1 PRIVATE & TICKETED EVENTS GUIDE It is possible to hold special events on Governors Island during the Island s open season. Governors Island s 2016 season will run from May 28 th to September 25 th. Private Events such as office or school field days, staff appreciation gatherings, conferences or meetings can be held Monday-Friday in GI s various outdoor venues or in Pershing Hall/Commanding Officer s Quarters as an indoor meeting space (event spaces dependent on availability). Private events can be held Monday-Friday from 10am - 6pm only. Ticketed (Public) Events such as concerts or food festivals can be held Monday-Friday from 10am - 6pm or Saturday-Sunday from 10am - 7pm in any of GI s outdoor spaces. Special events require the completion of a permit. Site fees will apply for all private or ticketed special events. Fees will be determined based on the desired event space, time and specific needs. After reviewing the Guide, fill out the application form and apply for your permit online through Governors Island E-APPLY Permitting System. Permits are NOT required for small, informal gatherings such as family reunions, picnics, corporate outings or meet ups that take place when the Island is open to the public (from May 28 th to September 25 th ). Your group is welcome to come out to the Island during these days, pick a spot and enjoy all that the Island has to offer. Please note for small, informal events: - Spaces cannot be reserved. - Barbequing, grilling and cooking are not permitted on Governors Island. - Alcohol cannot be brought onto Governors Island by visitors. Alcohol is available for purchase and consumption at beer gardens on Island. Caterers can service alcohol at private events with appropriate licenses and permits. - Private vehicles are not permitted to access the island. Island General Information Opening Day: Saturday, May 28, 2015 Closing Day: Sunday, September 25, 2015 Days/Hours: Monday-Friday from 10am-6pm Saturday and Sunday from 10am-7pm Memorial Day, Labor Day & July 4 th from 10am-7pm Outdoor Spaces for Special Events Colonels Row: Governors Island has a fenced in and secluded shady green space, The Colonels Row Festival Grounds, which can be reserved for events. This outdoor space can hold up to 4,000 people. Colonels Row does not have any water views however it is centrally located on the Island. Nolan Park: Nolan Park is a four acre manicured green, surrounded by historic officer s homes and buildings that date back to Nolan Park has brick walking paths and London Plane trees throughout. 1 P age
2 The historic homes around the perimeter create an intimate setting for programs. Nolan Park does not have any water views. The lawn space is naturally shaded by trees. WDZ: Right along the water's edge this flat and flexible space offers incredible views of Lower Manhattan, GI's rising Hills and the Statue of Liberty. This site is perfect for a large event build (stages, tents, etc). 1.2 Acres of this space are complete and ready for event use. The remaining 6 Acres are unfinished however the necessary work can be completed and paid for by event producers for a reduced site fee. Play Lawns: The Play Lawns, which features two natural turf ball fields sized for youth baseball, adult softball, and soccer. This site features views of the Statue of Liberty, lower Manhattan and the rising GI Hills. The Play Lawns can also be used for private events. Indoor Spaces for Private Events: *One of the below indoor event spaces will be available to reserve for private events, Monday-Friday from May 28 th - September 25 th.* Commanding Officer s Quarters: The Commanding Officer s Quarters is 12,000 foot home built in 1850 and is the largest house on the Island. It is located in the area of the Island known as Nolan Park. The backyard features a grassy lawn, a beautiful brick staircase and patio as well as an elevated vegetable garden. Pershing Hall: An historic building built during in 1934, Pershing Hall is home to five landmarked Works Project Administration murals depicting the history of armed conflict in the United States. These incredible works of art provide a one of a kind context of history to this incredible space. Organizations are welcome to use the main floor for retreats, meetings, lectures and more. The Trust for Governors Island is not responsible for any events that take place at the National Park Service Monuments, if you would like more information about hosting an event in these locations please see below for contact information. Fort Jay or Castle Williams: If you are interested in using any part of the Governors Island National Monument for an event, please contact the National Park Service at or call Fees & Costs Site Fees: Site fees vary depending on the event s size, location duration and nature. Not for profit rates are also available. Costs for Additional Services: These include transportation on the ferry (outside of normal schedule), security, engineering staff, emergency services and sanitation staff. Once you submit an event permit application, staff from The Trust for Governors Island will work with you to identify if there are additional needs and services for your event and what the costs of those services are. Costs are determined according to the details in your permit application. The more detailed your permit application, the more quickly and accurately The Trust for Governors Island can estimate your costs. 2 P age
