Bevers Budgeted Amount: Date Prepared: October 7, 2011 Exhibits: Gate Proposal (City Secretary s Use Only) Subject Gate for new driveway from Twisted Oak to I-45 Recommendation Staff recommends that the City Council approval the gate proposal. Discussion As part of the new Public Works Building and Fire Station, a driveway was built connecting the Municipal Complex to Twisted Oak Dr. This driveway provides quicker access to the residential areas of Shenandoah, but also connects I-45 to Twisted Oak. In order to prevent the driveway from becoming a cut through, Staff has proposed installing a gate. The gate will be operated by EZ tag readers to provide access to City and emergency vehicles. The gate will be a bi-parting iron swing gate with both swings towards I-45. It includes a smaller picket spacing to limit the visibility from Twisted Oak Dr. to I-45. There will be a sidewalk adjacent to the gate which will allow unhindered pedestrian access. This was included in the budget to finish the new building project presented to Council during the budget workshop earlier this year. Smith Budgeted Amount: Date Prepared: October 7, 2011 Exhibits: (City Secretary s Use Only) Option Agreement, Letters from Bleyl & Associates and Weisinger Incorporated Subject Catahoula Well Upgrade Recommendation Staff recommends that the City approve the Option Agreement with Conroe and the MDD approve the bid alternate with Weisinger subject to the City approving the Option Agreement. Discussion Weisinger Water Well has been drilling the City s Catahoula well in Panorama Village as part of the negotiated Groundwater Reduction Plan between the City and Panorama Village. The well was originally scheduled to be sized for 1,000 GPM but the bid included a bid alternate to upsize the well casing to accommodate a 2,000 GPM well. Panorama and the GRP can only effectively utilize 1,000 GPM. City Staff and Bleyl & Associates investigated potential customers for the additional water from the Catahoula Well. The only likely customer would be the City of Conroe. Conroe was approached to determine if they would be interested in upsizing the well casing for 2,000 GPM. The cost to upgrade is $244, Conroe s Staff indicated they would recommend that Conroe pay for the upgrade and inexchage they would be provided an option to participate in the well s production and/or purchase a share of the well. Shenandoah and Conroe staffs and attorneys worked together to draft the attached Option Agreement. The Conroe City Council is scheduled to meet at 9 am on Monday October 10, 2011 to consider the upgrade and option agreement. If approved by Conroe, the City of Shenandoah would agree to the Option Agreement and the Shenandoah Municipal Development District would need to award the bid alternate. The MDD approval should be subject to the future approval of the option agreement by the City of Shenandoah. Bleyl & Associates provided a letter recommending the upgrade with hydrogeologic information representing that the test well results support a 2,000 GPM well. Page 1 Revised 1/10
