2 WTAC FURTHER REGULATIONS Chapter 1 - Specific Event Regulations 1.3) ADMINISTRATION and EVENT STAFF.4 Stewards of the Meeting WTAC - Ross Hill, Phil Morley, Matt Halpin 1.5) ENTRIES.9 One (1) driver only per vehicle may enter WTAC. Two (2) or more drivers will not be accepted. 1.7) SCHEDULE The Event Schedule will be as published and distributed by the Event Organisers. The Event Schedule will be displayed on the Event Notice Board. Event Organisers reserve the right to vary the Event Schedule. 1.10) PRACTICE AND AVAILABILITY WTAC Private Practice at SMSP will be available on Thursday 12 th October Entry to this practice day will incur an additional cost of $500 per driver. Application to attend this practice day must be submitted and received by the Organiser no later than 31st August Applications received 1 st September to 30 th September 2018 will be $550 per driver. Applications received from 1 st October onwards will be $600 per driver. The use of another brand of tyre is permitted for private practice only. Where a brand other than Yokohama is used all white writing/markings on the side walls of the tyres of a brand/logo etc. other than Yokohama, must be blacked out. All competitors will be advised of any other practice events to be held at Sydney Motorsport Park Chapter 2 - General Requirements 2.6) GARAGE AREA - FUEL REQUIREMENTS The maximum amount of fuel permitted to be stored anywhere in the paddock, garage or carport bay is 50 litres per garage or carport bay (not including any fuel in the car). Fuel must be stored handled in accordance with any instructions issued by the organisers and/or the Chief Fire Marshal, or other event officials. All additional fuel must be stored at the Official Fuel Compound located beyond the scrutineering shed. Under no circumstances is additional fuel to be stored in garages, carports or the paddock area. Any breach of this regulation will be referred to the Stewards of the Meeting and may incur a fine and/or exclusion from the event. Smoking is NOT PERMITTED in any area of the garages, paddock, pit lane, scrutineering, fuel compound, Nitrous Oxide depot, or any other area unless specifically sign posted that smoking is allowed. Drivers will be responsible for their team members to comply. Failure to comply may result in a time penalty to the Team. 3 SUPPORT EVENTS SUPPLEMENTARY REGULATIONS General Regulations for Support Events 1. EVENT TITLE, DATE The event shall be known as the World Time Attack Challenge Sydney 2017, to be held on the 13th and 14th of October 2017 and shall incorporate the following Support Events: (i) Honeywell Garrett Drift Challenge (ii) Turbosmart Flying 500 (iii) (v) Prep d Legends Demonstrations Other Demonstrations Shannons Stylized Modified Car Show 2. ORGANISATION AND STATUS The event shall be held under the International Sporting Code of the Federation Internationale de l'automobile (F.I.A.), the CAMS National Competition Rules (NCR s), the Speed Event Standing Regulations, thehoneywell Garrett Drift Challenge Regulations, these Further Supplementary Regulations, and any Further Regulations or instructions to entrants that may be issued. The event shall be a Speed Event, and demonstration activities including Drifting in accordance with the NCR s, with international participation not part of any Series or Championship. Insurance for this event shall be provided in accordance with Appendix I of the current CAMS Manual of Motor Sport. This Event shall be conducted under and in accordance with CAMS OH&S and Risk Management Policies, which can be found on the CAMS website at This event will include a Motor Sport Passenger Ride Activity (MSPRA) which shall be run under and in accordance with the CAMS MSPRA Policy. 3. CIRCUIT DETAILS Venue: Sydney Motorsport Park, Brabham Drive, Eastern Creek NSW 2766 Circuit/Direction: (i) Turbosmart Flying 500 Gardner GP Circuit, Main Straight, Clockwise (ii) Prep d Legends Gardner GP Circuit, Anti-Clockwise (iii) Other Demonstrations Gardner GP Circuit, Anti-Clockwise Honeywell Garrett Drift Challenge Brabham Circuit T15 - T18, Anti-Clockwise 5. ABANDONMENT The Event Organiser reserve the right to cancel, abandon or postpone the event in accordance with NCR 59 of the current CAMS Manual of Motor Sport. 6. DOCUMENT CHECKS / ACCREDITATION All team accreditation, as previously arranged with the Event Secretary, will be available from the entry gate on Thursday 12th and Friday 13th October 2017 from 7:00am. Any additional tickets required can be purchased at the gate or prior to the event online via the World Time Attack Challenge website. Document checks for each Support event competitors/participants must be completed before any on-track activity. Drivers must attend the Event Secretary s office for Document checks upon arrival and before attending scrutineering. 