3 Security Deposit: All events must provide a deposit to cover any potential damage to Island property. The deposit amount is based on the size and nature of the program. Upon inspection and the conclusion that no damage was conflicted on the Island or its property the deposit will be returned in full. Ferry Information Governors Island Ferry: The Governors Island Ferry, the Coursen, is a vehicle ferry. It has the ability to hold up to 1,200 passengers or carry a maximum of 30 automobiles. The Coursen can be used to load in/load-out as well as carry invited guests to and from the Island during regular business hours. The ferry can be used during regularly scheduled runs Monday Friday from 7am to 6pm and Saturday-Sunday 7am to 7pm or rented after hours. Other Ferries: Depending on the nature, timing and size of your event, you may choose or may be required to provide additional boat service to and from Governors Island. Governors Island is equipped with docks at which ferries can land. If you choose or are required to use a private ferry service, you can work out a ferry schedule that meets the needs of your event but must remain within the Island s normal operating hours. These ferries can shuttle to Governors Island from various points in the Harbor. Ferries are permitted to land at Yankee Pier or Soissons Landing. Appropriate docking licenses and certificates of insurance must be obtained before permission is granted for a vessel to land. Please indicate in your permit application if you will be using another ferry provider to transport guests to Governors Island. Private vessels: Private vessels are not permitted to dock on Governors Island. Island Services Security: For the protection of the Island and its public spaces, The Trust for Governors Island may require that you hire officers from the Island s private security staff at an hourly rate. The number of officers will be determined upon receipt of your permit application. Emergency Services: Depending on the nature and size of your event, you may be required to hire an ambulance or EMTs dedicated to your event. These services can be rented through The Trust or you can work with another reputable vendor. Sanitation/Janitorial/Custodial: There is sanitation staff on the Island during hours of operation. If your event requires additional sanitation, your staff may provide those services to the Island s satisfaction or you may hire Island staff at an hourly rate. Trash Removal: All trash generated from an event must be bagged and removed from the Island at the end of the event. Trash cannot be left next to garbage cans or on the curb. The Trust for Governors Island suggests hiring a private trash carting service or hiring Island staff to discard program debris. 3 P age
4 Amenities & Utilities Bathrooms: Indoor restrooms are located in the Battery Maritime Building (BMB) in Manhattan and in Building 110 on Governors Island. Portable toilets and bathroom trailers are located throughout the Island during the public season. Portable toilets can be rented from a reputable vendor for your event. There are restrooms in the special event indoor spaces (above) that can be made available for an additional fee. Tents/Staking: All tents should be weighted down, staking is not permitted. If tents need to be staked, an Unexploded Ordnance assessment (UXO) and archeological survey must be performed and additional costs will be incurred. UXO assessments and archeological surveys are necessary due to the Island s history as a former military base and the designation of some areas as a National Historic District. Tents cannot remain overnight. Wireless Internet/Cell phones: Governors Island has no wireless internet service. Events requiring internet service can rent a satellite service to provide internet access. Furniture: There are picnic tables located in The Colonels Row Festival Grounds and Nolan Park. For indoor spaces TGI can provide folding tables and chairs based on availability. Event producers can also bring additional furniture to the Island. Electricity: Available electricity varies throughout the Island. If your event requires electricity, you must inform The Trust for Governors Island of what type of distribution you are planning to use. It may be necessary to have an electrician make these connections. If