I wanna drive it all night long. --- Rascal Flatts, Life is a Highway, 2005 Dear delegates of FIA, Still fascinated by the charm of the Concord or the intricacy of Game Theory? Now you are approaching the day of addressing the committee directly, and the third update will help you, from a more pertinent point of view, toward the good performance during the committee sessions. You may juxtapose FIA and FOTA as the antagonistic two sides when thinking about the budget cap issue. However, do not neglect the subtle significance Formula One Management and its personnel could exert over the situation. In this update we shall briefly introduce two chapters that depict the relationship between FOM and FOTA, in the perspective of team budgets, and FOM and FIA. We hope each delegate could figure out the role and the specific interest of the involved groups: FIA officials, FOM personnel, team officials, sponsors and suppliers through this update, which may serve as the main reference other than the 1997 Concorde Agreement in the formal committee sessions. Finally we would like to say that, despite its experimental property, F1 Commission has received the spotlight from inside and outside BDMUNC. We shall thank every fellow delegate for your dedicated work on pre-session preparations and assignments, and your passion devoted to this committee. At the very end of the preparatory process, we would like to give you several reminders on this committee: 1. Language matters. Delegates are required to address other delegates properly, with Mr. /Ms. plus respective surnames. Do not mess around with you guys. We are not Wall Street bankers discussing merger plans. 2. Pay attention to Rules of Procedure. F1 Commission shall make several adjustments to the parliamentary rules of procedure. 5 3. Clarity in committee background. The budget cap issue rose in the early 2009, while our committee adopts a certain timeline that starts right before the 2009 Monaco Grand Prix. Make sure you read the committee background in the third update and make clear the situation facing yourselves. 6 Conflict between the Two Moderators Below are three newspaper articles talking about the split threat posed by Bernie Ecclestone in mid-2008 following the sex scandal of Max Mosley. Ecclestone talks of split: Breakaway threat Edition: 1 - State Section: Sport, pg. 091 FORMULA One boss Bernie Ecclestone has acknowledged for the first time that the racing series may split from governing body FIA and set up a breakaway championship. Ecclestone has been in talks to renegotiate the Concorde Agreement between the teams, his Formula One Management company and the FIA, which has governed the sport for its entire 58-year history. He's been frustrated by embattled FIA president Max Mosley's attempts to increase the FIA's influence and his determination to remain in office in the wake of a sex scandal. The teams can do what they like, Ecclestone said in London's The Times. At the moment what we're trying to do, to keep the sponsors happy, is say we can't break away but it could well be that will happen. Ecclestone met with team chiefs before this month's Canadian Grand Prix and McLaren's Ron Dennis later said he would support an overhaul of F1 to restore stability and didn't rule out backing a breakaway series. The Concorde Agreement sets the terms by which teams compete in races and share television revenue and prize money. Ecclestone said the FIA's financial stability was reliant on the income he brings into F1. There is no (direct) agreement between the teams and the FIA,'' Ecclestone said. There is a commercial agreement that has been signed by the teams and Formula One Management. All they (FIA) have got is the money that comes from Formula One. If there was no Formula One, the FIA would be in serious trouble. 6 / 21

7 Ecclestone holds fears over the lingering fallout from Mosley being exposed in a British tabloid for taking part in sex acts with prostitutes that involved alleged Nazi role-playing. Mosley survived a vote of no confidence at an extraordinary general meeting of members in Paris early this month. The thing that worries me is that the Jewish community controls an awful lot of the finance which comes into Formula One, directly or indirectly,'' Ecclestone was quoted as saying. They say the FIA shouldn't let somebody like Max represent them. Copyright 2008 / The Advertiser Competition: Ecclestone vs. Mosley? FORMULA ONE commercial boss Bernie Ecclestone denied FIA president Max Mosley's claims last week that his group of companies wants to take over the entire Fl world championship, including the sporting and technical regulations (Competition, May 26). Mosley wrote to the presidents of all FIA-affiliated national motorsports bodies, asserting that it is essential that he win an upcoming vote of confidence from the FIA general assembly on June 3 stemming from his public sex scandal because he is at a delicate stage of negotiations with Fl regarding its future. He added that Fl, majority-owned by private equity firm CVC Capital, also wanted to renegotiate its 100-year commercial-rights deal. In his own letter, mailed on May 22, Ecclestone said that Mosley's statements could lead to misunderstandings and inaccurate conclusions being drawn. Ecclestone's letter falls short of calling Mosley a liar, but it does undermine the president's case for being allowed to complete his current term, which expires in October We support the FIA and recognize that it is, and should remain, the sole body which governs the sporting organization of the FIA Formula One world championship," Ecclestone wrote. We intend to continue to manage exclusively the commercial exploitation of Formula One within the established frameworks of the existing FIA Formula One Commercial Agreement and, in due course, the 100-year agreements. There are some ambiguities in the drafting of these agreements, however, and we have sought discussions with the FIA president to clarify these points and to avoid 7 / 21

