1 Clarendon Mulimodal Transporaion Sudy Exising Condiions Repor Ocober 21 Prepared for: Prepared by:

2 Inroducion and Projec Background Toole Design Group (TDG) and Kielson & Associaes, Inc. (KAI) are conducing a small area ransporaion sudy for Arlingon Couny ha will yield a funcional concep ransporaion plan for Clarendon Circle. The Couny has iniiaed a Capial Improvemens Projec for Clarendon Circle o improve pedesrian and bicycle access, normalize inersecion geomery, mainain or improve raffic flow, reduce inersecion size and upgrade he raffic signals and lighing in he inersecion area. The projec exends o nine adjacen inersecions surrounding he Washingon Wilson Clarendon inersecion as highlighed in he Sudy Area secion of his repor. This repor provides documenaion of exising condiions for all modes of ransporaion ha inerac wih one anoher in he sudy area including pedesrians, bicycliss, buses, auos and Mero. Clarendon Secor Plan In November 26, he Couny Board adoped he Clarendon Secor Plan Par 2. This documen is an exension and clarificaion of he ransporaion, parking, urban design and implemenaion issues from Par 1 of he plan, which was acceped in June of ha year. The Clarendon Secor Plan addresses all aspecs of he urban form in and around he Clarendon Mero saion. The Clarendon Task Force idenified dozens of broad and specific recommendaions in he Secor Plan ha address elemens such as building se backs, sidewalk widhs, land use paerns, and public ar o name a few. The combinaion of recommendaions was chosen in pursui of he vision of Clarendon as an urban village and is inended o guide developmen in he area for he nex 15 2 years. One of he focal poins of Clarendon is Clarendon Circle, he inersecion of Washingon Boulevard, Wilson Boulevard, Clarendon Boulevard, and Irving Sree. As described in he Secor Plan, Clarendon Circle serves as a hub in he sree nework, carries high volumes of raffic, and suffers from skewed approaches, confusing driver orienaion and deficien bicycle and pedesrian faciliies. The Secion Plan idenified he following recommendaions for Clarendon Circle in he preferred opion: Close Norh Irving Sree souh of he circle; Realign Washingon Boulevard wes of he inersecion o inersec Wilson and Clarendon Boulevards a a righ angle; and Shif Wilson Sree righ of a new median o align wih Clarendon Boulevard as i ravels across Washingon Boulevard. 3 The Couny Board reviewed oher opions from he Secor Plan and affirmed hey were no desirable, including consrucion of an underpass design and a roundabou alernaive. 4 Sudy Area Clarendon Circle refers o he Washingon Wilson Clarendon inersecion adjacen o he Clarendon Mero Saion. The inersecion iself is made up of seven roadway approaches, wo of which form a couple (Clarendon and Wilson Boulevards). The nine signalized inersecions whose operaions affec he main inersecion are: Washingon Boulevard and 1h Sree Norh 2. Norh Highland Sree and 1h Sree Norh 3. Wilson Boulevard and 1h Sree Norh 4. Fairfax/Kirkwood Drive. and 1h Sree Norh 5. Washingon Boulevard and Kirkwood Road 6. Washingon Boulevard and 13h Sree Norh 7. Wilson Boulevard and N Hudson Sree 8. Wilson Boulevard and Clarendon Boulevard a Norh Highland Sree 9. 6 Regional Nework Significance Clarendon Circle sis a he juncure of several imporan regional roues. Washingon Boulevard is an arerial ha connecs wih US 5 and I 395 o he souheas and provides access o he Rosslyn Ballson Corridor. Souh of he inersecion, Washingon Boulevard serves as a major norh souh connecor. Norh of he inersecion, Washingon Boulevard becomes a lower order sree and serves mosly residenial neighborhoods. The Wilson Clarendon Boulevard couple operaes as an arerial wih local access for raffic raversing he Rosslyn Ballson corridor. The couple raverses he same general pah as he Mero Orange Line and provides an alernaive mode of access o each of he buil up saion areas. Fairfax drive is anoher eas wes sree ha provides conneciviy beween Clarendon and Ballson, bu effecively erminaes in a parking lo adjacen o Clarendon Circle. Irving Sree is biseced by he Washingon Wilson Clarendon inersecion as a one way inbound sree on he souh side of he inersecion and one way oubound sree on he norh side. A schemaic represenaion of all sree direcions, lane configuraions, and exising ypical approach secions are shown in Figures 2 5. The confluence of hese roadways a Clarendon Circle resuls in a concenraion of auo, pedesrian, bicycle, and ransi aciviy in one locaion. Addiionally, is proximiy and prominence in he roadway nework indicae ha a relaively high proporion of rips in he region ravel hrough Clarendon Circle. 