your event requires its own generator, it must be placed in a location approved by Governors Island staff. GI Staff suggests: HONDA WHISPER LITE EU7000iS Max. 60 db(a) Water: Governors Island currently has limited potable water. Stage & A/V Equipment: Governors Island does not own or rent stage, sound or audio equipment. Governors Island does not have a television, microphone, amplifier or generator. Staging, tents and A/V equipment are not provided but can be brought in by event producers. Accessibility Production Vehicle Access: Vehicles necessary to your event s production can access the Island via the Governors Island Ferry, the Coursen. Vehicles can be no more than 12.5 feet high, 40 feet long and must be less than 30 tons. Only a limited number of vehicles can access the Island for events. Personal vehicles are not allowed. If the vehicle is not carrying equipment or materials, it must remain on the Manhattan side. All vehicles need prior permissions to access Governors Island. If your event has additional vehicle needs that cannot be met by the Coursen, there are opportunities to contact another ferry or barge service that can carry vehicles in the Harbor. Fees for that service are determined by the vendor. 4 P age
5 Load in/out: Events must be loaded-in within (2) days prior to the event depending on the Island s event calendar and specific requirements. Vehicles and equipment can be left overnight with proper permissions. Events must be loaded out within (3) days after the event. The gardens, lawn, foliage and brick pathways must be protected from damage during load in, load out, and throughout your event. The Trust for Governors Island will work with you to devise an appropriate protection plan. On Island Transportation: The Trust for Governors Island does not provide transportation to production staff or event attendees. If your event requires use of a golf cart for production staff, you can rent one cart w/ driver from the Island. Wheelchair Accessibility: The ferry to Governors Island, as well as the Island itself, is accessible to wheelchairs. Not all buildings on the Island are wheelchair accessible. Building 110, located next to the ferry landing on Governors Island is accessible to wheelchairs. Wheelchair accessible portable toilets are located throughout the Island. The indoor spaces available to reserve for private events are not wheelchair accessible. Vehicle Access The following information will assist in gaining access to the Island with vehicles for load in and load out for your program using the Governors Island Ferry, the Coursen. Personal vehicles are not permitted on the Island. All vehicles must be carrying equipment or materials. Vehicles can remain overnight in designated parking areas, locked, with prior permission from the Trust. Vehicles can be no more than 12.5 feet high, 40 feet long and must be less than 30 tons. There is a capacity on the ferry for vehicles. Depending on other events, programs and projects happening you may be restricted to certain times or number of vehicles for access. When the Island is open to the public, vehicles are not permitted to take the ferry over after 10am. All vehicles must be on the early morning staff ferries that run between 7am 9am. To gain access on staff ferries, all vehicles must be pre-registered. Procedure to register vehicles is listed below. Getting onto GI: Registering: All vehicles must be pre-registered at least 48 hours in advance. o When registering please provide arrival time, departure time, destination on island, company name, driver name, make & model of vehicle and license plate #. o To register rental vehicles please send: driver name, time of arrival/departure, rental company and vehicle type. You will receive a confirmation that your vehicle is registered. It is important to understand that this is a hold, not a reservation for your vehicle. The ferry is loaded on a first come, first serve basis. If you are registering multiple vehicles, you will need to submit all at once in the proper spreadsheet template. This can be provided to you upon request. 5 P age
6 Queuing: The vehicle queue in Manhattan begins at Slip 7 of the Battery Maritime Building at 10 South Street and stretches east towards the Staten Island Ferry Terminal. Upon arriving, please get on the end of the queuing line. No exceptions. Vehicles need to arrive at queuing line at least 15 minutes prior to scheduled departure. Security: A security guard will approach your vehicle and ask for the pertinent information. Security reserves the right to conduct a search of your vehicle. GI will reserve the right refuse entry to any vehicle, even if registered for a number of reasons. The Coursen, GI s Vehicle Ferry: Once the ferry is ready to board, a security guard will direct you into the proper slip for boarding. Please follow ferry crew instructions