8 unintended consequences. We do not wish to have control over the Formula One regulations. We intend to continue our successful relationship with the FIA. We have no reason to undermine the FIA or its president. You may be assured that, whatever decision you should make on 3 June, we look forward to continuing our long-standing and constructive relationship with the FIA. Ecclestone told The Times newspaper: I sincerely hope [Mosley's letter] wasn't a declaration of war. I don't want to have a war with Max. I hope he doesn't want one with me. An olive branch in post for F1 boss Edition: 1 - All-round Country Section: Sport, pg. 050 THE cold war between Bernie Ecclestone and Max Mosley over the future of Formula One took a new turn yesterday with a letter from Ecclestone to the FIA clubs in which the commercial rights holder apparently draws back from any attempt to set up a breakaway championship. In the missive, Ecclestone also appears to offer something of an olive branch to the embattled FIA president after weeks of tension in the wake of revelations about Mosley's private life and pressure on him from within the sport to resign. Ecclestone makes clear that he and the Formula One teams want only what he calls the same format to govern the running of the sport as has been in place over the past 25 years, an arrangement controlled by a so-called Concorde Agreement between the teams and the FIA. The position of Formula One Management (Ecclestone's company) and the teams and the Formula One promoters is very simple, Ecclestone writes. They would like a Concorde Agreement signed in basically the same format as in the past agreements (under) which Formula One has been governed successfully... for over 25 years. It follows the agreement reached with the European Commission where the FIA are the regulators of the sport and FOM are the commercial side of Formula One. We would hope that this can continue. Ecclestone goes on apparently to acknowledge that, despite the pressure on the FIA president to step down, Mosley is here to stay. As far as the FIA president is concerned, this has now been made clear and there is not a change in the position at this time, Ecclestone writes in a reference to this month's vote of confidence in Mosley by the FIA clubs at the governing body's headquarters in Paris. 8 / 21

10 Formula One Commerce Where Does the Money Come and Go? The budgets paint a fairly accurate image of how competitive each team is, with the exception of Toyota and Honda. By comparing this with the points scored in the 2007 season and how much each point cost the team, one can compare how efficiently budgets are spent, and how budgets affect competitiveness. Budget Broken-down: 1. Engines Engines are the most expensive item on the F1 itinerary. Mclaren Mercedes spends around 100 million on engine development and production. Mercedes supplies Mclaren with an average of 12 Mercedes-Benz FO 108V, 2.4 litre engines over a season (can differ with reliability). This is a similar amount with Toyota, Ferrari, Honda, BMW Sauber, and Renault. Teams roughly spend 45-50% of their budget on engines some teams like Torro Rosso buy 10 / 21

11 Ferrari Engines at a cost of about 18 million ($37m). Again, this is 50% of their annual budget. 2. Employee Wages Formula One teams employ vast amounts of staff, ranging from engineers to promotional staff, catering, mechanics, drivers, racing bosses, etc. A top team such as Mclaren, Ferrari, or BMW Sauber employs about 1,000 employees. An annual wage bill is about million however, a large portion of this (around 50%) is taken up by team bosses and drivers. Smaller teams who have a much smaller budget, such as Williams, employ a team of about 600 people. With drivers' wages being lower at mid-field teams, employee wages stand at around 40 million. 3. Manufacturing The third largest bill for an F1 team comes in the form of actually designing and constructing a competitive Formula One car. About 12% ( 24 million for a top team) of a Formula One team's annual budget is actually spent on manufacturing the car. This is materials, machinery, and hydraulics, which account for 3.8% of the total parts bill. This figure does not include research and development costs, which stand at an extra 8%. This brings the total manufacturing and research costs for a top-five team to 40 million for an entire season, and 20 million for a bottom-five team. 4. Misc Costs These costs include travel to and from tests, races, catering for the team, capital expenses, rent, bills, sponsor chasing, running wind tunnels, fuel, and corporate events. Estimated Incomes: 1. Sponsorship Sponsorship is the most obvious source of revenue for a Formula One team. We are constantly forced to see Vodafone, Shell, Petronas, and Red Bull, to name but a few. It's obvious that sponsorship costs more depending on how well the team does. Ferrari costs much more to sponsor than Force India, for example. These cars often get more exposure, have bigger fan bases, resulting in more merchandise sales with sponsor logos emblazoned across them. 11 / 21