7. GARAGE AND PADDOCK ALLOCATION Garage and paddock allocation will be at the sole discretion of the Event Manager. Turbosmart Flying 500, Prep d Legends and Other Demonstrations will be located in the main WTAC paddock area. Honeywell Garrett Drift Challenge will be located in the Dummy Grid area. 8. FUEL REQUIREMENTS PADDOCK / GARAGE AREAS For the Support Events: The maximum amount of fuel permitted to be stored anywhere in the paddock, garage or carport bay is 50 litres per garage or carport bay (not including any fuel in the car). ALCOHOL, DRUGS AND OTHER SUBSTANCES Any holder of a CAMS 'Competition' or 'Officials' licence (or equivalent licence issued by another ASN) may be tested for the presence of drugs (or other banned substances) and subject to a penalty(ies) for a breach in accordance with the CAMS Anti-Doping Policy and/or the CAMS Illicit Drugs in Sport (Safety Testing) Policy as published on the CAMS website. Consumption of alcohol in the paddock, pits or any section of the competition venue/course under the control of the Officials is forbidden until all competition is concluded each day. Accordingly, any holder of a CAMS 'Competition' or 'Officials' licence (or equivalent licence issued by another ASN) may also be tested for the presence of alcohol by a CAMS Accredited Testing Official (CATO) in accordance with the CAMS Standard Operating Procedure for Breath Alcohol Testing. Possession and/or consumption of alcohol in the pit paddock or other non-public areas is STRICTLY forbidden until the conclusion of the Meeting. Competitors are responsible for ensuring the requirements of Article 9P are met with members and associates of their team. 10. VEHICLE BREAKDOWN In the event a vehicle breaks down or leaves the circuit during an on-track activity and it is unable to continue, the driver is to remain in the vehicle until instructed by event officials to get out of the vehicle and only when it is safe to do so and move behind the safety fence or barrier. Competitors are not to attempt to repair their vehicles. 11. CAMERAS For Support Events the use of cameras on or in vehicles shall be in accordance with the WTAC Supplementary Regulations, Article Cameras and Use of Video, Photographs, Etc. 12. PASSENGERS For Support Events, passengers are only permitted if previously arranged with the event organisers and in accordance with the CAMS Motorsport Passenger Ride Activity Policy and WTAC Supplementary Regulations Article 1.17 Passengers. 13. SCRUTINY OF VEHICLES AND DRIVER APPAREL ALL SUPPORT EVENTS Each vehicle must comply, as a minimum, with Schedules A & B of the current CAMS Manual of Motor Sport and any relevant technical regulations or requirements of these Supplementary or Further regulations. CAMS at its discretion may permit a non-compliant vehicle to undertake a demonstration. Each driver must wear, as a minimum, apparel in accordance with the requirements for a National Speed event as per Schedule D of the current CAMS Manual of Motor Sport. The following is included as a guide: (i) (ii) (iii) (v) (vi) Fire extinguisher to be a minimum 1kg and fitted within reach of the driver. Blue triangle, 150mm mounted to indicate battery location Secondary method for fastening the bonnet. All forward facing glass lenses to be completely covered by a protective film All loose objects are to be removed from the car The battery is to be firmly clamped Page 5 of 11
6 (g) (h) (i) (j) Competition numbers, as provided by the event organisers, are to be positioned on the vehicle according to the requirements of the event organisers. Each event signage requirement issued by the Event Organiser must be met. Each Driver and vehicle must be presented in a clean and tidy manner completely ready for the track including the driver s apparel and helmet. Once each vehicle has undergone and completed scrutiny it must remain in compliance with the requirements of all regulations for the event. Any vehicle found to be leaking oil or fluids during an event will be suspended from the event until the Chief Scrutineer / Clerk of Course is satisfied that action has been taken to rectify the leak. Should there be a re-occurrence of the leak then the vehicle may face exclusion from the remainder of the event. Each vehicle must be fitted with suitable towing hooks or a similar device both front & rear to allow for the speedy removal of a vehicle from the circuit in the case of a mechanical failure, or off track incident. A sticker will be issued confirming that the vehicle has passed scrutineering prior to it being able to compete. The Promoter or the promoter s delegated representative in conjunction with CAMS will be the sole judge of eligibility for the events. All Fuel shall be in compliance with Schedule G of the current CAMS Manual of Motor Sport. 