1 ORDINANCE No 11 OF 3 JULY 2001 ON MOVEMENT OF OVERSIZED AND/OR HEAVY GOODS VEHICLES (HEADING AMENDED STATE GAZETTE (SG), No 67 of 2007) Issued by the Ministry of Regional Development and Public Works Prom. SG 65/24 July 2001, amend. SG 67/17 August 2007, amend. SG/Issue 19/9 March 2010 Section I. General Provisions Art. 1. The Ordinance shall regulate: 1. (Amend. SG 67/2007) the authorized dimensions, weight and axle loading of the categories of vehicles and their trailers pursuant to Art. 139 of the Road Traffic Act, hereinafter referred to as Vehicles, which do not pose danger for road users; 2. The terms and conditions for movement of oversized and heavy goods vehicles along the roads open for public use. Art. 2. (Suppl. - SG 67/2007) Vehicles or a vehicle combination, at least one of the dimensions of which laden or not is bigger than the values pursuant to Art. 5, shall be oversized. Art. 3. (Amend. - SG 67/2007) Heavy goods vehicles or vehicle combinations shall be those which have: 1. Maximum authorized weight greater than the values pursuant to Art. 6; 2. Axle loading higherr than the values pursuant to Art. 7. Art. 4. (Amend. SG 67/2007) This Ordinance shall not be applied to articulated buses with more than one articulated section. Section II. Standards for dimensions, weight and axle loading of a vehicle Art. 5. (1) (Previous text of Art. 5, amend. - SG 67/2007) The maximum authorized dimensions of the vehicles for traffic along the roads open for public use shall be: 1. Width of: а) Each vehicle - 2,55 m; b) Conditioned or with isothermal superstructure vehicle - 2,60 m; 2. Height of all the types of vehicles - 4,00 m; 3. Length of: а) Each vehicle except a bus - 12,00 m; b) trailer - 12,00 m; c) articulated vehicle - 16,50 m; d) articulated bus - 18,75 m; e) Vehicle with one or more trailers - 18,75 m; f) Bus with two axles - 13,50 m; g) Bus with more than two axles - 15,00 m; 1

2 h) Bus with a trailer - 18,75 m. (2) (New - SG 67/2007) The maximum distance between the axle of the kingpin for connection with the fifth wheel and the rear part of the semi-trailer shall be 12,00 m. (3) (New SG 67/2007) The horizontally measured distance between the axle of the kingpin for connection with the fifth wheel and any point of the front part of the semi-trailer may not exceed 2,04 m. (4) (New SG 67/2007) The articulated vehicles put into circulation before 1 January 1991, which do not satisfy the requirements of Para. 2 and 3, may be used for traffic on the roads for public use when their total length does not exceed 15,50 m. (5) New - SG 67/2007) In event of a vehicle combination the maximum distance measured parallel to the longitudinal axis from the foremost external point of the loading area behind the cabin and the rearmost external point of trailer (without rendering an account of the distance between the rear part of the drawing vehicle and the front of the trailer) shall be 15,65 m. (6) (New - SG 67/2007) In event of a vehicle combination the maximum distance measured parallel to the longitudinal axle, between the foremost external point of the loading area behind the cabin and the rearmost external point of trailer shall be 16,40 m. (7) (New - SG 67/2007) The distance between the rear axle of the vehicle and the front axle of the trailer must not be less than 3,00 m. (8) (New - SG 67/2007) When removable attachments such as ski-boxes are fitted to a bus, its length including the attachments, must not exceed the maximum length laid down in Art. 5, Para. 1, item 3. (9) (New - SG 67/2007) When the bus is stationary, a vertical plane shall be determined through marking a land line, tangent to the side of the vehicle, directed at the external side of the circle. In event of an articulated bus, the two sections shall be leveled up with regard to this vertical plane. When the bus, moving along a straight line, enters the circle described in Para. 11, no part of it may protrude from this vertical plane by over 0,60 m. (10) (New - SG 67/2007) The values stipulated in Para. 1 to 3, 5 and 6, shall refer to removable superstructures and standardized freight items, for instance, containers. (11) (New - SG 67/2007) Any vehicle or vehicle combination which is in motion must be able to turn within a swept circle having an outer radius 12,50 m and an inner radius 5,30 m. (12) (New SG 67/2007) The vehicle combination put into circulation before 31 December 1991, which do not satisfy the requirements of Para. 5 and 6, may be used for traffic on the roads for public use when their total length does not exceed 18,00 m. Art. 6. (1) The maximum authorized weight of a vehicle for traffic on the roads open for public use shall be for: 1. vehicles which are a part of a vehicle combination as follows: а) trailer with two axles - 18 t; b) trailer with three axles - 24 t; 2. SG 67/2007) a vehicle combination with five, six and more axles as follows: а) (Amend. - SG 67/2007) a vehicle with two axles with a trailer with three and more axles - 40 t; b) (Amend. - SG 67/2007) a vehicle with three and more axles with a trailer with two, three and more axles t; 3. (Amend. - SG 67/2007) articulated motor vehicles with five, six and more axles as follows: а) (Amend. - SG 67/2007) a two-axle vehicle with a semi-trailer with three and more axles - 40 t; b) (Amend. - SG 67/2007) a motor vehicle with three and more axles with a semi-trailer with two, three and more axles - 40 t; 2

