1 Downtown Juneau Parking Meters: Frequently Asked Questions Q: Where is payment/registration for parking required? A: On-street parking in the Downtown Parking Management Area requires vehicle registration/payment. See the map at the end of this FAQ for Parking Management Area boundaries and on-street pay station locations. Additionally, parking in any of the City and Borough of Juneau s public parking facilities in the downtown core requires payment and registration. The Downtown Transportation Center (DTC) includes the new parking garage on Main Street and the adjacent Shopper s Lot, as well as the North Franklin Lot at the corner of Franklin Street and Second Street. The Marine Park Garage (MPG) is the older parking garage at the Downtown Library. Q: Is Free Parking available in Downtown? A: Yes, free parking is available in many locations in downtown. Within the Parking Management Area, free parking is limited to two hours per day per vehicle. The two free hours must be taken consecutively (in one block of time), and vehicles must be registered for free parking in order to avoid a citation. Both on-street and parking in the city garages is always free after 6 pm and before 8 am, as well as on weekends and State holidays. Outside the Parking Management Area, all on-street parking is free, although time limits may apply. Q: What is the cost to park Downtown? A: Free on-street parking is available within the Parking Management Area and is limited to two hours per day per vehicle. A rate of $2.00 per hour applies when the two free hours has been used. The Downtown Transportation Center parking garage has a rate of $0.75 per hour to park. The Marine Park Garage has a parking rate of $0.50 an hour. The two hours of free parking option is not available in the parking garages; it s available on-street only. Q: How does the parking registration system work? A: After finding a parking space, drivers locate a pay station for the appropriate facility (the pay stations at the Downtown Transportation Center, Marine Park Garage, and On- Street are all separate systems) and register their vehicle by its license plate number. Parking enforcement officers use hand-held computers to query a database to see if a given vehicle is validly registered at the time of the query. If the vehicle is not registered, it receives a citation. You must register your vehicle s license plate correctly in order to avoid a citation. When you receive your receipt from the pay station after completing a transaction, verify that the license plate on the receipt (listed at the top) is correct. If there is any difference between the license plate that you registered and the plate on your vehicle, enforcement officers will not know that you have registered your vehicle. If you register your vehicle incorrectly for free-on-street parking, please re-register your vehicle s license plate correctly. If you paid for parking and entered your plate incorrectly, please contact the

2 CBJ at ; please note that CBJ staff can only correct this problem or offer a refund for the incorrect registration a limited number of times due to the amount of time that such corrections take to complete. Please verify that your license plate is entered correctly on the LCD screen before pressing the green button to accept. Q: Do I need to place my receipt in the vehicle for enforcement officers to see? A: No. The parking management system is based on vehicle license plate numbers, so you can register your vehicle at any pay station that accepts payment for the facility where you are parked and do not need to return to your vehicle. Payment for parking in the three zones is accepted at the following locations: On-Street: All on-street pay stations accept payment for on-street parking. Use the 2 Free Hours or $2/hour rates at on-street pay stations to pay for on-street parking. Vehicles displaying a current handicap parking permit can park on-street after paying the DTC rate (see below). Downtown Transportation Center (DTC): The Downtown Transportation Center, the new parking garage at the bottom of Main Street, includes the Shopper s Lot at the corner of Main Street and Egan Drive as well as the North Franklin Lot on the corner of Franklin Street and Second Street. Additionally, if you are registered to park at the DTC, you can also park at the Marine Park Garage for no additional cost. Payment for the DTC is accepted at all pay stations located at the DTC parking garage and at the Shopper s Lot pay station. Payment for the DTC is also accepted at all on-street pay stations, including the one located on Franklin Street at the North Franklin Lot. Use the Add to DTC rate to pay for parking at any DTC facility. Marine Park Garage (MPG): The Marine Park Garage (Library Garage) accepts payment at the three pay stations located at the garage, as well as at all on-street pay stations. Use the Add to MPG rate to pay for parking at this facility at an on-street pay station. Vehicles registered at the DTC (see above) can also use the MPG to park. Q: How do I get my two free hours of parking in the downtown core/parking Management Area? A: 1. Go to any on-street pay station (the stations in the Downtown Transportation Center and in the Marine Park (Library) Garage do not provide free parking) and press the round, silver button with the Select Rate label next to it until 2 Hours Free is displayed in the LCD screen. 2. Press the green button; 3. Enter the vehicles license plate number (note that the license plate number must be entered correctly to avoid a citation);

