2 1.0 GENERAL DOO 1D-23 Page 2 of 7 This purpose of this operating order is to define the procedures used by the BC Hydro control centre for the application of a Man Hole Permit (MHP). The application of an MHP is reserved exclusively to support entry into a BC Hydro cable manhole, where either: A BC Hydro owned Feeder Cable exists, as defined in 1T-02, or A BC Hydro owned main trunk cable circuit exists, which extends beyond the portion of circuit defined as The Feeder Cable but not beyond protective fusing. Example: On circuit DGR 88, UC 7F149 Application of an MHP is not intended to minimize hazards associated with underground cables which are normally protected by fusing. When a MHP is issued for work in a manhole where both Feeder and fused cable (typically URD) exist, the BC Hydro control centre Person-In-Charge (PIC) will take positive and documented steps to help minimize hazards associated with the Feeder Cable. It is not expected that the PIC will take any action to minimize hazards associated with the fused cables. Should any hazard exist where the issuance of a MHP is deemed by the field worker as inadequate to meet worker safety requirements, the field worker is responsible to then arrange additional equipment outages, Safety Protection Guarantees or Assurance of No Reclose Permits as required, by making their requirements know to the Fraser Valley Office (FVO) Outage Scheduling department. See Operating Order 1D-02 for BC Hydro outage scheduling requirements. It must be firmly recognized that the application of a MHP is intended to help minimize the hazards associated with an energized Feeder Cable which exists in a BC Hydro manhole. There is no expectation that the application of a MHP can eliminate all hazards associated with entry into a manhole.
3 Page 3 of 7 The BC Hydro control centre will not take any action to address hazards introduced by the existence of customer-owned cables in a BC Hydro manhole, unless a customer Operating Order exists with specific instruction and requirements. 2.0 MAN HOLE PERMITS Prior to issuance of a MHP, there are no requirements for feeders to be in their normal operating configuration. In manholes where Feeder Cable exists, establishing a MHP will assist in minimizing the effect of additional s being switched on to a cable and will restrict the re energization of a cable after a feeder protection operation. Application of a MHP guarantees that a de-energized feeder, or one that becomes de-energized by its own protection, will not be energized until the Permit holder has been contacted and has approved the energization. For the purposes of re energization, a MHP will be restricted in the same manner as a Live Line permit and will conform to Safety Practice Regulation A circuit with a MHP in effect, may not be paralleled with another circuit, without first notifying the MHP holder. Persons holding MHP must be in radio or telephone contact with the BC Hydro control centre at all times. If continuous communication is not possible to maintain, information may be relayed via a reliable third party. Should a circuit, where a MHP is to be issued, be connected to a BC Hydro owned high voltage automatic transfer scheme, this scheme will be blocked prior to issuance of the MHP. Customer owned auto transfer schemes will not be blocked as part of the MHP process. 3.0 IMPLEMENTATION 3.1 Circuit Identification Responsibility Qualified Worker Responsibility for identifying the circuits that are routed through a manhole resides with the qualified electrical journeyperson that will be performing the work. If the worker is unable to perform an accurate verification on his own, they must consult with the BC Hydro Cable Department. The worker requesting the MHP will identify the work location and the required circuits to the PIC. Example: I (name) am requesting a Manhole Permit for work in manhole MH1234. The feeder cables in this manhole are STN 12F51, STN 12F52 and main trunk circuit UC7F12 on STN 12F54. BC Hydro Control Centre The PIC at the BC Hydro control centre is responsible to identify all directly associated feeder reclosing equipment and those BC Hydro owned schemes capable of automatically transferring to that circuit. 3.2 BC Hydro Control Centre Implementation The BC Hydro control centre will accept verbal, faxed or requests for MHP in real time. permit.requests@bchydro.com Fax:
4 Page 4 of 7 Once the appropriate circuits have been identified by the qualified electrical journeyperson, the BC Hydro control centre will establish conditions for a MHP by: Blocking the source circuit breaker auto reclosing control and tagging the associated control point in the PSSP mimic with a Reclose off tag. Enabling, where Scada control facilities exist, feeder protection fast trip, or Live Line settings at the source circuit breaker. Once done, the PIC will tag the fast trip control with a Reclose Off tag. Placing Man Hole Permit tags on the appropriate supply feeder breakers or switches in the PSSP mimic. Blocking any BC Hydro automatic control scheme that might transfer to a circuit where a MHP is to be issued and tagging that point with a Man Hole Permit tag. Entering the Permit details in the appropriate BC Hydro control centre Desk Log. After the appropriate conditions have been established, a MHP may be issued to the requesting PSSP Category 5 worker. 3.3 Automatically Switched Devices Where BC Hydro owned automatic switch facilities could result in transfer to the circuit where MHP is to be applied, the automatic operation of these facilities must be blocked and tagged appropriately. BC Hydro-Owned Devices, SCADA-Controlled From the BC Hydro Control Centre The PIC will disable automatic control and tag the associated control point in the PSSP mimic with Reclose off tags. The related source switch or breaker electrically nearest to the workers location will be tagged in the PSSP mimic with a Man Hole Permit tag. BC Hydro-Owned Devices, NOT SCADA-Controlled From the BC Hydro Control Centre A BC Hydro worker will be directed by the BC Hydro control centre PIC to disable the appropriate automatic control scheme and apply Reclose Off tags. The BC Hydro control centre PIC will then tag the corresponding PSSP mimic point with a Reclose Off tag(s). The BC Hydro control centre PIC will tag the PSSP mimic for the related source switch or breaker electrically nearest to the workers location with a Man Hole Permit tag(s).