3 c) a three-axle motor vehicle with a two- or a three-axle semi-trailer, carrying in combined transport operation a 40-foot container according to BDS (Bulgarian State Standards) ISO t; 4. Vehicle combination with four axles, consisting of a two-axle vehicle and a two-axle trailer - 36 t; 5. (Amend. - SG 67/2007) articulated motor vehicle with four axles, consisting of a two-axle motor vehicle and a two-axle semi-trailer if the distance between the axles of the semi-trailer is: а) (Amend. - SG 67/2007) from 1,3 m to 1,8 m - 36 t; b) greater than 1,8 m - 36 t ; 6. Motor vehicles as follows: а) Two-axle motor vehicles - 18 t; b) Three-axle motor vehicles 25 t (26 t); c) Four-axle motor vehicles with two steering axles - 32 t; d) (New - SG 67/07) a five-axle motor vehicle - 40 t. 7. Three-axle articulated buses - 28 t. (2) The maximum authorized weight (in t) of a four-axle motor vehicle may not exceed five times the distance (in m) between the axles of the foremost and the rearmost axles of the vehicle. (3) (Amend. SG 67/2007) The value pursuant to Para. 1, item 5, letter b may be exceeded by not more than 2 t, when the maximum authorized weight of the motor vehicle (18 t) and the maximum authorized weight of the tandem axle of the semi-trailer (20 t) are respected and the driving axle is fitted with twin tyres and air suspension or suspension recognized as being equivalent in compliance with the requirements indicated in Annex No 1. (4) (Amend. - SG 67/2007) In Para. 1, item 6 the value in brackets under letter b and the value under letter с shall refer to the events when the driving axle is fitted with twin tyres and air suspension or suspension recognized as being equivalent in compliance with the requirements indicated in Annex No 1, or where each driving axle is fitted with twin tyres and the maximum weight of each axle does not exceed 9,5 t. Art. 7. (1) (Amend. - SG 67/2007) The maximum authorized weight of the axle for a motor vehicle with maximum authorized weights pursuant to Art. 6, Para. 1 with air suspension or suspension recognized as being equivalent for traffic along all roads open for public use, as well as for motor vehicles with the same weights without air suspension or suspension recognized as being equivalent to it for traffic only along the roads indicated in Annex No 2 open for public use shall be for: 1. Single non-driving axles - 10 t; 2. The sum of the axle loadings per tandem axle of trailers and semi-trailers if the distance between the axles is: а) less than 1,0 m - 11 t; b) between 1,0 and less than 1,3 m - 16 t; c) between 1,3 and less than 1,8 m - 18 t; d) 1,8 m or more 20 t; 3. The sum of the weights per axle of a tri-axle of trailers and semi-trailers if the distance between the axles is: а) 1,3 m or less - 21 t; b) over 1,3 m - 24 t ; 4. Single axle - driving: а) of motor vehicles under the conditions of Art. 6, Para. 1, items 2 and 3-11,5 t; b) of motor vehicles under the conditions of Art. 6, Para. 1, items 4, 5, 6 and 7-11,5 t; 5. The sum of the axle weights per tandem axle of motor vehicles if the distance between the axles is: 3

4 а) less than 1 m - 11,5 t; b) between 1,0 and less than 1,3 m - 16 t; c) between 1,3 and less than 1,8 m - 18 t (19 t); 6. The sum of the axle loading per tri-axle of motor vehicles if the distance between the axles is: а) 1,3 m or less - 21 t; b) over 1,3 m - 24 t. (2) (Amend. - SG 67/2007) The maximum authorized axle loading for motor vehicles without air suspension or suspension recognized as being equivalent to it for traffic on the roads open for public use, which are not indicated in Annex No 2 shall be for: 1. Single axle, non-driving or driving - 10 t; 2. The sum of the axle loadings per tandem axle if the distance between the axles is: а) less than 1,3 m - 13 t; b) between 1,3 m and less than 1,4 m - 16 t; c) between 1,4 m and less than 1,8 m - 18 t; d) 1,8 m or more - 20 t; 3. The sum of the axle loadings per tri-axle if the distance between the axles is: а) 1,3 m or less - 19,5 t; b) over 1,3 m - 24 t. (3) The weight of the driving axle or of the driving axles of motor vehicles or a vehicle combination must not be less than 25 per cent of the total weight of the motor vehicle or of the vehicle combination. (4) (Amend. - SG 67/07) The value in brackets pursuant to Para. 1, item 5, letter с shall refer to the events when the driving axle is fitted with twin tyres and air suspension or suspension recognized as being equivalent, in compliance with the requirements indicated in Annex No 1, or when each driving axle is fitted with twin tyres and the maximum weight of each axle does not exceed 9,5 t. Section III. Conditions for Movement of Oversized Motor Vehicles Art. 8. (1) The movement of oversized motor vehicles shall take place within the framework of the special use of the roads and shall be permitted in