1 CITY OF TIMMINS WASTE MANAGEMENT BY- LAW BY-LAW NO BEING A BY-LAW to repeal By-Law No and to regulate the storage, handling, collection and disposal of garbage, recyclables and refuse in the City of Timmins WHEREAS Section 10 ( 1) provides that a single- tier municipality may provide any service or thing that the municipality considers necessary or desirable for the public; AND WHEREAS the Council of The Corporation to the City of Timmins deems it desirable to establish and maintain a system for the regulation, collection, removal and disposal of garbage recyclables and other refuse within the City of Timmins; NOW THEREFORE the Council of The Corporation of The City of Timmins enacts as follows: INTERPRETATION For the purposes of this By- law, the following terms, phrases, words. Animal Waste" means hay, straw, manure or animal excrement. Annual Environmental Fee" shall mean a fee established to cover the City of Timmins environmental initiatives and programs. Approved Automated Collection Container" means a container issued by the Corporation of the City of Timmins as approved by the Director of Public Works and Engineering or designate to be utilized by residents where automated collection services are provided for waste and recycling. Approved Manual Collection Container" (Non- Automated) means a container composed of non- corrosive material which has a capacity of not more than 85 litres and a weight of not more than 20 kilograms including contents and has a cover that latches securely onto the receptacle with proper handles for lifting of waste and recycling. Ashes" shall mean the incombustible residue of any fuel that has been burned and shall include soot or other cleanings from chimneys. Asbestos Waste" means solid or liquid waste that results from the removal of asbestoscontaining construction or insulation materials or the manufacture of asbestos- containing products and contains asbestos in more than a trivial amount or proportion. Automated Collection" means a system of collection utilizing a vehicle designed to mechanically lift and tip containers thereby collecting refuse left roadside in " approved automated collection containers". Business Improvement Area ( BIA)" shall mean the Timmins Downtown Business Improvement area as described in City of Timmins By- Law including any amendments or successors thereto. Bulk Waste" means large household items, including but not limited to: 1

2 a) bicycles and parts thereof, b) carpet, c) electronics, d) discarded plumbing, sinks, toilet bowls and seats, fittings and pipe, e) floor lamps, f) furniture, mattresses and bed springs, g) metal, steel h) pool filters and pumps, i) pool covers and solar blankets, j) televisions, k) brush, wood I) concrete, bricks and blocks City" shall mean The Corporation of the City of Timmins. City of Timmins User Fees By- Law" means City of Timmins By- Law No , as amended or any successor thereto. Clean Fill" shall mean waste types consisting of soils (being clay, silt and/ or sand), gravel, and naturally occurring materials. Commercial Container" shall mean a container manufactured and disposal of garbage, refuse and waste. intended for the bulk Commercial waste" means solid waste resulting from the operation and maintenance of a industrial, commercial and institutional business which offers for sale goods and services. Commercial Swill" shall mean the undrained refuse resulting from the operation of any commercial establishment and without restricting the generality of the foregoing shall include any non- solid refuse from restaurants hotels, hospitals and nursing homes. Curb side" shall mean outside of private property boundaries and within the road allowance and as close to the road way without creating a hazard or obstruction. Dwelling" means a place of residence with its own sleeping, cooking, eating and sanitary facilities for persons, and includes a single family dwelling, apartment building, tenement or other multiple dwelling. Garbage" means waste material resulting from the operation and maintenance of a household, may include but not limited to waste food or any putrescible organic matter resulting from the preparation, cooking or consumption of edible food excluding night soil. Garbage bag" means plastic garbage bag being capable of carrying 20 kilograms of contents without breaking; and be closed and securely tied. High Density Residential" shall mean any property with more than 6 units. Manual Waste Collection" means a system of collection whereby refuse is collected in a traditional, non- automated fashion. Only provided in areas as designated by the Director of Public Works and Engineering or designate where automated collection is not available. 2

