2 ANEEL R&D PROGRAM ECIL ENERGIA & EDP BANDEIRANTE PARTNERSHIP SMART METERING To meet the market s needs, Ecil Energia developed a line of smart meters that allow establishing, through wireless communication, a better interaction between the Concessionaire and Consumer. Following the new era of the power sector in Brazil and worldwide, Ecil Energia s meters become essential items in the formation of Smart Grid networks, accurately integrating innovating services with intelligent solutions. This new concept brings great advantages that exceed the basic functionalities of conventional electromechanical or electronic meters and answer the latent needs for improvement in the management and efficiency of metering, such as: Fraud detection; Remote disconnection and reconnection; Two-way communication; Remote metering. The solution deployed foresees the future adoption of prepaid power billing, allowing the consumer to manage his/her expenses with this input, essential to modern life. The NAN and WAN networks will be the basis that will allow concessionaires to conduct the management in the point of delivery, allowing disconnection and reconnection, gathering of power data, identification of fraud events, power outage in secondary and primary circuits and other functionalities still in phase of definition, remotely and instantly. Furthermore, the system already foresees temperature metering and monitoring in the 485 overhead distribution transformers (ODT), in each secondary extension, providing management information like technical and commercial losses per extension, overload per circuit, unbalancing of phases and power quality in dynamic fashion. Such information will be used by the loss, maintenance and planning areas. The system basically comprises the installation of an intelligent electronic meter in each home, exchanging data, forming a wireless network. 3 Smart Metering The smart meters line includes the single-phase, two-phase and three-phase model (direct and indirect), used for home and commercial metering. They have as main feature use of communication technology by radiofrequency, in the IEEE (ZigBee) open standard, supporting MESH functionality, each meter can operate as a router of packages of other meters in the communication network. Said routing is done dynamically, making the communication system increasingly robust, the greater the number of devices connected to the network, due to allowing establishment of various paths for information traffic. Used in AMR and AMI applications, the complete solution is made up of meters, a network coordinating element and a remote management system, which uses the concepts of Home Area Network (HAN) and NAN (Neighborhood Area Network). 7 Three - Phase MD3400 Active and Reactive Power Two-Way Three-Phase Electronic Meter MD3400 is a three-phase power meter used for home and commercial metering. Its main features are wireless communication, remote disconnection and connection, active/reactive power metering and demand beyond the neutral current monitoring. Designed and manufactured by Ecil Energia, it has three-phase cutout relay and RF antenna internal to the meter (OPCIONAL), without the need for coupled external acessories. Its switched power supply was designed to guarantee correct functioning, even in absence of the neutral conductor. Using Mesh technology, MD3400 operates as a router, which allows the reading of other equipment through network, such as water and gas meters. 10 AP-5000 Coordinator for NAN Network The AP-5000 Metering Coordinator has the function of reading electronic meter data through a Zigbee communication interface. It has 8 Mesh networks that communicate with the meters through the Smart Energy protocol, each radio having capacity to read up to 40 meters. For communication of the coordinator with the server, a GPRS interface is used to send data and receive commands through the SMM system or WiMAX Network. 11 Inovcity Aparecida In the Inovcity project, in the city of Aparecida in SP, Ecil Energia installed over 15,4 thousand smart meters already approved by INMETRO. The Ecil Energia s family of electronic meters was developed in partnership with EDP Bandeirante for residential and commercial measurements. Adherent to the Smart Grid concept, the smart meters line comprises direct and indirect meters for low voltage (Single Phase, Two-Phase, Three-Phase and Balance Meter), they are: MD1400, MD2400, MD2400-1E, MD3400, MD3500 and MD5500. Fruit of an R&D (Research and Development) partnership, the line of meters was part of the first project of smart grid of large size deployed in the historical city of Aparecida at São Paulo State. Regarded as the biggest Smart Grid project in Brazil, it transformed Aparecida into a more sustainable city, through energy efficiency actions, use of efficient public lighting, and adoption of distributed generation of power through renewable sources, allowing the use of electric vehicles among other actions, The approval of this meter marks the onset of installation of Smart Grid in Brazil. Miguel Setas, EDP Group. contributing significantly toward reducing CO2 emissions. Inovcity project will allow an online control of power consumption in consumer units, as well as remote disconnection and reconnection. The system installed is already prepared for new forms of billing and customer relations, including prepayment functions and hour-seasonal billing, having as consequence better distribution of energy demand during the day, allowing postponement of new investments in the power infrastructure. The MD family of smart meters already supports four-quadrant metering, which allows measuring the power flow. Thinking of systems in which power microgeneration by the consumer will be present, the Concessionaire will, with this new meter, have the power balance between what the customer consumed from the Concessionaire and what was generated in his property, whether by wind microturbines or by photovoltaic cells.
12 Know more about the Smart Metering System from Ecil Energia 1 How much, in practice, can it generate in power savings (kilowatts or megawatts)? The system allows an online control of power consumption in homes, as well as disconnection and reconnection, however, the savings is linked to campaigns on efficient use of power. For example, the system will allow prepaid and hour-seasonal billing. The meters have antifraud features that guarantee management of non-technical losses. The consumer will also be able to control the consumption of various equipment in the home via WEB, through the HAN network. 2 How much, in practice, can it generate in green savings (CO2)? One of the functionalities of the meters is metering in the four quadrants, which in practice will allow metering in both power flows. Thinking of systems in which microgeneration of power by the consumer will be present, the Concessionaire will, with this new meter, have the power balance between what the customer consumed from the Concessionaire and what was generated in his property, whether by wind microturbines or by photovoltaic cells. 3 What is the cost of installing this system per 100 thousand inhabitants (or per 10 thousand, in short, any measurement for comparison)? Several studies have been conducted for the final solution to be commercially feasible. Adoption of Mesh networks in the Zigbee standard, with low power consumption, at free frequency, and without need for retrofits in the power network, will allow economically feasible projects. 4 How many meters will be installed? Approximately 15.4 thousand smart meters will be installed. 5 What will be the total investment for this project? To carry out this project, EDP Bandeirante is investing about 10 million BRL in the city of Aparecida.