the events when it is impossible or inexpedient to use another type of transport or when the cargos may not be disassembled in parts and transported within the framework of the public use of the roads. (2) (Amend. SG 19/2010) Oversized motor vehicles may move with a permit issued by the Road Administration in coordination with the relevant Control Service with the Ministry of Interior (MI). (3) The permit pursuant to Para. 2 shall be issued after paid charges under the conditions and in accordance with the procedure established by Art. 18, Para. 3 of the Roads Act. (4) (New - SG 19/2010) Oversized and heavy goods vehicles in the events pursuant to Art. 14, Para. 3 shall be permitted to move after the payment of solely the charge due for the excess of the maximally allowed standards in conformity with Section II. (5) (New - SG 19/2010) The document for charge paid shall be issued for each specific event and it shall contain the individualizing data of the motor vehicle, the route of the traffic and the oversized indicator which the charge is paid for. Art. 9. All the oversized motor vehicles shall be signalized in conformity with the requirements of Section V. 4

5 Art. 10. (1) Oversized motor vehicles with total weight higher than 60 t, or at least one of whose overall dimensions is higher than respectively width - 3,50 m, height - 4,70 m, and length - 24,00 m, may move solely if they have a permit pursuant to Art. 8, Para. 2 and if they are accompanied in compliance with the requirements of Section VI. (2) The Administration managing the road and the relevant Control Service with the Ministry of Interior may require accompaniment of oversized motor vehicles and with overall dimensions lower than the overall dimensions pursuant to Para. 1, when they judge that they pose hazard for the road and the road facilities or may threaten the safety of the remaining road users. (3) The Administration issuing the Traffic Permit may require two and more accompanying vehicles when: 1. (Repealed, previous item 2 - SG 67/2007) the transportation is made along two-lane roads: а) in difficult road conditions; b) with width of the traffic lane less than 6,00 m; c) with high traffic intensity - over 4000 vehicles/day; 2. (Previous item 3 - SG 67/2007) The weight of the oversized motor vehicle with a load is bigger than 74 t; 3. (Previous item 4 SG 67/2007) The transportation is provided by two and more oversized motor vehicles. Art. 11. The persons carrying out the transportations shall bear responsibility for the traffic and the accompaniment of oversized motor vehicles. They shall be obligated: 1. To provide for the signalization of the oversized motor vehicle and the documents needed for the implementation of the transportation; 2. To inspect the location and the secure fastening of the load; 3. To assign the transportation to drivers in possession of driving licenses for driving motor vehicles for the relevant category, with length of service as drivers of trucks of category "С" for not less than five years; 4. To acquaint the driver with the special properties of the load and with the specific requirements during its transportation which he shall be obligated to comply with; 5. To eliminate at their expense all the damages caused to the road, the road facilities and structures as well as other damages caused by them during the implementation of the transportations in consequence of the non-observation of the conditions indicated in the permit and the Ordinance, or to pay the expenditures for their restoration; 6. To assign the accompaniment to a person who satisfies the requirements pursuant to Art. 24; 7. To verify the compliance between the actual overall dimensions of the motor vehicle and the dimensions described in the permit. Art. 12. Oversized motor vehicles: 1. Shall move at a speed conformed to the traffic conditions but not higher than: а) 70 km/h on motorways; b) 50 km/h beyond populated areas; c) 40 km/h in populated areas; d) 40 km/h when accompanied; 2. At accompanying pursuant to Art. 10, Para. 1 they shall pass along bridges at safe speed without stopping and without using brakes; 3. At parking they shall be beyond the traffic lane at a distance not less than 2 m from its edge. Art. 13. The movement of oversized motor vehicles shall be prohibited in the following events: 5

6 1. With reduced visibility below 50 m due to fog, heavy rains and snowfall; 2. In events of iced roads; 3. During the dark part of the day and night and in hours with maximal intensity of the traffic except at transportations connected with the elimination of big emergencies or consequences of natural disasters. Section IV. Procedure for Issuance of Permits Art. 14. (1) (Amend. - SG 67/2007) The permit for movement of oversized motor vehicles under the conditions of Art. 8, Para. 2 and 3 shall be issued in conformity with a model form (Annex No 3). Supplementary conditions may be placed in the permit. (2) The permits shall be issued as follows: 1. For movement along the national roads: а) (Amend. - SG 67/2007, amend. SG 19/2010) by Road Infrastructure Agency in coordination with the relevant