1 1. Mobility Scooter storage policy 1.1 Introduction The past few years have seen an expansion in the availability and use of motorised scooters. Their popularity is now beginning to create issues in premises which were not designed to accommodate such vehicles. 1.2 NCHA understands the benefits that mobility scooters can provide and wishes to support our tenants and residents to retain their independence as far as possible. However, the health and safety of all of our tenants residents, staff and visitors must be our first priority. In order to help tenants who require a motorised scooter where suitable storage is not available, NCHA has established a Scooter Storage budget which can be used to provide communal and individual scooter stores and improve access where required. See appendix 1 for further details of the Scooter Storage budget, funding and prioritisation criteria. 1.3 This policy deals with the storage of these scooters in NCHA owned properties and has been written with the intention of enabling people to use and store them whilst at the same time not compromising the Association's obligations under current fire safety legislation, namely the Regulatory Reform (Fire Safety) Order Bringing a scooter onto NCHA premises Everyone has the right to purchase a mobility scooter. Storage, however, can be problematic, especially where the owners of scooters live in properties which lead out onto communal areas. In this situation the tenant should first take advice from their Estate Officer and ask for permission in writing to store a scooter on NCHA premises. 2.2 By taking advice at this stage the tenant will be able to confirm whether there is adequate storage space available before any purchase takes place. Allocations of space for a mobility scooter will made on a first-come, firstserved basis. If there are already mobility scooters parked on a scheme the Estate Officer will record the details and every effort will be made to ensure that there is adequate space for all scooters to be stored. If there is insufficient space the Estate Officer the Estate Officer will support the tenant to apply to the NCHA Scooter Storage budget. 2.3 Tenants who bring scooters onto a scheme without first making arrangements for a suitable storage space may be asked to remove them from the premises. Purchasing a scooter We recommend that tenants visit a retail outlet where mobility scooters can be hired and training given to gain advice and experience of use before they purchase a scooter Charging a scooter Scooters may only be charged a) in a tenant's own home (where they will pay for the costs of charging) or b) in a designated internal or external charging and storing area (where the cost of the electricity used and a rental fee for the storage space will be recharged to the tenant). 4.2 If any scooters are found to be recharging in communal areas not designated for this purpose the owner of the mobility scooter will be recharged for the electricity used and may be asked to remove the scooter from the premises. 4.3 All scooters charged within a designated area will require a PAT (Portable Appliance Test) annually to ensure that the charging equipment is safe to be used. The tenant will need to arrange the PAT test themselves and meet the cost of the test. Should the scooter fail the PAT test it will be the owners responsibility to repair it before it can be used again. 4.4 Scooters should not be left on permanent charge, and should only charged for the manufacturer's recommended time. 5. Locations of scooter stores 5.1 Wherever possible mobility scooters should be stored in a tenant's own home or in a storage facility outside and to the rear (where the tenant lives in a ground floor flat, house or bungalow). Scooters should not be stored in communal areas unless the Estate Officer has been given permission in writing from the Fire Safety Officer of the relevant local Fire & Rescue Service who must be satisfied that they are not causing an obstruction or fire hazard to the corridors and fire escape routes. 5.2 Where a suitable scooter store does not exist, tenants supported by the Estate Officer should apply to the Scooter Storage budget for funding to provide individual or communal stores and access before purchasing a mobility scooter. See Appendix 1 for further details. Where this clearance has been given and an area has been specifically designed and set aside for this purpose, whether indoors or outdoors, residents should at all times comply with the conditions placed upon the storage and usage of the scooter on NCHA premises. 5.3 Any mobility scooters kept on NCHA property must have appropriate insurance in place. This should include liability insurance in case of either Page 2 of 6