3 Manufacturer's and Trade Waste" shall mean the material or by- products discarded in manufacturing or other producing processes. Notice of Disruption" shall mean a communication from the City of Timmins Waste Management Department which will include instructions for waste collection activities depending on the circumstances. Owner" means any person( s), for the time being, managing or receiving the rent of, or paying the municipal taxes on the land or premises, in connection with which the word is used, whether on their own account or as agent, trustee, or any other person who would so receive the rent if such land and premises were let, and shall also include a lessee, tenant or occupant of the property who under the terms of the lease or other rental agreement is responsible for duties which may be related to provisions of this by-law. Recyclable materials" shall mean newsprint, metal food and beverage containers, glass bottles and jars, corrugated cardboard, PET plastic bottles, boxboard, magazines and catalogues and such other materials as may be designated by the Director of Public Works and Engineering or designate from time to time. See Schedule " F". Satellite Sites" shall mean any additional landfill or transfer sites operated by the City of Timmins which is supplemental to the Deloro landfill. Scavenge" means to search out at a transfer station, landfill site, disposal site or any roadside, for valuable, usable, redeemable items or recyclable materials. Sharps" shall mean any item that may penetrate the skin such as, but not limited to, needles, blades, lancets, razors, and scalpel. Street" shall include a common and public highway, road, avenue, street, lane, square, place, thoroughfare, bridge, viaduct or trestle designed and intended for, or used by the general public for the passage of vehicle. Tenant" shall mean one who rents land, buildings or dwellings from others. Transfer Site" shall mean any area of land in the City designated as a waste transfer site by the city for temporary storage of waste intended to be transferred to a waste disposal site or an intermediate processing site as approved by the Ministry of the Environment and Climate Change. Transient Waste" shall mean any refuse, garbage or waste carried into the City of Timmins from outside its boundaries by any person. Unacceptable Landfill Waste" shall mean any waste or matter that is not acceptable at the landfill, transfer station or satellite sites as outlined in Schedule " A" and " B"'. Unclean Wood" means wood that has a non wood product attached to it by means of nails, staples or other similar device and without limiting the generality of the foregoing shall include; plaster, drywall, cardboard, asphalt shingles, painted, pressure treated or stained. 3

4 Uncollectible Waste" shall mean any waste or matter which shall not be collected by municipal crews on regularly scheduled garbage collection, as outlined in Schedule E. User Fee By-Law" shall mean City of Timmins By-Law including all amendments and successors thereto. Vehicle" includes a vehicle as defined in the Highway Traffic Act. Waste" means material, substance, or byproduct eliminated or discarded as no longer useful or required after the completion of a process or in association with household activities. White Goods" means but not limited to refrigerators, washing machines, hot water tanks, dishwashers, dryers, freezers, stove, air conditioners. ADMINISTRATION 1. It shall be the duty of the Director of Public Works and Engineering or designate to administer and enforce the provisions of this By- law. 2. The City shall operate a system for the collection, removal and disposal of garbage, and ashes during its regular scheduled collections in accordance with the provisions of this By-law. 3. Residential and multi units eligible for automated collection will be assigned automated collection carts at the discretion of the Director of Public Works and Engineering or designate. 4. Garbage and ashes shall be collected by the City or its agent from each dwelling, building, or premises entitled to such services, in accordance with the provisions of this By-law provided however, that if by reason of extraordinary weather conditions or any other emergency, the collection cannot be made as aforesaid there shall be no liability upon the City or any of its officers or servants in respect of such failure to collect ashes, garbage. 5. All waste shall be bagged and placed in the automated or manual collection container that is designated for waste. 6. All recyclables shall be placed loosely and un- bagged in the automated or manual collection container that is designated for recycling. 7. Collections shall normally be made between the hours of 7: 30 a. m. and 4:00 p. m. provided, however, the Director of Public Works and Engineering or designate may revise these times as required and without notice. 8. The collection by the City shall not be made available, except by agreement, to any land or building owned or leased by the Crown in Right of Canada, the Crown in Right of Ontario or a school board which is separately assessed. 9. The Director of Public Works and Engineering or designate may designate other locations as waste disposal areas. 4

