23 CHARLATTE OF AMERICA, INC. CBL200E MOBILE BELT CONVEYOR CHAPTER 1 GENERAL INFORMATION AND OPERATING INSTRUCTIONS II. DESCRIPTION A. Description Of Unit The Charlatte Model CBL200E mobile belt loader is a self propelled battery powered support vehicle designed to load and unload light freight and baggage into and out of the hold area of aircraft. The front and rear height of the conveyor can be changed hydraulically to suit various job requirements. The unit incorporates four (4) wheels, two (2) rear driving and two (2) front steering. Power for the main drive system is supplied by an electric motor with two (2) industrial batteries as an energy source. The conveyor assembly is attached to the chassis by front and rear lifting frames that incorporates two (2) hydraulic cylinders (one front and one rear.) Power for the conveyor drive is supplied by an electric motor. The operator s compartment contains all the controls and indicators to drive the unit and the control levers for raising and lowering the conveyor. Chassis The chassis is fabricated of formed steel plates that are then welded in a fixture to assure parts interchange ability. The entire assembly is then cleaned, primed, and painted. 2. Conveyor Frame CHASSIS/FRAME FIGURE The conveyor frame is fabricated of standard structural shapes and formed steel and is attached to the chassis through front and rear lifting frames. 3. Front Steer Axle The front steer axle is a tubular steel beam that is mounted to the chassis with center pin bolts and supported by rubber isolators. Attached to each side of the axle are the spindle supports, steering knuckles, socket assemblies (ball joints), spindles, hubs, tie rod assembly, and brake discs. Attached to the front of the axle is a hydraulic steering cylinder. 4. Front Brakes The front brakes are disc type with actuation supplied by ½of the master cylinder. 5. Front Suspension Rubber isolators are used to supply ride control and support to the front of the unit. This combination produces a comfortable ride, excellent stability, and minimal maintenance. Steering System The steering consists of a hydraulic pump, electric motor, rotary valve (attached to the steering wheel), hydraulic hoses, and a steering cylinder (attached to the front axle). As the steering wheel is turned, pressurized fluid from the pump is metered by the rotary valve in small increments to the steering cylinder, which turns the front wheels. To assure steering in emergency situations, the rotary valve will move fluid without the pump; however, great force is required from the operator to turn the steering wheel. 7. Rear Axle The rear axle is designed for this particular unit and permits the traction motor to deliver driving force through a drive shaft that is mounted to the gear reduction portion of the differential. 8. Rear Brakes Self adjusting drum type brakes are used on the rear axle and are actuated by ½of the master cylinder. 9. Rear Suspension The rear suspension consists of dual leaf springs which are attached to the axle with u-bolts that have a center pin to maintain the correct mounting location. 10. Parking Brake To prevent movement while parked and for potential emergency situations, a hand operated braking system is included in the drive line assembly. An over-center handle applies the brakes through cables and a bell crank. A switch is included in the assembly to prevent the unit from being operated while the brake is applied. 11. Wheels/Tires One piece high capacity wheels and tubeless type tires are used on the unit. 12. Motor (Traction) A series type DC traction motor provides the driving force of the unit. 13. Motor (Conveyor Drive) A series type DC traction motor provides the driving force of the conveyor assembly. 14. Motor (Pump Drive) A series type DC motor provides the driving force of the hydraulic system. 15. Electronic Motor Control The unit is equipped with an electronic module that controls and monitors every aspect of operation with the exception of speed and direction, which are under the operator s control through an accelerator pedal and directional lever located in the operator s compartment. Converter The unit is equipped with a converter to reduce the main 72/80 volt power to 12 volts for accessories such as lights, horn, and warning devices that require a 12 volt source of power. The 12 volt circuit is isolated from the frame and has a separate ground wire to each 12 volt component. 