Control Service with the Ministry of Interior in events of movement on the territory of more than two neighboring Regional Road Administrations (RRA); b) (Amend. - SG 67/2007, amend. SG 19/2010) by the Regional Road Administrations in coordination with the relevant Control Service with the Ministry of Interior in movement on the territory of one or two neighboring Regional Road Administrations, the permit shall be issued by the Regional Road Administration, whose territory the oversized motor vehicle starts from; 2. For movement along local roads by the owner of the road in coordination with the relevant Control Service with the Ministry of Interior; 3. For movement only along roads in populated areas by the Municipality in coordination with the relevant Control Service with the Ministry of Interior; 4. (Amend. - SG 67/2007, amend. - SG 19/2010) For movement along a route consisting of national and local roads by Road Infrastructure Agency in coordination with the relevant Control Service with the Ministry of Interior; in this event the permit shall be issued on the grounds of a protocol of a Commission appointed by an Order of the Chairman of the Management Board of Road Infrastructure Agency or of an official from the Agency authorized by the Chairman; representatives of the Administration managing the relevant road shall be included in the Commission. (3) (Amend. - SG 19/2010) Oversized and/or heavy goods motor vehicles, which are permitted to move after payment of solely the charge due, shall be those which have a total weight of up to 45 tons or axle loading, which does not exceed by more than 30 % the maximum authorized axle loadings in conformity with Section II, as well as those with overall dimensions: width up to 3,30 m, height up to 4,30 m, and length up to 22 m. Art. 15. (1) (Amend. - SG 19/2010) The permit pursuant to Art. 14, Para. 1 shall be issued for a one-time transportation and for a fixed term for the performance of the transportation. (2) (Amend. - SG 19/2010) The permit pursuant to Art. 14, Para. 1 may be issued for multiple transportations for not more than 10 runs and for a term not longer than 30 days, when equal loads are transported by the same oversized motor vehicle along the same route. (3) (Amend. SG 67/2007, amend. - SG 19/10) The owners of oversized and/or heavy goods motor vehicles or the persons who carry out the transportations shall be obligated to file an application for the issuance of the needed permit in conformity with a model form (Annex No 4) to Road Infrastructure Agency or to the relevant Regional Road Administration or Municipality. 6

7 (4) The Services pursuant to Para. 3 shall register the applications filed and within a term of 5 working days they shall be obligated to issue the permit requested or to make a motivated refusal by notifying the Applicant in writing about their Decision. (5) (Suppl. - SG 67/2007) When the transportation may not be performed within the term indicated in the permit, the owners of oversized motor vehicles or the persons who perform the transportations shall file an application for the extension of the term of the permit. The application shall be filed prior to the expiration of the term in the permit. (6) (New - SG 19/2010) A document for charge paid in the events pursuant to Art. 14, Para. 3 shall be issued by Road Infrastructure Agency, and at the Border Admission Control Checkpoints by the Customs Agency. A document for charge paid in the events pursuant to Art. 14, Para. 3 shall be issued by Road Infrastructure Agency for multiple transportations for not more than 10 runs and for a term not longer than 30 days when equal loads are transported by the same oversized motor vehicle along the same route. Art. 16. When oversized motor vehicles have a total weight greater than 100 t, or overall dimensions greater than: width - 4,50 m, or length - 30,00 m, the owners of the motor vehicles or the persons who perform the transportation shall elaborate a schedule for movement which shall be coordinated with the relevant Control Service with the Ministry of Interior. Art. 17. (Amend. SG 19/2010) When the oversized motor vehicle is with a height over 4,50 m, the permit for movement shall be obligatorily coordinated with the Ministry of Transport, Information Technology and Communications, the National Electrical Company, the National Railway Infrastructure Company and others whose interests may be affected. Art. 17а. (New - SG 67/2007) When oversized and/or heavy goods motor vehicles have weight bigger than 100 t, height bigger than 5 m, length bigger than 40 m, and width bigger than 5,50 m, the owners of the motor vehicles or the persons who perform the transportation, shall file applications and provide funds for work of a commission of experts for the determination of an appropriate route. Art. 18. The owners of oversized motor vehicles or the persons who perform the transportation shall be obligated to provide funds and assign the design and the execution in accordance with the relevant established procedure of a partial reconstruction of the road, strengthening of the pavement and of the road