INTRODUCTION NPO EVENTS organizes the OiLibya Rally of Morocco 2015, registered to the FIA international calendar as an in International Event and Stage of the 2015 FIA Cross-Country Rallies World Cup, on behalf of the Royal Moroccan Federation of Automobile Sports (FRMSA). This rally will be run in compliance with the legal and administrative regulations of the host country, FIA International Sporting Code and its appendices, the 2015 FIA Cross-Country Rally General Prescriptions and appendix. The present regulation has been approved by the FIA under the visa n 9CCR/ The present regulation has been approved by the FRMSA under the visa n 012 R.INT/TT/FIA/15 In the event of differences in interpretation of these regulations, only the French text shall prevail. The 2015 FIA Cross Country Rally General Prescriptions are available on the following website: Any other question not explained in these appendices or these Supplementary Regulations will be subject to the interpretation of the College of Sporting Stewards. Modifications, amendments and/or changes applied to these Supplementary Regulations concerning technical or organizational subjects, will be announced only through numbered, dated and signed bulletins. These bulletins will be part of the Supplementary Regulations and will be posted on the Official Notice Board of the Rally. They will be issued during the competitors briefing and communicated in the shortest delays directly to the competitors. 2. ENTRIES 4.1 OPENING AND CLOSING DATES - Opening of registrations: 9th of March End of preferential rates: July 17, Closing of registrations: September 17, ENTRY PROCEDURE a) The crew enters on the Rally OiLibya of Morocco 2015 in full knowledge of the risks which the progress of this event can bring him to run. He clears in advance the Organizers, the ASN and FIA of any penal or civil responsibility in the event of an accident physical or material in the OiLibya Rally of Morocco b) The Organization committee reserves the right to refuse the entry of a crew, a teammate, a competitor (Article of the International Sports Code) c) The entry requests are available to NPO EVENTS competitors department which can be joined by concurrents@npo.fr, by phone : +33 (0) or fax : +33(0) Forms are downloadable on the dedicated OiLibya Rally of Morocco website : d) To be taken into account by the organization, the request for entry has to composed of the definitive names of the participants, be signed with the mention read and approved and be accompanied at least with the 500- amount by check or with the copy of the transfer SWIFT (not refundable). Any request of entry reaching the secretariat of the event not accompanied with the requested deposit will not be considered. The entry have to be joined with the copy of documents needed for people and vehicles. e) By putting its signature on the entry form, the crew submits itself to the only sports courts recognized by the International Sports Code and this supplementary regulation. This is an implicit statement of conformity of the vehicle committed to the technical rules of the Rally. f) With the exception of the Moroccan competitors, all the competitors will necessarily have to be in possession of a written authorization from their respective ASN to run abroad. g) To be registered to the OiLibya Rally of Morocco 2015, whatever the category, every person of any nationality of more than 18 years, has to be owner of a FIA competitor driver license for the current year for the event. This is valid for all crew members (from 1 to 3) h) Subject to acceptance, a sporting license could be requested to the FRMSA. The request is to be formulated to NPO EVENTS at least 15 days before the start of the event. i) In that last case, the crew will have to provide a medical certificate proving the ability for Rally-Raid (available at NPO Events), the crew will also need to provide an insurance certificate incapacity / death at the level of minimum by mentioning on the documents the name of the race : OiLibya Rally of Morocco j) For service, and Raid participants, the sporting licence is not compulsory. k) The entry fee to the Rally for the competitors and service members includes the breakfast in the hotels, rations at lunch, and diner in the official hotels of the organization. 7 AGADIR. Supplementary Regulation FIA CARS - OILIBYA RALLY OF MOROCCO 2015 l) The entry to the Rally includes the dinners from Saturday 3rd to the breakfasts of Saturday 10th October 2015, Lunch Packs from Monday the 5th to Friday the 9th October. All other type of food has to be paid directly by participants. All useful information of the Rally are available frequently on the website : ENTRY FEES a) Entry fees with Organizer s advertising, are the following: Preferential rate for amateur* valable until 18/07/2015 Standard or Professionnal rate CAR for RALLY FIA (vehicle +2 p.) b) PREFERENTIAL RATE REQUIREMENTS TO BE MET : *Reserved to amateurs who will respect the following schedule : Before 16th JULY 2015: entry form sent + payment of 50% of the entry at PREFERENTIAL rate. Before 10th SEPTEMBER 2015: payment of the balance of the entry. After 10th SEPTEMBER 2015, or in no-compliance with the schedule, the STANDARD rate will be applied. c) RATES are including :! The sporting rights for the competitors,! Liability insurance organizer,! The medicalization by professionals if necessary,! The insurance repatriation,! The food (breakfast, ration, diner in the official Hotels of the Rally (REDA ZAGORA/ATLANTIC-AGADIR)! Prize Giving ceremony evening,! The bracelet of identification, and access rights in the Rally,! The Road-books,! The contribution to costs of structure of the rally,! Vehicle stickers for the access to the bivouac and the service zones. d) RATES do not include :! The accommodation in Hotel (optional)! The round-trip transportation of the participants and the vehicles,! The compulsory sporting license for the competitors,! Fuel (compulsory fixed contribution)! The personal spending (lunches, local purchases),! The rent of the security equipment and compulsory navigation (Sentinel, Iritrack, GPS), e) In case of cas of refusal of the mandatory advertising, the engagement entry fees will be increased by 60% from the rate in force on the date of receipt of the payment (payment of the total entry fees). 4.4 DEPOSIT GUARANTEE a) A deposit (by imprint of credit card) will be necessarily done for every crew in race during the administrative checks. The start will be refused to every competitor not having fulfilled this obligation. b) This deposit will be the guarantee of your respect for the rules of search and security, of which the obligation to indicate your possible withdrawal and the ban to activate the button of alarm of the system of Tracking (red button) without grave motive bound to the medical security and the obligation to restore to the organizer the material or equipment temporarily put at the disposal of a competitor during the event, or the non-payment of a fine. c) Any intervention of the organization (4X4, truck, helicopter etc ) asked by a competitor or its service (via its system of tracking, PC Course, or any other way) for a non-medical assistance or in case of repeated requests or considered as excessive, will result in the non restoration of the deposit. d) Any intervention of the organization (4X4, truck, helicopter etc ) to look for a competitor out of the itinerary as defined on the Road-book will result in the non restoration of the deposit. e) In case of air-lifting of a vehicle, the deposit will not be returned to the pilot. f) This deposit will be restored after the event and before December 31 st, 2015 to the competitors having filled the obligations expressed in the present regulation. g) The financial penalties apply the night of the 3rd stage will be paid at least before the Prize giving cemerony to the Official Competitor s relation and if not the case, the amount will be automaticaly debit from the deposit guarantee. 7/24