14. FLAGS Green Flag Yellow Flag Red Flag Chequered Flag Flags shall be used during each on track activity. Each driver must obey any flag shown. The meaning of each flag is in accordance with the CAMS Manual of Motor Sport Appendix H, Track Control and Flag Signalling. The following is a guide to the four common flags which shall be used: This will be used to start each event. DANGER AHEAD: Driver must SLOW DOWN and be ready to take evasive action or even stop. In DRIFT events, the driver must not continue drifting. This indicates a severe problem ahead and the driver must SLOW DOWN and be prepare to stop immediately. The event has been stopped. The event is finished and drivers are to leave the track. Specific Regulations for Each Support Event Honeywell Garrett Drift Challenge 1. ENTRIES Entries for the Honeywell Garrett Drift Challenge shall be by invitation only and as accepted by the Event Organiser. Expression of interest from participants will be announced by the event organiser. Event entry fee shall be $949.00AUD including gst and will include:- Drift Challenge Driver + 4 crew passes for the two days of the event 1 Support Vehicle pass 1 Competition Vehicle pass Additional general admission tickets may be purchased online via the World Time Attack Challenge Sydney website - Page 6 of 11
7 Extra crew passes are not available for purchase. (g) (h) The organisers reserve the right to accept or reject entries at their sole discretion without assigning reason in accordance with NCR 83. Official CAMS/WTAC Entry forms must be lodged with the Event Secretary. If entry forms are not completed correctly, they will be returned and entry will not be accepted until received back by the Event Secretary. If competitors fail to pay the entry fee as per the issued invoice, the Event Organiser reserves the right to withdraw the competitor s entry. Forms are available for download from the website Entries from Drivers years of age must be counter-signed/consented by a parent or legal guardian on the official entry form. If a competitor advises the Event Secretary that they are unable to attend the event, any refunds will be at the sole discretion of the Event Organiser. 2. LICENCE REQUIREMENTS Each competitor and driver must hold, as a minimum, a current CAMS Level 2 Speed Licence or other relevant and applicable licence as per CAMS NCR. Each competitor must, when requested, be able to present and prove that they hold a current licence as above. Each competitor must, when requested, be able to present and prove evidence of being a member of a CAMS Car Club, save for the application of CAMS NCR 78. New Zealand Competitors/Drivers who hold a Motorsport NZ Speed Licence are valid for the Honeywell Garrett Drift Challenge. All other overseas competitors/drivers must obtain a Visa to Compete from their FIA affiliated ASN (Motorsport Association). 3. COMPETITOR/DRIVER BRIFEING Each Competitor/Driver must attend the Drivers Briefing and sign the attendance sheet. Any failure to attend or sign in for the entire duration of any Drivers Briefing will be referred to the Stewards of the Meeting, who may impose a penalty up to and including exclusion from the event. Drivers Briefings may include information on (i) (ii) (iii) the physical layout of the course, including the judged area; designated changeover area with precise details in regard to the way in which the event will be conducted; the application of judging criteria to be used for the event. The appointed judges are the only persons who may advise competitors and drivers on interpretations on the judging criteria; and any other information the Clerk of the Course feels necessary to explain. The Drivers Briefing will only be open to attendance by the Competitor/Driver and two (2) spotter/crew members from their team. Additional team members will be denied access. 4. JUDGING Judges will be appointed as Judges of Fact by the Event Organiser. The decision of the judges is final in regard to the determination of the outcome of Drift Qualifying or a Drift Battle. A panel of three (3) judges will establish the order of merit of competitors as they traverse the judged area. Assessment will be made according to car control competence based on the judging criteria. The Judged Area shall be the portion of the course where judging will take place. Activities occurring outside the judged area will not be taken into account by the judges. Activities occurring outside the judged area may be taken into account or referred to the Stewards and Clerk of Course as appropriate and action may be taken accordingly. Page 7 of 11