3 damage to the building, or injury involving other people who may be living at or visiting the property. 5.4 Any damage to NCHA property caused by a mobility scooter will be recovered through the scooter owner's insurance company. If the owner does not have a current insurance certificate they may be liable for meeting the costs themselves. 5.5 Tenants who bring scooters onto a scheme without arranging suitable insurance first may be asked to remove them from the premises. 6. Disabled adaptations to an existing tenancy 6.1 No alterations should be made to the tenant's home without written consent from NCHA. Where tenants are prepared to fund alterations themselves they should ask permission in accordance with NCHA's policy on improvement works. We will not unreasonably withhold permission for a tenant to place a small scooter shed at the rear of a bungalow, house or ground floor flat where it is practical to do so. 6.2 Where a tenant does not have the funds for purchasing and erecting a scooter store at the rear of their home or putting in appropriate access, tenants may apply to NCHA to fund the installation of a scooter store and appropriate access works subject to budget being available in the Scooter Storage Budget. See Appendix 1 for further details. 7. Transferring to a more suitable property If the tenant's current property is unsuitable for storing / using a mobility scooter and is not suitable for any adaptations, the tenant may apply for a transfer to another NCHA property. 4 Appendix 1: Procedure for the prioritisation and allocation of the Scooter Storage budget Background: The scooter storage budget was allocated in response to concerns expressed by tenants that the application of the Scooter Policy in communal areas would result in a number of tenants being unable to store their electric scooters and that their mobility would therefore be severely restricted. Tenants have also complained that there is nowhere to store scooters in many of the bungalows and flats rented to older people and people with disabilities. NCHA have recognised that many tenants rely on mobility scooters to maintain their mobility and independence outside of their homes and that they are now generally accepted as a mode of transport for people who have difficulty walking more than a short distance. Purpose: The purpose of the procedure is to establish a system by which the allocation of funds can be prioritised. Budget: A budget of 30,000 has been allocated for the creation of suitable scooter stores in the 2014/15 financial year. A further 5,000 has been allocated for the maintenance and storage of spare units. Priorities: 1. The removal of mobility scooters from internal communal areas is a fundamental part of Fire Risk Policy and the Scooter Storage policy as they represent a serious fire risk and health and safety risk. The first priority should therefore be to provide a storage facility for tenants who currently own a mobility scooter and who have been told that they should remove scooters currently being stored in communal areas Many tenants have problems storing mobility scooters safely and securely in their properties which have not been designed to accommodate them. The second priority should therefore be to provide a storage facility for tenants who currently own or require a mobility scooter to maintain their mobility. 2.2 A number of tenants suffer from declining health and mobility to the point that they need a mobility scooter to maintain their mobility. Where the tenant does not have a suitable storage facility that meets the requirements of the Fire Risk Policy, the Mobility Scooter Policy and general health and safety concerns and transferring to a more suitable property is not a realistic Page 4 of 6

5 prospect, the installation of a suitable mobility scooter store should be considered. * note priorities 2.1 and 2.2 will be considered as equal priority in the allocation of resources. Allocation of the budget: Decisions about the allocation of budget based on the above priorities should be made by the Disability Champion and Chair of the Disability CAP The Disability Champion should propose the appropriate allocation of resources based on the above priorities which should be confirmed at a meeting with the Chair of the Disability CAP. This discussion may also take place by /telephone. Charging for running costs: NCHA will not charge for the running costs of communal scooter stores. Tenants who have individual scooter stores attached to their properties will be expected to use an electricity supply from their own property. Removal of scooter stores no longer required: Communal scooter stores will remain in place and will therefore be available for future tenants where space is available. Where a tenant with an individual scooter store has vacated a property, the property will initially be advertised for and let to applicants who require a mobility scooter. Where this is not possible, and the new tenant does not require a mobility scooter, the scooter store will be removed and reused at another location. Page 5 of 6

6 Appendix 2: Application for Funding from the Scooter Storage budget. Criteria for prioritising the scooter storage budget: 1. Communal areas: a. Flats accessed through communal areas where Mobility Scooters cannot be stored because of fire safety issues and where it is not safe or possible to store a scooter in the tenants own flat. b. Flats with their own access (not accessed through communal areas) designated for older people/people with disabilities and where it is not safe or possible to store a scooter in the tenants own flat. 2. Other property types: a. Tenants who have a significant need to use a mobility scooter to maintain their mobility and independence as a result of ill health and disability.