8 4.5 SERVICE ENTRY FEES a) DEFINITION OF A PERSON IN SERVICE: Every person regularly registered having paid his/her entire participation and wearing the bracelet of identification service. Are considered as service, the mechanics, the team managers, wishing to operate on a racing vehicle, and to reach the zones of service (according to the modalities defined in the paragraph SERVICE), and having settled its right of entry. Before 10th SEPTEMBER 2015: payment of the balance of the entry. After 10th SEPTEMBER 2015, or in case of the non respect of the schedule, the rate will be increased by 25%. c) Rates are including :! The medicalization by professionals if necessary,! The insurance repatriation! The contribution to costs of structure of the rally,! The food (breakfast, ration, diner in the official Hotels of the Rally (REDA ZAGORA/ATLANTIC-AGADIR)! Prize Giving ceremony evening,! The bracelet of identification, and access rights in the Rally,! Vehicle stickers for the access to the bivouac and the service zones.! The authorization to intervene on race vehicles in service zones planned and the service park. d) Rates do not included :! The accommodation in Hotel (optional)! The round-trip transportation of the participants and the vehicles,! Fuel (compulsory fixed contribution)! The personal spending (lunches, local purchases ). 4.6 ACCOMPANYING ENTRY a) DEFINITION OF THE ACCOMPANYING PERSON: Any person enrolled who paid the full fee and with the accompanying identification bracelet. The accompanying person may be transported by organization from the hotel to the selective section arrival every day. NOTE: Accompanying persons can t be considered as assistants. They shall in no case carry or assist competitors. Any violation will result in a penalty at the discretion of the College up to the exclusion of the competitor and the team concerned. b) CHILDREN : Must be between 6 and 12 years and be accompanied by an adult. Minors under the age of 18 unaccompanied by a parent, will in addition to their passport to have an authorization to leave the country. c) ALL ACCOMPANYING VEHICLE MUST BE DECLARED TO NPO EVENTS at the time of registration or at latest during the administrative checks to be provided with stickers required for the Rally. 4.7 TRANSPORTATION The appointment for the participants of the rally is set to ZAGORA. The flow of participants, vehicles and equipment is not managed by NPO EVENTS. Negotiated rates are offered to all participants (ship, aircraft). Informations are available at the Competitors Department of NPO EVENTS. 4.8 PAYMENTS For French competitors, payments will be made in Euro by check, postal, bank transfer to the order of NPO EVENTS or credit card. 8/24

9 a) For non-french competitors, payments will be made mandatory in Euro by bank transfer or credit card swift. After September 10 th, 2015, payment ONLY by bank transfer or Credit Card. b) NPO EVENTS will only accept one single payer by vehicle or team. This person has to make the payments according the schedule defined. c) To participate to the OiLibya Rally of Morocco 2015, each participant will necessarily be paid the amount of its entry entirety by September 17, :00 exclusively by bank check, bank transfer or credit card at the following address : NPO EVENTS Avenue Douard - ZI les Paluds Aubagne France. d) The start will be refused to any competitor who does not pay its entry fees and the deposit. e) Invoicing : After registration and if requested, a single invoice will be issued to the name and address of the payer showing all service paid to NPO EVENTS. In no account NPO EVENTS may not charge more than one persons or entities for the same file. Bank details NPO EVENTS : NEUFLIZE OBC PARIS 3 avenue Foch PARIS IBAN : FR / ç SWIFT CODE : NSMBFRPPXXX 4.9 REFUSED REGISTRATION WITHDRAWAL - PACKAGE Pre-entries are personal and non-refundable. To avoid any contesting, the cancellations of registrations and the requests of refund must be only expressed by registered letter with recorded delivery. In case of cancellation of request of entry of a competitor, he will be held from him: - The amount of non-refundable application fee (500 / pers.) - Until August 27 th 2015: 50% of the total entry based on the standard rate. - From August 27 th 2015: 100% of the total entry based on the standard rate. All entry fees paid will be refunded no later than 31 December 2015 to competitors whose entry has been refused by the organizing committee. Following the technical and administrative scrutineering, a competitor is allowed to start for non-compliance of the vehicle and / or its documents, not be entitled to any refund of entry fees CANCELLATION OR POSTPONEMENT OF THE EVENT In case the start of the event could not be given, for whatever reason (and the following is not an exhaustive list), e.g. non obtainment of agreement by the federation and/or withdrawal of the agreements given by the federations, or of their passage agreements, political turmoil making it impossible to hold the Rally, financial shortcomings making it impossible to organise the sporting or technical aspects of the Rally, problems over the embarkation or disembarkation of the equipment of the competitors etc, NPO EVENTS would only be liable to pay the participants the amounts of the entry fees paid to NPO EVENTS excepted the 500 of registration fees non refundable. In case the start has to be postponed NPO EVENTS would immediately warn each competitor by registered letter of the new calendar of the Rally. Therefore if competitors could not participate in the race because of this postponement, they would be offered 8 full days maximum from the date to receiving the registered letter with acknowledgment of receipt, in order to claim, by registered letter, the reimbursement of the entry fees paid to NPO EVENTS, excepted the 500 of registration fees non refundable. In no case could the participants claim any compensation. 5. PARTICULAR CONDITIONS OF THE HOST COUNTRY Visa: For French citizens no visa is necessary for Morocco. Only a valid passport is required. Any other nationalities may contact their embassies. NPO EVENTS is available to send invitations to the competition if necessary. Required / Recommended vaccinations: None. Vehicle Registration: All vehicles must be registered and issued with a final registration certificate. Temporary or provisional registrations will be banned. All regular registrations are authorized in Morocco. It is the under the responsibility of the competitor and service entered to check and prove to the organization that their vehicle is insured in MOROCCO. In no case NPO Events can be prosecuted if a vehicle is not in accordance with Moroccan law. YOUR VEHICLE: It is mandatory to make an ATA carnet for trucks carrying parts and / or vehicles for the European customs clearance to Morocco. Warning: To enter and exit a vehicle on the Moroccan territory, it is imperative that a single person to do aim his vehicle by the customs authorities. It is STRONGLY recommended to go through a licensed freight forwarder and go through FRET area and not the tourists area. In case of non compliance with this rule, NPO Event can not be prosecuted. 9/24

CATEGORIES The technical regulation, complies with regulations and annex of the FIA. 6.1 GROUPS AND CLASSES The OiLibya Rally of Morocco 2015 is open to vehicles with a total weight of less than or equal to 3,500 kg for Groups T1, T2, duly accompanied by a certificate of registration and comply with the International Convention of Road Traffic. Vehicle complies with the regulations "Score" can be accepted in Group T1 (See Art. 9.5 of the 2015 FIA CCR GP). IDENTIFICATION 7.1 ACCESS TO THE RALLY Access to the rally is restricted to persons wearing an identification bracelet of the OiLibya Rally of Morocco 2015 (Competitors, assistant Organizing press accompanying, VIP) and vehicles officially engaged. Any violation will result in a penalty at the discretion of the College or organizer, up to the exclusion of competitors and Team. 7.2 ID BRACELET a) An identification bracelet included in the entry will be given to each participant of the OiLibya rally of Morocco in 2015 during the administrative checks. b) This identification sign, will be checked for every participant by the organization at every meal, service zone, and at the beginning of the prize giving ceremony. Every participant has to show this ID Bracelet to each request of the organizer. c) Any defect pointed by a judge of fact or organization member will be fined a penalty of 250. d) If the bracelet is deteriorated, the participant will ask the person in charge of Competitor Department to replace it in exchange for the old one. e) The bracelets SERVICE allow access to the service park on racing vehicles. The presentation of this means of identification by the assistant is required at each request of the organizer. 8. ADVERTISING a) Refer to Art. 15 and 16 of the FIA General Prescriptions b) The organizers will provide each crew with a set of identification stickers, which will have to be affixed to the vehicle, in correspondence with the final marking schemes will be provided by the organization during the administrative checks. c) Throughout the whole Rally, the stickers must be affixed according to this marking scheme. They should in no case cover, even partially, the vehicle ID registration. d) The organization will check every day and these markings in the absence of one of them, penalties can be applied to the participant (competitor, service). The penalties are as follows: - At scrutineering: Refusal of departure 10/24

