Support Coquitlam Taxi Group's application to the Passenger Transportation Board for 21 additional taxi licenses of which 9 are accessible taxis. 2. Report Purpose: This report provides the background and reasons to support the application from the taxi companies operating in Coquitlam to increase their number of vehicle licenses. Strategic Goal: This report supports the strategic goal of strengthening neighbourhoods. Background: There are three taxi companies operating in Coquitlam: Coquitlam Taxi (1977) Ltd., Bel-Air Taxi (1982) Limited, and Port Coquitlam Taxi Ltd. All of the three companies are part of the Coquitlam Taxi Group. The three companies have now submitted an application to increase their regular and accessible taxi fleet to the Passenger Transportation Board (PTB). On May 5^^ the City received a letter from the law firm representing the Coquitlam Taxi Group which enclosed copies of their recent applications for expansion of licenses to the PTB. The City has 30 days in which to provide comments to the Passenger Transportation Board on this application. A copy of the letter from the law firm is provided in Attachment 1. City of Coquitlam
2 Page 2 May 19, 2016 Discussion: There are currently 97 taxi licenses issued by the RIB to the three taxi companies operating in Coquitlam. Ten of these licences, or ten percent, are currently for wheelchair accessible taxi cabs. Coquitlam Taxi Group's application, if approved bythe PTB, would bring the number of licences to 118, of which 19, or sixteen percent of the licences, would be for wheelchair accessible taxi cabs. The table below provides a breakdown of the number of current and requested additional licences for each of the companies operating within the Coquitlam Taxi Group. As shown above, one of the companies, Coquitlam Taxi currently has no accessible taxi vehicles. If approved, this application would bring that company into compliance. Concerns about the number of accessible taxi cabs have been raised bythe City's Universal Access-ability Advisory Committee on a number of occasions. In addition, there are between 13 and 20 students in School District #43 needing wheelchair accessible taxi services during the school start and end hours. For the rest of the day, these students would also have priority to use wheelchair accessible taxis for school-related or extra-curricular travel. There are a number of reasons to support this application, including an improved opportunity to hire a taxi and compliance with the City's new Vehicle for Hire Bylaw. Also, with the addition of nine more wheelchair accessible taxi cabs in Coquitlam, there will be an opportunity to support the School District needs for accessible taxis while also improving the File#: /TAXIl/l Doc#: V1
3 Pages May 19, 2016 accessibility for the rest of the community with physical disabilities, especially during the school start and end hours on any given weekday. The licencing and regulating of taxi operation are primarily the responsibilities of the RIB. The PTB invites municipalities to comment on applications that are within their jurisdiction and based on our review of the current applications we recommend that the PTB approve the current applications in Coquitlam and issue the requested new taxi licences. Financial Implications: There are no financial implications to the City resulting from this report. Conclusion: Coquitlam Taxi Group's application to increase their number of taxi licences would provide benefits to Coquitlam. Because of the limited number of wheelchair accessible taxis and the contractual arrangement between the Coquitlam Taxi Group companies and School District 43, Coquitlam residents with physical disabilities needingto travel by taxis, in particular during the morning and after school hours on a weekday, would benefit from additional accessible taxi vehicles. Based on the above, staff recommends that a copy of this report, together with the Council Resolution be sent to the Passenger Transportation Board indicating Coquitlam's support for this application.
