Status of implementation of SARI Part M issue 1 by SARI Member States Nepal: Nepal has issued NCAR M based on SARI Part M in February 2016, organised several SARI M WG 6th meeting Summary Final issue 1 / 15

2 training sessions for the operators. CAA Nepal has formally started the approval process of 20 CAMOs in Today new operators have to satisfy Part M but the holders of an AOC issued under the previous regulation operators having a valid AOC can still operate without a CAMO approval. CAA Nepal has formally approved 9 CAMOs (3 new operators and 6 old operators) till 12 th February, 2017 (7 organizations were approved till 25 th January 2017) and due to findings still pending the approval process of 11 other CAMOs is ongoing (the CAME of these 11 Operators has already been approved by CAA Nepal, CAA Nepal has not been able to formally approve these operators due to outstanding findings in follow-up audit which are slowly being closed by operators). CAA Nepal has planned to complete approval process of remaining 11 Operators by July CAA has not established a compliance date in this regard. SARI recommended the CAAN to define, in consultation with the operators, a compliance date compatible with the CAA workload. Bangladesh: CAA Bangladesh has published their regulation based on a draft SARI Part M in September 2014 with end of December 2015 as effective date. However difficulties in the implementation of Part 145 led to delay the Part M implementation and a new effective date has not been defined. Today new operators have to satisfy Part M but the holders of an AOC issued under the previous regulation operators having a valid AOC can still operate without a CAMO. As for Nepal SARI recommended the CAAB to define, in consultation with the operators, a compliance date compatible with the CAA workload. Bhutan: BCAR M (regulation, AMC and GM) has been published. 3 CAMO approvals have been issued till now without any ARC privilege. Sri Lanka: The regulation has been drafted and passed to the industry for comment. The AMC and GM have also been developed but prepared as a separate document (SL CAP 6300). The CAA expects the complete package (regulation, AMC & GM) to be published with the CAA procedures (SL CAP 3200) to satisfy Part M Section B in March Part M will likely be published with no ARC provision for CAMO and with an applicability limited to CAT and large aircraft. Maldives: MCAR M has been published in 2015 base on SARI Part M plus several EU amendments up to but not including 2015/1536. Content of SARI Part M Section B is today not included in MCAR M but in the SOP. This will be corrected in Till now CAMO have been granted privilege for ARC extension but not for ARC issuance. India: In the absence of the DGCA Jet Airways provided information on the status of SARI Part M implementation in India. CAR M was published in 2010 based on EASA Part M. All CAMO were at that time approved without ARC privilege. In 2013 the DGCA started to issue ARC extension to few air carriers. The DGCA is currently revising their CAR M to take into consideration the latest SARI / EASA Part M amendments. 3 Refer to annex Latest EU regulation and EASA ED Decision related to Part M: Since issuance of EU regulation 127/2010 (SARI Part M issue 1 reference) the following EU regulation amendments: EU regulation amendments 962/2010, 1149/2011, 593/2012, 2015/1088 and 2015/1536 affecting continuing airworthiness have been published. The impact of these amendments differs. EASA presented a summary of the impact of these amendments. After review of the main content of the changes the SARI Member States agreed to analyse these 5 amendments but to exclude the changes introduces by 2015/1536 related to EASA Part OPS issued 2014 and today outside the SARI scope of work. In that respect the SARI Member States agreed that changes to M.A.201 should not be considered for SARI Part M. It was also agreed to review the following EASA ED Decision to amend the Part M AMC & GM supporting the EU regulation amendments: 2012/004/R; 2013/005/R; 2013/025/R; 2015/016/R; 2015/024/R; 2015/029/R and 2016/011/R. 4. Development of SARI Part MB amendments: a) 962/2010: No impact on SARI Part M b) 1149/2011: No impact on SARI Part M (M.B.103 not to SARI Part M). Impact from ED Decisions. ED 2012/004/R - Amend AMC M.A.603(a) ( if the maintenance manual..c rating ) - Add ATA chapter 85 - Amend AMC M.A.707(a) item 4 (introduction of B3) ED 2013/005/R - Amend AMC MB 303(b) that becomes AMC 1 M.B. 303(b) - Add AMC 2 M.B.303(b) - Add AMC 3 M.B.303(b) - Add GM M.B.303(b) Note 1: EASA reminded that ACAM is required to support ARC privilege. Authorities excluding ARC privilege do not need to implement ACAM. Not 2: No SARI member but India has implemented ACAM. ED 2013/025/R cancelled by EASA c) 593/2012: Impact on small aircraft only (ELA1 / ELA2) and GA. In the future these changes will be addressed under Part M light currently drafted by EASA. Adoption of 593/2012 also implies adoption of SC standard changes & CS standard repairs. It was agreed not to include the content of 593/2012 in SARI Part M. 4 d) 2015/1088: Affects GA only (Non cat, non large) Not adopted by SARI Part M ED 2015/024/R - Changes related to ELA1/ELA2 not adopted by SARI Part M (see above) (AMC 201(e); 301; 302(d), (e), (f), (h) and (i). - Add last paragraph of AMC M.A.605(a) item 1. - Add AMC M.A.605(a) item 4. - Add ELA2 in SARI definition. - Adopt title of AMC M.A Add one sub-paragraph (2) in AMC M.A.607(c) and renumbered the subparagraphs. - Change title of AMC M.A.614 (a) & (c). - Adopt wording of AMC M.A.707(b). - Do not adopt AMC M.A.710(ga). - Add item 5 in AMC M.A.803 and change medical examination with medical examination certificate. - Do not adopt change to AMC M.A.901(a). - Do not adopt new AMC M.A.901(a)1. - Add AMC M.B.301(c) item 3. - Add AMC M.B.603(a) 3. - Adopt change of AMC M.B Ignore remaining changes - GM M.A.201(e): Add new paragraph. - GM M.A.615: Add new paragraph (consistency with SARI Part 145). - GM M.A.709: Add new paragraph. - GM M.A.710: Add new paragraph (h): Delete when AR is inconclusive. and to make sure that the competent.as required by M.A.301(h)(5). 2015/029/R Was not reviewed during the meeting e) 2015/1536 Develop to take into account the impact of EASA Part OPS. 5 2015/024/R; 2015/029/R will be integrated to SARI Part M as agreed during the meeting through the NPA process. A draft NPA proposing the changes will be published before end of March 2017 (Action SARI Coordinator). Regulation amendment 2015/1536 and AMC & GM amendments 2016/011/R will be subject to further review by SARI Coordinator and a compilation of the proposed changes will be circulated within 3 months (Action SARI Coordinator). To bring clarification amongst the SARI Member States concerning reference to Commercial Air Transport and complex motor power aircraft definitions the SARI coordinator will address an official mail to each SARI competent authority. (Action SARI Coordinator). SARI Part 66 will be amended to re-instate 66.A.200 in Subpart B that was deleted inadvertently when introducing 1149/2011. (Action Coordinator). SARI Member States will provide the list of opt-outs with respect to SARI Part M issue 1. (Action SARI Member States).