facilities, making access and other roads along the road for movement with proven impossibility for the load to pass along a fixed section. Section V. Signalization Art. 19. (1) (Amend. - SG 19/2010) Identifying marks shall be placed on the front and rear parts of the oversized motor vehicles under the conditions of Art. 46, Para. 1, item 7 of Ordinance No I-45 of 2000 on the registration, the reporting, the putting into operation and the immobilization of the motor vehicles and of the trailers drawn by them (SG 31/00). (2) (Amend. SG 19/2010) Oversized motor vehicles with length of over 12 m shall be signalized by identifying marks under the condition of Art. 46, Para. 3 of Ordinance No I-45 of 2000 on the registration, the reporting, the putting into operation and the immobilization of the motor vehicles and of the trailers drawn by them. 7

8 (3) (Amend. - SG 67/2007) A plate with dimensions 750/350 mm which shall indicate their length (Annex No 5) shall be placed on the rear part of the oversized motor vehicles with length bigger than 22,00 m further to the identifying marks pursuant to Para. 1 and 2. Art. 20. (1) (Amend. - SG 19/2010) Three equal luminous fixtures with orange light shall be placed on oversized motor vehicles with a semi-trailer or a trailer (trailers) above the cabin of the drawing motor vehicle under the conditions of Art. 46, Para. 1, item 3 of Ordinance No I-45 of 2000 on the registration, the reporting, the putting into operation and the immobilization of the motor vehicles and of the trailers drawn by them. (2) Two road signs A39 with a side from 300 to 400 mm located at a distance of 0,40 m from the most protuberant part shall be depicted on the rear part of the semi-trailer or the trailer. (3) There should be two white circles with diameter 300 mm, located at a distance of 0,15 m from the most protuberant side part on the front part of the semi-trailer or the trailer. Art. 21. The load shall be signalized by a red flag with dimensions 400/400 mm, when: 1. It goes out from aside of the most protruding part of the motor vehicle by over 0,20 m; 2. It goes out of the front or the rear part of the motor vehicle by over 1,00 m. Section VI. Accompaniment Art. 22. Oversized motor vehicles shall be accompanied in the events pursuant to Art. 10, Para. 1 and 2 by a car and an accompanying person. Art. 23. (1) The accompanying vehicle shall be signalized by: 1. An identifying plate pursuant to Art. 19, Para. 1 and by road sign No A39 pursuant to Art. 20, Para. 2, placed on its front or upper part, when the car moves in front of the oversized motor vehicle or on its rear part when the car moves after the motor vehicle; 2. At least one yellow blinking or flashing light visible for the remaining traffic participants. (2) The accompanying cars shall move with switched on low beams. Art. 24. (1) The accompanying person shall satisfy the following requirements: 1. He shall have at least 5 years length of service as a driver of a motor vehicle of category "В"; 2. He shall be aware of the legislative acts related to accompaniment for the provision of the safety of road traffic and the signals needed for the regulation of the traffic pursuant to Art. 10, Para. 2 of the Road Traffic Act; 3. He shall have knowledge of English, German or French languages when accompanying foreign oversized motor vehicles. (2) The accompanying person shall provide conditions for the unimpeded passage of the oversized motor vehicle along the roads. (3) The accompanying person shall be obligated: 1. Prior to starting up: а) To get acquainted in detail with the particularities of the route and the conditions for movement prescribed in the permit; b) To verify the compliance of the actual overall dimensions of the motor vehicles with the dimensions entered in the permit; 8

9 c) To inspect the fastening of the load; d) To inspect the signalization of the heavy duty or the oversized motor vehicle; 2. During movement: а) To drive the motor vehicle along the defined route and at the speed prescribed; b) To divert and stop the accompanied motor vehicle in appropriate places for letting the column of cars formed after it pass by; c) To provide in events of need the unimpeded passage of the traffic; d) To notify the authorities managing the road and the Traffic Control Services when the motor vehicle accompanied by him causes damages to the road, the road facilities and its accessories. Art. 25. When accompanying oversized motor vehicles with height of over 4,50 m, an insulation provided overall rod shall be assembled on the accompanying car with height exceeding by 5 cm the highest points of the oversized motor vehicle. When passing under road structures, electric lines, telegraph, telephone and other facilities above the road the accompanying person shall verify the height overall dimensions of the oversized motor vehicle and shall provide for its passing. Section VII. Supplementary Requirements Art. 26. (New - SG 67/2007) (1) The state authorities stipulated in Art. 14 may issue permits for movement on the territory of the country of motor vehicles or a vehicle combination with dimensions