4 NY-Sun Incentive Program How Solar Electric Systems Work A solar system converts sunlight into electricity or direct current (DC) using solar cells. These solar cells are grouped and make up a solar panel. Solar panels are typically mounted on your roof. An inverter changes this DC power into alternating current or AC, which we use in our homes. 4

6 What is Net Metering? A "net meter" accurately registers the flow of electricity in either direction. The meter spins forward (in the normal direction) when the consumer needs more electricity than is being produced, and spins backward when the consumer is producing more electricity than is needed in the building. 6
7 What are design features? Shading - free from surrounding trees and structures Orientation - for best performance, a south-facing area Tilt array tilt (roof pitch) is optimal at 30 degrees 7
8 NY-Sun Incentive Program NY-Sun Incentive Program offers Incentives to help reduce the installation costs associated with solar electric systems. Part of NYSERDA NY-Sun Initiative, a $1 billion investment to expand solar throughout the state PSEG LI is the manager for Long Island s NY-Sun program 8
9 Who can participate in NY-Sun? PSEG Long Island territory residential and business customers. Up to 25 kilowatt (kw) for residential customers and up to 200 kw for nonresidential applications. 9
10 NY-Sun Incentive Program NYSERDA statewide administrator of the NY-Sun Incentive Program. PSEG Long Island local implementer on Long Island. PSEG Long Island Application Review Design Review Works with installers on Long Island to approve projects Verify installations Informs NYSERDA when the projects are ready for payment. 10
11 NY-Sun Incentive Program Megawatt Block Incentive Structure The incentive structure allocates Megawatt (MW) Blocks to specific regions of the State. Incentives levels are based upon the block in effect at the time application received. The MW Block approach provides the solar PV industry and their customers with certainty and transparency via the Megawatt (MW) Block Dashboard. 11

15 Choosing a Participating Contractor Customers choose a Participating Contractor who will: Inspect site location to determine the best system size and placement options. Provide installation cost estimate. Submits incentive and interconnection documents to PSEG LI. Permitting and engineering. Perform the installation. 15

18 NY-Sun Incentive Program Application Process The Eligible Installer or their Participating Contractor submit all applications electronically, using the PowerClerk database. 18
19 NY-Sun Incentive Program Application Process Each New Application for Incentives must include a completed and accurate copy of each of the following: Project Application Form Site Map (Site Plan) Photos One or Three-Line Drawing System Output and System Loss Analysis (PSEG LI Production Calculator) Utility Bill for Non-Residential Applicants Only Permits Environmental Assessment (systems over 4000 S.F. in size) 19

23 How do I Finance my Solar PV? Long Island homes and businesses have the option to purchase solar PV or finance the installation through a lease or a PPA. 23
24 Purchasing When a customer purchases their system, they own the system. More likely to require a down payment. Eligible for all applicable incentives and tax credits, including accelerated depreciation (if applicable). System produces energy that offsets usage. The customer assumes responsibility for all system maintenance. Loans available to reduce or eliminate upfront costs. 24
25 Loans for a Purchased System - Residential NY-Sun Incentive Program offers low-interest rate financing options through Green Jobs - Green New York On-Bill Recovery and Smart Energy Loans for Purchased Systems On Bill Recovery Loan provides the convenience of paying solar PV installations on your utility bill. Loan repayments will appear as a loan installment line item charge on your electric utility bill Smart Energy Loan offers affordable interest rates and simple repayment options. Repaid monthly directly to NYSERDA s loan servicer Loans available up to $25,000 for 5/10/15 year terms Projects must pass cost-effectiveness standards 25
26 Loans for a Purchased System Small Commercial Small Commercial Participation Loans Borrow up to half the market interest rate NYSERDA provides half your loan amount, up to $50,000 at 0% 2 nd half will be provided by your lender at market interest rate Loan is repayable to your lender On-Bill Recovery Loan Borrow up to $50,000 at 2.5% Repay through electric bill Loan payment < your estimated energy savings Borrower must be named on electric account. 26

28 Leases The Leasing process of a solar PV system is similar to leasing a car. Leasing essentially means renting the system with the benefit of all the power it produces. Most don t require a down payment. Lock in a rate owners will pay each month, typically for 20 years. The rate may be fixed over the contract period or it may rise on an annualized basis. The solar company assumes responsibility for all system maintenance. 28
29 Power Purchase Agreements (PPA) As with the Lease, in a PPA the solar installer owns the system and pays for installation. Most don t require a down payment. A contract with the customer to sell the electricity generated by the system to the customer at a price that is lower than the utility price for electricity. The rate may be fixed over the contract period or it may rise on an annualized basis. The solar company assumes responsibility for all system maintenance. 29

31 Interconnection Procedures Smart Grid Small Generator Interconnection Procedures (SGIP) PSEG Long Island - Power Asset Management (PAM) 31
32 Overview of Interconnection Procedures Establishes requirements to attach any small generator (0 to 20 MW) to the LIPA system. Generally consistent with NY Public Service Commission ( PSC ) small generator interconnection procedures. Interconnections greater than 10 MW must be at transmission level and will fall under NYISO SGIP process. 32
33 Interconnection Procedures Balance the interests of the customer-generators with the interests of all other customers on the system: Shouldn t create safety risks for line workers or the public Shouldn t impact reliability of the delivery system for all other customers Shouldn t impose costs on all other customers beyond what is authorized by law for net metering participants Interconnection procedures help by: Standardizing and shortening the process, especially for smaller generators Conforming to common standards and processes across the state, which helps the developers to keep costs down and work more efficiently 33