5 10. The City Treasurer shall establish an accounting system for the payment of tipping fees, either at the landfill site or by prior contract and either by prior deposit or invoice. 11. Every person depositing certain solid waste at the Landfill Site, except the City, its employees, agents or designate while in the course of their duties, shall pay the tipping fees as set out in the City of Timmins User Fees By- Law. 12. That an annual environmental fee shall be established for each dwelling unit in the City of Timmins as per the City of Timmins User Fees By-law. 13. The City of Timmins shall charge on a per metric tonne basis or flat fee basis on the User Fee By-Law for waste or other materials disposed of at the Deloro Landfill Site. ( Tonne Metric) a) Where wastes/ materials may be classified into more than one of the categories listed in Schedule " N" of the City of Timmins User Fees By- Law the waste/ material shall be deemed to fall within the category which has the higher applicable tipping fee. b) On occasions when the weigh scales are inoperative the City of Timmins Deloro Landfill site will revert to a system of fees based per load, based on City of Timmins User Fee By-Law. 14. The City of Timmins shall not collect garbage at any property other than those with a residential use, subject to any provision of this By-Law. 15. Where private commercial collection is utilised in accordance with all other City bylaws properly constructed and maintained commercial containers are acceptable for the storage of garbage and refuse until it is collected privately. However, such commercial containers shall: a) be constructed of metal or other material approved by the Director of Public Works and Engineering or designate; b) be leak- proof and animal proof; c) be fitted with hinged, tight fitting doors which shall be kept closed at all times in order to preclude the ingress or egress of flies or the escape of odours; d) be of acceptable appearance and painted to the satisfaction of the Director of Public Works and Engineering or designate; e) be kept in a clean and sanitary condition; f) be emptied at least once weekly regardless of the volume of the contents and not allowed to overflow; and g) be placed on private property in a location satisfactory to the Director of Public Works and Engineering or designate or be placed on any street or public property only with the express written permission of the Director of Public Works and Engineering or designate; 16. Garbage shall be drained of all liquids and be securely wrapped in paper and deposited in an approved receptacle supplied by the person concerned; and any sharp objects or broken glass shall be securely wrapped with materials so that the 5

6 sharp object or broken glass cannot pierce the wrapper; and no uncollectible waste or rubbish shall be placed therein. 17. Ashes shall be cold and shall be placed in a closed garbage bag, the total weight of which shall not exceed 20 kilograms. 18. The total amount of waste placed curb side for the manual waste collection shall not exceed 4 bags or one approved manual collection container, the combination of which does not exceed the volume of 4 bags, per scheduled collection from each self-contained residential dwelling unit. a) Every plastic garbage bag shall be capable of carrying 20 kilograms of contents without breaking; and be closed and securely tied. 19. All approved containers shall be placed curb side and not within private property for collection. 20. The Director of Public Works and Engineering, or designate, may authorise the pickup of garbage and refuse by City waste management crews from any commercial establishment, apartment building or multi housing complex provided it is brought to the street and properly packed in accordance with terms of this by-law. 21. Where for any reason, collection of garbage and refuse cannot be made from the location specified in this By- law, items to be collected pursuant to this By-law shall be placed at locations designated by the Director of Public Works and Engineering or designate whose decision shall be final. 22. Every person using or making use of collection and removal services shall comply with the prescribed procedures for collection: 1) Solid waste and recycling in both approved automated and manual containers shall be set out for collection at the prescribed location no earlier than 8: 00 p. m. the evening before collection and no later than 7: 30 a. m. on the designated day for collection. 2) Garbage bags shall be set out for collection at the prescribed location no earlier than 6: 30 a. m. and no later than 7: 30 a. m. on the designated day for collection. 3) All containers shall be removed from the roadway by 8: 00pm on the night of collection 4) Notwithstanding Section 22 ( 1) and 22(2) where a notice of disruption has been communicated by the Waste Management Department, residents shall follow the instructions laid out. 23. The City of Timmins does not provide waste collection or recycling carts to high density residential units. 24. It shall be the duty of an owner of a high density residential unit to supply and maintain a sufficient number of approved containers for each dwelling and such 6

