2 NYSIR what is it? The NYSIR is the New York State Standardized Interconnection Requirements and Application Process for New Distributed Generators 2 MW or Less Connected in Parallel with Utility Distribution Systems. Current Version is the March 2016 Update Projects whose applications were received before April 29, 2016 fall under the rules of the old SIR, dated 2/2014. This is the rule book know it. 2

3 NYSIR Application requirements For systems 50 kw to 5 MW: Completed application form Signed copy of standard contract Letter of authorization (RNM, not CDG) New service? Provide a site plan. Narrative of project details. Technology type Fuel source/configuration Proposed project size in AC kw Net meter, RNM or CDG? Metering configuration UL 1741 certification Manufacturers Data sheet (cutsheets) Manufacturers Test procedures Three line (system) diagram And don t forget a $750 application fee. 3

6 Form K Important Points Name (Regular project): must be the name of an existing National Grid customer. Name (Community Solar): Owner or Operator of system Address: Address of solar installation File # (CLA): National Grid will assign this it s how we track Utility Account Number: Depends of type of installation Net meter vs. Remote Net Meter Signature must be customer (owner). Does not need to be signed until ready to commit to construction 6

13 Three Line Diagrams Necessary for all Interconnection Applications From Appendix F: System diagram A three line diagram for designs proposed on three phase systems, including information on the wiring configuration at the PCC and an exact representation of existing utility service. This is a relatively low hurdle to clear, but a misleading or inadequate three line diagram may not be accepted or will delay your project while problems get resolved. 13

14 The Application Review Process The application review process now follows the Preliminary/ Supplemental Screening Analysis steps (Page 9 in the SIR). The Preliminary Screen is Appendix 6, Screen A F. A. On a Network? B. UL 1741 equipment being used? C. Does it exceed the Electric Power System (EPS) rating? D. Line configuration compatible with Interconnection type? E. 15% Penetration test. F. Voltage fluctuation test. 14

15 The Application Review Process Other items to know about in the New SIR: Pre-application Report Preliminary Analysis Results Meeting Supplemental Screen ($2,500) Screens G I Lots of timelines for activity or to remove projects from the company s inventory (The Queue). And same as the old SIR: The CESIR (Coordinated Electric System Interconnection Review) 15

16 Things you should do Cover sheet describe the project, especially if not obvious. Use a template that covers all the necessary information. Include everything it may be clear to you but not to us. Site Plan Indicate where you plan on installing facilities and interconnecting to us. Pole numbers, GSP coordinates, etc. When submitting, include a photocopy of the Application Fee check and indicate (on the cover sheet) when you mailed it and where you mailed it to. Put the National Grid Account Number on the check! 16

18 Things you should never do Buy certain equipment before your project and equipment is approved. Install facilities before your project is approved. Make promises before your project is approved, including timelines. Assume that urban environments are OK (Network Systems). Assume that rural environments are OK (Feeder Loading). Assume that a feeder has lots of capacity (that could be bad). Assume that just because it s a small system, it s OK. Assume that because you don t see much DG on a feeder, it s good. Try to go around the Interconnection process (SIR). Try to go around the DG group to the local design or construction people. 18

The ESBs are our standards books. 756 is Requirements for Parallel Generation Connected to a National Grid Owned EPS. Appendix B is the particulars for the NYSIR.