while boarding. Speed limit aboard the vessel is 3 MPH. While on the ferry, drivers and passengers must remain inside of their vehicles and shut off the engine. Do not leave your vehicle. Once the ferry is ready to disembark, again please follow the instructions of all ferry crew and security guards. Disembarking: Once on Island, vehicles should drive directly up the hill and turn right and head towards their destination. Speed limit on the Island is 10 MPH. Once at your destination, vehicles can unload and park in the designated area, which you will be given by the Trust. Getting off of GI After May 28 th, vehicles are permitted access to the Island between 7am 9am only. Vehicles can leave the island at any time during the day with a vehicle escort. Driving without an escort is not permitted anywhere around the Island after 10 am. Vehicles MUST be in the assigned parking location and remain there after 10am. This will be strictly enforced. Governors Island security has the right to ask visitors whom disregard the vehicle guidelines to leave the Island with their vehicle. Once a vehicle is ready to leave its assigned parking area, please call security at (212) to request a vehicle escort. Please make this call minutes before the scheduled departing ferry. Once vehicle escort arrives in a golf cart, they will take you to the end of the vehicle queuing line. Please put on vehicle hazard lights when being escorted. Please follow all security guard and ferry crew directions while boarding the ferry. Rules and Regulations Alcohol: Alcohol is only permitted in cordoned areas and must only be served to those over 21 years of age. Event producers are responsible for securing a permit from the New York State Liquor Authority, hiring appropriate staff to serve alcohol, checking IDs and securing entrances to the cordoned area. The Trust for Governors Island must receive a copy of the liquor permit. You will also be required to hire minimum of (2) Island security guards if you are serving alcohol. 6 P age
7 Catering/Food: Events can be catered privately at the event producer s expense and you are welcome to choose your own caterer. Licensed caterers are able to use charcoal grills in certain areas; however, they must provide fire extinguishers and metal drums for charcoal disposal. Animals: Pets are not permitted on Governors Island with the exception of licensed service dogs. Certain livestock are permitted at private events as long as appropriate permits are secured. Fishing: Fishing is permitted and is catch and release only. All visitors who fish and who are over 16 years of age must have a valid New York State fishing license. Camping: Camping and overnight stays are not permitted. Deliveries: Governors Island will not accept or sign for any deliveries directly. If items are accidentally shipped to the Ferry terminal, someone from your team must be there to accept the package or delivery. Submitting a Special Event Permit Application: Permits: To host an event on Governors Island, you will need to secure a permit from The Trust for Governors Island. Depending on the nature of your event, you may need other permits from the City of New York associated with holding events within the City. The Trust for Governors Island will help you determine which additional permits are required for your event, but you are responsible for obtaining all permits, paying all fees associated with them, and providing copies of each permit to Governor Island in advance of your event. In order to ensure whether your proposed event is feasible on Governors Island and to determine all of the applicable costs for you event, you must submit an online permit application. Please provide as much information as possible and answer all questions to the best of your ability. The application link is Elaborate whenever possible to provide a full and clear description of your proposed program. Liability Insurance: Event planners must provide liability insurance for use of the Island. A typical policy covers a minimum of $1 million per occurrence, naming Governors Island Corporation d/b/a The Trust For Governors Island, The City of New York, Turner Construction, HMS Ferries, Inc. and National Park Service as additional insured. Workers compensation of at least $1 million is also required. Placing Dates on Hold: Event dates will not be placed on hold until event permit application has been received. Event dates are only confirmed once all relevant permits have been received, signed and approved. Rain Dates: Please include in your permit application an alternate event rain date if possible. Submission Time: It is recommended that you submit your permit application as far in advance as possible. Permits are reviewed in the order they are received. Response Time: Once you have submitted a permit application you will receive a confirmation within 48 hours.
