2 SIGNAGE POLICY 1. INTRODUCTION This Signage Policy has been prepared by the Exhibition Park Corporation for venue hirers, their contractors and employees. The Corporation recognises that signage plays an important role in communicating the activities of its hirers, directional reassurance and safety advice. 2. POLICY OBJECTIVES The objectives of this Policy are: To ensure that signage compliments, rather than dominates or intrudes upon, the character and visual amenity of EPIC, its boundaries, internal structures and general environment. To utilise existing structures and approved locations/sites for signage. To adopt consistent technical and design standards which not only facilitate public recognition and comprehension, but also conform to the Code of Practice for the Placement of Movable Signs in Public Places as established by the ACT Government s Roads and Public Places Act To provide equitable signage opportunities for all hirers as determined by the Corporation. To ensure that signage does not impact adversely on the safe passage of pedestrian and vehicle traffic. 3. DEFINITIONS Exhibition Park In Canberra (EPIC) - Means the land described in the Exhibition Park Corporation Act 1976 as the National Exhibition Centre. Advertising Sign An advertisement and any structure built specifically to support it including commercial signage mounted on vehicles and/or trailers and bunting. Directional Signs Signs of a non-promotional nature that serve to provide information relating to the location of an event being held within EPIC. Movable Signs Signs of an a-frame structure displaying an advertisement.
3 - 2 - Authorised Officer Means the General Manager of EPIC and other employees who are authorised to carry out functions on behalf of the Exhibition Park Corporation and/or in relation to the operations of EPIC. 4. REQUIREMENTS TO BE MET a. Approved Locations Temporary signage is permitted at approved locations only. Those locations are identified on the attached table and map. s wishing to erect a sign on a site not identified on the attached table must apply to the General Manager of EPIC or his/her Authorised Officer for approval. Signage is not permitted at the main gate entrance to EPIC (identified as Gate 2) and extending to the corner of Flemington Road and Northbourne Avenue, Lyneham and on Northbourne Avenue (at the corner of Flemington Road to Gate 4). In considering all requests, the placement of signs must not obstruct the safe, continuous and dignified access of pedestrian traffic along a (constructed or a regularly traversed) footpath. Signage should not obstruct the movement, safe operation or impair the vision or lines of sight of both pedestrians or drivers of vehicles along an internal road of EPIC. EPIC Management will produce and place additional directional signage throughout the facility as it deems necessary to assist the public in locating hirers activities. b. EPIC s Electronic Sign Event advertisements can be placed on EPIC s Electronic Sign located within the EPIC site at the corner of Flemington Road and Northbourne Avenue, Lyneham. Each event listing comprises a maximum of 84 characters (21 characters per line x 4 lines) and display frequency will be between 84 and 180 advertisements per day. Rates are as follows: Non-Profit Organisations Commercial Businesses/Organisations $33 per day (GST inc.) $55 per day (GST inc.) Event signage boards are also located on the forecourt areas of the Budawang Building, Coorong Pavilion, in front of the Fitzroy Pavilion and at the edge of the internal road near the Mallee Pavilion. These areas are controlled by EPIC Management exclusively and used in association with activities held within those buildings and adjacent areas.
4 - 3 - c. Sign Dimensions Each advertising sign placed on designated perimeter fencing shall be no greater than 1m (height) x 3m (width) in size. Signs to be placed on buildings occupied by the hirer are limited to 1m (height) x 3m (width). s leasing the Budawang Building, Coorong Pavilion, Fitzroy Pavilion and/or Kosciuszko Building are permitted signage up to a maximum of 900mm (height) x 5m (width). Directional signage for all hirers is limited to 1.2m (height) x 1m (width). Movable signs such as a-frames must not be greater than 1.2m (height) x 1m (width). d. Period of Placement Signs may not be erected earlier than five working days before the first day of the event opening. Longer periods may be given at the discretion of the Corporation. Signs can remain in place for the duration of the event but must be removed within 24 hours of the event concluding. e. Number of Signs s are permitted to erect a maximum number of advertising and directional signs for their event. Please refer to attached table and map. f. Securing of Signs and Maintenance Any sign erected by a hirer must be properly secured and maintained during the permitted period of placement. Movable signs such as a-frames must be weighted or fixed to prevent them from being blown over. g. Insurance Requirements All hirers must take out and maintain for the duration that the sign(s) is in place, a public liability insurance policy with cover for an amount of not less than $10million. A copy of the certificate of currency of the policy must be provided as requested in the Venue Hire Licence Agreement. h. Non Compliance An Authorised Officer of EPIC may remove and impound any temporary sign that is placed on the EPIC site that is contrary to the stated requirements. i. Loss/Damage of The Exhibition Park Corporation will not be liable for any loss, claim, expense and/or damage caused to a hirer s sign. j. Content and Design of All signs must be of a commercial quality and visually complimentary to the EPIC site. Consideration should be given to style, colouring, typeset legibility, content and wording (ie. name of event/date and/or logo).
5 PERMANENT SIGNAGE Permission for permanent signage is granted to tenants and for events held on a weekly basis at EPIC only and approval must be sought in writing from the General Manager. 6. REVIEW OF SIGNAGE POLICY This Policy shall take effect for three (3) years following approval by the Exhibition Park Corporation and be subject to review not later than 1 June Sections of this Policy may be reviewed prior to this time if deemed appropriate.