17. Lighting Circuit All lights are controlled from the operator console and use standard 12 volt automotive type bulbs. The compliment of lights and related accessories depends on the requirements of the application. 18. Batteries (2) The unit s energy source is two (2) 36 cell 72 volt or (2) 40 cell 80 volt industrial batteries. Each battery is housed in a properly coated steel case and connected in series. Master Switch OPERATOR S COMPARTMENT FIGURE The master switch (Figures and 1-3-2) is located to the left of the steering wheel, it has three (3) positions BELT, OFF, and DRIVE. When the switch is placed in either BELT or DRIVE position a green indicator light located above the switch will be illuminated to indicate that the desired system is energized. BELT position of the master switch means that the conveyor is energized and can be operated from either of the two (2) conveyor control panels located on the left front and left rear of the conveyor assembly. OFF position of the master switch means that power is removed from both the drive and conveyor systems. DRIVE position of the master switch means that the drive system is energized and the unit is ready to travel in either FORWARD or REVERSE. Hour Meter The hour meter (Figure 1-3-1) is located to the left of the steering wheel on the operator s console, it records the total amount of hours the machine is in service. 3. Battery Discharge Indicator (BDI) The battery discharge indicator (Figure 1-3-1) is located to the right of the steering wheel on the operator s console, it is incorporated into the controller readout panel. The percentage of battery discharge is continuously displayed on the readout panel during operation, unless a fault occurs. 4. Brake Lights The brake lights are activated automatically by a switch located in the rear brake line when the brake pedal is depressed. 5. Light Switch The light switch (Figures and 1-3-3) is located to the left of the steering wheel, it has three (3) positions SIDE LIGHTS LIGHTS, and HEADLIGHTS. SIDE LIGHTS position of the light switch means that only the side marker lights will be activated. LIGHTS position of the light switch means that headlights, side marker lights, and tail lights will be activated. 6. Turn signal Switch (Optional) LIGHT SWITCH FIGURE If equipped with optional turn signal switch (Figure 1-3-1), it will be located on the steering column in a normal automotive location. To activate the right turn signal, push the lever up. To activate the left signal, pull the lever down. 7. Controller Readout Panel The controller readout panel (Figure 1-3-1) is located to the right of the steering wheel on the control panel. This unit is seen as an LCD display and has several functions; a. The battery charge level is indicated for the operator. b. A group of fault, procedure, and data indicators are available for the maintenance worker. c. Adjustment of the Electronic Motor Controller is also performed from this panel. Section 3

To actuate the horn, depress the button and hold in this position for the desired amount of time and release. 9. Direction Control Lever The direction lever (Figures and 1-3-4) is located on the control console to the right of the operator s seat, has two (2) positions: REVERSE and FORWARD. Push the lever towards the front of the unit to place the machine in the REVERSE mode, and pull the lever towards the rear of the unit to place the machine in the FORWARD mode. DIRECTION CONTROL LEVER FIGURE NOTICE IN SOME ELECTRONIC SETUPS A LOW SPEED PLUGGING BRAKE IS USED. THIS SENDS CONTROLLED POWER PULSES TO THE MOTOR IN THE DIRECTION OPPOSITE THE DIRECTION OF TRAVEL WHEN THE ACCELERATOR PEDAL REMAINS DEPRESSED AND THE DIRECTION LEVER IS MOVED FROM THE DIRECTION OF TRAVEL TO THE OPPOSITE DIRECTION. Pull the lever to the upright position to apply the brakes and lower the lever to release the brakes. NOTICE ADJUSTMENT KNOB OF PARKING BRAKE LEVER IS LOCKED TO PERMIT ONLY TRAINED AND QUALIFIED MAINTENANCE PERSONNEL TO MAKE ADJUSTMENTS. PARKING BRAKE LEVER FIGURE Accelerator Pedal The accelerator pedal (Figure 1-3-1) is a foot operated pedal located in the normal automotive position, and is used to regulate the speed of the unit. NOTICE ACCELERATION IS CONTROLLED BY THE ELECTRONIC MOTOR CONTROL. EVEN IF THE ACCELERATOR PEDAL IS DEPRESSED QUICKLY, THE ACCELERATION RATE IS LIMITED BY THE PRESET MAXIMUM. NOTICE A FIELD WEAKENING SYSTEM IS AUTOMATICALLY ACTIVATED IF THE ACCELERATOR PEDAL IS FULLY DEPRESSED AND THE UNIT LOAD IS SMALL ENOUGH. Foot Brake Pedal The foot brake pedal (Figure 1-3-1) is located in the normal automotive position and operates the front and rear brakes. This operation is carried out through a dual master cylinder and a proportioning valve that supplies the proper pressure to both front and rear brakes. NOTICE A REGENERATIVE BRAKING SYSTEM IS AUTOMATICALLY ACTIVATED WHEN THE ACCELERATOR PEDAL IS RELEASED. THIS SYSTEM USES THE GENERATOR PROPERTIES OF THE DRIVE MOTOR TO SLOW THE UNIT BY CHARGING THE BATTERIES DURING COASTING OR DOWNHILL OPERATION. ADDITIONAL BRAKING CAN BE OBTAINED BY DEPRESSING THE FOOTBRAKE PEDAL. 