3 4. AFTER verifying that the license plate is entered correctly (use the < button to delete letters/numbers if you make an error), press the green button; 5. IF more than two hours of parking is desired, insert coins or credit card to pay for more time if only two hours is wanted, press the green button again (two times in a row, total) to bypass payment; 6. Take receipt and verify the following: - that the license plate number is correct; - that the words 2 Hours Free appear at the top of the receipt; and - note when the parking time expires. 7.a. If the receipt did not print, review the instructions in the LCD screen and resume at the last step press the red Stop button to cancel the transaction and start over; 7.b. If the license plate is not correct, or if the words 2 Hours Free do not appear on the receipt, start the process over and re-register the vehicle. See the on-meter instructions for How to get your 2 free hours of parking for instructions at the meter. Q: The pay station displays an Out of Order message, or a No Card, Coin Only message and I need to pay with a credit card. What do I do? A: Use another pay station to register your vehicle. There are seven pay stations at the Downtown Transportation Center, three at the Marine Park Garage, and fourteen onstreet. All of the on-street pay stations can be used to pay for parking at the Downtown Transportation Center (DTC) or at the Marine Park Garage (MPG), as well as on-street paid and free parking. Please notify the CBJ of any problems that you witness at pay stations by calling ; please note the location name of the pay station, printed on a white sticker below the LCD screen when calling to report a problem. Q: The pay station says card unreadable after I try to pay with a credit card. What do I do? A: First, try again. Be sure to insert the card all the way, and do not pull it out until the message on the LCD screen says to remove card quickly. This will sometimes solve the problem. If it continues, please note the pay station name (on a white sticker under the LCD screens), notify the CBJ by calling , and register your vehicle at another pay station. Q: There is garbage in the receipt tray, vandalism on the pay station, or other issue that maintenance staff should be aware of. What do I do? A: Please notify the CBJ by calling Q: I experience a disability that affects my mobility. Do I need to register my vehicle? Where can I park? (And related questions) A: Vehicles displaying a handicap parking permit do need to be registered in order to avoid a citation on-street or in the CBJ s public parking garages. Use of designated handicap/accessible spaces also requires registration.

4 A discounted on-street rate is available if a valid accessible parking permit is displayed on the vehicle. If you will be parking on-street occasionally, you can use the two free hours allowed for your vehicle; after your two free hours, you can pay the $0.75/hour Downtown Transportation Center (DTC) rate that is available at the on-street pay stations and at all DTC pay stations. Your vehicle must display an accessible parking permit for you to qualify for using this rate on-street. If you need to park on-street for access to work on a regular basis, please call the CBJ at for more information on your parking options. Q: Why did the city install these pay stations? A: The current system is designed to ensure that parking is available at all times for those wanting to park Downtown. The goal is to always have convenient on-street parking spaces available for visitors to Downtown. Previously, visitors to Downtown had difficulty finding parking because Downtown workers were occupying the available parking spaces for most of the day. With the current system, workers now pay a fee to park in the parking garages, thereby ensuring on-street spaces are available for the casual user. See the 2010 Downtown Parking Management Plan at the bottom of the page at for more information. Q: How much time can I purchase? A: There is no limit to how much time you can purchase from an off-street (MPG or DTC) pay station at a time; however, the pay stations can only accept 30 coins at a time, so you cannot pay with coins for more time than 30 coins will pay for. On-street pay stations will not accept payment for more time than is left in the current enforcement day; you can pre-pay for the next day only after 6 pm. If paying with a credit card, press the small blue button to add increments of time; if paying with coins, you will be credited with the amount of time that you insert coins for. If you pay for more time than remains in the current enforcement day at an off-street (MPG or DTC) pay station, your extra time will be credited to the next enforcement period. For example, if you purchase one day of parking at the Downtown Transportation Center (DTC) on Friday at 2 pm, your vehicle will be registered until 6 pm on Friday, and will continue to be registered on Monday, with an expiration time of 2 pm on Monday afternoon. Please note that ONLY PAID TIME is credited to future enforcement periods. If you register for two free hours of on-street parking at 5 pm on Friday, the second free hour will NOT be credited to your Monday morning parking. In the Marine Park Garage and DTC, you can press the silver TT button labeled Select Rate to select hourly, daily, or weekly/monthly rates. Daily rates cost the same as ten hours of parking (8 am to 6 pm). Weekly rates are less expensive than five days purchased individually, and four weeks purchased at once are less expensive than four weeks purchased individually. These extended periods are not available for on-street parking, where all parking is sold on an hourly basis only. DO NOT register for more than two free hours of on-street parking in a calendar day. Parking enforcement officers can see if you have registered for more than two free hours

5 of on-street parking in a day and will issue you a citation for using more than two free hours of on-street parking in a day. If you accidentally register for more than two free hours of on-street parking in a day, you will need to pay for any time over two hours; enforcement officers can see that you paid for parking in addition to registering for free time, and will not cite you as long as you don t use the third or fourth hour of free parking. Q: My business requires that I spend extended periods of time at multiple downtown locations, and that my vehicle be readily available to each site so that I can access tools and equipment on a frequent basis. Do I have to pay or register for each visit, or are there other opportunities that I can take advantage of? A: Qualifying businesses can obtain on-street parking permits that are only valid in designated business vehicles. Please contact the CBJ at for more information. Q. I received a parking citation or warning. What do I do? A. Follow the instructions on the citation.
