1 Katy High School PARKING PERMIT APPLICATION PROCESS/REQUIREMENTS PARKING AGREEMENT FOR SENIORS AND JUNIORS Students may park only in areas designated as STUDENT PARKING. These parking spaces will be numbered and the parking tag received will match the numbered space. This parking space is reserved and assigned to the student for the entire school year as long as student abides with KISD & KHS Parking Rules and Regulations. Students must not park on curb lanes and must be in their numbered marked parking space. A parking permit may be purchased upon showing the following: CHECK LIST Completed Parking Information/Agreement Current Valid Texas Driver s License Current Proof of Insurance (Student s name and the vehicle being registered must be listed as insured on the insurance card) $60 Premium space, $50 Regular space or $40 Overflow space. Please pay with Exact dollar amount in cash, cashier s check or money order made payable to Katy ISD. No personal checks will be accepted. Records must indicate that you are cleared of all school-related fines, including textbook, library, athletics, clubs, etc. May 29 th, :00 AM 11:00 AM for Seniors and 12:00 Noon 3:00 PM for Juniors Once selected a parking space will not be changed for another spot. Parking on campus is limited to senior and juniors only. If a student purchases a parking pass during the summer but is not classified as a junior at the beginning of the school year, the parking privileges will be revoked and a refund will be issued. A parking permit can be repurchased once the student is classified as a junior.
2 Discipline Management Plan and Student Code of Conduct Vehicles on Campus High school students who drive to and from school in personal vehicles must: 1. Obtain and appropriately display a student parking permit; 2. Park in a designated student parking area on campus; 3. Adhere to individual school parking rules; and 4. Have a signed consent for random drug testing on file. Failure to obtain and appropriately display the required permit or to park in an approved student parking area may result in: 1. Vehicle immobilization (boot); 2. Fee assessed for boot removal; 3. Loss of driving and parking privileges; and/or 4. Other disciplinary action. Temporary permits may be acquired from an appropriate school office by students needing to drive on a short -term basis or using a substitute car they do not regularly drive to school. Student vehicles are only to be driven in the student parking lots. Student drivers are not to enter the bus, faculty, or administrator/visitor areas between 6:45 am and 3:00 pm on school days. Student drivers are expected to operate vehicles in a safe manner at all times and not in any way to make themselves noticed by the way they drive except by courteous and responsible behavior. The maximum speed limit in the parking lot is ten (10) miles per hour. Vehicles parked on school property are under the jurisdiction of the school. The school reserves the right to search any vehicle if reasonable suspicions exist to do so. A student has full responsibility for the security of his/her vehicle and should make certain that it is locked and that the keys are not given to others. A student will be held responsible for any prohibited objects or substances, such as tobacco, alcohol, drugs, or weapons, that are found in his/her car and will be subject to disciplinary action by the District as well as referral for criminal prosecution for having such objects or substances on school property. Searches of vehicles may be conducted at any time there is reasonable suspicion to do so, with or without the presence of the student. Students who park on campus must adhere to all regulations outlined in student handbooks. If a vehicle subject to search is locked, the student shall be asked to unlock the vehicle. If the student refuses, the District shall contact the student s parents. If the parents also refuse to permit the vehicle to be searched, the District may contact local law enforcement officials and turn the matter over to them. [See FNF (LOCAL)] Katy ISD is not responsible for damage to vehicles or items in vehicles parked on campus at any time. Illegally parked cars may be towed or impounded by a boot locked on a car tire at the owner s expense. High school students should remove all items needed during the school day from vehicles parked on campus when they arrive in the morning. Students are prohibited from being in the parking lots except upon their arrival and dismissal from school. Students who return to a vehicle during the school day, without prior approval, may be disciplined and may be subject to having the vehicle searched. A campus administrator may terminate a student s driving privileges at any time that he/she feels this action is appropriate (i.e. excessive tardies and truancy). Loss of driving privileges does not allow another student driver to drive the offender s vehicle while he/she (the offender) rides as a passenger.