8 5. EVENT LAYOUT Drifting shall be conducted on a sealed surface within the confines of the Venue for the International Drift Challenge, and in accordance with any further information provided at any time by the Event Organiser. Certain parts of the layout will be designated no drift zones. In addition to the changeover area, these areas may include entry/exit areas and other areas at the discretion of the Event Organiser. The layout of the track is not subject to restriction based on weather conditions it may be wet or dry depending on requirements for the event and environmental conditions. 6. ELIGIBLE VEHICLES Vehicle Eligibility will be at the sole discretion of the Event Organiser. Each International Invited vehicle must comply with the Technical Regulations as determined by the Event Organisers for the competition that vehicle generally competes in (Such as Formula Drift or MSNZ Drifting Regulations). Each other Invited vehicle as a minimum must comply with the CAMS Standing Regulations for Drifting and the Honeywell Garret Drift Challenge Regulations. Cars participating in the Top-32 tandem battles must run a front and rear bar at all times, unless severe damage prevents this and it is approved by the Clerk of the Course. Replacement cars are permitted with the approval of the Clerk of the Course and the Stewards. Such approval may only be given prior to qualifying and if the car is scrutineered within the allocated time. A driver may only drive the car in which they are entered without limitation to Article 6,. 7. FURTHER REGULATIONS FOR THE HONEYWELL GARRETT DRIFT CHALLENGE Further regulations which shall detail the Judging Criteria, the Protest criteria, the specific vehicle Technical Regulations shall be issued specifically for the Honeywell Garrett Drift Challenge. Turbosmart Flying 500 Regulations The event shall be held under the International Sporting Code of the Federation Internationale de l'automobile (F.I.A.), the CAMS National Competition Rules (NCR s), the Speed Event Standing Regulations, as detailed in the Event Further Supplementary Regulations, and any Further Regulations or instructions to entrants that may be issued. The event shall be a Speed Event, including a Single Car Speed and Acceleration test in accordance with the NCR s, with international participation not part of any Series or Championship. 1. ENTRIES Entries for the Flying 500 shall be by invitation only and as accepted by the Event Organiser. Expression of interest from participants will be announced by the event organiser. Event entry fee shall be covered by Turbosmart on acceptance to the event by the Event Organiser. The organisers reserve the right to accept or reject entries at their sole discretion without assigning reason in accordance with CAMS NCR 83. Official CAMS/WTAC Entry Forms must be lodged with the Event Secretary. If entry forms are not completed correctly, they will be returned and entry will not be accepted until received back by the Event Secretary. COMPETITOR BRIEFING Each Competitor/Driver must attend the Drivers Briefing and sign the attendance sheet. Any failure to attend or sign in for the entire duration of any Drivers Briefing will be referred to the Stewards of the Meeting, who may impose a penalty up to and including exclusion from the event. Drivers Briefings may include information on (i) the physical layout of the course, including the competition area; (ii) designated changeover area with precise details in regard to the way in which the event will be conducted; (iii) the marshalling procedure for the event; and any other information the Clerk of the Course feels necessary to explain. 