SUBJECT: Speed Limits RECOMMENDATION: That the TPC receive an update regarding speed limits on various streets and recommend that staff bring the proposed Ordinance to the City Council for approval/adoption. 8 CURRENT STATUS Traffic Management Center (TMC) The traffic management center is currently used to: Identify and troubleshoot traffic signal and intersection lighting issues Centralized Software manages traffic signal data including: Loop Detection Traffic Signal Timing Coordination/Synchronization Networks Controller Clocks Intelligent Transportation Systems TPC 4

9 CURRENT STATUS Traffic Management Center (TMC) Centralized Video Processing Software: Manages data feeds from CCTV and Video Detection Cameras Used during activation of the Emergency Operations Center to monitor traffic conditions during Winter Storm 1. Operations and Maintenance (O&M) O&M Contract with Iteris to troubleshoot and maintain software used annual budget of $100,000 Budget amendment going before Council on April 10th to take the contract through to its expiration on June 30, 2019 Intelligent Transportation Systems TPC 5

10 FUTURE PRIORITIES Opportunities for Improvement Extremities of network are still copper conductors, which creates a bottleneck No hardwired connection exists across U.S. 101 Traffic signal timing on congested corridors are coordinated, but on fixed time Centralized monitoring software is outdated and capabilities are limited Vehicle preemption at traffic signals only recognize emergency vehicles Intelligent Transportation Systems TPC 6

11 FUTURE PRIORITIES Future Improvements: Replacement of all twisted-pair copper with fiber optics (approximately 6 miles) Installation of conduit to River Park by way of Wagon Wheel Road and Ventura Road to bridge U.S. 101 Upgrading existing integration software from QuicNet to Transparity to enhance existing capabilities, including centralized reporting of performance measures, tracking assets and inventory, and enabling connected vehicle infrastructure Deployment of an adaptive traffic signal system to dynamically alter signal cycles, splits, and phasing to traffic demands on heavily traveled corridors Transit priority using existing emergency vehicle preemption equipment Intelligent Transportation Systems TPC 7

12 FUTURE PRIORITIES Additional Potential Improvements: Additional CCTV Camera installations. Intersection vehicle detection enhancements. Gridsmart Video Detection Smart-City initiatives to monitor intersection safety lighting. Data collection (Bluetooth) systems to monitor Average Daily Traffic (ADT) and corridor travel times in real time. Dynamic message signs with real-time traffic information throughout the City. 16 BACKGROUND Speed limits on streets that do not have statutory speed limits are required to be surveyed every 5 years by CVC 627 and 40802, with the ability to extend to 7 years and 10 years provided conditions have not changed significantly during that time. Streets with statutory speed limits: Residential Streets, Streets in Commercial (Downtown) Districts, alleys, freeways. Speed Limits TPC 2

17 BACKGROUND The 85th-percentile speed, the speed at which 85% of vehicles during a survey travel, is what the City uses to establish speed limits on streets that do not have statutory speed limits. The 85th-percentile speed is established by a radar/lidar speed survey. Speed Limits TPC 3

18 BACKGROUND Oxnard Police Department motor officers conducted speed surveys in December, January and February. City Staff reduced the data and prepared recommendations for changes to existing speed limits. Speed limits in the City of Oxnard are listed in Section 8-2 of the City Code and amendments require City Council Action. Speed Limits TPC 4

19 BACKGROUND Other pertinent information for establishment of speed limits is contained in the California Manual on Uniform Traffic Control Devices (CA-MUTCD) Methodology for establishing speed limits (CA-MUTCD Section 2B.13): When a speed limit is to be posted, it shall be established at the nearest 5 mph increment of the 85th-percentile speed of free-flowing traffic, except as shown in the two Options below. The posted speed may be reduced by 5 mph from the nearest 5 mph increment of the 85th-percentile speed, in compliance with CVC Sections 627 and See Standard below for documentation requirements. (5 mph reduction is referenced in Section 21400(b)) For cases in which the nearest 5 mph increment of the 85thpercentile speed would require a rounding up, then the speed limit may be rounded down to the nearest 5 mph increment below the 85th percentile speed, if no further reduction is used. 20 BACKGROUND Methodology for establishing speed limits (CA-MUTCD Section 2B.13): If the speed limit to be posted has had the 5 mph reduction applied, then an E&TS shall document in writing the conditions and justification for the lower speed limit and be approved by a registered Civil or Traffic Engineer. The reasons for the lower speed limit shall be in compliance with CVC Sections 627 and Anywhere an additional 5 mph reduction is taken is documented in the recommendations. Speed Limits TPC 6

ORDINANCE OF THE CITY COUNCIL OF THE CITY OF OXNARD AMENDING SPEED LIMITS WHEREAS, speed limits on streets that do not have statutory speed limits are required to be surveyed every 5 years by California Vehicle Code Sections 627 and 40802, with the ability to extend to 7 years and 10 years provided conditions have not changed significantly; and WHEREAS, residential streets, commercial (downtown) districts, alleys and freeways have statutory speed limits; and WHEREAS, the 85th-percentile speed, which is the speed at which 85% of vehicles during a survey travel, is what the City uses to establish speed limits on streets that do not have prima facie speed limits set by the Vehicle Code; and WHEREAS, Oxnard Police Department motor officers conducted speed surveys in December 2017 and in January and February 2018 to determine the 85th-percentile speed; and WHEREAS, based on those speed surveys, City staff reduced the data and prepared recommendations for changes to existing speed limits; and WHEREAS, the Oxnard City Council now wishes to amend the speed limits in the City of Oxnard listed in Oxnard City Code Section 8-2.