above the maximum authorized dimensions pursuant to Art. 5, Para. 1, items 1 and 2, Para. 2, 3, 5-11, when national transport operations are performed and the international competition in the sphere of transport is not considerably affected. (2) Transport operations at which the international competition in the sphere of transport is not considerably affected shall be deemed those which satisfy at least one of the following requirements: а) They are carried out by specialized motor vehicles or a vehicle combination on the territory of a member-state of the European Union (EU) in conditions under which they are usually not performed by motor vehicles of other member-states of the EU (for instance transportation in connection with the timber production and the maintenance of forests); b) They are carried out by motor vehicles or a vehicle combination with dimensions over the maximum authorized dimensions pursuant to Art. 5 on the territory of a member-state of the EU which: - Has permitted their performance; - Permits the use of motor vehicles, trailers and semi-trailers corresponding to the maximum authorized dimensions pursuant to Art. 5 in combinations reaching in laden condition at least the maximum authorized length introduced in the legislation of this member-state of the EU, So that each transport operator may use equal competition conditions (modular concept). Art. 27. (New - SG 67/2007) Motor vehicles or a vehicle combination produced making use of new technologies and concepts and which due to this reason do not satisfy one or more requirements of the Ordinance may be admitted to perform transport operations of local nature for a certain time period. Art. 28. (1) (Prev. text of Art SG 67/2007) The technical condition of the oversized motor vehicle must satisfy the requirements of the Road Traffic Act and of the legislative acts issued on its grounds. 9

10 (2) (New - SG 67/2007, amend. - SG 19/2010) All the maximum authorized dimensions stipulated in Art. 5, shall be in compliance with Annex No 2 of Ordinance No 60 of 2009 on the approval of the type of new motor vehicles and their trailers (SG 40/09), as the application was filled up by the manufacturer with the data about the specific type (variant, version) of the motor vehicle. Art. 29. (Prev. Art SG 67/2007) At movement the transverse fluctuations of the semitrailer or of the trailers with regard to the car or the tractor must not exceed 3 per cent of its overall width on each side. Art. 30. (Prev. Art. 28, amend. SG 67/2007) The vehicles, the tractors, the semi-trailers or the trailers must be equipped with a device which shall automatically trigger the braking system of the vehicle, the tractor, the semi-trailer or the trailers in event of discontinuance of any of the connecting links between them. Art. 31. (Prev. Art. 29, amend. - SG 67/2007) The semi-trailer or the trailer disconnected from the vehicle or the tractor must have a braking system for parking which shall provide for their reliable detention laden on a road with a gradient of 16 %. The parking braking system must act onto all the wheels of the semi-trailer or the trailer. Art. 32. (Prev. Art SG 67/2007) The oversized motor vehicles must have not less than four brake wedges two on the rear axle of the vehicle or the tractor and two on the rear axle of the semi-trailer or the trailers. The wedges shall be placed at each stopping of the oversized motor vehicle on gradient. Art. 33. (Prev. Art SG 67/2007) The vehicle or the tractor towing a trailer must have not less than two exterior rear view mirrors. The mirrors shall be placed on the left-hand and the right-hand sides of the cabin to provide for the needed overview of the driver. Art. 34. (Prev. Art SG 67/2007) Oversized motor vehicles and the motor vehicles accompanying them must have spare fuel available for a run not smaller than 50 km. Section VIII. Control Art. 35. (Prev. Art SG 67/2007) (1) (Amend. - SG 19/10) Oversized and/or heavy goods vehicles shall be inspected by the Administration which issued the permit or the document for charges paid in the events pursuant to Art. 14, Para. 3. If they correspond with regard to their weight and overall dimensions to the data indicated in the permit or the documents for charges paid for movement and the load has been well fastened and signalized in conformity with the requirements of Section V, the permit and/or the document for charges paid in the events pursuant to Art. 14, Para. 3 shall be authenticated by a signature and seal, by which the performance of the transportation shall be certified. (2) (Amend. - SG 67/07, amend. SG 19/2010) The verification and the certification of the permit or the document for charges paid in the events pursuant to Art. 14, Para. 3 of oversized motor vehicles entering the country and leaving it shall be made at the Border Crossing Check Point by the official of the Customs Agency. (3) (Amend. - SG 19/2010) The verification shall be made by means of measurement satisfying the requirements of the Measurement Act. 10