7 other equipment as may be necessary for the orderly disposal of garbage. An owner of such dwelling or condominium corporation shall provide a common place where the approved receptacles shall be properly stored and available for the occupants' use in order to facilitate collection be the appropriate agency as herein provided. 25. Carcasses of dogs, cats and other small animals or fowl shall not be placed roadside in any manner for collection by the City of Timmins and shall be disposed of in such a manner as determined by the Director of Public Works and Engineering or designate, and the Medical Officer of Health or his agent. 26. Carcasses of larger animals shall not be placed roadside in any manner for collection by the City of Timmins and shall be disposed of by the owner in accordance with the following: a) The owner of any such carcass shall forthwith inform the Director of Public Works and Engineering or designate of the location of the carcass and the Engineer shall direct that the carcass be removed to a place he shall designate. The Medical Officer of Health shall thereupon cause such carcass to be disposed of and the owner shall pay to the City the entire cost of such demand being made thereof if removal is done by City. removal and disposal on 27. Collection may be refused to any person known to have a troublesome dog on the premises, unless such dog is safely secured at a reasonable distance away from the location of the garbage receptacle. 28. The City of Timmins will not return or may refuse to empty carts after any contravention of this by-law or at the discretion of the Director of Public Works and Engineering or designate. 29. The Director of Public Works and Engineering or designate may discontinue service when a resident has failed to comply with the provisions of this By-Law and that municipal taxes will not be reduced due to discontinued service. 30. No employee shall, in performing his normal duties as a garbage collector enter on private property or ascend or descend any interior or exterior stairway, elevator or hoist for the purpose of removing from or returning thereto any garbage receptacle. 31. For the purpose of garbage collection, the Director of Public Works and Engineering or designate may direct that the City be divided into as many collection zones or districts as may be deemed necessary for the convenient collection of garbage and may fix a day or days on which the same shall be collected in the said districts. 32. Any individual or company using the landfill will pay fees as set out in the User Fee By- Law. 33. Any individual may be refused entry to the landfill for not following the rules and regulations, non- payment, or any other reason that shall be determined by the Director of Engineering and Public Works or designate.

8 34. If a new cart is required the fees shall be as set out in Schedule " N" of the User Fee By- Law. 35. A new residential dwelling will not be issued carts until an occupancy permit is confirmed. GENERAL PROHIBITIONS 36. No person shall be in the landfill other than during the posted hours outlined in Schedule "G". 37. No person shall scavenge or remove any article found at any site, unless authorised in writing by the Director of Public Works and Engineering or designate. 38. No person shall use the landfill for any purpose other than for the disposal of their waste. i. Notwithstanding Section 38, anyone attending the landfill for purposes other than to dispose of waste is required to report to the gatehouse to make request for special authorization. Special authorization may be granted by the Director of Public Works and Engineering or designate. 39. No person, except the City, its employees, agents or designates while in the course of their duties, shall deposit solid waste at the Landfill Site without first having paid the tipping fee as set out in the City of Timmins User Fees By-Law; 40. No person shall use the landfill site, disposal sites, and transfer station except in compliance with the rules set forth in Schedule "A, B and F" to this By-law; 41. No person shall deposit any waste at the landfill site which may contain any of the unacceptable substances or materials set forth in Schedule " A and B" to this Bylaw; 42. No person shall deposit or cause to be deposited transient waste at the landfill site, a transfer station or a disposal site; 43. No person shall leave or deposit at a landfill site any appliance which contains or is intended to contain a refrigerant substance; a) Notwithstanding section 44 an appliance which contains or is intended to contain a refrigerant but has not been properly tagged may be accepted at the landfill site upon payment of a fee as set out in the City of Timmins User Fees By- Law; 8

