Exceptions The information in this procedure does not apply to the following: Prerequisites Audience Fire Hydrants with red painted barrels; Fire Hydrants located within leased properties; New Fire Hydrants on GTAA property not yet accepted by the GTAA; Fire Hydrants 389, 390, 391, 392, 393 designated for training purposes Solely for Fire & Emergency Services Training Institute (FESTI). Requirement to utilize a Fire Hydrant GTAA employees and contractors trained and required to use a fire hydrant. Fire Hydrant Use and Availability Fire Hydrant Permits Hydrants may be used for non emergency related work i.e. construction when approved by the GTAA. A permit is required prior to any use of a hydrant. Use of the hydrant is subject to the following prescribed conditions: Water trucks and hoses have not been used for transferring any other liquid other than water. Operator has been trained in the use of the hydrant. Malfunctioning assemblies or hydrants are immediately reported to the GTAA. Any unauthorized use by others not approved by the GTAA is reported. Procedure FM-M-0003 Page 4 of 17

5 Additionally, a permit must be requested for the purpose of performing a Flow Test. A test may be requested if one has not completed within the last 12 months. A qualified Contractor in the operational testing and maintenance of fire hydrants in the Province of Ontario is required conduct the test. The permit shall be issued by the Manager s designate, the Plumbing & Utilities Coordinator. These permits are valid only for the approved dates and for a maximum of one calendar year depending on seasonal temperatures. If a fire hydrant is required for a project where the duration is longer than one calendar year, a new Fire Hydrant Approval Form shall be submitted on an annual basis. Once the designate approves the request and Maintenance Planning issues the Permit, the user must carry the Permit at all times when using the fire hydrant as proof of authorization. If a user cannot produce the permit upon request, the GTAA will immediately confiscate all hoses, valves, or any other devices. UNAUTHORIZED USE of a fire hydrant constitutes a contravention of the fire code. A Fire Chief Order will be issued to the offender who will be subject to an immediate fee of Twenty Five Hundred Dollars ($2,500.00). Designated Fire Hydrant Locations There are six (6) fire hydrants on the airport property designated for use by Emergency Services and Facilities Maintenance. These fire hydrants and their locations are indicated in the following table, as well as in the maps found in Appendix A. With the exception of Fire Hydrant 13, which is heated and insulated for use year round, designated fire hydrants are available for use from April 1st to October 31 st. Fees for damaged hydrants or equipment There are no fees associated with the use of hydrants or water consumption. However, the GTAA Plumbing and Utilities Coordinator will inspect the backflow assembly and fire Procedure FM-M-0003 Page 5 of 17