13. Electronic Motor Control The heart of modern electric vehicles is a solid state motor control that permits a total range of speed with high torque and excellent efficiency. This control operates by turning the D. C. power supply OFF and ON at a very high frequency. By modifying the ON period relative to the OFF period different amounts of energy are seen by the motor. If an operational fault occurs, the Controller Readout Panel (located on the operator s control panel) will indicate the problem. For more complete and detailed information on the Electronic Motor Control see Chapter Converter The converter is totally automatic and its failure or improper operation will be indicated by the lack of function of the 12 volt system. WARNING IF THE CONVERTER IS MALFUNCTIONING OR OPERATING IMPROPERLY, REMOVE THE UNIT FROM SERVICE AND NOTIFY A MAINTENANCE TECHNICIAN. EVEN THOUGH THE UNIT WILL STILL OPERATE, SAFETY DEVICES SUCH AS SIGNALS AND BRAKE LIGHTS WILL NOT OPERATE AND MAY CAUSE A HAZARDOUS SITUATION. NOTICE THE CONVERTER REDUCES OUTPUT TO ZERO WHEN AN OVERLOAD IS PRESENT. OUTPUT RETURNS TO NORMAL AFTER THE OVERLOAD IS REMOVED. Section 3

Instruments/Controls (Conveyor System) INSTRUMENTS/CONTROLS LOCATOR (CONVEYOR SYSTEM) FIGURE Master Switch The master switch (Figures and 1-3-2) is located to the left of the steering wheel, it has three (3) positions BELT, OFF, and DRIVE. When the switch is placed in the BELT position a green indicator light located above the switch will be illuminated to indicate that the conveyor system is energized. BELT position of the master switch means that the conveyor is energized and can be operated from either of the two (2) conveyor control panels located on the left front and left rear of the conveyor assembly. OFF position of the master switch means that power is removed from both the drive and conveyor systems. 2. Conveyor Speed Control Switch The conveyor speed control switch (Figures and 1-3-7) is located on the left rear of the conveyor. To increase speed of the conveyor, rotate the switch clockwise and to decrease speed rotate the switch counter clockwise. 3. Conveyor Direction Control Switches The conveyor direction control switches (Figures 1-3-6, and 1-3-8) are located on the left rear and left front of the conveyor. The desired direction of conveyor travel can be selected from either the front or rear of the conveyor. To start the conveyor traveling in the forward direction, depress the forward switch and release. To start the conveyor traveling in the reverse direction, depress the reverse switch and release. NOTICE NEVER CHANGE THE CONVEYOR DIRECTION FROM FORWARD TO REVERSE OR FROM REVERSE TO FORWARD WHILE THE CONVEYOR IS IN MOTION. Section 3

To stop the traveling motion of the conveyor depress either of the four (4) stop switches and release. To RAISE the rear of the conveyor, push the right lever toward the front of the unit and to LOWER the rear of the conveyor, pull the right lever toward the rear of the unit. Safety This mobile belt conveyor is an electric vehicle designed to travel on relatively smooth terrain and to load and unload light freight or baggage. COMPLETE understanding of the operation and use of this unit is required to maintain a safe environment for the operator and other persons in the work area. 1. Pre-Start Inspection a. Read this entire guide before attempting to operate this unit. You should be familiar with the controls and their functions before the unit is energized. b. Inspect the unit by performing a pre-operational inspection. Have any malfunctioning, broken or missing parts corrected or replaced before use. c. Verify that all maintenance has been performed. d. Verify that all instruction and safety labels are in place and legible. These are as important as any other equipment on the machine. e. Clean any foreign material from the unit and operator s compartment. f. Check that the battery connections are correct and that battery covers are closed before operating unit. Severe electrical shock and personal injury can result from contact with energized wiring or circuitry on electrically powered equipment. 