Electrically powered - clean and green, no emissions at street level Bi-directional Predictable journey times Designated lanes Smooth, comfortable and quiet Fully accessible - level boarding with easy access for everyone High capacity Affordable Reliable - can keep going when snow or ice defeats road vehicles Integrated into streetscape Page 3

6 Stimulate Our LRT WILL STIMULATE OUR ECONOMY BY: Increasing land value by 8 to 14 percent within 800m of the line i and particularly within close proximity to station areas Increasing assessment value high value, high density, mixed use land parcels can produce higher assessment which help to pay for the capital and operating costs of the system Creating jobs - in the initial design and construction stage, as well as in the ongoing operations and maintenance phase. It is estimated, that approximately 6,000 jobs would be created due to construction expenditures combined with over 1,000 ongoing jobs due to regular ii operations and maintenance. Encouraging urban development - permanence of the LRT line allows both riders and developers to have a vision, plan ahead, and create compact urban communities knowing it has long-term viability Attracting private investment - to build new neighbourhoods and renew existing ones. 7 LRT WILL REVITALIZE HAMILTON BY: Supporting the concept of city building which over time will lead to: A more attractive downtown core A waterfront that continues to serve the growing needs of the community Inner-city neighbourhoods that benefit from revitalization Better integration and focus between the City and community groups Increasing potential and concentration of community development, which will revitalize Downtown, resulting in greater increase in property values and greater potential for economic spin-offs Stimulating mixed-use, higher density communities within walking distance of a transit stop making it convenient to travel to a multitude of destinations by foot, bike or public transit instead of by car Increasing densities of population and employment adjacent to the line and specifically in the vicinity of the LRT stations Reducing car traffic in the downtown core Transforming our community through spurring economic activity, creating unique streetscapes that support adjacent neighbourhoods Contributing to vibrant streets where all road uses can co-exist Promoting new development and investment along its key corridors Supporting opportunities to redevelop and/or intensify existing developments Page 5

11 B-Line Corridor McMaster to Eastgate s B-Line is identified as a "Top 15 Priority Project" in the Metrolinx Transportation Plan known as The Big Move. Metrolinx (Provincial Agency) completed a Case Analysis (BCA) which demonstrated Full LRT, starting with the B-Line, as an option that would generate net benefits for and be capable of accommodating the long-term travel demand growth in the corridor. A $3 million Planning, Design and Engineering (PDE) study was initiated in March Fully funded by Metrolinx, the study involves the preliminary design for the B-Line and a feasibility study for the A-Line (Waterfront to Airport). The PDE study is planned for completion in the summer of 2011 and will move us to a "Stage of Implementation Readiness" for LRT on the B-Line. This system includes 5 corridors, please refer to page 12 for the map of the "B-L-A-S-T" network. * The B-Line corridor is the first part of this long range vision for the City of and we are well on our way in making this a reality. The next piece of the network to develop would be the A-Line from the Waterfront to the Airport. * The Planning, Design and Engineering (PDE) Study that was initiated in March 2010 includes the feasibility study for the A-Line and is planned for completion in the summer of It is then anticipated that the full A-Line Case Analysis (BCA) would be completed in * Our City philosophy is committed to applying a strategic and forward thinking approach to all initiatives. Completing the A-Line in conjunction with the B-Line would create a strong connection between 's interregional network connections (GO), Downtown, McMaster University and Mohawk College. 15 Summary Rapid Transit is more than just a transit project, it is a City and community shaping tool and potentially the largest capital project the City has ever constructed. LRT is key to fulfilling the City's vision of being the best place to raise a child, promote innovation, engage citizens and provide diverse economic opportunities. Light Rail Transit (LRT) is a key corporate strategic initiative that supports the concept of community building and economic development, while enhancing connections to the GTHA through improved transportation networks including linkages to the planned GO Transit expansion. The resulting LRT infrastructure provides a platform for future infrastructure investments, contributing to the quality of life within all of 's communities. The Rapid Transit Team is working diligently to make Light Rail Transit in a reality. There is a solid commitment from the Senior Management Team and Council, in addition to significant public and stakeholder support in continuing to move this initiative forward. The potential value for all, in bringing the full B-L-A-S-T system to life, is limitless. Page 13