12 Sponsorship of sports teams began with Formula One in 1968 when Team Lotus F1 took to the circuit in the colours of Imperial Tobacco s Gold Leaf brand, instead of the usual livery which usually related to the team or driver's nationality. Today, sponsorship of F1 is no different to a car having four wheels. They go hand-in-hand. In average, Formula One team has about 25 sponsors who fit into various categories. The Title sponsor is most likely the most predominant, and will pay the highest sponsor fee. Let's take a look at the team's title sponsorship deals; Ferrari: Marlboro (Tobacco) [estimated at 80 million per year] McLaren: Vodafone (Mobile Telecommunications) [estimated at 40 million per year] BMW Sauber: Petronas (Oil and Gas producer) [unknown] Red Bull: Red Bull (Energy Drink, owned by Team Boss) [N/A] Toyota: Panasonic (Electrical Manufacturer) [unknown] Williams: AT&T (Telecommunications) [unknown] Torro Rosso: Red Bull (Energy Drink, Owned by Team Boss) [N/A] Force India: KingFisher (Airline, owned by Team Boss) [N/A] In the case of McLaren Mercedes, you have Vodafone. This sponsor deal was estimated to be worth 40 million a year. This fee accounts for almost 20 percent of McLaren Mercedes annual budget. There are a few teams who are privately owned, and do not have title sponsors such as Red Bull, Torro Rosso, and Force India. These four teams still rely on sponsorship money to fund their teams, but the owners of the teams, are also the owners of the companies which are their title sponsors. Next is the Technology partners who will supply a team with various components, such as Bridgestone (tyre supplier), Mobil 1 (oil supplier) and Sap (software provider). These companies don t often pay to have their logos on a car; however, they do supply the team with goods which cuts costs for the team. Corporate partners supply a team with goods which are used within the team and at team events, such as product launches, charitable events and parties. McLaren have seven corporate partners, ranging from Johnnie Walker, Santander, Boss and TAG Heur. 12 / 21

13 Finally, we have minor sponsors, who get small logo positioning on the car, usually around the sides of the spoiler or nosecone. These can cost between 1 million- 3 million. McLaren have 16 minor sponsors, ranging from Nescafe to FedEx. All this adds up. So far Vodafone have paid 40 million, Johnnie Walker, Santander, Hugo Boss, TAG, Aigo, Schuco, and Hilton have all paid in the region of 12 million, then minor sponsors have paid around 2 million each which equals about 160 million from sponsorship alone. This is 75 percent of Vodafone McLaren Mercedes annual budget made up from sponsorship deals. 2. Merchandise Merchandise is another huge revenue stream. There are no official figures released on merchandise sales; however, Ferrari wwas speculated to have made around the 8 million mark in This is much lower than estimates from the Schumacher era, when sales were hugely boosted in Germany due to his popularity. All of the teams sell merchandise through online stores and promotional tents at races. These can be important revenue streams for small teams. However, these smaller teams have fewer fans, which accounts for less sales. 3. Formula One Administration The Formula One Administration, who raise over 1 billion through track fees, and Driver Super-licenses, then a further 1 billion is raised through commercial TV rights, which cost broadcasters huge amounts. The BBC have paid 240 million for a three-year contract. This is multiplied all over the globe, in over 200 countries, and 40 individual broadcasters. The FOA reward teams with a Prize Fund. Almost 50 percent of the 2 billion raised through various sources is shared between the teams, depending on Qualifying, Race WDC and WCC results. Estimated Costs of On-Board Components Below shows a Formula One car. Each area is labeled with a number. This number corresponds to a section of this article, starting with the most expensive part, down to the least expensive. 13 / 21