11 Exising Transporaion Condiions The following secions describe exising condiions for auomobiles, pedesrians, bicycliss, and ransi, respecively. Auomobiles A raffic operaions analysis was performed using he Synchro raffic sofware analysis ool. Inersecion urning movemen couns were obained from he following sources: Daniel Consulans (March 24, June 29) Qualiy Couns (June 21, Sepember 21) All couns were aken during a ypical weekday (Tuesday Thursday) while school was in session. Based on a review of he coun daa, he weekday morning and evening peak hours were deermined o be 7:3 8:3 AM and 5:3 6:3 PM, respecively. The peak hour inersecion urning movemen couns are shown in Figures 6 and 7 for he weekday AM and PM peak hours, respecively. Noe ha volumes have been alered o accoun for raffic growh and imbalance beween inersecions. The original coun shees are shown in Appendix A. Signal iming daa were obained from Arlingon Couny and used in he Synchro analysis. The Synchro model provided by he Couny was reviewed o ensure i reflecs he phasing, minimum pedesrian crossing imes, green splis, clearance inervals, cycle lenghs, and offses as shown on he iming shees. The following performance measures were repored from Synchro using he Highway Capaciy Manual procedures: volume o capaciy raios, delay and level of service calculaions. I should be noed ha HCM analysis procedures inherenly assume isolaed operaing condiions and hus do no ake ino accoun downsream blockages or upsream sarvaion which can be common in an urban nework. Thus, he resuls are likely o provide a more opimisic resul han experienced in he field. A good example of his is where Clarendon Boulevard and Wilson Boulevard inersec wih Highland Sree (in fron of he Mero enrance); he shor queue sorage space beween hem and he ineracions of urning vehicles beween each inersecion are no capured in he HCM mehodology and require microsimulaion o more accuraely model he effecs. The purpose of he HCM analysis is o idenify criical movemens a each inersecion and provide a baseline ool ha can provide a relaive comparison for fuure build opions a he inersecions adjacen o Clarendon Circle. The Vissim microsimulaion ool will be applied o evaluae design conceps for Clarendon Circle given he complexiy of movemens and roadway approaches. As shown in Table 1, all inersecions operae a LOS C or beer during boh he AM and PM peak hours, alhough he analysis limiaions from he preceding paragraph should be noed. During boh morning and evening peak hour field visis, saff observed ha Clarendon Circle all approaches were able o clear queues in each cycle. In summary, i was found ha he HCM operaional resuls are represenaive of field operaing condiions for auomobiles. The ineracion beween pedesrians and auomobiles is a complex series of movemens bes evaluaed wih micro simulaion, especially a locaions wih high pedesrian use like Clarendon Circle and he Highland Sree inersecions wih Wilson Boulevard and Clarendon Boulevard. The Vissim model will capure hese ineracions in a manner ha bes emulaes acual condiions and conflics in he field. While mos vehicles passed hrough Clarendon Circle wihou experiencing significan delay, here were a number of issues relaed o he driver s abiliy o navigae he roadway wihin he inersecion. 16 The deficiency for all of hese movemens is largely relaed o he skewed and misaligned approaches leading ino he inersecion. The merge area on Washingon Boulevard, direcly wes of he inersecion is anoher cause of driver confusion. Parking Parking maneuvers are made frequenly wihin he viciniy. There are approximaely 15 on sree spaces on he srees adjacen o Clarendon Circle and 8 parking spaces on Fairfax Drive beween 1 h Sree N and Washingon Boulevard. All public parking in he area is fullime wih mosly wo or four hour resricions. In addiion o he public spaces, here are an addiional 4 surface parking spaces in privae los serving resaurans, workplaces, a church and a axi company. These quaniies are approximae bu provide a magniude of availabiliy in he area; i is shown by locaion in Figure 9. Pedesrians Clarendon is a popular desinaion for many area residens given is numerous shopping, resauran