DELEGATIONS i) Deputation from Terry Cascagnette re: Traffic on Robert Street East A resident at 25 Robert Street East, Terry Cascagnette, provided a delegation regarding speeding on Robert Street East. Pat Vaillancourt a resident at 32 Robert Street East also provided his comments on his concerns in regards to speeding as well as the number of trucks who use the roadway. John Lett, resident at 34 Robert Street East also provided his comments on their speeding concerns, excessive trucks and buses. After the board provided their comments on the delegation, they suggested that a letter be sent to the industrial businesses to remind them of the truck use by-law. Detachment Commander A. Ferguson provided some background information in regards to the speeding concerns. He indicated that he will request that patrolling be done for that area. For information. 6. 7 The Corporation of The Town of Penetanguishene Police Services Board Report COMMITTEE: COMMITTEE CHAIR: SUBJECT: Police Services Board George Vadeboncoeur Traffic Speed Signage Robert Street East RECOMMENDATION THAT this report be received for information and discussion. INTRODUCTION At the last Police Services Board meeting of June 6, 2016, the board received a delegation from residents of Robert Street East. The residents presented concerns regarding speeding of vehicles as well as the high amount of large trucks that utilize Robert Street. ANALYSIS Following the delegation from the Robert Street East residents, the board had an in depth discussion regarding the concerns. From that discussion, it was determined that staff send a letter to local industrial businesses to remind them of the Town s truck use by-law. The Director of Public Works in consultation with the Municipal Law Enforcement Officer sent a letter to the local industrial businesses to remind them of the no heavy vehicle route. (See attached correspondence to industrial businesses) In addition to the above direction, the Detachment Commander was going to monitor the speeding on the particular section of the road. The board also requested that staff obtain a quote for a radar speed sign. Radar speed signs, combine a digital display with speed tracking technology to alert drivers if they are driving at dangerous or illegal speeds. BUDGETARY IMPLICATIONS A quote obtained by Ver-Mac, a Canadian based company was for a battery/solar powered trailer mounted speed sign with 2 digital display. It features a Houston Doppler radar, V-touch SP controller, and optional stealth technology. The speed sign is designed to display real-time speed information to the motoring public, reducing speeds and providing a safer environment. It s perfect to provide speed awareness to highway construction projects, school zones and urban areas. 8 The Corporation of The Town of Penetanguishene Police Services Board Report Another quote that was obtained was for a post-mounted variable speed limit sign with a full-matrix display of 32 x 48 pixels. It displays the maximum speed limit, which can be changed based on weather, traffic conditions, etc. It features V-Touch controller and JamLogic software. It s use would be to slow traffic and avoid stop and go conditions which often end-up causing rear-end collisions. PLVV-1LM48X32B Ver-Mac Post Mounted Variable Speed Limit Sign $8, each for the a/c version pole mounted $3, for the solar option $1, modem (remote communication) $1, for the radar. (device that picks up speed of vehicles. Total: $14,400 (doesn t include taxes and shipping fee of $200.00) There are no provisions in the 2016 budget for a radar speed sign, therefore, should the board wish to pursue this option, it would have to included in the 2017 budget process. The Traffic/Parking By-law as amended, Section 27 Schedule K outlines the roads that do not allow for heavy vehicles to travel on, they are listed below: Broad Street from Fox Street to Fuller Avenue; Burke Street from Beck Blvd to Robert Street East; Cambridge Street from Church St to Fuller Avenue; Church Street from Fox Street to the Northerly limit; Dufferin Street from Robert Street East to Hilltop Drive; Edward Street from Main Street to Easterly limit; Fox Street from Robert Street East to Northerly limit; Jeffery Street from Main Street to Lucy Street; Robert Street East from Main Street to Dufferin Street. The definition of a heavy vehicle as per the Traffic/Parking By-law as amended is as follows: means any commercial motor vehicle having a net (empty) weight in excess of four thousand five hundred (4,500) kilograms (9,925 pounds), but does not include any utility, ambulances, buses, fire apparatus, vehicles owned by or operated by the Town of Penetanguishene, County of Simcoe, Ministry of Transportation, Ministry of Health, Ministry of Correctional Services, or Ontario Provincial Police Report from the Corporate Services Executive Assistant re: T... 10 Section 27 states; (1) No person shall drive, move or operate a heavy vehicle on any highway or part thereof, as set out in Schedule K of this By-law. The provisions of this section shall not apply to heavy vehicles providing a service, making a delivery to, or a collection from a bona-fide destination which cannot be reached via any highway or highways upon which heavy vehicles are permitted. (2) Notwithstanding subsection (1), a heavy vehicle may drive, move or operate on Robert Street West for attending at, or returning from, any fueling depot for the purpose of re-fueling the said vehicle. Please inform all operators of vehicles that associate with your business to use the permitted roads to access the business. Heavy Vehicles travelling on County Road 93, whose origin and destination is the industrial area (Centennial Drive, Laurier Road and Robillard Drive) are required to use the Thompsons Road East truck route.