11 - At each stage starts: first infringement is a penalty of 250. The crew will have to pay the financial penalty to be able to start the next stage. e) Competitors Relations Service, holds at the disposal of competitors spare plates and stickers, in case of loss or damage during the rally. The crew should come and ask for this material. f) The number plates (50cm wide x 47cm high) and two panels for Ad of organizer must be pasted on the right side and the left side of the vehicle, in the area between the wheel wells. They will have to be fully visible and readable by each side, on the roof and at the back of the vehicle. Two stickers 25 x 10cm will be affixed to each end of the strip windshield. Two rally plates with maximum dimensions form a rectangle 43 cm x 21.5 cm should be visible on the vehicle throughout the duration of the event. They must be fixed vertically, parallel to the axis of the wheels, front and back of the vehicle, not even partially cover the registration plates cm long strip at each side of the windscreen, compulsory height 10 cm Rally plates 43 x 21,5 cm compulsory at the front and rear of the vehicle. 3 number plates 50 x 47 cm compulsory. 2 panels of the organizer s advertisments 50 x 47 cm compulsory (re-purchased) g) The crew must book on his vehicle the space needed to affix the plates and panels. If the machine does not ideally surfaces necessary, it will be the driver to provide them, all changes are prohibited stickers (cutting etc....) before reporting to technical controls. h) An exemption can be granted to SSV or Buggy vehicles with a prior request. Dimensions : the race number in the front must been perfectly visible ; the dimensions on the 2 sides : 30cm width x 31cm high at least, and 50cm x 47cm on the top of the vehicle. i) In case of refusal of the mandatory disclosure, the entry fee will be increased by 60% the rate in force on the date of receipt of payment (payment of the total entry). j) Penalties are as follow: - To the technical checks: refused start - To each stage start: 1st infringement : financial penalty of 60% of the vehicle s registration fee. The crew has to pay up its penalty not much than 48h after the notification, in order to take to start of the next stage.the financial penalty should be pay before the Price giving ceremony. k) The person in charge of competitor relations based at the organiser's race control will have spare plates and stickers in the case of loss or damage throughout the rally. It is the riders responsibility to come and ask for them. 9. TYRES Refer to l Art. 12 of the Prescriptions FIA REFUELING / AUTONOMY 10.1 REFUELING a) Refuelling is allowed only with commercialy petrol available in local stations and at the bivouac by the teams. b) The crew is responsible of the refueling of the vehicle. It is responsible for ensuring that it is done with the 11/24

12 engine stopped, on non-flammable area, a safe distance from other vehicles and vehicle on its wheels, a environmental carpet (1m minimum over the width and lenght of the vehicle), see Art of Prescriptions. During the refueling, a person with fire extinguisher suitable will be placed at hand in case of need just near the vehicle. c) Competitors still in the race can refuel each other in selective sector and service area AUTONOMY a) Vehicles engaged in RALLY should have a minimum autonomy allowing to drive 400kms of selective section. For safety, an additionnal autonomy of 10% is required. b) Each competitor is responsible for calculating his own fuel range and in no case may make any claim against the organizers if his vehicle fails to cover the minimum distance, whatever the nature of the terrain FUEL a) The use of aviation fuel (AVGAS) is authorized. b) The fuel should be complying with FIA Appendix J Art SAFETY PLAN 11.1 AIR AND LAND RESOURCES In addition to security systems positioned on each vehicle of competitors and real-time monitoring by the PC Race, here are the resources deployed in the field during the whole rally. - 3 vehicles, A type, Rapid Intervention vehicle, here after named «Tango». - 1 vehicle, C type, mobile rehabilitation center, here atfter named «ambulance». - 1 premise in the organization hotel, named «PC Médical». - 1 helicopter entirely dedicated to the medical rescue. - 1 helicopter non entirely dedicated to the medical rescue but with a doctor aboard. - 2 medical bikes on the tracks during the race COMPOSITION OF THE MEDICAL TEAM The team of medical professionals will consist of: - A medical team composed of 11 doctors, 1 anesthetist nurse, 1 nurse experimented in urgent cares, 1 kinesitherapist, 2 doctors on bikes, 1 Emergency Coordinator and relation with the College, during the whole race. - An anesthetist, one trauma surgeon and one kinesitherapist at the «PC médical» - An anesthetist and/or intensive care specialist, and one nurse experimented in urgent cares in the medical helicopter. - An emergency physician in the helicopter non entirely dedicated to the medical rescue. - 5 physician and 1 anesthetist nurse in 3 «Tango» vehicle, with 1 physician per «Tango» - One physician at the PC organization, to regulate the medical interventions and handle if needed the medical evacuations. - One physician in the ambulance. The team will be split in the vehicles with one 1 physician and 1 paramedic at the start of the stage at the start of the SS every 100 kms in the stage at the arrival of the SS to the bivouac. 12. INSURANCE 12.1 CIVILE LIABILITY The Organizers have taken out a Civil Liability Insurance policy for sporting event in accordance with the legislation from: FILHET-ALLARD, Rue Cervantes Mérignac BORDEAUX Cedex 9 France Guarantees are acquired for Morocco. This contract has for purpose to cover, in case of accident, fire or explosion suffered during the rally, the financial consequences to a third party to competitors. The entry fee includes the insurance prime to cover the competitor's Civil Liability in respect to Third Parties, limited to the following amounts: for equipment, other than those covered by civil liability of the car 12/24