9 44. No person shall deposit any material at the Deloro Landfill Site, German Township Disposal Site and the Tisdale Transfer Site except for in the indicated and marked areas on site; a. Where a City of Timmins is required to bring a site into compliance with section 44, the person who deposited the materials shall be subject to the fees set out in Schedule " N" of the City of Timmins Use Fee By-Law. 45. No person shall utilize private commercial collection containers except in accordance with section 15 of this by- law; 46. No person shall place a container other than an approved manual collection container roadside for scheduled waste collection in an area designated for manual waste collection; 47. No person shall place a container other than an approved automated collection container roadside for scheduled waste collection in an area designated for automated collection; 48. No person shall place any collection container roadside incorrectly; a) For the purpose of section 46 correct placement of approved manual collection containers, shall be as described in Schedule " D"; b) For the purpose of section 47 correct placement of approved automated collection containers, shall be as described in Schedule " C"; c) Notwithstanding Schedule "A and B", the Director of Public Works and Engineering or designate may determine where approved receptacles shall be located and his determination shall be final. 49. No owner within the City of Timmins receiving roadside collection shall be permitted to place waste or recycle containers except at the nearest adjoining roadside for collection unless otherwise designated by the Director of Public Works and Engineering or designate; 50. No person shall place garbage so as to impede or obstruct pedestrian and/ or vehicular traffic or maintenance operations; 51. No person shall pick over, disturb or scavenge any materials placed at the roadside for removal except a City of Timmins collector as appointed by the Director of Public Works and Engineering or designate or a Municipal Law Enforcement Officer appointed by the Council of the City of Timmins; 9

10 52. No person shall cause undue damage to any solid waste or recycling container which has been placed at the roadside for collection; 53. No person shall place waste in any container not belonging to the residence which they reside; 54. No person shall place any waste not in an automated collection container or manual collection container out for collection prior to 8: 00 p. m. on the evening before collection and no later than 7: 30 a. m. on the designated day for collection; 55. No person shall store garbage on any privately owned property which is intended for collection in any location other than in a secure, clean, dry sanitary and properly ventilated area; 56. No person shall place the carcass of any animal or fowl in a collection container roadside; 57. No person shall place an unreasonable amount or any un- bagged amount of animal waste in a collection container roadside; 58. In addition to all other provisions of this by- law, no person shall: a) overfill a waste container so that the waste may fall to the ground; b) place waste on top of a waste container; or c) place waste on the ground near a waste container. 59. No person shall remove or convey, or cause or permit to be removed or conveyed, any garbage, refuse, uncollectible material, or liquid material upon or along any public street or any other public place within the City except when properly covered with tarpaulins or canvas, so fastened down around the edges as to prevent any of the contents from falling; ENFORCEMENT& PENALTY 60. Any person who contravenes any provision of this by- law is, upon conviction, guilty of an offence and is liable to any penalty as provided in the Provincial Offences Act. 61. The court in which a conviction has been entered and any court of competent jurisdiction thereafter may make an order prohibiting the continuation or repetition of the offence by the person convicted. 62. Where anything required or directed to be done in accordance with this by-law is not done, the City or persons designated by the City may, upon such notice as they deem suitable, carry out such work or take such action and recover the costs of so doing by taking action or by adding the costs to the tax roll for the property on which the work was done or the actions were taken and collecting them in the same manner and with the same priority as municipal taxes. io

