NORA-SA Surges Ahead NORA-SA has enjoyed another successful year and remains an active, effective and well-functioning association despite being inundated, if not swamped, by the continuous flow of new and more onerous legislation and regulations. Oil collections remain high with approximately 27.5 million litres of used oil collected by NORA-SA members in 2012, with a total of about R4.65 million being paid in incentives by ROSE. Don Hunter, Chairman of NORA-SA addressed members and guests at the NORA- SA, AGM, held in Johannesburg on 12 April He said that much of the new legislation, which is particularly disabling to SMEs, has become NORA-SA s biggest challenge, but that with the ongoing support provided by the ROSE Foundation, the association remains active and functional. Hunter highlighted some of the main achievements and challenges for NORA-SA over the past year: Oil collection volumes in the rural areas grew from 10.6 million litres collected in 2011 to 10.8 million litres in A total of kgs of used oil filters were collected in 2012 whilst NORA-SA s support for grease disposal continued. Another great success from the past year was the formation of SAICRA an association formed to regulate drum re-conditioners in South Africa. Some Notable Achievements There has been an excellent working relationship between ROSE and NORA-SA, which is critical to success and needs to continue. 61

2 NORA-SA Surges Ahead - Continued Challenges According to Hunter, one of the biggest challenges facing NORA-SA is to increase its membership. We recognise that not all role players in the used oil industry will want to join NORA-SA. We must consistently communicate that NORA-SA is a credible brand that offers members numerous benefits, such as collective representation coupled with training, compliance auditing, lobbying with Government and more. illegal storage sites and non-compliant collection vehicles being driven by untrained drivers who lack the necessary first aid and Hazchem training. Literacy also remains an ongoing problem and an impediment to SMEs. To address this, NORA-SA will continue to actively educate collectors on environmental and transport logistics and our members continue to undergo considerable training to ensure that they are adequately trained. Growth in general remains a challenge. We need to grow the quantities of lube oil collected, we need to grow the number of compliant NORA-SA operators and we need to extend the collection areas and focus. Hunter also addressed guests at the AGM on the topic of compliance challenges within the used oil industry. Whilst NORA-SA members remain at the forefront of compliance in the face of increasingly strict legislation, we do still experience worrying challenges such as Hunter says that going forward NORA-SA will also interact more with Government regarding impending legislation, most notably the Waste Act and the Waste Information System (WIS), but also regarding the new fuels specification and emission standards. Waste Legislation Factoids Registration of Waste Generators Generators of hazardous waste in excess of 20kgs a day are required to register on the SAWIS. Businesses that are currently in operation have three months from the end of March 2013 to complete their registration. New operations generating hazardous waste must register within 30 days of commencing business. Waste that is classified as hazardous must be accompanied by a Safety Data Sheet (SDS) prepared in accordance with SANS All hazardous waste must be labelled and transported in the correct way. All waste generators must ensure that all their waste is managed in accordance with the Waste Classification and Management Regulations in the Waste Act. Everyone, from the waste generator to the transporter and waste manager of hazardous waste must be in possession of a waste manifest document which contains all the relevant info about the hazardous waste. For more information and to register visit Hazardous Waste Storage Waste storage facilities should be constructed and developed under the supervision of a registered engineer and must ideally be situated in an industrial zone. Liquid waste storage must have firm leak-proof and chemical resistant floors and a roof or a container that is coated to prevent direct sunlight and rainwater from getting into contact with the waste. Employees working at waste storage facilities require regular training on operational and emergency response procedures. Used oil storage facilities must have secondary containment (such as a bund or drip tray) that is able to contain 110% of the maximum contents of that storage facility. Containers, tanks, valves and piping containing hazardous waste must be visually inspected weekly for leaks, integrity and any sign of deterioration. Waste Transportation As required under the Waste Information System (WIS), used oil collectors are required to register with the Provincial Government in the area in which they operate and report on the volumes of used oil collected. 2

3 NORA-SA 2013 Annual General Meeting and Awards At the eighth Annual General Meeting and Awards day, NORA-SA members gathered at the Southern Sun OR Tambo on 12 April 2013 to acknowledge their successes over the past year. Congratulations to all the collectors and NORA-SA members who received an award during the ceremony which recognised member achievements throughout Regional Winners with the NORA-SA Chairman Regional winners: Left to right, Moses Mokgosi, Mpho Bopape, Johannes Hoogh, Don Hunter (NORA-SA Chairman), Dup du Preez (regional winner), Willie Kritzinger, Hennie Wentzel. National Collector of the Year The tanker category was won by Mpho Bopape of MS Oil Trap and the flatbed winner was David Phiri of Kudu Oils. The collector of the year for 2012 was Johannes Hoogh of MS Oil Trap from the North East Gauteng Region. 3

4 Storage Facility of the Year This award is given to the storage facility that displays good operational practices in environmental standards. An additional category, rewarding collectors who continuously strive to collect as much oil as possible, called the Chairman s awards, was introduced. 300 Club Collectors who collected between and litres in Congratulations to all the members of the 300 Club.