13 for bodily injury, other than those covered by civil liability of the car This guarantee takes effect the moment vehicles have entered scrutineering. The guarantee finishes, at latest, at the exit of the last park fermé. In case of an accident the competitor or his representative must make a written declaration within 24 hours addressed to the director of the race or the Competitors Relations Officer, detailing the circumstances of the accident as well as the names and addresses of witnesses. The insurance contract in no way relates to the theft of vehicles, spare parts, etc. In the case of theft occurring during the crossing of a country during the rally, the responsibility of the organizers can in no way be invoked. This contract does not cover: - The responsibility of any third party does not hold a driver's license or sporting licence in accordance with this Regulation - The driver's responsibility in respect of another competitor commited in the Rally. The competitor and / or the crew enter the OiLibya Rally of Morocco in 2015, with full knowledge of the risks that the development of this event can lead to run. They release in advance the organizers and officials of any criminal or civil liability for personal injury or material damage during the OiLibya Rally of Morocco The participant is solely responsible for the validity of various documents required to participate in the OiLibya Rally of Morocco 2015 and in particular the validity of the driving license, the vehicle registration and vehicle insurance. The Organizing Committee is not responsible for the consequences of violations of the laws, regulations and orders of Morocco, made by competitors or their service and will exclusively be borne by them MEDICAL REPATRIATION The organization have taken out health repatriation insurance: FILHET ALARD, Rue Cervantes Mérignac BORDEAUX Cedex 9 France Beneficiairies : Competitors, organization members, service providers and their employees. Journalists, individuals invited by the organizer, those of the partners and all persons participating in a VIP trip organized by NPO EVENTS, the officials, regularly register to the rally. In case of bodily injury, the medical team of the rally will put in process and organize the transport of the beneficiary from the place of the accident to the bivouac of the rally or the nearest appropriate medical facility, using the terrestrial or aerial means of the rally. Decisions will be based only on the medical aspect and the respect of the health regulations in vigour. The contract in accordance with the International Sporting Code, guarantees art. 35: It is strongly advised to hold a specific insurance and to check with its insurer the guarantees of which it benefits, in particular because of his participation in an international competition. NPO Event have contacts of Insurer at the disposal of competitors who need INDIVIDUAL ACCIDENT INSURANCE For French competitors: your sporting licence competitor covers you individually accident death capital - capital invalidity and medical expenses. (Information available from the FFSA). Competitors must contact their national federations to find out what cover their race license provides. They are also advised to take out additional insurance with the insurance broker of the their choice or with the insurance company that will be present to the scrutineering. For competitors asking for a Moroccan national license, it is mandatory to give to the Organiser proof of personal insurance in case of death or disability coverage each member of the crew with a minimum of , for the OiLibya Rally of Morocco ADMINISTRATIVES AND TECHNICAL DUTY 13.1 ADMINISTRATIVES CHECKS a) Administrative checks will take place Saturday 3th and Sunday 4th October 2015 at the hotel REDA - ZAGORA. b) Administrative check are compulsory for crews, service and registered accompanying persons c) Each competitor will receive an convocation for that checks, specifying the day and exact time at which he has to show his vehicle to the scrutineers and officials in charge of these checks. The Schedule will also be posted in the REDA Hotel Zagora. d) At the entrance of the administrative check, a CH will be positionned. Any delay up to 30 minutes, 13/24

14 compared to the previsionnal competitors time, will result in a penalty of 100. e) Advertising Stickers, race numbers, Rally Documents, ID Bracelet for the Rally, navigation and security material previously order by every competitor, will be handed over during the checks. f) Schedule for the technical checks will be given to the crews at the end of the administrative checks, and mentionned on their Check time card TECHNICAL CHECKS a) Technical checks will take place Saturday 3 rd and Sunday 4th October b) At the entrance of the administrative check, a CH will be positionned. Any delay up to 30 minutes, compared to the previsionnal competitors time, will reuslt in a penalty of 100. c) Any vehicle not in accordance to the rules of the Rally during the Technical checks will be either changed of Class or refused to take the start (decision of the College of Sporting Stewards). In that last case, entry fees will be kept by the organizer EACH CREW a) Each team will receive a Checks card, which will be stamped at each administrative and technical booth. b) The crew must show Originals documents: - FIA Sport license Valid National Driving license - Passport valid and valid for 6 months after the date of entry into Morocco. - For owners annual license only, permission to run abroad issued by the National Federation. - For owners of a FRMSA license, proof of insurance for each member of the crew up to in case of death or disability. - The vehicle registration committed (to be perfectly consistent with the vehicle shown). - The insurance of the vehicle involved, valid in MOROCCO. - The deposit (Deposit required to complete sports and sign). - The authorization of the owner to use the vehicle even if his not part of the crew. c) Competitors are solely responsible for the validity of the documents required to participate in the OiLibya Rally Morocco. They may in no circumstances hold harmless the organization in case of non-validity of these documents. Competitors solemnly swear to present valid documents. No photocopies or certificate of loss or theft of any documents whatsoever will be accepted. d) The crew is solely responsible for the validity of the submitted documents (registration card, passport, licenses,...) in accordance with the laws of the country and security / traffic. Insurance of the Rally DOES NOT cover on routes and selective section, vehicles of crews whose documents do not conform to their registration. e) During the administrative checks, there will be COMPULSORY training for the safety equipment and navigation EACH VEHICLE a) Presenting a vehicle at the checks is considered as an implicit statement of conformity. - The stickers: race number and advertising should be installed on the vehicle. - Security and navigation supports must be attached to the vehicle. - The power source required to comply with safety and navigation systems, must be functional. b) Crew must present at scrutineering and administration checks with the following original documents: - Registration card or registration certificate in good standing (not WW or equivalent). - Authorization of the owner, if the vehicle is not in the name of the pilot. - The insurance certificate valid in Morocco. - FIA technical passport validated for T1, T2, T3 vehicles. - Certificate of conformity / tanks additional security. - Homologation certificate FIA for T2. These documents should have priorly be transmitted to NPO Events Competitors Department, during registration. Every vehicle presented in a category must comply with its technical regulation. If not, it will be placed under an other corresponding category CLAIMS The claim must be accompanied by the sum of 400, which amount will not be refunded if the claim is deemed unfounded or unjustified. If the protest requires the dismantling and reassembling the parts of a vehicle, the claimant must pay a security deposit: for a claim relevant for a specific element (engine, transmission, steering, braking 14/24