11 63. In addition to the penalty provided in Sections 60, 61, 62 and 63 hereof, where garbage and/ or refuse is not collected due to non- compliance with any provision of this by- law and is left by the occupant to cause an untidy or unsanitary condition the work necessary to remove it will be performed by the City and the cost of such work shall be recovered in a like manner as municipal taxes. 64. In the case of default in compliance with any demand made by the Engineer or any Municipal Law Enforcement Officer or any Ministry of Natural Resources Enforcement Officer, the Engineer may authorise the matter or thing be done at the person' s expense and the City may recover the same in like manner as municipal taxes. 65. THAT By- Law No and all amendments thereto be repealed upon the date of passage of this by-law. SHORT TITLE EFFECTIVE DATE 66. This By-law shall be known and may be cited as the "Waste Management By-law". 67. This By-law shall come into force and take effect immediately upon the final passing hereof. 12 SCHEDULE " A" Rules and Regulations for the use of the Deloro Landfill Site The following are the rules and regulations which govern the conduct of all those who enter the limits of the Deloro Landfill site. 1. The gatehouse and landfill attendants at their discretion shall be permitted to inspect and approve or refuse any load prior to entering the landfill site. 2. That all waste loads entering the site must be properly secured. 3. No person shall place solid waste except according to properly posted signage or the directions of the landfill attendant. 4. Recyclables, tires, white goods, scrap metal and steel, shingles, construction and demolition waste, scrap wood, leaf and yard waste, any other materials with a properly signed designated areas being delivered to the landfill site shall be deposited by the driver at the designated areas only. 5. All traffic control directions given by the scale attendants and landfill attendants shall be strictly observed. 6. Drivers shall stay with vehicles at all times. 7. All posted traffic signs shall be strictly observed. 8. No person shall scavenge or pick through waste. 9. All drums shall be empty, the tops and bottoms cut off and the drum crushed or flattened, before it will be accepted for disposal. 10. All fuel containers shall be drained, flushed and cut into sections before they will be accepted for disposal. 11. Asbestos waste will be accepted for disposal only by the Director of Public Works and Engineering or designate, and only if it is packaged and transported in accordance with Ontario Regulation 347 and with a minimum of 24 hour notice. 12. Contaminated soil and other suspect wastes will be accepted for disposal only by the Director of Public Works and Engineering or designate and may be required to undergo an Ontario Regulation 347, Schedule 4, Leachate Toxicity Test and/ or slump test to determine its acceptability as a solid non- hazardous waste. 13. Only non- transient waste may be deposited at the Deloro landfill site, transfer station or satellite sites but not limited to as per the Director of Public Works and Engineering or designate. 14. Only solid waste from the City of Timmins may be deposited at the Deloro landfill site. 12

The following materials are unacceptable for disposal without the prior written consent of the Director of Public Works and Engineering or designate: Unacceptable Waste a) Derelict vehicles, car parts, batteries b) White good and appliances containing CFC' s or refrigerants c) Recyclable materials d) Corrugated cardboard e) Hazardous waste as defined and regulated in Regulation 347 under the Environmental Protection Act f) Liquid waste as define and regulated in Regulation 347 under the Environmental Protection Act g) Biomedical waste, pathological waste h) Gasoline, diesel or any fuel containers not properly emptied, flushed and make to be unusable i) Propane tanks or any pressurized cylinders 13

14 SCHEDULE " B" Rules and Regulations for the use of the Satellite Sites & Transfer Site 1. The following are the rules and regulations which govern the conduct of all those who enter the limits of the transfer site and satellite sites. 2. The sites are as follows: i) Tisdale transfer site ii) Evelyn Township disposal site, iii) German Township disposal site, iv) Robb Township disposal site, v) Thornloe Township disposal site. 3. The gatehouse and landfill attendants at their discretion shall be permitted to inspect and approve or refuse any load prior to entering the landfill site. 4. No person shall place solid waste except according to properly posted signage or the directions of the landfill attendant. 5. Tires, appliances, abandoned vehicles, construction and demolition waste delivered to the landfill site shall be deposited by the driver at the designated areas only. 6. Only non- transient waste may be deposited at the landfill site, transfer station or satellite sites as per the Director of Public Works and Engineering or designate. 7. Any items listed in Schedule " E" of this by- law shall be unacceptable for disposal without the prior written consent from the Director of Public Works and Engineering or designate. 8. Only solid waste from the City of Timmins may be deposited at the transfer sites or disposal site. 9. Only residential waste will be accepted at the satellite sites and transfer sites. 14

15 SCHEDULE " C" Automated Collection Guidelines 1. Where an area is designated as " automated collection service" garbage shall be placed curb side for collection in accordance with the following: Automated Collection Container Placement All carts must be a minimum of 0.6 metres(2 feet) apart and also be 0.9 metres ( 3 feet) from any obstruction All carts must be placed in such a way that the opening is facing the roadway All carts must be placed on a flat surface to avoid overturning All garbage deposited in the grey containers must be bagged All recycling deposited in the blue containers must be loose 2. The City may refuse to empty any waste container that: a) Is not roadside by 7: 30am on the day of collection b) is unclean or unsanitary; c) is not properly placed curb side; d) is not accessible to City waste vehicles or employees; e) is locked or is in an enclosure that is locked; f) contains improperly prepared or placed waste or uncollectable waste; g) poses a danger to the safety of City employees; h) may cause damage to the City's equipment; i) in combination with its contents exceeds the rated capacity of the equipment j) is not an approved waste container. k) For any reason at the discretion of the Director of Public Works and Engineering or designate. 15