2. Starting a. Do not operate any controls located inside the operator s compartment from outside the operator s compartment. To prevent the unit from hitting you or other personnel. 3. Operating a. Operation and servicing of this unit must be performed by properly trained and authorized persons only. b. Always make sure that no person or obstruction is in your line of travel before starting the unit into motion. c. Never climb onto, or climb out of the unit while it is in motion. d. Do not operate the unit with any part of your body outside of the operator s compartment. e. Use extreme caution and be observant when maneuvering unit or working in close quarters or blind travel areas. Slow down and sound horn when operating unit in this type of area. f. Never carry passengers to prevent the passengers from being thrown off or crushed between the unit and outside objects. g. Always look in all directions before changing your direction of travel. h. Verify that that no one is on or near conveyor before energizing conveyor system. i. Verify that conveyor is de-energized and hand rail is in the raised and locked position before using conveyor as a walkway. j. Always follow all safety rules of each particular airline when operating unit. k. If problems or equipment malfunctions are encountered while operating the unit, it must be properly shutdown and repaired. Continuing to use malfunctioning equipment can not only be unsafe for the operator and other personnel, but can lead to further damage to the unit as well. 4. Stopping a. Always set the parking brake when the unit is not in operation or the conveyor system is in use. Although most areas of operation are relatively level, the low internal friction of the unit requires the parking brake to be set. b. Consider the size and weight of the unit when allowing for maneuverability and braking. This situation is magnified in severe weather conditions and on grades. c. Always park the unit on solid level ground. If this is not possible, chock all four (4) wheels in both directions. d. Use proper flags, warnings or barriers when parking in areas of traffic. Enter the operator s compartment. c. The unit is equipped with an adjustable seat that can be adjusted closer to or farther from the foot pedals. If adjustment is required: aa. Lift the seat adjustment lever located on the lower front of the seat (See Figure 1-3-1) and slide the seat to a comfortable position relative to the foot and hand controls and release the lever. d. Move the direction control lever to the NEUTRAL position. e. Rotate the master switch to the ON position. After the switch is moved to the ON position, the control readout panel will go through the following sequence. aa. The Hours Count will appear. WARNING NEVER TRY TO ADJUST THE OPERATOR S SEAT WHILE THE UNIT IS IN MOTION. NOTICE THE OPERATOR DOES NOT HAVE TO WAIT FOR THE HOURS COUNT TO BEGIN OPERATION OF UNIT. bb. The Battery Discharge Indicator will appear. NOTICE THE BATTERY DISCHARGE INDICATOR IS THE NORMAL DISPLAY DURING OPERATION, IT IS DISPLAYED AS A PERCENTAGE OF FULL CHARGE. A DISPLAY OF C. 65 INDICATES THAT 65% OF BATTERY CHARGE REMAINS. NOTICE FAULT INDICATIONS OVERRIDE ALL OTHER INDICATIONS. ANY FAULT CONDITION WILL PREVENT MACHINE OPERATION AND WILL BE DISPLAYED ON DISPLAY PANEL IN PLACE OF ALL OTHER INDICATORS. IF A FAULT INDICATION P IS DISPLAYED, AN INCORRECT START-UP PROCEDURE HAS BEEN DETECTED. REPEAT START-UP PROCEDURE. f. Turn on the required accessories. g. Lower or raise front and rear of conveyor to the desired position for traveling or place changes. (See Conveyor Operating Procedure). h. Apply foot brake pedal and hold in the depressed position. WARNING BE SURE NO PERSONS OR OBJECTS ARE IN THE DIRECTION OF TRAVEL BEFORE DEPRESSING ACCELERATOR PEDAL. WARNING THE UNIT IS EQUIPPED WITH A SOLID STATE SPEED CONTROLLER. THIS MEANS THAT THE FARTHER THE ACCELERATOR PEDAL IS DEPRESSED, THE FASTER THE MACHINE WILL TRAM. 2. Shutdown a. Tram the unit to its designated parking place. b. Stop the unit by releasing the accelerator pedal and depressing the brake pedal. c. Set the parking brake by pulling the parking brake lever to the up position. WARNING ALWAYS SET THE PARKING BRAKE WHEN THE UNIT IS NOT IN OPERATION. ALTHOUGH MOST AREAS OF OPERATION ARE RELATIVELY LEVEL, THE LOW INTERNAL FRICTION OF THE UNIT REQUIRES THAT THE PARKING BRAKE BE SET. d. Move the direction control lever to the NEUTRAL position. e. Turn OFF all accessories. f. Turn master switch to the OFF position. 