3 Facility Responsibilities DLA Energy is not responsible for the management of fuel storage facilities owned by Federal agencies. Including: Receipt Federal and State regulatory requirements Storage Dispensing Sampling Testing Inventory reconciliation Water check and drainage Maintenance or repair Quality issues Usually from poor housekeeping Storage tanks should be checked daily for water content and drained A water free (dry) tank is critical in maintaining on spec fuel 3

5 Truck Delivery Recommended Practices Ensure receiving tank has on-spec fuel before ordering Periodic sampling and testing recommended Order correctly Review delivery documents Sample truck compartments Address any noted discrepancies Complete discharge of fuel Reconcile any differences in quantity before releasing truck Variation of plus or minus 10% from the order quantity is acceptable Customer will only be billed for quantity delivered and accepted Government acceptance in irapt 5

7 Alternative Fuels Alternative fuels present special problems E85 and Biodiesel are hygroscopic Especially in above ground tanks (ASTs) Biological growth where the fuel and water contact Chemical changes result in a waxy substance/buildup Results from moisture absorption and daily temperature variations The buildup can be extreme if not closely monitored Biodiesel is a cleaner 7