The City may refuse to empty any waste container that: a) is not roadside by 6: 30am on the day of collection b) is unclean or unsanitary; c) is not properly placed curb side; d) is not accessible to City waste vehicles or employees; e) is locked or is in an enclosure that is locked; f) contains improperly prepared or placed waste or uncollectable waste; g) poses a danger to the safety of City employees; h) may cause damage to the City' s equipment; i) in combination with its contents exceeds the in combination with its contents exceeds the rated capacity of the equipment j) is not an approved waste container. k) for any reason at the discretion of the Director of Public Works and Engineering or designate. 16

17 SCHEDULE " E" Uncollectable Waste a) Any item that is not bagged b) All recyclables not placed in the designated recycling container c) Recycling carts and containers that contain items other than those acceptable by the City' s municipal recycling program d) Broken plaster, lumber or other waste or residue resulting from the construction, alteration, repair, demolition or removal of any building or structure. e) Concrete, bricks and blocks f) Sharps g) Trees, shrubs, branches and stumps h) Bulk waste i) Tires, batteries, used oil or gasoline containers, or any waste material resulting from the sale of gasoline or oil or the waste material resulting from the repair of any automobile, truck, vehicle or machine. j) Natural soil, earth, sand clay, gravel, loam, stones or any similar excavated material. k) Cylinders or tanks designed to contain pressurized gases such as but not limited to propane, oxygen and acetylene I) Swill or any other organic matter not properly drained and wrapped. m) Sawdust and/ or shavings. n) Used oil or any liquid waste. o) Bandages, poultices, dressings and other such waste resulting from treatment in hospitals, clinics, medical offices or nursing homes. p) Manufacturer' s and trade waste. q) Celluloid cuttings, moving picture films, oil soaked rags, and any explosive or highly combustible material of any nature whatsoever. r) Dangerous materials or substances such as poisons, insecticides, herbicides, acids, caustics, infected material, explosives, radioactive materials, or any other material or substance which may cause environmental problems. s) Unreasonable amount of animal waste t) Night soil. u) Carcass of any animal v) Transient waste. w) Barrels and other containers x) White goods 17

18 SCHEDULE " F" Acceptable Recycling Products Clear and coloured glass containers Includes glass bottles and/ or jars. Do not include: dishes, crystal or light bulbs. Rinse containers, remove lids. Labels can stay on. Food and Beverage cans, and empty dry paint cans: Push lids down inside containers. Remove plastic or aluminum lids or seals. Do not include: pot/ pans, coat hangers or ANY other metal products. Empty aerosol containers: Includes shaving cream, hairspray, and air freshener containers. Please ensure container is empty. Aluminum containers: Includes soda cans, plates, foil & trays. Do not crush cans. Do not include: chips bags/foil bags. Plastic containers: Includes bottles, jugs, pails, trays, empty plastic bags. Ensure items have the following recycling symbols. Do not include: cd cases, blister packs, cereal or cracker liners, toys, utensils, zip lock bags, pasta wrappers etc. Zia c2,3zia Loa 03 Foam Containers/ Rigid Foam Packaging: Includes take out containers, clean meat trays, foam dishes and packaging with the # 6 symbol on them. Do not include: foam peanuts, insulation and food wrap. Milk and Juice containers/ cartons: Includes juice boxes, milk and cream cartons, soup, broth and tetra pack containers for wine and spirits. Household papers: Includes newspapers, phonebooks, flyers, paper gift wrap, non- treated gift bags, printer paper, envelopes. Cardboard and boxboard: No waxed cardboard. Remove any plastic, foil, residue, inserts, and liner bags. Break down boxes. 18
