3 STATE OF TEXAS 1999 MOTOR VEHICLE ACCIDENT CODEBOOK INTRODUCTION This codebook documents data sets describing motor vehicle accidents that occurred in the State of Texas during calendar year The data sets were developed by the Transportation Data Center at the University of Michigan s Transportation Research Institute from data supplied by the Texas Department of Public Safety. The cooperation of that agency is gratefully acknowledged. Three separate data set categories have been built from the original data supplied by the state of Texas. 1) All accidents in which at least one truck was involved. Large trucks were defined by code values for variable 106 and code values 20-27, 31-34, 36, 39, and 99 for variable 104 as described in the codebook. 2) All accidents in which at least one pedestrian or pedalcyclist was involved. 3) A census file of all accidents in the calendar year. The table below provides summary information for each of the categories (such as the key that provides access in ADAAS). The data sets making up the Census, and Large Truck categories have three distinct formats: an Accident data set, a Vehicle data set, and an Occupant data set. 1) The Accident data set (described by variables 1-45) includes one record for each accident. General accident information not specific to any vehicle or its occupants is found in this data set (e.g., time of day, accident type, etc.).

Variables describe specific characteristics of the vehicle, while 1-45 repeat the accident description. 3) The Occupant data set (described by variables 1-45, , and ) includes one record for every occupant involved in the accident. Variables describe specific characteristics of the vehicle occupants, while 1-45 and repeat the accident and vehicle descriptions. The separate Pedestrian/cyclist data set is described by variables 1-45, , , and It includes one record for every pedestrian or pedalcyclist involved in the accident. Variables describe specific characteristics of the pedestrian/pedalcyclist, while 1-45 describe the accident, describe the associated vehicle, and describe the associated vehicle s driver. UMTRI has received the commercial-vehicle data along with the standard crash data file. At this time this data has not been incorporated into the 1999 system datasets. There are 17,451 commercial-vehicle records for Users wishing access to this information should contact the TDC. ii January 2001

5 Introduction Texas 1999 This codebook documents the variable names and code values for all data sets and gives the univariate frequencies for the Census and Truck data sets. In using the univariate frequencies, the following convention should be noted: frequencies for variables 1-45 were derived from the two Accident data sets, frequencies for variables were derived from the two Vehicle data sets, and frequencies for variables were derived from the two Occupant data sets. Frequencies for variables were derived from the Pedestrian/cyclist data set. Starting with the 1985 Texas data, all occupants involved in the accident who are in a passenger car or truck have an occupant record. Prior to 1985 only occupants in an injury accident or in a vehicle with a damage rating over 5 were coded. It has also come to our attention that the variable Total Passengers in Vehicle (V117) counted only the occupants with a subsequent record. Thus property damage accidents will be associated with an underreporting of occupants. While every effort has been made to provide accurate, reliable data, inconsistencies may arise from the source data or from the reformatting procedures used. Consequently, UMTRI cannot guarantee the accuracy of the data but will try to correct any discrepancies that are found. Any comments or suggestions concerning the data or the codebook may be made by calling the Transportation Data Center at (734) or by ing TDC- UMTRI@umich.edu. For example, if Variable 26 shows a collision with a fixed object, then the code value here would indicate the first impact. If Variable 26 shows a collision between two vehicles, then the code value here may indicate a second impact, or may be used to show vehicle movement No code shown is applicable Vehicle overturned Vehicle struck hole in road Vehicle jackknifed Person fell or jumped from vehicle Vehicle Struck Train on tracks parallel to road - no crossing Train - moving forward Train - backing Train - standing still Train - movement unknown Highway sign Curb Culvert, headwall Guard rail Railroad signal pole or post Railroad crossing gate Traffic signal pole or post Overhead (signal light, wires, signs, etc.) Work zone barricade, cones, signs, or material Luminaire pole Utility pole
