3 staff. In cities and towns, there may be one or more such cash counters upto 2 or so. But in remote and small villages, the Department does not afford such cash counters. In those cases, reliable staffs are deputed to visit such villages for a day or two in a month during payment period to collect the energy charges. The collected energy cost was compiled in Divisions monthly account and the same remitted to treasury under designated deposit head monthly. (3) The present user charges as percentage of O&M cost is 72.47% i.e (Collection during 27-8) x 1 = x 1 Total O&M = User Charge for Water Supply: (1) User charge for supply of water has been collected at uniform rate as follows: (a) Supply of piped water: Supply of piped water up to 1, A minimum of Rs. 1. per kilolitre Litre per month per piped connection: subject to a minimum of Rs.1 Supply of water in excess of 1, Litres but not exceeding 3, per Month Rs.15. per kilo-litre Water in excess of 3, litres per Month Rs. 2. per kilo-litre 3

Rate of tariff in various Tourist Lodges, Tourist Resorts/Home/Cottages and picnic spots varies depending on its location, quality of facilities provided, etc. Government of Mizoram has 38 numbers of tourist lodging facilities at various places where fooding is also provided at market price which fluctuates from time to time, and 4 picnic spots. Rate of room rent, etc is shown below: 5

Percentage of user charge to O&M cost is not calculated in respect of Hospital and medical services. It may not be out of place to mention one unique problem (of course, not wide spread problem, it seems) in the collection of user charge for services provided under various CSS and grant awarded by TFC in remote rural areas, especially services connected with sanitation related assets like community/public sanitary latrine, urinal, etc as told by an official to whom some village leaders made the report. The issue takes turn upside down in those villages. It is reported that villagers are not interested to use public latrine if he has to pay for it while there is wide open country before them where they could comfortably answer to nature's call without spending a penny. The village leaders suggested 7

8 that in order to achieve end objective- public health and hygiene, the villagers may be given incentive award for using such community sanitary latrines, and not the other way around. Of course, the village leaders appeared to be not that serious in their suggestion. However, situation in remote areas could well be anticipated from that joke-like suggestion. (a) Whether any users association has been formed? If yes, effectiveness of this users association in collection of arrears and charges. No user association has been formed. However, the state has very active Consumer Unions which greatly help the management to perform public service very efficiently. However, Rogi Kalyan Samiti is formed under National Rural Health Mission which will collect user charges under the Mission. 8
