3 EYSA S HISTORY Nº of parkings 1976: Outset of the Parking and services business activity with the construction and operation of an underground parking space at Marques de Urquijo in Madrid. 1970s 0 on-street 460 off-street 1983: First private concession awarded for a regulated parking area in the city of Alicante. 1989: First ORA contract granted of great importance in the city of Bilbao (20,000 regulated spots). First installation of a computerized system to handle complaints on-street 960 off-street 1980s 1990s There is a great expansion in the number of contracts managed by EYSA. 1994: Development and implementation of the first centralized parking meter management. It takes place in the town of Getxo and developed by our own engineering on-street off-street 2003 and 2005: In the year 2003 the Zone II controlled parking contract in Madrid (SER) was awarded to Eysa, with a number of spots to manage around 27,000. Estacionamientos y Servicios becomes a cornerstone for the town hall in city of Madrid, both from the point of view of the ethical management of the contract to a technological standpoint, with the development of our own computerized application and a pioneer in the electronic processing of complaints through a PDA device. This leadership position entails that we may be the only company without a joint venture to get a second contract renewal in 2005, for the V zone. Currently more than 55,000 spots are being managed on-street off-street 2000s 2010s 2009: Contract awarded to supply and support the hardware and software required for complaints management for mobility agents in Madrid. Madrid is the city with the highest number of mobility agents of Spain. Development of an integrated technological proposal for regulated parking control through our self-developed magnetic sensors, vehicle identification by license plate uptake through mobile vehicle registration and residents control using RFID technology. EYSA was acquired by the Private Equity N+1 Issuance of bonds in the MARF Market by 75 MM Acquisition of SCI on-street off-street

8 ACTIVITIES Running and managing regulated parking contracts., in urban cities with mobility issues and lack of parking availability. Another objective we persue is to provide optimized management for special spaces, such as loading and unloading areas or residential areas management. Installation of parking meters on public roads., maintenance, collection, etc. Parking control by our own personnel. "On-line" Complaints Processing through self-developed applications. 16 COMPLAINTS & SANCTIONS MANAGEMENT EYSA collaborates with local authorities, managing the payment of traffic and mobility fines. This will avoid the expiration of the prescribed procedures and sanctions. EYSA has their own development tools combined with mobile systems for sanctions management. Every police officer or mobility agent is equipped with a mobile terminal and a printer. The service provided includes management tasks at all stages (Instruction, report, punishment, execution). COMPREHENSIVE SERVICE SCOPE: Analysis, testing and electronic data recording contained in the complaint newsletter. Driver s identity Investigation (consult with the DGT Registrar) Preparation for disciplinary proceedings. Replacing the vehicle owner initially denounced by who is actually responsible. Claims and resources registration, draft up resolutions and subsequently notify stakeholders. Delivery of notices by mail and record the outcome of the same. Collection management based on urgency, from the issuance of the enforcement notice order until final payment.
17 PUBLIC BICYCLE SYSTEM EYSA implants public bicycle systems, with the following advantages: New fast urban transportation option, flexible and practical. It adapts to the needs of many users and meets a wide typology of displacement. The overall cost is lower compared with other public transportation. Effective measure to promote the use of bicycles in the city. Favours by integrating intermodal public bicycle systems in the public transport system. Optimizing the use of public space. Create employment opportunities. EYSA has implemented the public bicycle system in Granollers, which has been integrated with the parking meters: Automatic system at fixed points which is operated by a smart card. The bike is designed to minimize maintenance. The system can take advantage of the existing payment infrastructure on the sidewalk (blue area or similar). Station: PIU is used at the metered parking area. The anchors are placed into the holders on the front wheel. The station allows multiple configurations and sizing. Anchorage: located on the front wheel fork. Bicycles specially designed model for the power system robustness, simplicity and vandalism and that requires minimum maintenance. The system can operate without a user registry and without having to subscribe. It operates with credit card s and instant payment is made at the point of information to the user (PIU) of the regulated parking area established rates.

19 OFF STREET PARKING MANAGEMENT Control Center EYSA operates car parks in 24 cities, serving in general over 2 million users a year. The parking centralization helps to efficiently manage a parking network with proven optimization from human resources with the advantages that entails the business profitability standpoint. To do this, you install the communications infrastructure (voice and data) in car parks to centralize it, one of them called header, which is installed in the control center. From this parking, permanently staffed, incidents that may occur can be resolved in the rest without on-site intervention (open doors problems, collections, etc...). This form of management is very useful as it allows car parks to be running without staff (e.g. car parks with 24 hours of service and low turnover).