11 (4) When a permit for multiple transportations is issued for an oversized motor vehicle, it shall be examined in accordance with the procedure established by Para. 1 prior to each departure from the initial point. Art. 36. (Prev. Art. 34, amend. - SG 67/07, amend. - SG 19/10) The control over the oversized motor vehicles on the roads shall be exercised by Road Infrastructure Agency with the cooperation of the relevant Control Service with the Ministry of Interior, and in the Border Crossing Check Point by the Customs Agency. Art. 37. (Prev. Art. 35, amend. - SG 67/07, amend. SG 19/10) (1) The relevant Control Services with the Ministry of Interior and Road Infrastructure Agency inside the country shall stop the driver of the oversized motor vehicle and/or the heavy goods vehicle, the accompanying person and the other officials and draw up a penal act on them when it is established during the verification that: 1. The movement of oversized and/or heavy goods motor vehicles is performed without a permit or a document for tolls paid in the events pursuant to Art. 14, Para. 3; 2. The route of movement defined in the permit or indicated in the document for tolls paid in the events pursuant to Art. 14, Para. 3 has not been observed; 3. The overall dimensions, the total weight or the axle weight are bigger than those described in the permit pursuant to Art. 14, Para. 1 or indicated in the document for tolls paid in the events pursuant to Art. 14, Para. 3. (2) The officials of the Customs Agency shall draw up a penal act for the driver of the oversized and/or heavy goods motor vehicle leaving the country and or the accompanying person or for the other officials at the Border Control Admission Checkpoints when it is established during the verification that: 1. The movement of the oversized and/or heavy goods motor vehicles is made without a permit or a document for charges paid in the events pursuant to Art. 14, Para. 3; 2. The route of movement defined in the permit or indicated in the document for tolls paid has not been observed in the events pursuant to Art. 14, Para. 3; 3. The overall dimensions, the total weight or the axle loading are bigger than those described in the permit pursuant to Art. 14, Para. 1 or indicated in the document for charges paid in the events pursuant to Art. 14, Para. 3. (3) In the events pursuant to Para. 1, item 1 and Para. 2, item 1 the movement of the oversized and/or heavy goods motor vehicle may continue after the obtaining of a permit in accordance with the procedure established by Section IV, and in the events pursuant to Para. 1, items 2 and 3 and Para. 2, items 2 and 3 after obtaining a new permit in accordance with the procedure established by Section IV. Supplementary Provisions 1. (New - SG 67/2007) Within the meaning of this Ordinance: 1. Oversized motor vehicles shall be the oversized motor vehicles pursuant to Art. 2 and/or the heavy goods motor vehicles pursuant to Art. 3 ; 2. The oversized and heavy goods motor vehicles shall include mainly the following categories: а) М2 М3 and their trailers of category О; b) N2 N3 and their trailers of categories O3 and O4 3. A motor vehicle shall be any power-driven vehicle with its own engine that travels on the road by its own means; 11

12 4. A trailer shall be any vehicle (excluding semi-trailers), constructed and equipped for the carriage of loads intended to be coupled to a motor vehicle; 5. A semi-trailer shall be any vehicle, constructed and equipped for the carriage of loads, intended to be coupled to a motor vehicle in such a way that a part of it rests on the motor vehicle with a substantial part of its weight and of the weight of its load being borne by the motor vehicle; 6. Vehicle combination shall be: а) A road train consisting of a motor vehicle coupled to a trailer, or b) an articulated vehicle consisting of a motor vehicle coupled to a semi-trailer; 7. Conditioned vehicle shall mean any vehicle whose fixed or movable superstructures are specially equipped for the carriage of goods under controlled temperatures and whose side walls, inclusive of insulation, are each at least 45 mm thick; 8. Bus shall mean a vehicle with more than 9 seats including the driver s seat, constructed and equipped to carry passengers and their luggage; it may have one or two decks and may also draw a luggage trailer; 9. Articulated bus shall mean a bus consisting of two rigid sections connected to each other by an articulated section; on this type of vehicle the passenger compartments in each of the two rigid sections shall be intercommunicating; the articulated section shall permit the free movement of passengers between the rigid sections; connection and disconnection of the two sections shall be possible only in a workshop; 10. Maximum authorized dimensions shall mean the maximum dimensions used for a vehicle as laid down in Art. 5; 11. Maximum authorized weight shall mean the maximum weight for use of a vehicle as laid down in Art. 6 ; 12. Maximum authorized axle loadings (masses) shall mean the maximum masses per axle or per a group of axles, used for a road vehicle, as laid down in Art. 7; 13. Air suspension shall mean a suspension system at which at least 75 % of the spring effect is caused by air pressure; 14. Indivisible load shall mean a load that cannot, for the purpose of carriage by road, be divided into two or more loads for its transportation, without undue expense or risk of damage and which owing to its dimensions or mass cannot be carried by a motor vehicle, trailer, road train or articulated vehicle complying with the requirements of the Ordinance in all respects; 15. Tonne shall mean the weight executed by the mass of a tonne and shall correspond to 9,8 kilonewtons (kn). 