2 ADDENDUM NO. FOUR TO THE REQUEST FOR PROPOSAL (RFP) DOCUMENTS April 7, 2016 General: The following changes, additions, or deletions shall be made to the following documents; all other conditions shall remain the same. I. CLARIFICATIONS Item# 1. QUESTION: In the Preliminary Program Criteria on page 12 this bullet point is listed: Provide infrastructure to accommodate electric vehicle charging stations at a ratio of 2:100 parking spaces. Include at least one ADA accessible charging station space. Charging station infrastructure should support 220 volt service. Charging stations shall be grouped together whenever possible, near pedestrian access points preferred. When the RFP states to provide infrastructure we understand this as meaning to provide power and data to the locations for future installation of FFE. Is this a correct assumption? ANSWER: Yes, charging stations shall be provided and installed by UCSD under a separate project. Product information will be provided to the D/B Teams. 2. QUESTION: In reviewing the RFP it is not clear if the materials testing for items such as concrete or asphalt is to be conducted by an independent third party hired by the contractor or does the university provide on-site testing? There is a request for inspection form within the RFP which alludes to the contractor requesting the university to perform the testing. Who conducts the materials testing? ANSWER: The University will employ the services of an independent Soils and Material Testing/Inspection Agency. 3. QUESTION: The Detailed Project Program indicates that Science Way Road development will be part of the future N2 project on page 19. Exhibit 1 from the Physical & Community Planning Office on page 1 indicates that the Science Way road is within this project. What project is going to create Science Way road? ANSWER: The project must plan for and be designed in such a manner that facilitates the future construction of Science Way. A concept plan that shows the future Science Way and the future CN2 Academic Research Building is required. Page 1 of 4

3 4. QUESTION: On page 13 of the Preliminary Program and Criteria it states to provide the traffic management systems manufactured by SWARCO. Is there a reason why the University wants this particular manufacture? May we use a different system that s considered as an equal? ANSWER: SWARCO is a Campus Standard.NO EXCEPTIONS. 5. QUESTION: Due to the delays in release of this RFP, we have some Key Personnel on our team who have changed. I see nothing in the RFQ or RFP that addresses what we may need to do, if anything, under these circumstances. Is anything required for this in our proposal submission? ANSWER: Provide Company Position, Project Role, full resume and background and experience of the person you wish to substitute. 6. QUESTION: Within the Technical Proposal Section of the RFP, Article 2 ("Technical Proposal Submittal"), Tab #7, Item "A" states "Provide a table showing quality control resource loading through completion of the project". Is there a specific format for the presentation of this material that the University requires, or that is expected of the Proposers? If so, please provide. ANSWER: There is no specific format. Please submit a table of your own design. 7. QUESTION: Within the Technical Proposal Section of the RFP, Article 2 ("Technical Proposal Submittal"), Tab #7, Item "D" states "Configuration control to assure compliance with program requirements." Please define "configuration control" or provide further explanation as to what is expected of the Proposers for this particular item. ANSWER: Provide your plan to assure all required programmatic elements of the project remain during the design and construction process. 8. QUESTION: Please clarify if the DPP takes precedence over the design requirements when a conflict exists. For example, regarding the building electrical service; in the DPP on page 47 it is stated that a pad mounted transformer is to be provided but in the Design Requirements (Chapter III 40 Electrical Power) page 1, Paragraph A6 and B1 says that unit substation(s) are to be used and that pad mounted transformers are only allowed for smaller projects when approved by UCSD s FD&C Electrical Engineer. ANSWER: For this project, a pad mounted transformer is acceptable. Regarding conflicts between Design Guidelines and DPP, please submit RFI for all conflicts. 9. QUESTION: No site power drawing was provided in the DPP to indicate if there are existing conduit stubs in the parking lot west of SF6 switch #136. Please clarify. ANSWER: Site drawings E-202 and E-203 are attached. Page 2 of 4

4 10. QUESTION: Page 48 of the DPP calls out for separate electrical and telecom rooms on each floor. Is it acceptable to limit the amount of rooms/closets to every other floor or less as design dictates? ANSWER: Every other floor is acceptable but not less. Do not combine Electrical and Telecom Rooms. 11. QUESTION: On pg. 14 of the DPP it states Provide infrastructure, including structural provisions, for future installation of Photo Voltaic panels on the parking structure s top level (electrical pathway and PV room) that can connect to existing network. Does the phrase PV room mean space for PV panels or a dedicated PV equipment room? ANSWER: Yes, an appropriately sized dedicated room is to be provided and constructed to the future PV equipment, separate from an Electrical Room. 12. QUESTION: If a UPS is used at the parking structure to provide emergency power to meet the construction schedule, will a conduit system still be required from the new parking structure, to the new Campus Satellite Utilities Plant? If connection to the satellite plant is desired, please define these requirements. ANSWER: Emergency power for lighting, elevators, etc. should be from Satellite Utilities Plant. A medium voltage SF6 switch for emergency power shall be provided by SUP project, located North of Central Research Services Facility. Provide pad mount transformer and distribution equipment for emergency power. 13. QUESTION: The Detailed Project Program on page 18 indicates for every tree removed to replace with two trees. What size tree is replacing a removed tree? 24 box etc. ANSWER: Typical replaced tree size is five (5) gallon. FYI, eucalpytus cladocalyx is challenging to procure and the selected team should begin process to secure trees as early as possible. 14. QUESTION: If the bicycles were to be stored outside the parking structure under a roofed area would this be preferred instead of parking the bicycles inside of the parking structure? The reason why we ask is for the safety of the bicyclist. ANSWER: The location of the bicycle storage shall take rider safety in mind.bicycle storage area entry shall be securable and conveniently located and accessed to the exterior. At the design/build team s option, additional bicycle parking may be provided on the exterior located adjacent to pedestrian ways and can be covered or uncovered. The exterior bicycle rack shall be campus standard per 2012 Bicycle and Pedestrian Master Planning Study. Page 3 of 4

5 15. QUESTION: If there is not enough room on site to plant 2 trees for everyone removed has the University selected a location for these? ANSWER: If unable to fit onsite within disturbed grove boundary, selected DB team will work with campus landscape architect to determine another location in need. Page 4 of 4