3. Conveyor Operation a. Tram unit to the designated working place and park unit in desired position. b. Shutdown the unit as described in the Shutdown Procedure. c. Apply power to the conveyor by rotating master switch counter clockwise to the BELT position. WARNING ALWAYS BE AWARE OF OVERHEAD OBSTACLES WHEN RAISING THE CONVEYOR. d. Raise or lower the front and rear of the conveyor to the elevations required to accomplish the particular job safely. WARNING MAKE SURE NO ONE HAS ANY BODY PARTS ON OR NEAR THE CONVEYOR BEFORE DEPRESSING EITHER CONVEYOR DIRECTION CONTROL BUTTON. WARNING MAKE SURE THE CONVEYOR SPEED SWITCH IS ROTATED COMPLETELY COUNTER CLOCKWISE BEFORE DEPRESSING EITHER THE FORWARD OR REVERSE BUTTONS. Section 3

Select the desired direction of travel for the conveyor by depressing either the FORWARD or REVERSE control button located on the left front and left rear of the conveyor. f. Adjust the speed of the conveyor by rotating the speed adjustment switch located on the left rear conveyor control panel. Rotating the switch clockwise increases speed and rotating the switch counter clockwise decreases speed. g. To stop the forward or reverse motion of the conveyor, depress either of the four (4) conveyor stop buttons located on both sides of the front and rear of the conveyor. 4. Towing Procedure WARNING ALWAYS BE SURE THE CONVEYOR HAND RAILING IS IN THE RAISED AND LOCKED POSITION BEFORE USING THE CONVEYOR AS A WALKWAY. WARNING IT IS NOT POSSIBLE WITHIN THE SCOPE OF THIS GUIDE, TO ANTICIPATE ALL POSSIBLE ARRANGEMENTS FOR TOWING A DISABLED UNIT. BEFORE ATTEMPTING TO TOW ANY VEHICLE, YOU MUST TAKE ALL POSSIBLE PRECAUTIONS TO PROTECT THE OPERATORS AND ANYONE AROUND BOTH VEHICLES FROM BEING INJURED BY EITHER THE TOWING VEHICLE, TOWING DEVICES OR THE VEHICLE BEING TOWED. THE PRIMARY TOWING DEVICE BEING USED (CABLES, BARS, ETC.) AND THE TOWING VEHICLE MUST BE STRONG AND HEAVY ENOUGH TO MAINTAIN CONTROL OF BOTH VEHICLES THROUGH ALL CONDITIONS TO BE ENCOUNTERED AT ALL TIMES. SAFETY CHAINS OR OTHER SAFETY DEVICES MUST BE USED IN CASE OF FAILURE OF THE PRIMARY TOWING DEVICE. ALL OPERATORS MUST BE ALERT AT ALL TIMES TO PREVENT EITHER UNIT FROM RUNNING AWAY OR RUNNING OUT OF CONTROL DURING TOWING. THE VEHICLE TO BE TOWED MUST BE SECURELY COUPLED TO THE TOWING VEHICLE BEFORE THE PARKING BRAKE IS RELEASED ON THE DISABLED UNIT. THE OPERATOR OF THE TOWING VEHICLE MUST BE IN PLACE IN THE TOWING VEHICLE WITH THE BRAKES APPLIED BEFORE THE BRAKES OF THE DISABLED VEHICLE ARE RELEASED. a. Set the parking brake of the disabled unit by pulling the parking brake lever to the up position. b. Couple the towing vehicle securely to the disabled unit. WARNING ALWAYS BE SURE THAT NO ONE IS IN BETWEEN THE TOWING VEHICLE AND THE DISABLED VEHICLE. IF THE FRONT WHEELS OF THE DISABLED VEHICLE ARE IN CONTACT WITH THE GROUND THE DISABLED VEHICLE WILL HAVE TO BE STEERED. c. Begin towing the unit. Battery Charging WARNING PROTECTIVE CLOTHING, GLOVES, AND EYEWARE MUST NEAR BATTERIES. BE WORN WHEN WORKING ON OR BATTERIES PRODUCE EXPLOSIVE GASES WHILE CHARGING AND SHOULD BE WELL VENTILATED DURING CHARGING AND MAINTENANCE PROCEDURES. NOTICE THE BATTERY CHARGING PROCEDURE IS A MAJOR PART OF THE OPERATION OF THE VEHICLE. a. Be familiar with and know how to operate the charger properly. (This can be as simple as turning on a switch on some chargers, while some chargers start automatically when the battery is connected). b. Disconnect the battery connections on the unit. The temperature should be maintained between 32 F (0 C) and 90 F (32 C). If outside storage is necessary: protect from sunlight, keep from freezing, and do not stack. aa. Unfilled Batteries Any batteries that are Dry Charged should have their seals or any other shipping provisions left in place until the cells are to be filled and the batteries are to be placed into service. bb. Filled Batteries Filled batteries should be properly charged and equalized before storage. If storage is to be longer than one month, a method should be available to provide charging once per month.