15 system, electrical installation, bodywork, etc...). Checks will be made payable to the ASN. Cost for appeal FIA is Refer to the FIA General Prescriptions Art PARK FERME It is not planned Parc Ferme during the Event, except for the final inspection of the rally after crossing the finish line Oct. 09, It will be inaccessible to competitors or any other person, until the decision of the sporting stewards to authorize the opening. As a reminder, any CH or regrouping area are considered as Parc Ferme. 14. STARTING ORDER Race numbers will be allocated taking into account the following criteria: FIA priority drivers list, the results of the last stage of FIA World Cup 2015, the final results of the OiLIbya Rally of Morocco 2014, NPO EVENTS priority list, categories and classes of vehicles STARTING ORDER FOR THE 1st STAGE a) The starting order of the first special will be made in the increasing order of the race numbers. b) At the start of each stage, at minimum the first 10 crews will start one by one every 2 minutes. Other crews will start one by one every 1 minute. c) Competitors of OPEN category will start after FIA competitors. The 1 st one with an interval of 30 with the last FIA competitor STARTING ORDER FOR THE 2 nd STAGE AND FOLLOWING a) From the 2 nd stage, the starting order corresponds to the classification of the selective section of the day before. In case of tie, the ascending race numbers will determine the order. Competitors of OPEN category will start after FIA competitors. The 1 st one with an interval of 30 with the last FIA competitor. b) An interval of 30 minutes will elapse between starting time of the last motorcycle and time of departure of the first FIA car. c) In conformity to the Art of FIA Prescriptions, and for safety maters, at the end of each Leg, the College of Sporting Stewards should reposition in order to start the next step, regarding a good performance and/or the priority drivers FIA. d) Pilots wishing to benefit from a reposition not decided by the College, should do a request by writing to the Clerk of the Course and give the request to him imperatively before 6:00 PM e) In that last case, repositioning will be suggested by the Clerk of the Course and subject to the approval of the College of Sporting Stewards. f) Any vehicle reporting late for the start of a stage or a selective section, shall be penalised at a rate of one minute for every minute of lateness. If the lateness exceeds 30 minutes compared to its correct starting time, the competitor will be refused to start by the marshal in charge of the post and will be penalised by a fixed penalty of 100 hours for non completed stage. g) The competitor shall ABSOLUTELY express to the competitors relations or to the Clerk of the Race, at the latest at 18:00pm, his wish to take part to the next day stage, by completing the document incorporated the road book (except in cases of force majeure judged by the Clerk of the Race). h) If the competitor arrives after the closing of the CH bivouac, it will be deemed as not reached and penalized as such (Art g). These competitors will automatically be placed on the start list of the next stage after the last competitor arrived on time, and in their starting order of the day's stage. 15. ROAD BOOK AND NAVIGATION a) See art. 23 of the FIA Prescriptions b) The official route is defined by the Road book. It is composed of waypoints to be validated in chronological order provided in the GPS provided for the rally. It is checked by an opening car according to FIA standards. c) The road-book, of the first stage for the race will be given to competitors at the issue of the mandatory safety and navigation training on Sunday 4 th October 2015 at the official hotel of the RALLY. d) Then the road book for the following stages will be given daily at the official hotel of RALLY from 17:00pm. Competitors who arrive late at the hotel will go to competitors department at the official hotel of REDA - ZAGORA / ATLANTIC - AGADIR. e) The information transmitted by the FIA opening car crew of the Rally, will be provided to competitors during the briefing and posted. f) Only are permitted: course notes during the Event (official road book), proposed by the opening car that can be integrated changes, personal notes resulting from a previous passage of the OiLibya rally of 15/24

16 Morocco 2015 done several times in all or part of the selective sections of the year and current maps, with the exception of satellite photos. g) Any form of recognition or opening the route by any person outside the organization of the event is prohibited under penalty of exclusion. 16. CLOSING OF THE TRACK a) An organizer «sweeping truck» will close the selective sectors of the rally as noted in the road-book. b) In the desert sections, it is impossible to forecast if the sweep truck will drive at the exact point where a vehicle would break down. The competitors shall signal their presence with the onboard safety material. a) The sweeping truck will take back any individual whom vehicules would be broken down and unable to drive, but in no case the sweeping truck will tow the broken down vehicles. b) Crew leaving their vehicles are doing so in their own and entire responsability. No action may be taken against the organizers resulting from the theft of their vehicle. c) It is the own and entire responsability of the crew refusing to go with the sweeping truck or other organization vehicle at your disposal, and they shall sign a discharge of responsability, presented by the mebers of the organization closing the track. No action may be taken against the organizers resulting from the consequences of the refusal of competitors to be picked up by organization. d) In case of retiring because of mechanical failure on the selective sector, the crew will have to wait the sweeping truck. e) All using of the Iritrack system alarm button without safety reasons, and in particularly before the arrival of the sweeper truck will result in the deposit not being returned. f) All intervention on the part of the organisation (with 4x4, truck, helicopter etc.) for the search of a competitor not on the itinerary as defined by the road book will systematically result in the keeping of the sport deposit. 17. TRAFFIC 17.1 GENERAL a) Vehicles must comply with national legal requirements for road traffic in the country where the vehicle is registered, as well as other rules specified in this Regulation. Equipment in all categories must comply in all respects with the International Convention on Road Traffic. b) During the race, the crews must strictly comply with the Moroccan Road regulation. c) Service vehicles shall respect the Moroccan road regulation as well as the speed limits. d) Competitors must in all cases, adapt their speed to site conditions which are changing frequently and attention will always needed, whatever the type of route (selective sections, liaison, off road,...) SPEED LIMITS a) See art. 24 and 26 of the FIA Prescriptions. b) For competitors The speed of competitors in the villages and areas defined as "areas of speed control" crossed both road section and selective section will be limited to 30 km /h, 50 km /h or 90 km /h according to the stage, or less if specified by the local signal panels. On the road-book, all areas considered dangerous for the competitors or the local population will be indicated. Speed checks will be carried out by GPS. c) For service vehicles The speed of service vehicles in towns and villages along, following the liaison will be limited to 30 km /h or 50 km /h depending on the day, or less if specified by the signs panels. Speed limit in Morocco: In Morocco the speed is 100km /h on national roads and 120 km /h on motorways. Trucks are allowed to 85 km /h when loaded and 90Km /h when empty. d) Traffic officers, judges of fact or officials, reporting an infringement to the traffic rules by a crew, or its service vehicle during the stage need to report to them. The competitor remains responsible for his service team and could be excluded from the race by the College. e) In any case the traffic signs shall be respected. f) Principles of the speed control: Infrigement -An offense consists of one or more overspeeding in the same zone speed control, defined by a Started of Speed control Zone (DZ) and the End of speed control zone (FZ). 16/24