and nighlife venues. Many of hese locaions are oriened o he sree wih pedesrian scale fronage and enrances. The provision of he median park beween Clarendon Circle and Highland Sree is an aracion o many, providing a comforable pedesrian experience in he urban seing. The high level of ransi aciviy (muliple bus roues and he Mero Orange Line) also conribues o high pedesrian usage. Pedesrian aciviy is currenly higher o he eas of Clarendon Circle near he Mero Saion enrance. As a comparison, raffic couns showed a oal crossing of 495 pedesrians in he PM peak hour a Clarendon Circle, and 15 pedesrians a he Highland/Clarendon inersecion, which is only one block eas of he circle bu closer o he Mero Saion enrance. While he curren pedesrian volumes do no draw paricular aenion o Clarendon Circle, as redevelopmen coninues o occur around Clarendon Circle i is expeced ha pedesrian volumes will increase. In paricular, he vacan los and poenial developmen sies are largely locaed on he wes of he Circle, like he Zom developmen which is planned for consrucion. The pedesrian crossing volumes a Clarendon Circle are shown in Figure Key pedesrian issues highlighed during he field observaions are described below. Long Crossing Disances Clarendon Circle requires exremely long crossing disances for pedesrians due o he presence of skewed approaches and he pedesrian plaza beween Wilson and Clarendon Boulevards. The disance o cross Washingon Boulevard is fee on eiher side of he inersecion. The Wilson Clarendon Boulevards crossing requires a muli sage maneuver: 4 fee o cross Wilson Boulevard, 5 fee o cross he pedesrian plaza, and 8 fee o cross Wilson Boulevard (including he righ urn island). 17 The long crossing disances a Clarendon Circle increase pedesrian exposure o vehicular raffic. This adverse condiion is compounded by skewed crossings which orien he pedesrian away from conflicing movemens and hus resul pedesrians do no always have a clear line of sigh o view on coming raffic. Addiionally, he pedesrian island on he wes side does no mee ADA sandards due o lack of curb ramps, insufficien widh, and no being locaed wihin a crosswalk. I is an uncomforable waiing spo for pedesrians who are caugh mid block. While he refuge island on he eas side is more formal, i sill has an unproeced feel and is alongside fas moving raffic lanes. High Speed Righ Turns The norhbound righ urn movemen from Wilson Boulevard o Washingon Boulevard (eas), and he souhwes bound righ urn movemen from Wilson Boulevard o Washingon Boulevard (wes) presen challenges for pedesrians waiing o cross. Because of he shallow angle and large urning radius, vehicles are able o make hese movemens wih high speeds and may no noice pedesrians abou o cross Washingon Boulevard. The same issue comes up for he souhbound lef urn from Wilson Boulevard where vehicles align hemselves in a manner ha allows high speeds exiing he inersecion. The angle creaed by his inersecion also forces pedesrians o urn almos all he way behind hem raher han slighly lef o ensure safe crossing. The high number of approaches may confuse he pedesrian regarding which approach o look a before aemping o cross Washingon Boulevard in eiher direcion. 20 Bicycles Bicycling is popular in Arlingon and especially in he Rosslyn Ballson corridor a hree mile secion conaining diverse residenial, commercial, reail and office uses. Clarendon Circle sis a he cener of he corridor and serves as a similar hub for cycliss as i does for vehicles. The high use is documened in bicycle couns conduced around he inersecion which are shown in Figure 1 These couns are indicaive bu no comprehensive of bicycle use in Clarendon Circle. Field visis show ha cycliss choose o raverse he inersecion in muliple ways: eiher using heir bicycle in he crosswalks, as a vehicle in he ravelway, or conraflow agains on coming vehicular raffic. Bicycliss compliance wih he rules of he road are largely driven by design. A summary of observed condiions idenified from field observaions are discussed here. Lack of Dedicaed Space for Bicycliss Wihin Inersecion While cycliss can choose o use crosswalks or a ravel lane, mos choose o raverse he inersecion as a vehicle when ravelling souhbound on Wilson Boulevard. Field visis revealed Fairfax Drive (which erminaes as a parking lo accessible from Wilson Boulevard on he souhwes side) is a popular bicycle rip generaor because i is used o ravel en roue o