While preparing for the upcoming professional team review of the incidents reported in our August 12, 2011 letter related to RiskLink 11.0.SP2, RMS staff detected an issue whereby the relationship between 13 postal codes and associated counties used in preparing Form A6 were inconsistent with the shipped software (and also the associated postal code-county relationship found in the FHCF dataset). The postal code-county mapping in the shipped software is correct, and therefore the data in Form A6/A7/A8 needs to be corrected to coincide with the shipped model software. This issue does not affect the modeled losses at these individual postal codes, but only affects how results are aggregated up into county level summaries in Form A6, A7 and A8. Because this is not an issue with the shipped software, clients using the software since the model approval in June 2011 are not affected by this incident. As such, clients have not been notified of this issue at this time. RMS will prepare updated versions of the affected forms in the next two weeks and forward those to the commission. In addition, at the discretion of the commission, RMS can be prepared to describe the details of this incident to the professional team during the currently scheduled meeting on Sept 20, 2011, and the subsequent commission meeting on Sept 21/22. Problem statement While preparing to respond to the questions from the professional team related to RiskLink 11.SP2 1, RMS staff detected an issue whereby the relationship between 13 postal codes and associated counties used in preparing Form A6, and its associated forms were inconsistent with the shipped software (and also inconsistent with the postal code-county relationship found in the FHCF exposure dataset). Root cause of problem Postal Code boundaries established by the US Postal Service are set up so that they may cross county administration boundaries. Therefore, there can be a many-to-one relationship between a given postal code and associated counties. In RiskLink, a primary county is assigned to each postal code based on population densities. In preparing the exposure set used to populate Forms A6/A7/A8, imported data must be geocoded, and during this process a primary county is assigned to each record based on a pre-defined postal code-county mapping table called uspost. For this submission, the exposure data set was geocoded using Build Simultaneously, the RMS geocoding team was conducting QA tests and noted discrepancies between the assigned primary county and where the peak population occurred within these 13 zip codes. Thus, the primary county assigned to 13 postal codes were updated and introduced into the uspost table in the geocoding database in Build In preparing for the submission to the FCHLPM, the forms were analyzed using Build 1404, however the RMS regulatory team failed to re-geocode the exposure set, not realizing that the uspost table had been updated. The implication of this error is that the county assigned to some of the records in the exposure set is not consistent with the updated uspost table. This does not affect any of the loss costs compiled for an individual postal code or location, but only affects the aggregation of results on a county basis. 1 Memo from Paul Fishwick et.al, to Scott Wallace, Aug 24, 2011

4 Solution As stated in our September 2, 2011 letter, the shipped and approved software (RiskLink 11.0.SP1) is correct, and only the data on Form A6, Form A7, Form A8, and FormCR need to be updated in the submission document. The affected exposure sets have been re-geocoded in RiskLink 11.0.SP1, and the resulting forms have been recompiled. Correction of the exposure set also resolves the issues identified in the Form A6 question from the professional team referenced in the August 24, 2011 memo above. Incidentally, RMS had noted this discrepancy between the FHCF exposure set and loss results and documented it in Form A8 as an explanation for counties that reported a 100% drop in results. As explained in Form A8, at the time RMS staff attributed these 100% differences to the change from using the FHCF weighting file postal code-county mapping to the RiskLink provided mapping. 5 Prevention of Error in Future As part of the From A6 QA process, a test case has been added to check that the geocoding results used in the submitted forms are consistent with submitted software build. 7 Form A-6: Personal Residential Output Ranges A. Provide personal residential output ranges in the format shown in the file named 2009FormA6.xls by using an automated program or script. A hard copy of the personal residential output range spreadsheets shall be included in the submission. Provide the personal residential output ranges on CD in Excel format. The file name shall include the abbreviated name of the modeler, the Standards year, and the Form name. B. Provide loss costs by county. Within each county, loss costs shall be shown separately per $1,000 of exposure for personal residential, tenants, condo unit owners, and mobile home; for each major deductible option; and by construction type. For each of these categories using ZIP Code centroids, the personal residential output range shall show the highest loss cost, the lowest loss cost, and the weighted average loss cost based on the 2007 Florida Hurricane Catastrophe Fund aggregate personal residential exposure data provided in the file named hlpm2007.exe.. The aggregate personal residential exposure data for this form shall be developed from the information in the file named hlpm2007.exe, except for insured value and deductibles information. Insured values shall be based on the personal residential output range specifications on the following pages. Deductible amounts prescribed in 2009FormA6.xls for each column will be assumed to be uniformly applied to all risks. When calculating the weighted average loss costs, weight the loss costs by the total insured value calculated above. Include the statewide range of loss costs (i.e., low, high, and weighted average). For each of the loss costs provided, identify what that loss cost represents by line of business, deductible option, construction type, and coverages included, i.e., structure, contents, appurtenant structures, or additional living expenses as specified. C. If a modeling organization has loss costs for a ZIP Code for which there is no exposure, give the loss costs zero weight (i.e., assume the exposure in that ZIP Code is zero). Provide a list in the submission document of those ZIP Codes where this occurs. D. If a modeling organization does not have loss costs for a ZIP Code for which there is some exposure, do not assume such loss costs are zero, but use only the exposures for which there are loss costs in calculating the weighted average loss costs. Provide a list in the submission document of the ZIP Codes where this occurs. E. All anomalies in loss costs that are not consistent with the requirements of Standard A-10 and have been explained in Disclosure A-10.1 shall be shaded. Indicate if per diem is used in producing loss costs for Coverage D (ALE) in the personal residential output ranges. If a per diem rate is used in the submission, a rate of $ per day per policy shall be used. The required file is on the CD-ROM in the required format in the file RMS09FormA xls. There are no instances of loss costs for a ZIP Code for which there is no exposure in the submitted Output Ranges.