14 1. Engine ( 107,000 each) A Formula One Engine must last forr two races in the season. This means teams willl get throughh an averagee of 10 engines a season per car. This figure can be higher if a team suffers from engine failures on a regular basis and must change it more frequently. Over 100 million is spent on development and production at a To op Five team. A Formula One car can output 900bhp from a 2.4 litre V8. At 107,000 each and an average of 10 engines per car. A team will spend 2,140,000 on engines for their two cars. 2. Gearbox ( 65,000 each) Gearboxes must now last for f four races in a season. Formulaa One gearboxes are highly technical, and contain complicated software which allow thee car to change gear in less than 0.01 seconds, 50 times faster thann a human eye can blink. A typical gearbox has 7 gears, which can be changed throughh ratio settings to alloww a car to have higherr top speeds, or acceleration. A team will get through five gearboxes per car, making this the second item. Total seasonal cost forr a team: 650,000. most expensive 3. Monocoque ( 58,000) The Monocoque is a single shell design constructed of Carbon-Fibre. This provides the car with its shape, and many of its safety features. Development of thee Monocoque is heavily scrutinised, and costs millions of pounds. Each car is almost identical with a quality margin of just 0.5mm difference. 14 / 21

15 A single Monocoque is needed for each car at a cost of 58,000 each, although development and design costs are much higher. Over a whole season it is likely each car will suffer a heavy crash in which the Monocoque will need to be changed. An average team will use two for each car at total cost 232, Telemetry ( 53,000) The telemetry used in a Formula One car is custom-made for each team at a cost of 53,000 per car. Telemetry allows a team to monitor hundreds of settings, readings, tyre pressures, fuel levels, tyre wear, engine output, exhaust gases, and can also be used to discover why crashes happen. With each car needing Telemetry software and Telemetry sensors, the total cost is 106, Steering Wheel ( 20,000) Steering Wheels are highly complicated pieces of hardware, with over 23 dials and buttons, controlling over 120 different functions and weighing just 1.3kg. A F1 steering wheel is constructed from lightweight carbon-fibre and rubber grips; it takes more than 100 hours to construct. The total cost over a season is 40, Front Wing ( 10,700 each) The most prominent aerodynamic parts of the F1 car are probably the Front and Rear Wings. Costs do vary between teams, as some teams have relatively simple front wings, and others such as McLaren have layered wings with over-cone strips. They can be adjusted to give different aerodynamic settings, by adding or taking turns out. A team will go through 10 front wings in a season per car, but as we have seen with Nakajima, this number can increase. The total cost, based on 10 for each car over 18 races, is 214, Rear Wing ( 6,500 each) Similar to the front wing, the rear wing is a prominent part of a Formula 1 car. It provides downforce to keep the rear wheels from sliding around, and it provides aerodynamical grip. A team will use an average of 10 rear wings per car, over a season. Total 130, / 21

16 8. Exhaust System ( 5,800 each) The Exhaust system is changed every other race, or whenever an engine is changed. We have seen with Raikkonen earlier this year that exhausts can cause minor damage to a car, and the engine if they break or work insufficiently. Teams will use 10 exhaust systems over a season, at a total cost of 116, Fuel Tank ( 5,300) Formula One fuel tanks are very different in construction to your car's tank. They are constructed of puncture-proof Kevlar (the same as bullet-proof vests), and can change shape if pressure is applied to any part of the tank. This is vital in stopping fuel leaking over the track when a car crashes. The tanks will differ in capacity between teams, and are capable of holding 180 litres. A team will only have to use one tank per car over a season, as they are very strong and rarely damaged in crashes. Total cost is 10, Under Works ( 4,200 each) The Under Works, which are connected to the barge-board, has the job to channel the air cleanly under the car, and out the back. A team will go through 10, five for each car through a season, as they are often scraped, and damaged underneath. The total cost is 42, Bodywork ( 4,200 each) Other than the Monocoque, other body panels are added to the car, to provide extra aerodynamical grip and speed. Each car has an average of four extra aero devices which are not incorporated into the Monocoque. These pieces average 4,200 each. Total cost is 33,600; however, more pieces may be added over the season increasing the cost Steering Column ( 2,100 each) Earlier, we saw the steering wheel, which costs a huge 20,000. However, this does not include the steering column, which connect the wheels to the steering wheel. This is constructed of two main parts, the Pinion Gear and the Track Rod. There is, of course, the power steering unit. The total cost for both cars is 12, Dashboard ( 1,700) The dashboard on a Formula One car isn t quite what we d call a dashboard. It contains 16 / 21

