1 SOUTHEAST LIVESTOCK ELECTRICAL AND POLE BARN EXPLANATION AND COST BREAKDOWN Submitted by Andy Race, Facilities Management Director SELP RV Sites The quotes obtained for work on the RV sites ranged from a low of $1,200 to a high of approximately $11,000. Had established procedures been followed, and written specifications submitted to each vendor it would have done away with any confusion and miscommunications, and would have leveled the playing field for all contractors. The notes below explain the various issues surrounding this project in more detail. The low bid quote of approximately $1,200 (to rewire nine RV sites at the livestock Pavilion) only included replacement of the 30 amp RV boxes with 50 amp boxes and 50 amp breakers; no upgrades to wiring. Furthermore, after pointing out to the low bidder that the Livestock Pavilion was not an Ag exempt area, that the City of Ocala Building Department was the local authority and had jurisdiction, and we would need to meet NEC code, he thanked us for making him aware and re submitted his corrected quote. (Attachment A) The most viable option was the second quote from Stokes Electrical of Central Florida, which included wire replacement to Code at approximately $11,000. The old direct burial underground wire was #8 RHW type wire, and after applying the required de rating for RHW, direct burial and conduit fill the existing wire was only rated for 35 amps and not the 50 amps required by Code. The solution was to have Facilities Management s in house staff perform the work. For $3, Facilities replaced all underground wiring to Code in conduit and installed nine 50 amp RV boxes with a GFI outlet at each box. We obtained the required permits and performed all without any failed inspections. During the electrical inspection, the inspector did point out railing and sewer dump station violations. This work was done by others, but corrective action was taken by Facilities staff. We also recommended replacing the existing 200 amp service panel and upgrade to a 400 amp service to properly serve the site when all nine boxes are in use, which will minimize voltage drop. This brings the total to $ None of the quotes from contractors included the 400 amp service upgrade. Attached you will find a complete breakdown detailing our in house total costs. (Attachment B) SELP Pole Barn We experienced similar issues in regards to the Pole Barn construction. Items that were left out of the quotes included the cost of permits and cost to demolish the existing pole barn. Since quotes were obtained from subs, it was not clear who would act as the prime to obtain required permits and provide insurance. In this case we obtained a quote from a Construction Manager that included all the above for 1

2 $28, In addition, the first quotes were obtained from the low bidder for pole barn kit by others. A call was placed to the City of Ocala and we were told that this company was not licensed to do work in the City limits. A second call was made on August 7, 2014 to verify this statement and the low bidder is still not licensed to work in the City of Ocala. By working under the umbrella of a Construction Manager, we can avoid this issue and still use the low bidder for pole barn kit. (Attachment C) The pole barn is in process through the system with the present status that the contract is awaiting signature by the C.M. 2

Customer to verify with the power company if this service can be re-feed overhead or if they will only feed the new service underground.
