Akbar Jazayeri Director of Revenue and Tariffs October 30, 2002 ADVICE 1657-E (U 338-E) PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA ENERGY DIVISION SUBJECT: Revision to Schedule AL-2, Outdoor Area Lighting Service - Metered Pursuant to Decision (D.) 02-06-037, Southern California Edison Company (SCE) hereby submits for filing the following changes to Schedule AL-2. The revised tariff sheets are listed on Attachment A and are attached hereto. PURPOSE This advice filing revises: 1) the Applicability Section of Schedule AL-2, Outdoor Area Lighting Service Metered, clarifying that the outdoor area lighting loads, which include Incidental Non-Lighting Loads, are to be controlled for dusk to dawn operation; 2) Special Condition 4, Controlled Operation, to reflect that service under Schedule AL-2 will require that the operation of both Lighting and Incidental Non- Lighting Loads are to be controlled from dusk to dawn; and 3) Special Condition 7, Incidental Loads, to provide a clear definition of Incidental Non-Lighting Loads. BACKGROUND SCE currently has two rate schedules applicable to outdoor area lighting customers, Schedule AL-1 and Schedule AL-2. Both schedules are designed to provide the outdoor area lighting customer with a cost based off-peak energy rate without the need for a costly time-of-use meter. Further, both schedules require the use of a load control device to ensure that energy can only be consumed during dusk to dawn hours. The rate design for Schedule AL-1 is different than Schedule AL-2 in that Schedule AL-1 has a higher Customer Charge to reflect that SCE installs and owns the control device. If customers provide their own control devices, service is provided under Schedule AL-2 with its lower Customer Charge. The Energy Charge is the same for both schedules and is designed to reflect SCE s lower energy costs during dusk to dawn hours. P.O. ADVICE 1657-E (U 338-E) - 2 - October 30, 2002 After Schedule AL-1 was established, SCE learned that the majority of customers that would otherwise qualify for and elect service under Schedule AL-1 had already installed their own control devices on their service. SCE attempted to revise Schedule AL-1 to allow customers to install and own the control device, appropriately lowering the Customer Charge, and to make other miscellaneous revisions to address implementation issues identified after having gained some experience with using the Schedule with customers. The proposed changes were rejected by the California Public Utilities Commission (Commission) on the basis that the proposed revisions would violate the rate freeze mandated by Assembly Bill 1890 (AB 1890). As a result, SCE submitted Advice 1318-E to establish a new outdoor area lighting rate schedule, Schedule AL-2, which was adopted and became effective on June 29, 1998. Essentially, Schedule AL-2 is an updated version of Schedule AL-1. It has a lower Customer Charge and is more explicit than Schedule AL-1 in those areas that SCE was not able to revise due to the rate freeze being in effect. Although the tariff language is somewhat different, it was intended that the only real difference between these two schedules be in the Customer Charge amount in recognition of the customer providing the load control device. Otherwise, it was intended that the two schedules be used in the same way with eligible customers. SCE anticipated Schedule AL-2 would generally be the schedule of choice since it was more in concert with customer needs. The Commission recently issued D.02-06-037, which determined that Schedule AL-1 is different than Schedule AL-2 in regard to how qualified incidental nonlighting loads may be operated. Under Schedule AL-2, such loads need to be operated from dusk to dawn. D.02-06-037 has determined that Schedule AL-1 tariff language, in regards to the incidental non-lighting loads, allows such loads to operate during any hour of the day. As a result, this situation provides certain customers with an unintended benefit when service is provided on Schedule AL-1 since the energy rate was designed specifically for load used during off-peak hours. SCE did not intend that off-peak energy rates be applicable to energy usage outside dusk to dawn hours when service is provided under either Schedule AL-1 or Schedule AL-2. Schedule AL-2 has more specific tariff language that restricts the operation of incidental non-lighting load to dusk to dawn hours. This advice filing proposes revisions to Schedule AL-2 to further clarify the definition of such loads (incidental non-lighting loads) and that such loads may be operated only during dusk to dawn hours in conjunction with applicable lighting loads consistent with D.02-06-037. Because Schedule AL-1 and Schedule AL-2 can no longer be viewed as being consistent in their application to incidental non lighting loads, and since this can result in the energy rate of Schedule AL-1 being applied to energy operated outside

ADVICE 1657-E (U 338-E) - 3 - October 30, 2002 of the dusk to dawn hours, which SCE did not contemplate when it designed the rate, SCE intends to file a companion advice letter to this advice filing proposing that Schedule AL-1 be closed to new customers. Eligible new customers will be provided service under Schedule AL-2. No cost information is required for this advice filing. This advice filing will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule. EFFECTIVE DATE This advice filing will become effective on the 40 th calendar day after the date filed, which is December 9, 2002. A change from this rate schedule to any other rate schedule will be permitted only if the additional Point of Delivery is removed. Any such removal shall be at the customer's expense. Controlled Operation: Service under this schedule requires the control of lamps and the incidental non-lighting loads in a manner acceptable to SCE so that the lamps and the incidental non-lighting loads will not be lighted daily from dawn to dusk. Customer shall install, own, operate, and maintain the control device. SCE shall have the right to periodically inspect the control device to ensure its correct operation and maintenance. 5. Distribution Line Extension: Distribution line extensions to reach an outdoor area light or area lighting system shall be in accordance with Rule 15. 6. Services shall be installed and maintained as provided in Rule 16. 7. Incidental Non-Lighting Loads: An Incidental Non-Lighting Load is a load that occurs as a result of or in connection with the lighting load (i.e., motors related to the lighting equipment, photocontrollers, timers, directional signs, billboard fixtures). These types of loads may be served under this Schedule only where such connected loads do not exceed 15 percent of the customer s total connected load. Incidental Non-Lighting Loads must also be controlled for dusk to dawn operation exclusively. 8. Billing: A customer s bill is first calculated according to the total rates and conditions above. The following adjustments are made depending on the option applicable to the customer. a. Bundled Service Customers receive supply and delivery services solely from SCE. The customer s bill is based on the total rates set forth above. The Procured Energy (supply) component is equal to the Procured Energy (PE) Charge as set forth in Schedule PE. b. Direct Access Customers purchase energy from an Energy Service Provider and continue receiving delivery services from SCE. The PE Charge is determined as specified for a Bundled Service Customer.
