4 What is standardisation? Standardisation is an open process => all parties concerned invited to participate for broad support is developing agreements based on consensus => no sustained opposition is transparent => agreements are publicly available for comments and use takes place on three levels: national (e.g. NEN, DIN, BSI) regional (e.g. CEN, GSO) international (e.g. ISO, IEC) 4

5 What are standards? Standards are documents with agreements on products, services and systems... are designed for voluntary use... contribute to: (inter)national strength of competition innovation health, safety and environment image... are in accordance with WTO 5

6 What is relationship between regulation, standardisation, certification? 11 What is a standardisation request? A standardisation request (also called mandate) is a political request from the European Commission (EC) and European Free Trade Association (EFTA), agreed upon by the Member States, addressed to CEN or CENELEC, in support of an action from the European Commission. This can be in support of legislative work such as a Directive (some EC Directives, not all, are 'New Approach' Directives), or in support of an industrial policy action from the European Commission 11

17 Implementation of requested standards per delegated act As laid down in Directive 2014/94/EU, requested standards will be empowered per delegated act Delegated regulations will be offered in packages depending on availability of requested standards After adoption, European standards will become mandatory (part of legislation) As some requested standards not only address interoperability aspects, but also other aspects (e.g. safety), care should be taken which part of standard will be part of delegated act to avoid conflicts with national legislation (e.g. separation distances) 17