17 -The 2nd offense will occur when one or more exceedances within a new zone speed control. In case of recurrence during the event, the 3rd offense (in three different areas) can result in penalties up to exclusion, in function of the offense. -A the first recurrence of an offense over 40km/h, the exclusion of the race can be asked par the Clerk of the Race to the College. Pulse Complying with GPS function, a pulse is recorded at least every 150m and overspeed are displayed in the "Speed" page of the GPS. g) Penalties : See art FIA General Prescriptions. h) Payment of fines must be paid to the Competitors relation officer or the Clerk of the Course within 48 hours after notification, (art of Code), under penalty of Refused start. 2) At each PC, a security zone has been setted up. Seeart of FIA Prescriptions. 18. MEDICAL AND SAFETY EQUIPMENT a) During the administrative checks each crew must complete an internship MANDATORY training equipment operation and safety navigation. b) Important: Iritrack and GPS must imperatively be connected directly to the battery to work even if the engine is stopped. Otherwise, the competitor must place his vehicle in accordance to pass scrutineering. The main circuit breaker of the vehicle must be on the "positive" but the Iritrack and GPS must be connected directly. c) Safety equipment and survival kit should be accessible without disassembly to enable the race director to control them at each stage start or selective sector start. d) Any crew who can t present all of the equipment required for survival and safety at the start of one of the stages, will have his departure delayed within 30 minuts to come into compliance. e) The time taken will be considered as many minuts late for a CH and will result in a penalty of one minut per minut of delay. f) A new starting time will be given. Any delay in excess of 30 minuts will result in a refusal to start. In case of recurrence at a later stage, the crew will receive a penalty up to disqualification, at the discretion of the College of Stewards. Repeat offenders will be allowed only once GPS UNIK II WITH INTEGRATED SENTINEL a) The crews of OiLibya Rally of Morocco 2015 will be equipped with GPS UNIK II by ERTF. Information about installing the system on the vehicle are available on the rally website and with ERTF. All competitors in the rally will be equipped with this system to pass scrutineering. b) For information, request and orders, please contact: ERTF : Department Cross-country / Tel :+33 (0) / competition@ertf.com c) The system must be operational during all legs. The startup of the equipment is the responsibility of the competitor. Any findings of non-functioning due to driver incur a one hour penalty per fault. d) Any pilot who received multiple warning sounds in a given time who did not belong to allow overtaking may be penalized at the discretion of Sporting Stewards. e) They may, under the circumstances, apply other penalties (financial or time), to the best pilot ranked on a same team of the driver in fault. In case of claim, a downloading device data is doned. f) The driver of the target vehicle becomes aware of a way sound (110 db buzzer). Cars and trucks can then answer the following car by a short press on the yellow button of their own SENTINEL (acknowledgment). The following vehicle receives an acknowledgment that states they can overtake GPS OPERATING a) The GPS uses the GPS points visible, Masked (WPM), Eclipse (WPE), Security (WPS). b) The competitor must respect the chronological order of the GPS points of the stage considered. If necessary, the competitor can force the GPS to lock onto another GPS point by the "WPT +" or "WPT" key. c) If the competitor enters a circle of 1km radius around a WPM, GPS displays useful information: COG (cap over ground), SOG (speed over ground), CTW (cap to Waypoint), DTW (distance to Waypoint) and the arrow. To validate the passage, the competitor must pass within 90 meters of these points. d) For WPE, all information is displayed from the moment the competitor passes the previous WPM, regardless of the distance between the WPM to WPE. e) When a competitor enters a circle of radius of 3km from WPS, DSS, ASS, or DZ, GPS displays the same information. To validate the passage, the competitor must pass within 90 meters of these points. f) The FZ is a WPE, GPS display information when the competitor has passed the DZ, even if it is more 17/24

18 than 3 kms. To validate the passage, the competitor must pass within 90 meters of these points. g) To validate the passage, the competitor must pass within 90 meters of these points. h) For safety matters, CP will be in speed limit zones of 30km/h, to slow down the competitors in these compulsory control zones. See Art of Prescriptions. i) Detailed information of these zones will be detailed in the Road-book or by the FIA Opening Car crew of the Rally UNLOCKING OF GPS a) For safety matters, competitors have the possibility to unlock the GPS by entering a specific code. The general functions of the GPS will be activated and GPS Points of the stage will appear.. b) The unlocking code is to be asked the PC Course, who, with agreement of the Clerk of the Course, will provide it for the ongoing stage. This code can only be used for safety matters. c) Each use of this code will result in a fixed penalty of de 150 hours. A maximum of 2 uses for the Rally, the penalty could otherwise to exclusion. d) The competitor shall ABSOLUTELY express to the person in charge of the competitors relations or to the Clerk of the Race, his wish to take part to the next day stage. If not, it will be considered as non starting TRACKING SYSTEM a) Every competitor must be equipped with a satellite tracking system. Such material chosen for the OiLibya Rally of Morocco 2015 is the Tracking system of ASTRIUM company. Every rally participant must be equipped with it to pass the technical checks. a) For more informations and to make the order, please contact : ASTRIUM : Tel :+33 (0) / claire.holloway@astrium.eads.net b) The start-up of the manual set up button fo the Iritrack (red button), without safety reasons, is the financial responsability of the competitor, and may result in exclusion TRANSMISSIONS SYSTEMS a) All the GSM,HF-VHF-CB-VISIO-GPS, smartphone with cartography integrated, or other communication materials are banned on all the Rally Route. Any violation could result in exclusion. b) All satellite connection in any form whatsoever during the stage between two racing vehicles or between a vehicle and an outer race basis is prohibited. Any violation will result in exclusion. c) All system of data transmission, vehicle tracking and fleet management is prohibited except compulsory Iritrack system ; and whatever the means or technical system used, under penalty of disqualification NAVIGATION SYSTEMS Systems and navigational equipment whatsoever, are regulated and especially GPS. Possessing material non explicitly described in this regulation is forbidden, and will lead to disqualification ; whatever the mode and technology used to estimate the position. a) GPS (compulsory onboard of race vehicles) 18/24

19 - Installation of a GPS UNIK, provided by the organizer, at the exception of any other, have to be mandatory fixed to the dashboard. This system must be installed in the technical instructions provided. - This system can be fitted twice. In this case, during the technical and administrative scrutineering, the competitor must declare to the FIA Technical steward one of the 2 GPS as official GPS. - This GPS is personalized, a serial number is assigned to a competitor, no change can take place without authorization of the FIA Technical steward. - The competitors are responsible for the mechanical installation, electrical and electronic respecting the standards, before technical scrutineering and that with the installation kits purchased from the exclusive supplier. The power supply will be permanently protected by a 3A fuse and outputting a regulated voltage of 9 to 24V continuous. The mechanical installation should be flexible and incorporate the silent blocks supplied. - This system can be fitted twice. In this case, during the technical and administrative scrutineering, the competitor must declare to the FIA Technical delegate one of the 2 GPS as official GPS. - This GPS is personalized, a serial number is assigned to a competitor, no change can take place without authorization of the FIA Technical delegate (Prescriptions Art. 18.4). GPS provider will have to keep informed the Race Director. b) Heading Repeater GPS, speed and odometer (Optional) Only ERTF branded equipment can be set up with the GPS Unik II. Sole model is authorized by the Organizer, and must be linked to the fixed GPS. The coupling of any other GPS brand, model or system is forbidden, especially to computers and / or organizers by any means whatsoever. Any linking of communication of any nature whatsoever (wire, radio, infrared, etc..) Between different devices. They will not allow any communication to the outside.! IMPORTANT: ANY SYSTEM IS AUTHORIZED DATA ACQUISITION ON VEHICLES PROVIDED TO NOT BE PROVIDED WITH A GPS SYSTEM, UNDER PENALTY OF EXCLUSION.! The presence on board the vehicle of any pre-wiring unjustified (power, antenna, sensors etc..). The stewards have the right to proceed at any time to physical or electronic checks to verify: The correct functioning of compulsory equipment, The absence or use of forbidden systems. If in doubt about the capabilities of equipment authorized but free type, their transport may be forbidden. Spot checks will be carried out throughout the event with searches of vehicles and personal effects EQUIPMENT FOR THE CREW Wearing a helmet homologate by FIA is mandatory for the duration of selective sections, under penalty of immediate retirement of race. Wearing a safety harness is mandatory for the duration of the event. - The wearing of overalls for the crew and gloves for the pilot (FIA standards) are required on selective sectors, and highly recommended on all road sections. - Wearing underwear, balaclava, socks, fireproof shoes, system of head retainer (FIA standards) is mandatory during all selective sections. - For all question, see appendix L FIA Regulations SAFETY EQUIPMENT For safety reasons, drivers must compulsorily carry in their vehicle the following equipment: A reserve of water of 5 liters per person A survival ration, 19/24