4. EVENT REGULATIONS The Turbosmart Flying 500 is a Top Speed competition, commencing with a rolling start and run over a set course. The course will be on the Main Straight of the SMSP Circuit, in the reverse direction commencing on the tarmac strip located adjacent to Turn 1. Each competitor will get two (2) runs each day, with a total of four (4) runs of the course for the event. Top speed will be measured by a radar speed trap located at the finish line. The event official in control of the radar speed trap will be the Judge of Fact in determining the speed achieved. The winner will be the car with the fastest recorded speed on the course over the two days. A trophy will be awarded for each of the top three (3) fastest times over the two days. (g) The trophy presentation will take place immediately after the Flying 500 on the main straight, under the direction of the event organiser. (h) When not competing it is compulsory that each Flying 500 car is to be placed on display in the designated Flying 500 area. (i) Each Flying 500 car is required to have the official Flying 500 windscreen banner fitted before the first run. (j) Each Flying 500 car will be required to undergo Scrutiny before participation in the event. The Scrutiny times will advised in Event Schedule. Page 9 of 11
10 5. VEHICLE AND COMPETITOR/DRIVER COMPLIANCE AND SAFETY To be eligible to compete in the Flying 500 each vehicle must meet the following requirements: i. be equipped with two (2) front seats, for a driver and a passenger; ii. be fitted with a minimum of a CAMS Manual Schedule I, Type C Safety Harness (lap Sash seat belt) for the Driver; iii. be fitted with radial tyres only; iv. the use of Methanol fuel is not permitted; and v. be deemed by the event organiser to be road registered. The use of Nitrous Oxide is permitted provided the fitment is to the satisfaction of the Chief Scrutineer (based on the ANDRA drag racing requirements and the WTAC Nitrous Oxide Requirements). Each driver must wear a helmet and apparel in compliance with the requirements for a National Speed Event in accordance with CAMS Manual of Motor Sport, Schedule D. Apparel, at a minimum, will be clothing from ankles to neck to wrist. Clothing of flammable synthetic material, such as nylon, is not acceptable. Only enclosed shoes with a leather upper are permitted. A convertible open type vehicle must be equipped with a hard top or a safety cage structure that complies with CAMS regulations, and/or meets the approval of the Chief Scrutineer. Each car must carry a minimum of one (1) hand held fire extinguisher, in compliance with a Speed Event in accordance with CAMS Manual, Schedule H requirements, including the requirements for the fitment of the extinguisher. The minimum number and size of extinguisher is 1 x 900g. Each vehicle must be presented in a safe and ready to start manner. No loose items are permitted within the cockpit of the vehicle. The Chief Scrutineer will be the Judge of Fact for any safety related issue, or any determination of an unsafe vehicle. (g) A car found to not complying with the above will not be permitted to compete. Prep d Legends 1. ENTRIES Entries for the Prep d Legends shall be by invitation only and as accepted by the Event Organiser. Expression of interest from participants will be announced by the event organiser. Event entry fee shall be advised on acceptance to the event by the Event Organiser. The organisers reserve the right to accept or reject entries at their sole discretion without assigning reason in accordance with NCR 83. Entry forms must be lodged with the Event Secretary. If entry forms are not completed correctly, they will be returned and entry will not be accepted until received back by the Event Secretary. EVENT REGULATIONS The Prep d Legends demonstration will be held on the Gardener GP Circuit in accordance with timings set by the Event Organiser and advised in the Event Schedule When not competing it is compulsory that each Prep d Legends vehicle is to be placed on display in the designated Flying 500 area (dummy grid). Each Prep d Legends vehicle is required to have the official Flying 500 windscreen banner fitted before the first run. Each Prep d Legends vehicle will be required to undergo Scrutiny before participation in the event. The Scrutiny times will advised in Event Schedule. Other Demonstrations and Activities This event shall include the following other non-competition demonstrations and activities: (i) (ii) (iii) Vehicle Demonstration Full Circuit Vehicle Parade Drifting Demonstrations Stylized Modified Car Show PARADE A Parade will be conducted in accordance with CAMS NCR 20a.and the following: The Parade will be undertaken at a Maximum speed of 90km/h. Each Parade participant will be required to sign a CAMS Entry Disclaimer. No CAMS Licence will be required for the driver. Each Driver will hold a Civil Drivers Licence or otherwise be approved by the Clerk of the Course. Driver must have a minimum of a Lap sash seat belt. Passenger may be carried provide they have a minimum of a lap sash seat belt. No helmets will be required. Other apparel is minimum of long sleeves, trousers and closed shoes. Page 11 of 11
