8 Vehicle Safety / Inspection All vehicles will be outfitted with roadside emergency kits, first aid kits, fire extinguishers, and emergency contact information for accidents and breakdowns. All student Buses undergo a yearly comprehensive vehicle inspection conducted by the California Highway Patrol using regulations from. CHP 108A National Highway Traffic Safety Administration 49 CFR Part 571 subpart B Vehicle inspection forms will be filled out by M&O transportation mechanics prior to issuing keys. The driver will sign the form if agreed upon the vehicle condition. If scheduled trip is during non working hours or days, the vehicle check out must be completed the day prior to scheduled trip. Upon returning the vehicle, the M&O mechanics will address any concerns regarding the vehicle. Reminder: Cosmetic damages does not constitute a SAFETY concern.
9 Transportation Dept. Needs Assessment CUSD bus fleet needs to be retrofitted with the proper emissions control devices to meet strict new C.A.R.B standards. All Fleet Estimated cost for bus repairs = $ 264,000. RP = $24,000. CR = $240,000. CUSD van fleet needs to be replaced with new 8 passenger transportation vans, to help accommodate our growing needs for student and staff transportation. CUSD maintenance vehicles need to be phased out and replaced with safe modern vehicles, to help accommodate M&O staff in providing a better service for an aging infrastructure and growing student body.

However, we would un-insure vehicles that are surplused so the net may equal zero, or trigger savings. CUSD Vehicle Maintenance The District maintains all of its vehicles (inservice). Standard Maintenance (oil changes, etc.) Inclusive in Transportation's operating budget. Purchase New vehicle warranty.
12 Recommendations Get board approval to purchase 6 new transportation vans using the bid process. It is my recommendation that the transport vans do not exceed a 10-year shelf life, unless deemed unsafe. The current transportation vans will be rotated into the maintenance fleet inventory. Possible funding sources: General Fund (unrestricted). Include in the LCAP, goal 8: Facilities and Safety. Timeline: March 26, 2015 request to begin RFP process. April complete bid documents (local or piggyback). May, review bids. June 25, award bid (LCAP will be approved at this board meeting) July purchase vehicles Operate under a 7 year plan to phase out old maintenance fleet by purchasing up to 3 new vehicles a year, not to exceed the of $80, Ex: Utility or flat bed trucks versus 8 passenger vans. Funding source: LCAP, goal 8: Facilities and Safety. Recruit and hire additional bus drivers with competitive salaries, so ALL student transport can be conducted by CUSD certified bus drivers. Funding source: LCAP, goal 8: Facilities and Safety; goal 6: School Climate. Approximate salary and benefits for a full-time bus driver: $62,807.