6 hydrant on occasion and upon the expiry of the permit. The permit holder shall solely be responsible for any costs related to repairs because of damages or misuse. Fees for Unreturned Keys (applicable only for Fire Hydrant 13) Keys are issued to users with a valid permit and a valid picture ID. If the keys are not returned to the GTAA upon the expiry of the permit, the user must pay $ to cover the cost for a replacement key. Procedure Requesting a Fire Hydrant The request for use of any airport fire hydrant requires a minimum of 3 Business Days prior notice of date and time of intended use of the hydrant. This lead time allows the Maintenance Technical Centre (MTC) Reliability Specialist to obtain all necessary approvals for use of the fire hydrant, and to notify the Plumbing & Utilities Coordinators to install the fire hydrants backflow assembly as required. The Fire Hydrant Approval Form All users must complete the Approval Form to secure a GTAA Fire Hydrant Permit. To request the use of a fire hydrant: 1. Complete the online form located at TorontoPearson.com under the tab Business Partners. Then select Existing Businesses > Construction > Approvals > Hydrant Request 2. All sections must be completed, including a valid , phone number and company address. The contact person name given shall be a duly authorized representative of the contractor requesting use of the hydrant. 3. SAVE and SEND the form 3 Business days prior to the required date and time. 4. Requests are processed Monday to Friday hrs (except Stat. Holidays) 5. Follow up or questions can be addressed with Maintenance Planning maintenanceplanning@gtaa.com (internally use ZZL prefix) or (416) The MTC Specialist will process the request by: 1. Reviewing the form to ensure all the required information has been provided. For errors or omissions, an shall be sent to the requestor to provide the necessary details. 2. Creating a request number in AMMS Start & End dates of the requested use Fire Hydrant Number and Location Contractor/User information GTAA Contact 3. The request is then forwarded to the Utiltieis Plumbing Coordinator the request to for approval. 7 Authorizing Requests and Creating a Permit 1. Upon approval, the Specialist will: Update the Fire Hydrant Approval Form by completing all fields in the For Office Use Only section using the information generated by the Work Request in AMMS with the following information: AMMS request number (Rxxxx) Name of Specialist who received request Date and time request was received by the Specialist The end of the 72 hours Business Days lead time. 2. The Plumbing & Utilities Coordinator will install a backflow preventer on the designated hydrant and report the meter current reading to the MTC Specialist. 3. the Requestor a copy of the completed form with the request number and any comments or instructions provided by the Plumbing & Utilities Coordinator. 4. If the request is declined, the Coordinator will provide comments detailing the reason. Modifying a Request If any details need to be changed (for example, rescheduling or extending the date), the user must notify the Reliability Specialist at the following address: maintenanceplanning@gtaa.com. The user must include the Request number and hydrant number in the subject line of the . Please do not resubmit a new form for use of the same hydrant already requested. 8 Using a Fire Hydrant Fire Hydrants This information is intended as a guideline to properly and safely use a fire hydrant. It is not intended as a comprehensive instruction for the use of hydrants. The Operating Stem The user must not activate or use the Operating Stem/Nut at any time the fire hydrant is in use. The GTAA Utilities Plumbing Project Coordinator must install the ATD on top of the fire hydrant to prevent the Top Operating Stem/Nut from opening and closing or from being used. Figure 1: Operating Stem (also referred to as a Nut) Locking the Gate Valve on the Back Flow Preventer (BFP) Assuming one individual or contractor is using a fire hydrant exclusively, the user is permitted to lock the gate valve on the BFP with a personal padlock. Figure 2: Fire Hydrant with locked BFP This prevents tampering, potable water contamination, damage to, or unauthorized use of, the fire hydrant. If the user does supply the padlock, he/she must confirm this with the GTAA and inform them that he/she is the exclusive user of the fire hydrant. This does not apply to Fire Hydrant 13 where keys are issued for access. Procedure FM-M-0003 Page 8 of 17

9 Reporting Damages or Tampering If the user damages the fire hydrant, these damages must be reported immediately to the Communications Centre at (416) Facilities trades or contractors must perform all repairs, and all costs incurred must be invoiced back to the user upon work completion. Conducting Inspections Throughout the year, GTAA Utilities personnel and contractors inspect all GTAA fire hydrants, including the ATDs on the units to ensure that the bands are intact. In addition, any fire hydrants designated for use are inspected before and after they are used. The unit must be in the same condition after it is authorized for use as it was prior to being used. Obtaining and Returning Keys for Fire Hydrant 13 The user is responsible for arranging with the GTAA Utilities Plumbing Project Coordinator to pick up the keys to Fire Hydrant 13. Further instructions will be provided at the time the permit is issued. Anti Tampering Devices (ATDs) This section describes the purpose of installed ATDs. An ATD is a steel apparatus applied to the top of a fire hydrant and secured with a steel band. An ATD on a fire hydrant indicates to fire fighters that the fire hydrant is in good operating condition, and prevents/deters/indicates: Unauthorized Use Potable Water Contamination Tampering Water Theft. Figure 3: Fire hydrant with attached ATD The majority of ATD devices are installed on GTAA owned YELLOW fire hydrants, identified by the presence of a Communication Centre label. 10 YELLOW painted fire hydrant) is labelled For Authorized Use Call: CCC (416) , as seen in the image below. Figure 4: Authorization Label on ATD Some fire hydrants reside within leased property boundaries and are considered private fire hydrants. These units have been accepted for use by the GTAA. These private fire hydrants are painted RED and do not have the CCC Authorization label. The GTAA encourages owners of privately owned fire hydrants (painted RED) to install ATDs on satisfactory units and to utilize the GTAA s Fire Hydrant Contractor to service their private fire hydrants, as the GTAA s contractor is very familiar with GTAA policies and standards. Installing an ATD An ATD can be installed on a fire hydrant only by a fire fighter, a plumber, or any other qualified person. Only steel banding must be used. Any other material will obstruct the fire department from accessing the fire hydrant. To install an ATD: 1. Obtain the correct ATD size to fit the specific fire hydrant. 2. Place the ATD on the fire hydrant s top operating stem/nut with the ATD s side band notches snugly fitting over the nuts of each port, as seen in Figure Strap the steel band through each side port on the ATD band and around the firehydrant barrel. 4. Cut and crimp the steel band together with metal clips. Procedure FM-M-0003 Page 10 of 17