3 Katy ISD CLC (REGULATION) BUILDINGS, GROUNDS, AND EQUIPMENT MANAGEMENT TRAFFIC AND PARKING CONTROLS VEHICLE REGULATIONS The following provision shall apply regarding the operation and parking of vehicles on District property: 1. It shall be unlawful for any person to operate or park a vehicle on the grounds of the district in the following manner: a. Passing another moving vehicle. b. Driving without a valid driver s license. c. Operating a vehicle with loud mufflers or creating excessive noise. Excessive noise is defined as any noise generated by the operator of a vehicle or its equipment that is of greater volume than that necessary for the normal operation of the vehicle or equipment. d. Reckless driving, which is defined as operating a vehicle in a manner that threatens life or property. e. Speeding, which is defined as operating a vehicle at a speed greater than 20 miles per hour or driving at a speed greater than is reasonable and prudent under the existing conditions. f. Parking a vehicle except in the manner and in the spaces marked and designated by the district. Vehicles parked in violation of District rules may be removed by order of the Superintendent or designee at the expense of the violator. g. Blocking or impeding traffic through any driveway or parking lot. h. Failing to obey posted parking or traffic signs. i. Failing to properly register for and/or display a vehicle parking permit, if required. j. Violating any law regulating traffic on highways or streets in the District Jurisdiction. 2. The District may suspend a student s permission to drive or park a vehicle on any District property for violation of any traffic or parking regulation as promulgated by the board. After 30 days, reinstatement may be permitted, and a fee of $25 for reissuance of a parking permit shall be assessed. Thereafter for each reissuance of a parking permit a fee of $50 shall be charged. DATE ISSUED: LDU CLC (REGULATION) X 3. Each facility administrator shall develop and implement a procedure for the enforcement of traffic and parking regulations. Student violators may be disciplined for traffic and parking violations consistent with District disciplinary policy. Employee violations shall be documented and dealt with consistent with any other infraction of District policy. 4. The Superintendent or designee will post information signs, caution signs, and traffic control devices. 5. District peace officers are hereby authorized to issue traffic citations for violation of District traffic rules and state laws regulating traffic on property within the jurisdiction of Katy Independent School District.

5 KHS Parking Rules & Regulations PARKING IS FOR SENIORS AND JUNIORS ONLY Please complete all of the information requested on the Parking Information Agreement. No permits will be issued until all information is completed. Valid Insurance (showing student name & vehicle), and a current Texas Driver s License must be verified at the time of application. STUDENTS MAY PURCHASE A PARKING PERMIT FROM 2:35-3:00 IN THE JR. OFFICE. By accepting a parking permit for Katy High School, you are taking on the responsibilities of safe and courteous driving. For violation of campus rules and regulations, the following consequences will apply: 1 st Offense 2 nd Offense 3 or more Offenses Parking in wrong lot or spot Vehicle booted A fine of $50 to remove boot and student will need to purchase a parking sticker if they do not already have one. Parking in wrong lot or spot Vehicle booted A fine of $50 to remove boot and the student will also receive a Saturday Detention and/or parking privileges revoked. *Requires initials by parent and student Parking in wrong lot/spot Vehicle booted A fine of $50 to remove boot and parking privileges revoked for remainder of the school year. * KISD is not responsible for damage to vehicles or items in vehicles parked on campus at any time. * Duplication of permits by any means, sharing parking tags, or sharing parking spaces is not permissible. In addition to losing parking privileges, consequences for forging documents will be assessed. * KISD Police may issue a ticket at any time if the violation warrants it. * Valid parking permits must be displayed properly at all times. * If there is a vehicle parked in your assigned spot DO NOT PARK IN ANOTHER NUMBERED SPOT. You are to park in a visitor s spot in the front of the school and IMMEDIATELY proceed to the Jr. Office to report incident. Failure to do so will result in being booted. * If vehicle is booted, student will not remove or drive vehicle until school personnel removes it. Student will be responsible for boot replacement fee if boot is damaged. Cash or MO will only be accepted for boot fee. * Students who have a permanent change in vehicles must provide updated information and complete a Change in Parking Information Card. * Parents and students should be aware that driving and parking on school campus is a privilege. * Students who violate the Student Code of Conduct (SCC) with 5 violations of the SCC will result in loss of parking privileges or having parking revoked. No refund will be issued. * Students who withdraw or are placed at alternative educational settings have their parking privileges revoked and will have to purchase new one when they return if spots are available. * Students who have Work Release schedule changes after parking permit has been assigned may be relocated at administration s discretion with no refund. * Students parked in the Band practice area/overflow lot must remove their vehicles by 2:50 p.m. during band marching season. Failure to do so may result in towing at the owner s expense. * Parking on campus is limited to senior and juniors only. If a student purchases a parking pass during the summer but is not classified as a junior at the beginning of the school year, the parking privileges will be revoked and a refund will be issued.