desinaions furher wes along he Rossyln Ballson corridor. Because of ha draw, many cycliss use he norhwes side of he inersecion o ravel in boh direcions, causing conraflow bicycle vehicle raffic which poses a risk o pedesrians, drivers and cycliss. Wihou dedicaed space a he Fairfax Connecor for a shared bike lane or even a wide shoulder, cycliss ofen rever o using he sidewalk or aking a full lane. Narrow Sree Cross Secions There are wo locaions where he roadway widh is consrained o lile more han he space required for vehicle ravel lanes: Washingon Boulevard wes of Clarendon Circle and Wilson Boulevard souh of Clarendon Circle. This forces cycliss o eiher ake a lane, use he sidewalk, or ride in a ravel lane very close o he curb. The las scenario is paricularly undesirable because drivers may sense here is sufficien space o pass a cyclis and underesimae he available widh, hus sandwiching bicycliss beween a vehicle and a verical curb. I also pus cycliss a risk for a righ hook acciden where he vehicle eiher doesn noice or ries o go around a bicycle before cuing he bike off while making a righ urn. If he conflic beween cycliss exiing Fairfax Drive o coninue norheas on Clarendon Boulevard, his deficiency will be less criical as mos cycliss choose Fairfax as heir primary roue. 22 Transi Clarendon is well served by boh surface ransi and Mero. There are hree Arlingon Transi (ART) bus roues, a MeroBus roue and he Mero Orange Line ha direcly serve Clarendon. These services convey passengers from all over he Disric and poins wes. The bus sops for boh ART and MeroBus service are locaed on he wes side of Highland Sree on Wilson and Clarendon Boulevards. Anoher sop in boh direcions is locaed on Wilson Boulevard jus norh of 1 h Sree. The Mero is accessible hrough he escalaors facing Highland Sree beween Clarendon and Wilson Boulevards, or he elevaor which is locaed 2 fee wes along he median park. A map of hese sops and he saion access can be found in Figure 12. The ART roues generally provide service from 6:3 AM o 11: PM. The MeroBus line provides expanded service from 5:15 AM o 2: AM, albei wih half hour headways for lae nigh rips. The peak hour service frequency is shown in he able below. While some sops serve differen lines, he wo highes aciviy sops a Highland Sree on Clarendon and Wilson Boulevards (which serve 41, 42, 38B) have a combined bus frequency of abou 11 buses per peak hour. In he even ha more developmen occurs souh and wes of Clarendon Circle, an addiional sop on Wilson Boulevard jus wes of he main inersecion may be jusified. The bus sops adjacen o he Mero saion are complee wih a number of ameniies including benches, shelers, schedule informaion, sree furniure and NexBus devices. These faciliies conribue o he enhanced qualiy of ransi service. Two sops are locaed on Wilson Boulevard jus norh of 1 h Sree Norh wih only a bus sop sign. WMATA does no provide he scheduled imeables for peak hour MeroRail service bu local esimaes are 8 12 rains/hour per direcion. In he off peak hours, MeroRail service is reduced o hree rains per hour. 24 Mulimodal Level of Service Mulimodal Level of Service (MMLOS) analysis is an emerging mehodology ha provides a concurren evaluaion of auo, ransi, bicycle and pedesrian levels of service which can hen be used in he evaluaion of alernaives. I is well suied for sandard inersecion geomeries ha have unique characerisics relaed o lane configuraion and widh, sidewalk and buffer size, vehicle, pedesrian and bicycle volumes. The MMLOS mehodology, which is documened in NCHRP Repor 37, was applied o he Clarendon Circle inersecion and is signalized approaches. The exising condiions MMLOS resuls for he weekday PM peak hour are shown in Table 3. As shown in Table 3, he ransi and auo modes achieve he highes levels of service, which is expeced. The Synchro analysis revealed minimal delay o vehicles. Transi riders will experience a comforable waiing environmen for a relaively shor period of ime based on bus frequency. Pedesrians experience less opimal condiions, due in large par o he conflicing vehicular movemens (righ urns and permied lef urns) and long crossing disances. Bicycliss are reporedly he wors performing mode which is confirmed by he safey and comfor deficiencies discussed earlier. The low levels of service for bicycles are driven largely by he adjacen vehicle raffic and lack of bike lanes on mos legs of he inersecion.
