4 Q1. Is Compressed Natural Gas (CNG) currently having an impact on transportation within your state? If so, how? 1 Very minimally, to almost no impact at all. Limited locations through out the state that could support the infrastructure. [No] Jul 10, :24 PM 2 No impact at this time [No] Jul 9, :45 PM 3 Private fleet conversions: 2 taxi companies, AT&T vehicle fleet Jun 29, :20 PM 4 No [No] Jun 27, :13 PM 5 Notes: fleet conversions are being actively discussed, but are just beginning Jun 26, :46 PM 6 Not at this time [No] Jun 22, :31 PM Q2. Do you expect the consumption of CNG in the transportation market will grow significantly within your state in the next two years? 1 Depends if the business community can buy into converting their fleets Jul 10, :24 PM 2 CNG use has increased in delivery fleets but the ue in personal travel is slow to develop Jul 9, :38 AM 3 The price of CNG is currently close to half the cost of gasoline Jul 3, :37 AM 4 CNG energy density and tank size/weight are problematic Jun 29, :20 PM 5 GDOT's prior experience included costly repairs to equipment Jun 29, :29 PM 6 Certainly expect it to grow but not sure how quickly. Jun 28, :38 PM 7 At this point we forecast that it will be in the next five years before we see a significant growth. 8 More like the next 3-5 years. Vehicle conversions, refueling infrastructure and shop upgrades all need work. 9 At this time it would be pure speculation. Currently Montana only has a few public fueling sites available. Jun 27, :13 PM Jun 26, :46 PM Jun 22, :31 PM 10 It appears to be growing but at this point it is slow. Jun 21, :10 PM 4 of 8
5 Q3. Do you expect the number of state or local government CNG fleet vehicles and/or fueling stations will increase within your state in the next two years? 1 Very little if at all Jul 10, :24 PM 2 Electric vehicles and recharging stations are getting more attention Jul 9, :38 AM 3 The Iowa DOT does not currently own any CNG vehicles however the idea is becoming more and more compelling given the abundance of CNG. 4 Less-than-positive State experience with bi-fuel Chevy Cavaliers several years ago. but local gov't and MDC Water commission are purchasing some fleet vehicles Jul 3, :37 AM Jun 29, :20 PM 5 No plans for GDOT in the immediate future Jun 29, :29 PM 6 However, we anticipate fleet and fueling station growth within the next five years. Jun 27, :13 PM 7 To some degree, see notes above. Jun 26, :46 PM 8 In my opinion, unless more CNG fueling stations, vehicle conversion kits or dedicated CNG vehicles become available in the next two years to us in Montana, use would be limited. Jun 22, :31 PM Q4. Is there currently an effort within your state to build CNG infrastructure to allow vehicles the flexibility to travel major transportation corridors? 1 This effort is based out of our Department of Environmental Services via the Clean Cities initiative (state agency) Jul 10, :24 PM 2 There is talk at various meetings but nothing definite Jul 9, :38 AM 3 A workshop for fleet owners, policy makers, and fleet managers was recently conducted. Jul 3, :37 AM 4 Chicken-and-egg issue: which comes first, vehicles or infrastructure? Jun 29, :20 PM 5 None known to GDOT Jun 29, :29 PM 6 Discussions are occurring, but mostly on a site-specific basis. Jun 26, :46 PM 7 There is some rumbling that gas stations along I-80 are thinking about installing a CNG facility. Jun 21, :10 PM 5 of 8
6 Q5. Has your state conducted any study or research into the potential impacts and needs of CNG for your state? If so, please describe or attach in your response. 1 Unknown form my perspective, please contact our Clean Cities Coordinator Jul 10, :24 PM 2 not aware on any done by the state Jul 9, :38 AM 3 None that we are aware of. Jul 3, :37 AM 4 Jun 29, :20 PM 5 Our Governor's Energy Office has mapped the locations of all state government fleet vehicles across the state and compared this to current fueling locations. Also see link for description of recent task force on state/local regulations. 6 Due to our extensive use of hydropower, electrical rates in Washington are low. Therefore, the primary interest in CNG has been for transportation, specifically heavy-duty vehicle conversion for public and private fleets. The WSDOT Research Office has a research project called Effect of Price on Fuel Consumption, GHG s, and Revenue that is currently underway with Utah State University and expected to be completed by 9/30/13. State policy also encourages waste-to-energy pathways so we've been developing sources of renewable natural gas (digesters, WWTPs, landfills) that can access existing and future CNG infrastructure and markets. 7 Cost-Effectiveness Analysis of TxDOT CNG Fleet Conversion. Report No vol / Austin, Texas : University of Texas at Austin. Center for Transportation Research (CTR) 8 The research would have to be obtained from the Energy Division of the Wyoming Business Council located in Cheyenne. Jun 28, :38 PM Jun 26, :46 PM Jun 21, :28 AM Jun 21, :04 AM Q6. In your opinion, is your state a large producer/potential producer of natural gas? 1 Potential is significant Jul 9, :38 AM 2 CT is at extreme eastern edge of Marcellus Shale Jun 29, :20 PM 3 Potentially Jun 29, :29 PM 4 Arkansas is currently the 7th largest producer of natural gas. Jun 27, :13 PM 6 of 8
7 Q7. Please provide contact information for the person within your state who is most experienced with CNG issues. 1 Dolores Rebolledo NH Dept. of Environmental Services Clean Cities Coordinator (603) Dolores.Rebolledo@des.nh.gov Jul 10, :24 PM 2 Regina Wilson Jul 9, :45 PM 3 Steve Massey Sustainable Practices Manager 700 E.
