable to the best in the world. Hon'ble Members, other than education, health-care

11 is another area which should receive special attention of the State Government. The medical care system in the State is inadequate to cater to modern day requirments. Fresh thinking is required: for the present, our health care system is largely curative and therefore, expensive, whereas due emphasis should be laid on the preventive side of the system. The poor strata of the society suffers from many common maladies which can be prevented by providing basic facilities like safe drinking water, hygienic surroundings and good nutrition. The State Goverment is alive to the need of paying more attention towards the prevention of some recent more dreaded diseases like Aids, cancer and heart related problems which are on the rise in rural areas. lie functioning of Primary Health centres and Hospitals needs to be unproved drastically. The facilities in Medical College at Rohtak need to be further improved to cope with their increased work-load and provide 'better patient care. Health-Care is too big a subject to be left just to the Doctors. My Government recognizes this and will try to make a new beginning in the right My Government feels that old age pension is not a dole but a necessity and it will ensure that it reaches every pensioner regularly by the 7th of every month. Government will also take care of the senior citizens of the State by giving them at least basic need-based facilities such as shelter and medical care. Every effort would be made to make weaker sections and minorities feel secure and active participants in the process of development. Government jobs reserved for

12 Scheduled Castes and Backward Classes will be provided jobs as per their entitlement and the backlog, if any, will be cleared speedily. Women in Haryana have yet to find their rightful place in society. My Government is committed to women's empowerment and will work to remove gender discrimination in all fields. The PNDT Act banning pre-natal diagnosis of sex will be strictly enforced. Special programmes for protection of the girl child will be launched. The Government will also pay special attention to women's Education in the State. Socio economic programmes for the economic empowerment of women, especially in rural areas, will be implemented. I again draw attention of the Hon'ble Members to the fact that they are opinion makers; Government intervention cannot by itself solve gender issues, this is an area requiring societal change and opinion makers have to play a dedicated role. My Government is very keen to look after the welfare of the freedom fighters and ex-servicemen. As a State proud of its freedom fighters who struggled throughout their life for the independence of our motherland, my Government will adopt suitable measures for their welfare. Similarly, Haryana is proud of its brave soldiers who are always ready and willing to make the supreme sacrifice for the defence of the country. The ex-servicemen face problems of rehabilitation after their retirement from defence forces and my Government will strengthen the agency responsible for looking after their welfare. The administrative apparatus of the State needs to be modernized so that it may meet the challenges of 21st

13 century and fulfill the aspirations and expectations of the people. The State Government will strive to provide good governance to make Haryana a Model State. Transparency and accountability are the hallmarks to which we shall aspire. Side by side, actions like citizens charters, effective grievances redressal machinery, strict enforcement of law and order and instilling confidence in people towards law enforcing agencies by developing better public relationship, introduction of a system of reward to honest and dedicated officials and severe punishment to delinquent and corrupt officials, raising the morale of police personnel will to be initiated in right earnest without delay. At the centre of all development programmes and the purpose of all Government activities is the citizen. Every programme of Government shall specify which service and of what standard it will deliver to citizens. The quality and efficiency of service shall be evaluated periodically by independent external agencies/consumers as a condition for their continuance. Use of information technology for improved service delivery will be an essential component of these efforts Each department of the Government will identity their services and the bench-marks for delivery within the next six months. The district administration will be strengthened through capacity building, devolution of decision making authority and resources. Some age old, out-dated and archaic Acts and Rules need to be repealed or amended. Hon'ble Members, my Government proposes to have a review of the entire gamut of law to remove unnecessary legal obstacles and to simplify the complicated procedures to improve the quality of governance. At the same time fresh legislation, relevant to the

14 requirements of the 21st needs serious consideration. Panchayati raj Institutions can make significant contributions in the development of our villages. Similarly, the Municipalities can do a lot to make our cities and towns neat, clean and worth living in. Efforts will be made to provide basic amenities in all the cities and create the environment for peaceful living and employment. Finally let it be recognized that all over the world a paradigm shift is taking place from development to sustainable development, from dependence. on fossil fuels to tapping renewable sources of energy, from non organic to organic means of production, meaning biotechnology, from casual to genuine and informed concern about the environment, the realization that while catering to the needs. of a growing population we must leave to future generations a better palce then we Inherited. My Government will at all times keep this in mind in formulating its policies and implementing its programmes. Hon'ble Members, this address of mine has provided broad outlines and dwelt on major thurst areas. Constructive deliberations by you on all these issues will help in all round progress and development of the State. I am confident that you will perform your duties as representatives of the people to canalize the tremendous upsurge among our people to build a new Haryana free from the fear of want and exploitation. It is my earnest hope and wish that your deliberations will be marked by maturity and wisdom and guidedby partriotic by patriotic and selfless devotion to the cause of Haryana. I once again convey my best wishes to you on the
