1 ASP General Information Metering and Connection Policy Alert Number: GI34_16 Subject: NSW Solar Bonus Scheme Net Conversions 23 November 2016 Background The NSW Solar Bonus Scheme (SBS) payments will cease at midnight 31 December NSW SBS customers have been encouraged to look at an option to convert their gross metered generation systems to a net metered system once the NSW SBS closes. So as to maximise payments under the SBS, it is of most benefit to NSW SBS customers that this conversion occurs as close as practicable to the 31 December The customer has the power of choice, to either engage an electricity retailer to provide an advanced metering solution, or engage an ASP2 to arrange for the installation of an Ausgrid net Type 5 meter. The link to Ausgrid s website out lining NSW SBS follows: Submission of Connection Applications for Gross to Net Conversion Not Required. Ausgrid does not require ASPs or MPs to submit an Ausgrid Connection Application form for a NMI where a Gross to Net conversion is proposed to be converted. NOTE: If any service works, addition or removal of load or generation occurs, a relevant Ausgrid Connection Application form MUST be submitted. If a Connection Application for a Gross to Net Changeover is submitted to Ausgrid, it will be returned to the connection applicant stating a Connection Application is not required. A Basic Connection Offer fee will not be levied to the connection applicant in these situations. Use of Job Numbers to Order Meters for Gross to Net Conversion Not Required. Ausgrid has reviewed the requirement mandating that an Ausgrid issued job number must be used to order meters for Gross to Net conversions. All ASP2s can order net metering configurations for Gross to Net conversions directly from local meter store without a job number, this will be added to your normal meter quota. Approval for bulk meter issue of metering equipment as defined in ES4 is not required in this instance. Meter issue maximum level will still be enforced. Meter must be installed within 30 days of issue, otherwise they will become overdue and meter issue will be suspended. Metering equipment picked under this conversion application process, cannot be used on New or Upgrade works. The normal connection application and job number / bulk issue process remains in place. Preferred Option - Net Metering Solution Ausgrid will allow ASP2s to pick up Type 5 net metering equipment and arrange installation of this net meter and the removal of the gross metering equipment as negotiated between the ASP2 and their customer. The ASP2 will be charged for the Type 5 metering equipment as per Ausgrid s Connection Policy Connection Charges document. 2 Alternative Conversion Solution Gross Rewire (Limited Application) Ausgrid has developed an alternate solution for NSW SBS customer wishing to convert from gross to net Type 5 metering. It is being referred to as the Gross Rewire metering solution. This solution takes advantage of the fact that the gross meter is programmed to measure energy flows in both directions (to measure any inverter load that may be consumed whilst the inverter is in standby mode). NOTE: This solution is only applicable in the following scenario: Single Phase with Separate Single Phase Gross Metering. This scenario applies to approximately 30% of the 42,000 gross metered installations connected to Ausgrid s network. Process On or near the 1 January 2017 the following process occurs: 1. Onsite works involve, ASP2 leaves gross meter onsite and rewires the installation so that SBS generation and customer load are connected to gross meter in a net manner as detailed in Appendix 1; IMPORTANT: Ensure cabling from SPD/MPD to Str 25 meter and cable from Str 25 meter to Domestic main switch are adequately sized to handle expected load and that switchboard labelling is updated to reflect any new arrangement; 2. ASP2 removes uni directional Type 5 meter (i.e Str 19 ); 3. ASP2 submits NOSW to Ausgrid showing the removal of the Str 19 meter and also identifies that the Str 25 gross meter has now been rewired to a net configuration. 4. The NOSW must be labelled Gross Rewire. See Appendix 2 as an example. REPEATING - This solution will only work where single phase load and single phase gross generation are onsite in the configurations detailed in the scenario above. This solution will not work where the site has 3 phase load or any scenario that does not match the scenario above. Note: ASP2s should only utilise the Alternate conversion solution if they are confident using this process. Any divergences from the above process will result in a defect being raised and additional costs to the ASP2 to rectify. Regards Ausgrid Project Officers