17 just one dial. This dial tells you speed, gear and performance. The performance indicator measures a certain distance, and then tells the driver how quickly they drove it, compared to the last lap. Another indicator on the dashboard is a sequence of lights which tell the driver the optimum time to change gear. [Fact - The McLaren is one of only two cars to have a dashboard, and it weighs just 100g] Total cost 3, Suspension ( 900 each, 20 parts needed) Suspension is the hardest part of the car to set up; it can determine how much under-steer and over-steer is on the car, and how effectively the car looks after tyres. Suspension is made up many parts, such as pushrods, pullrods, rockers, torsion bars, springs, shock absorbers, and packers. Around 10 parts make up one side of the suspension for an F1 car, so each car has around 20 parts connecting the car to the wheel. The total cost for suspension is 72, Wheel/Alloys ( 700 each) A little different to the alloys we have on our cars at home, but they have the same job. They keep the tyre connected to the breaks, and the car. An F1 team will go through 72 wheels, four for each car, which allows them to be changed at every other race. The total cost for 72 wheels is 64, Brake Discs ( 600 each) Each car has four wheels, and therefore needs four disc brakes. A team can change disc brakes quite easily, and will sometimes change them between testing and race day. An average team will get through 240 disc-brakes a season. That's 120 on each car. The total cost is 144, Tyres ( 310 each) We all know that there are two different tyre compounds (hard and soft), and three different tyres (dry, wet and super-wet). But did you know that each car is provided with 448 tyres over a racing season? With each tyre at 310, and each car using 448, a team has to fork out a total of 277,760. Total cost of Formula One cars; 2 cars - 4,278,760 Each - 2,139, / 21

18 Committee Background The conference of Formula One Commission is to be initiated before the 2009 Monaco Grand Prix and will move on prix-by-prix as committee sessions proceed. The early series of 2009 grand prix saw the rise of Brawn GP, which managed to take the advantage of technical regulations and won three out of four grand prix except the Chinese grand prix. After the Spanish GP, Jenson Button led the drivers standings by 14 points, ahead of Rubens Barrichello and Sebastian Vettel. Inside F1, however, the situation was not such one-sided. In response to the budget cap decision made by Max Mosley and reinforced by World Motor Sports Council at the meeting in Paris, Ferrari filed an injunction against FIA but was objected, on the ground that Ferrari did not use its technical veto at the previous meeting. FIA, attempting to rapidly settle the budget cap issue, called for teams to agree on the regulation before register into the 2010 race. Facing a commercial and political dichotomy, Formula One Management seemed more ambiguous at the settlement of the budget cap issue. The Concorde Agreement made by teams and the commercial body of Formula One required further amendment, but without the foundation of the race created by the participation of teams and sponsors, and the regulations of FIA, the new Concorde would have no ground to survive. Meanwhile, new teams tried to enter the 2010 race, seeing that a budget cap illustrated a favorable environment for their entry and survival. US F1, Lola, Campos were among the applicants. From Monaco to Monza, the battle inside and outside Formula One sustains 18 / 21

19 Supplement to the Parliamentary Rules of Procedure Formula One Commission adopts the parliamentary rules of procedure of BDMUNC 2013s, with regard to several slight adjustments according to the specific nature of this committee: 1. Voting: though implicitly stated in the Concorde that voting power in F1 Commission is not equal (with several delegates unable to vote), here we shall adopt equal voting power. EVERY delegate will have one vote on all procedural and substantive voting procedures. 2. Documents/Papers: F1 Commission does NOT require delegates to write any form of documents or papers. However, if delegates have achieved procedural or substantive progress inside the scope of discussion, they are encouraged to employ Working Paper and Draft Communique (same format as Draft Resolution in a traditional UN committee) to record their progress. Please note: we do not require you to work on the Concorde Agreement and write a new one! This is impractical, and even impossible in this committee. 3. Crisis: F1 Committee will recognize NO formal crisis. At the very beginning of every session, the Dais will give a short briefing on the committee timeline, read race reports and bring comments inside the paddock on the table. Delegates shall recognize such briefings and subsequent information update as important reference, but there is no necessity to work on a Draft Directive on ANY of the information coming straight from the Dais. 4. Miscellaneous: this supplement to the parliamentary rules of procedure is considered self-sufficient, except for instances specified by the Dais in the committee. 20 Assignment Position Proposal ALL delegates of F1 Commission are required to write a position proposal (known as position paper in traditional UN setting) to explicitly state your position on the budget cap issue and the amendment of the new Concorde. Hint: Merge your position substantially in your proposal. Do not merely state your position and make no connection or implication to the actual background and the situation of your own roles.