20 A towing strap 10 meters A flashlight A distress mirror, A compass A lighter, An aluminum sheet (approximately 2m x 1m), using as thermal cover for the ground-air signals (1 per crew) 1 flashing torch, 1 seat belt cutter per person belt accessible by the pilot or copilot seated with harness 1 buzzer very powerful in operation during the test period, GPS unik, The system Iritrack A GSM phone (international or Moroccan) WITHOUTH GPS map system. Medical equipment: (See Appendix 3 PG FIA 2015) Each crew must have a small first aid kit including: A eye drops (Piroftal or equivalent) - an analgesic (aspirin, Novalgine or equivalent) Two anti-diarrheal (Imodium Bimixin or equivalent)-fatty dressings, Of sterile compresses, two bandages, plasters, 5 safety pins A skin disinfectant (Betadine or equivalent a solar protection cream for the skin and lips Pills of vitamin C chewable - tablets of salt (or Enervit nergisport or equivalent). 19. SERVICE and COMPULSORY SERVICE PARK See art. 31 of Prescriptions AUTORIZED SERVICE 1) During the selective sector, service is allowed: a) Only by the crew of a car entered and still in the race, in FIA category. b) By a vehicle of the service after closing time of CH following the location of the stop. The service crew or team manager MUST first check with the PC Course for authorization and confirmation of the closing hours of the various CP and inform its mission, under penalty decided by the College. 2) On liaisons or transferts: a) Only in those noticed in the Road-book of the race, b) By the crew of a car entered and still in the race, in FIA Category. c) By vehicles and member of service team regularly enter in Service category. 3) In service park: a) Service is authorized ONLY IN THE COMPULSORY SERVICE PARK created by the organization. The exact location of this specific area will be communicated to competitors in the rally guide. b) Only refueling or washing, transfer to the hotel will be authorized out of the SERVICE PARK, provided that the Iritrack systems is in operation. c) Concerning tests, they will be autorized only under a radius of 10km around the service park and out of the route of the stage of the day and those of the day after. d) In case of violation a penalty at the discretion of the College up to the exclusion of the competitor and all members of his service team. e) Service can only be done by SERVICE accredited persons regularly entered and they shall whenever required show their SERVICE identification bracelet. f) The only service vehicles allowed in the service park, are those which are regularly entered as SERVICE vehicle of the Rally. g) Any race vehicle which have withdrawn, may be considered as a service vehicle at the condition to obtained the approval of the Clerk of the Course prior, specifying the vehicles to be assist. The race number will have to be crossed out the D-Day. h) To be assisted by a service vehicle, a competitor stopped on the route of a stage, must ask himself or his representative in the team, to obtain permission from the Race Director. If agreement is reached, the DC will set forth the terms of this intervention and shall equip his vehicle with a tracking system given by the PC Course. Once completed and as soon as he return to the service park, the representative of the team must return the tracking system to the PC Course. In case of breach of these terms the competitor assisted best placed will be penalized at the discretion of the College. This penalty up to exclusion. i) All vehicles registered in the Rally, will have to drive into the area and access to the service Park at a crawl speed. Any behavior judged as dangerous in this area, will be punished at the discretion of the Race Direction or of the Organizer. 20/24

21 19.2 FORBIDDEN SERVICE 1) Are prohibited, under penalty of up to exclusion of vehicles attended: a) The transport of parts or service by a vehicle other than a car entered and still in the race, in FIA category. b) Service provided by any non-accredited (other than those regularly entered in the race or service only). Throughout the duration of the event, the admission of a third party (any person not certified) on a vehicle accredited by the organization (service, press, VIP accompanying...) is strictly prohibited except in cases of force majeure (transport an injured person). c) Service provided by a person, even regularly engaged, who can t present an official identification bracelet "race" or "service". d) Use a service vehicle on the route of a selective sector during the opening of the various CH & CP hours. For safety reasons, the service members should inform the organization when go on the track to get a competitor. e) Are prohibited under penalty of exclusion: Any air support not managed by the Organization (Any presence during a stage of an aircraft having on board a person having any link with a competitor), and deposit, dropping or parachuting parts, tools, people and fuel. Any transport of parts by an unaccredited vehicle is prohibited. f) Service in an enclosed space, closed or guarded, even if that place is in the bivouac area. g) The presence of any person or means of transport not managed by the organization (car, motorcycle, truck, airplane, helicopter, drone or similar, etc...) making the route with the rally or before the same day or a few days advance, would immediately excluding all participants having any connection with any of these means. h) Accompanying, press, VIPs, organizers can t be considered as service members. They can t be transported in a service vehicle and can t work on racing vehicles. Any violation will result in the exclusion of the competitor and the team concerned. 2/ Any infringement of the service rules will result in penalties up to exclusion from service vehicle(s) and racing vehicles concerned with loss of their entry fee. 3/ Any decision will be taken by the Clerk of the Course and/or Event Director based on official report established by a judge of fact SERVICE IN CASE ACCIDENT It must be remembered that ethics demand that a crew seeing an accident has occurred must stop in order to provide help in the most appropriate manner until the rescue service arrives. Also, it must be remembered that major means are implemented to shorten the intervention times. Any crew that witnesses an accident placing another competitor in physical danger must:! stop,! press the RED button on their tracking system, (iritrack ASTRIUM)! phone call to the rally PC Race (blue button) to report the situation,! wait for the rescue service or another competitor to arrive,! press the GREEN button on his iritrack, to signal that he s leaving the site. The two first Car/Truck crews arriving on accident site with casualties have to IMPERATIVELY stop. These two first competitors may ask for a time credit to the Clerk of the Course, by written letter. The time credit will be based on the time delay between the 2 alerts on the Iritrack ASTRIUM (red and green buttons), if it s more than 3 minutes COMPULSORY SERVICE PARK a) Access to the COMPULSORY SERVICE PARK is exclusively reserved for people with an identification bracelet OiLibya Rally of Morocco 2015 (competitors, service member, organizer, media, accompanying VIP) and vehicles officially registered. No other person or vehicle will be allowed to enter the service park. This is mainly for safety reasons and insurance. Any violation will result in a penalty at the discretion of the College up to the exclusion of the competitor and Team, with the lost of entry fees. b) Each participant, following official entries declared and paid, will be assigned an area at the dimensions needed. Regularization of registration may be made no later than the day of administrative checks. Any delay or undeclared access attempts will be subject to a financial and/or sporting penalty for fraud, by the College or the organization. c) Service, ie all interventions on race vehicles and must imperatively be made in the compulsory service park defined by the organization, and done by persons officially accredited for this purpose: the owners of a SERVICE bracelet. d) Any other intervention, and only by an other competitor still in race not having ckecked in at the CH of DSS, neither than, CH ASS, will be forbidden. No other person shall intervene on the vehicle. 21/24