2. (New - SG 67/2007) Buses which were registered or commissioned on the market prior to the entry into force of this Ordinance but their dimensions exceed those stipulated in Art. 15, Para. 1, items 1 and 3, Para. 9 and 11, shall be allowed to move on the territory of the country by 31 December а. (New - SG 19/2010) Counted from all the national roads shall be open for free movement of motor vehicles regardless of the type of their suspension. Final Provisions 3. (Prev. 1, suppl. - SG 67/07) This Ordinance shall be issued on the grounds of Art. 139 of the Road Traffic Act (prom., SG 20/99; amend. 1/2000) and shall repeal Ordinance No 24 on Movement of Heavy Goods or Oversized Motor Vehicles (SG 73/83) and shall introduce the provisions of Directive 96/53/ЕC, last amended by Directive 2002/7/ЕC. 12

13 4. (Prev. 2 - SG 67/07) The Minister of Regional Development and Public Works shall provide instructions for the implementation of the Ordinance. Annex No 1 to Art. 6, Para. 3 and 4 (New - SG 67/07) Conditions for equivalence between some non-air suspension systems and air suspension for vehicle driving axle(s) 1. Equivalence of air suspension. The non-air suspension system must conform to the following requirements to be recognized as being equivalent to air suspension: 1.1. During free transient low frequency vertical oscillation of the sprung mass above a driving axle or bogie, the measured frequency and damping with the suspension carrying its maximum load must fall within the limits defined in points Each axle must be fitted with hydraulic dampers. On tandem axle bogies, the dampers must be positioned to minimize the oscillation of the bogies The mean damping ratio D must be more than 20 % of critical damping for the suspension in its normal conditions with hydraulic dampers in place and operating The damping ratio D of the suspension with all hydraulic dampers removed or incapacitated must be not more than 50 % of D The frequency of the sprung mass above the driving axle or bogie in a free transient vertical oscillation must not be higher than 2,0 Hz. 2. Definition of frequency and damping. In this definition a sprung mass М (kg) above a driving axle or bogie is considered. The axle or bogie has a total vertical stiffness (between the road surface and the sprung mass) of К Newtons/meter (N/m) and a total damping coefficient С Newtons by second per meter (N.s/m). The vertical displacement of the sprung mass is Z. The equation of motion for free oscillation of the sprung mass is: The frequency of oscillation of the sprung mass F (rad/s) is as follows: The damping is critical when C = Co, where: The damping ratio as a fraction of critical damping is C/Co. During free transient oscillation, the vertical motion of the mass will follow a damped sinusoidal path (Fig. 1). 13

14 Fig. 1. Sinusoidal path in free transient oscillations The frequency can be estimated by measuring the time for as many cycles of oscillation as can be observed. The damping can be estimated by measuring the heights of successive peaks of the oscillation in the same direction. If the peak amplitudes of the first and second cycles are A1 and A2, then the damping ratio D is: ln being the natural logarithm of the amplitude ratio. 3. Test procedure To establish by test the damping ratio D, the damping ratio with hydraulic dampers removed, and the frequency F of the suspension, the loaded vehicle should either: а) be driven at low speed (5 km/h ± 1 km/h) over an 80 mm step, the profile shown in Fig. 2; the transient oscillation to be analyzed for frequency and damping occurs after the wheels on the driving axle have left the step; or b) be pulled down by its chassis so that the driving axle load is 1,5 times its maximum static value; the vehicle held down is suddenly released and the subsequent oscillation analyzed; or c) be pulled up by its chassis so that the sprung mass is lifted by 80 mm above the driving axle. The vehicle held up is suddenly dropped and the subsequent oscillation analyzed; or d) be subjected to other procedures insofar as it has been proved by the manufacturer, to the satisfaction of the technical department, that they are equivalent. 15 The vehicle should be instrumented by a vertical displacement transducer between driving axle and chassis, directly above the driving axle. From the graphics, the time interval between the first and the second compression peaks can be measured to obtain the frequency F and the amplitude ratio to obtain the damping. For twin-drive bogies, vertical displacement transducers should be fitted between each driving axle and the chassis directly above it.
