IMA Date: April 18 Code of Practice v3.0 For the use by buses and coaches at the University of Bath Public and private bus and coach service operators that the University of Bath has permitted to enter its campus are required to comply with this Code of Practice which has been designed to ensure a safe environment for users of the campus, passengers, and bus operators. Operators are only permitted to operate services on the campus that have been agreed in writing by the University, and this shall include any non-timetabled duplicate services. The University shall be consulted on any proposed change to agreed timetables or provision of duplicate services, and shall have the right refuse the proposed change if, in its opinion, the proposed change would not be in the best interests of the University or those travelling to and from it. The University reserves the right to withdraw its permission to enter the campus from any contractor whose drivers fail to comply with this code. The University reserves the right to update the code from time to time to reflect changes to: the campus; the number of operators permitted to use the campus; and the way in which buses and coaches are permitted to operate. Permitted operators will be promptly informed of changes to the code and will be required to operate in accordance with the amended code. General University Code of Practice for All Users 1. Vehicles must not park or wait on double yellow lines nor in areas that will give rise to safety issues (for example blocking emergency access) nor cause danger or obstruction to other campus users. By entering the campus, bus and coach drivers, and their operating companies agree to abide by the University s Parking Regulations. As such, if a vehicle is parked in a location which contravenes the Parking Regulations, it may be issued with a Parking Charge Notice. 2. All vehicles must a d h e r e to the posted speed restrictions in place throughout the campus, which is mph on Convocation Avenue from The Avenue to the STV layby, and 15mph on all other campus roads with the exception of the Arrivals Square, in which speed must not exceed 5mph. 3. At all times drivers should look out for pedestrians crossing the road or walking within the carriageway, especially at crossing points, close to junctions and at lay-bys. 4. Drivers must not drive aggressively or use the horn to hurry pedestrians or cyclists out of their way. 5. No vehicle shall travel anti-clockwise around the Arrivals Square.

2 6. The University employs a Bus Manager to manage and assist the operation of bus services on-site. All operators must comply with any instructions given by the University Bus Manager.. Any on-site operational issues experienced by operators should be directed to the Bus Manager in the first instance. 8. Drivers and supervising staff are expected to behave appropriately on-site and should: Dress appropriately fluorescent/hi vis clothing should not be worn other than as required by the Operator when carrying out active duties; Be courteous to and behave appropriately towards other users of the campus; Not use foul or inappropriate language; Not intimidate nor cause upset to other users of the campus through individual or group actions; and Not smoke in prohibited and inappropriate areas 9. Toilet facilities for use by bus drivers and supervising staff are available to the rear of the University Bus Managers office in the Arrivals Square (see Plan 1). Staff are expected to treat the facility appropriately and leave it in a clean state. 10. Drivers and supervising staff are permitted to use the University s café/restaurant facilities subject to acting appropriately as set out above. Regular Services - Exhaust Emission Standards 11. Unless otherwise agreed in writing by the University, all buses and coaches used to serve the University should comply with Euro 5 Exhaust Emission Standard or better. Regular Services Using the Arrivals Square (See Plan 1) 12. The Arrivals Square shall be for the use of scheduled local bus services, or for the manoeuvring of long distance buses and coaches only. Long distance services and coaches shall not drop off or pick up passengers from within the Arrivals Square except with the advance written permission of the University, which will need to be provided by the driver as evidence to the University s Bus Manager if requested. 13. For the first two weeks of the academic year, operators of scheduled local bus services shall provide a supervising member of staff on-site between the hours of 0:45 and 10:15, and 15:30 and 18:30 to assist bus users in boarding and alighting, and to ensure the safe and efficient operation of the Arrivals Square, although this period may be reduced by agreement with the University if it is clear that the Arrivals Square is operating safely and efficiently. 14. Operators will, at the written request of the University, provide a supervising member of staff for such periods as the University shall indicate if it considers it to be necessary due to safety concerns or operational problems within the campus. 15. Vehicles should not need to reverse in the Arrivals Square. However should the need arise, its reversing horns should be used at all times and reversing should only be undertaken under the supervision of a suitably responsible person.

3 . Vehicles shall only park within the allocated and marked pickup/drop-off bays. Parking or waiting is not permitted in the middle section of the Arrivals Squares. 1. Drivers shall not obstruct the passage of other buses, nor drive in a way which would compromise the safety of other buses and their passengers. 18. Bus companies must only pick up passengers from their allocated pick up stand. Plan 1 shows the location of pickup/drop off bays.. Stop 1 (allocated to First) has the capacity to fit two bendi-buses at one time with careful positioning or 3 single/double decker buses. It is important to the operation of the Arrivals Square and the East Car Park access road that buses pull as far forward as possible within the marked bay to allow other buses to park fully within the Arrivals Square. Buses should not be parked in such a way as to prevent or obstruct ingress to the Arrivals Square by other vehicles.. Stop 2 (allocated to First) has the capacity to accommodate 2 single/double decker buses with careful positioning. It is important to the operation of the Arrivals Square that the front bus pulls as far forward as possible within the marked bay. Buses should not be parked in such a way as to prevent or obstruct egress from the Arrivals Square by other buses.. Stop 3 (allocated to First) has the capacity to accommodate one bendi-bus or two single/double decker buses.. Stop 4 (The STV bus stop) is only for use by Wessex services A/C and for the Arleen Coaches Service 15. Wessex Services A/C are permitted to lay over at this stop as part of their timetabled schedule. The bay is not to be used for the laying over of buses that are not in service. 23. Buses must not stop or wait in the disabled drop-off area immediately north of Stop 4 the STV bus stop) which forms part of the same lay-by. 24. Stop 5 (The Avenue stop) is for use by all services stopping on demand as required. No services are permitted to stand/layover at this stop. 25. Once a vehicle has started to exit its designated pick up bay, drivers must not subsequently stop to pick up further passengers. Bus Layover 2. The University cannot accommodate the laying over of services on the Campus. Hence unless otherwise agreed in writing with the University, services must not be permitted to lay over or park on-site. Coaches 28. Coaches shall not drop-off or pick-up passengers from within the Arrivals Square unless with the express permission of the University. Coaches can use the arrivals square for manoeuvring only but should not need to. 29. Unless otherwise permitted by the University, coaches are only allowed to dropoff/pick-up passengers from the bays in the middle of the East Car Park see Plan Coaches need to agree parking arrangements with the University prior to travelling to the Campus. 31. Drivers must look out for pedestrians and cyclists especially at the points where buses

4 turn into the Arrivals Square and within the East Car Park area. 32. In the rare event that a vehicle has to reverse its reversing horns should be used at all times and should only be undertaken under the supervision of a suitably responsible person