PENALTIES 20.1 FIXED AND SPORTING PENALTIES a) A FIXED PENALTY (FP) of 3H, is applied to the competitor for exceeding the maximum allowed time (TMA) on a selective section. b) In case of exceeding the time allowed on a liaison section, the penalty inflicted will be 1 minute per minute of lateness or per minute in advance. In case of liaison 1 (from CHL bivouac to DSS), the start will be refused after 30 minutes of lateness. In case of liaison 2 (from ASS to CHL bivouac), the penalty of 30 minutes will set up to 2H penalty. c) A Sporting Penalty (PS) is provided in the case of non-compliance of a sporting rule to avoid exclusion, its value is 2H, added to the penalties for missing WP and CP. d) A 30 minutes penalty punishes any lack of validation of a WPM, WPE, DZ and FZ. e) A 2 hours penalty punishes any lack of validation of a WPS. f) A 2 hours penalty punishes any lack of validation of a CP, which will be added a penalty of 5 minutes if the stamp of the CP is not visible on the time card of the competitor. g) Any competitor arriving after the closing of CH Arrival of Selective Section (ASS), or the CH Arrival of liaison bivouac, shall absolutely give its time card to the PC Race on the shortest delays, or at the latest the following day at the start of CH liaison bivouac, 30 minutes before the start of the first car. - He shall notify by letter to the Competitors relations officer or the Clerk of the Course his willingness to take the start of the stage, at least 30 minutes before the starting time of the first Car, under penalty to see the start refused and result to a fixed penalty to a crew who cannot take the start of a stage (100h). h) Drivers who do not take the start of a stage, or be forced to retire during the stage would not be so far excluded the rest of the rally. They will be penalized as follows, but allowed to take the start of the next stage in the respect of the request delays as stated in articles 14-2 g and 20-1 g. i) The crew unable to take the start of a stage will necessarily inform the Clerk of the Course or Competitor relation, or official at the Start (CH Liaison or DSS). It will be given a fixed penalty of 100 hours for noncompleted stage. j) The crew did not take the start of a selective section or who leave it without validating the first CP will be given a fixed penalty of 100 hours for non-completed selective section. k) The crew forced to retire under Selective Section after validating the first CP, but not having reached the finish time control of the selective section (CH ASS) before its closure, will be given a fixed penalty of 75 hours. l) The crew who have validated all CP but not having reached the CH ASS of selective section before its closure will be inflicted a 50 hours penalty. m) It is forbidden, under penalty of disqualification: - To load the race vehicle in another vehicle, - Deliberately blocking the passage of vehicles or prevent them from overtaking, - for vehicles to move in the opposite direction of the path of the selective section, under pain of a penalty of 2 hours. n) Any competitor refusing to leave at the start of a special at the time and place that have been awarded will be imposed a penalty of 1 hour. o) The competitor is responsible for its time card and the different checks during the rally. The loss of the time card will result in a 1 hour penalty. p) The financial penalties have to be paid under 48h whoch follow the nitification and at least before leaving the final park fermé, Art of Code. 21. CLASSIFICATIONS a) See art. 46 of Prescriptions FIA Cross Country Rallies b) The different classifications will be posted each evening at the official hotel of the organization. The display of the classification of each stage will published the day after the stage, at the official hotel. It will 22/24

23 become final at the end of the claim period, which ends when the first crew will take the start of the stage that follows the display. c) End of the rally, the official General overall classification will become final at the end of the claim period, ie 30 minuts after posting. d) Considering that the classification will become final as regards the elements used in its creation, and these only ones, will not be subject to any protest when displaying the official classification at the end of event. e) To be included in the final classification, competitors must necessarily have crossed the finish line of the final stage (CH ASS5 during its opening time period), and entered the Final Parc Fermé in time allowed LIST OF PRIZES Every finishers of the rally will receive a medal. Prizes will also be given as follow : Overall classification : 1 st, 2 nd and 3 rd 1 prize each GROUP T1 FIA : 1 st CREW 1 prize Class T1.1 FIA : 1 st CREW 1 prize Class T1.2 FIA : 1 st CREW 1 prize Class T1.3 FIA : 1 st CREW 1 prize Class T1.4 FIA : 1 st CREW 1 prize GROUP T2 FIA : 1 st CREW 1 prize GROUP T3 FIA : 1 st CREW 1 prize Women Challenge : 1 st CREW: 1 prize Morocan Challenge: 1 st CREW: 1st Participation CAR: 1 st CREW : 1 prize 1 prize Other awards at the discretion of the organizer based on entries CEREMONY The awards ceremony will take place October 09, 2015 in Agadir. The crews did not show up at the distribution of prizes lose their entitlement to prizes and awards that were given to them without that classification be amended. 22. ENVIRONMENT a) Each participant is responsible for waste generated by his team during the event. b) Waste must be retained by the team until the approved facilities provided by the organizers can be used. c) When refueling or maintenance of a vehicle, participants must provide and use an environment mat to protect the floor (1 meter minimum more than the width and length of the vehicle), See art of Prescriptions. After use, these mats must be removed by the participants. d) At any oil changes, the participant must file the used oil into barrels provided by the Organization. e) Any violation may result in a financial penalty. Similarly, the participant will be responsible for repair costs. 23. TV AND PHOTO RIGHTS a) All competitors recognize that the OiLibya Rally of Morocco organized by NPO EVENTS is a promotional operation with a reputation they can benefit from. b) NPO EVENT holds all the rights necessary for the production and transmission, all the means and media, world-wide of images and sound relating to this event. c) Under the control of NPO EVENT, the media broadcasting the event by different means (press, radio, television, cinema, website, etc.) advertise the competitors and their sponsors. The sponsors are encouraged to help news concurrents for later events. A ripple effect is created through the OiLibya Rally of Morocco d) In order to permit the widest possible dissemination and promotion of the OILIBYA RALLY OF MOROCCO, any and all persons taking part in the OILIBYA RALLY OF MOROCCO for any reason (hereinafter collectively referred to as the Competitors) acknowledge and agree that their participation in the competition grants to the organizers and assignees the irrevocable right to reproduce and display, without any compensation whatsoever, their name, likeness, voice, biography and history, and more 23/24

24 generally, their sports performance in connection with the OILIBYA RALLY OF MOROCCO, as well as the trade name(s), trade mark(s), brand(s) of their vehicle parts manufacturers, constructors and sponsors, in any and all forms, on any media (whether now existing or hereafter developed) and in any format, for all kinds of world-wide use, including advertising and/or commercial use without any restrictions whatsoever except for those mentioned hereinafter, and for the entire duration of the protection currently granted for such use by legal or statutory provisions, judicial and/or arbitral decisions of all countries, as well as international conventions (present and future), including eventual extensions that could be made to this duration. e) Participants grant to NPO EVENTS, in the name and on behalf of their sponsors and / or the manufacturer of their vehicle, in the frame of any exploitation derived from the race, including for the sponsors and media, the autohrization to reproduce or to be reproduced in whole or in part at the discretion of the organizer, on any existing or future medium, worldwide, without limitation, all for the longest time lawfully admitted by both French and foreign laws, existing or future international agreements, including any extensions that could be made at this time, names, trademarks or logos said sponsors and / or visual such vehicles. f) Shooting pictures of competitors participating in the 2015 OiLibya Rally of Morocco, whatever the means used and the purpose for which they are filmed, are subject to the prior written consent of the organizer.
